Impact of Servant Leadership on Public Service Motivation of Civil Servants: Empirical Evidence from Vietnam

  • Servant leadership has been noticeable in the last decade in the leadership literature on account its focus on serving others first. The target of servant leadership is not the organization, but rather the followers and their development and also the ability to motivate others to become servant leaders. Serving leadership has been recognized as a leadership philosophy that addresses ethical concerns, which is linked to ethical leadership. This study aims to investigate the relationship between dimensions of servant leadership and public service motivation of civil servants. Data were collected from civil servants working in public organizations at district level in Ho Chi Minh City of Vietnam through survey forms. The research hypotheses are tested by factor analysis and regression. The results report that 7 dimensions of servant leadership positively affect public service motivation in the following ascending order: Empowerment, standing back, forgiveness, humility, integrity, accountability, and courage. On the other hand stewardship has an insignificant impact on the role of leading and supervising. Our study contributes to the existing literature on servant leadership as well as public service motivation by throwing light onto a so-far neglected transitional country like Vietnam. Thereby, this study proposes a number of implications for the leaders to improve leadership style to enhance public service motivation of civil servants.

  • Many for-profit and not-for-profit organizations' service provider can affect customers' perceptions of the organization based on the relationship between the customers and the organizations. This study aims to identify the relational benefits in libraries, and analyze the relationship between relational benefits and library trust and perception using a questionnaire. As a result, public library customers realize relational benefits with librarians. And these relational benefits affect library trust and perception. This study is meaningful in that it focuses on the relationships in libraries for the first time, which can contribute to the positive perceptions of customer-librarian relations.

  • Objectives: Obesity is regarded as one of the most prominent health threats worldwide and a serious risk factor for non-communicable diseases, such as diabetes mellitus type 2, high blood pressure, cardiovascular diseases, and some types of cancer. Given the role that societal development-as reflected by the Human Development Index (HDI)-may play in the prevalence of obesity and overweight, this study aimed to investigate the degree to which the prevalence of obesity and overweight is affected by HDI and its components. Methods: In this ecological study, the required data on HDI and its components were gathered from the latest report of the United Nations Development Program, and data on obesity and overweight were acquired from the latest reports published on the World Health Organization website. Statistical analyses were conducted using SPSS version 24.0. Results: The prevalence of obesity was determined to be significantly higher among females than males, and the gross national index per capita was found to be significantly higher for males than females (p<0.05). Significant positive correlations were found between HDI and its components and sex, as well as indices of obesity and overweight. Conclusions: A significant positive correlation exists between HDI and obesity. As policy-makers attempt to improve the general welfare of the people, they should be aware of potential unwanted effects of development on the risk of obesity and overweight among the population.

Entrepreneurial Orientation of Technology Spin-offs Created by University Faculties and Institute Researchers in Korea

  • This research focuses on entrepreneurial orientation(EO) of technology spin-offs as they are expected to reduce the gap between their technology and the market. Entrepreneurial orientation is an organizational activity or process that redistributes or combines resources in an innovative way and takes risk to create new values. It helps improve the level of organizational innovation to deal with uncertainty. An empirical study was performed to analyze the EO of spin-offs established by members of university faculties and research institutes in Korea. Antecedent variables to EO are hypothesized to include public policy for university faculty members and researchers at research institutes, the relationship with incubating organizations, and the level of social networking with other firms. The EO and technological performance relationships are also hypothesized. Data from a total of 121 spin-off organizations were collected and a series of multiple regressions were performed. The performance variable included both technological performance, such as the number of newly marketed products and new technology and subjective performance, such as the level of satisfaction with sales amount and profitability. Several important conclusions were drawn from this study. First, while government policy is not related to EO, the policy of a university or a research institute has a significant effect on the level of innovativeness. Second, a high percentage of human resources applied at the incubating organization results in a negative effect on risk taking. The level of cooperation with the incubating organization too is not related to Entrepreneurial Orientation. Third, the intensity of cooperative networking with other firms has a significant effect on risk-taking. Network relationship with government related organizations is not related to Entrepreneurial Orientation. This study analyzes the importance and role of policy of the university and research institute and networking with other firms to improve EO. It also suggests that a high composition of human resources at the incubating organization has a negative relationship with EO.

Relationship between Creativity and Performance in Government-funded Research Institute (공공연구조직의 창의성 수준과 연구성과 간 관계)

  • The objective of this study is to empirically examine the relationship between creativity and performance in 10 government- funded research institutes of industrial science and technology. In order to analyze the relationship, the institutes are categorized into the high performance group and the low performance group based on research paper and patents The study uses discriminant analysis to identify the factors causing the difference between the two groups. The results show that there is no significant difference of individual creativity between the two groups whereas there is significant difference of group creativity and organization creativity. The study suggests that performance of government-funded research institutes depends on group and organizational creativity.

  • This study investigated how the ageism of geriatric care helpers influenced on elder abuse during their long-term care service for elderly, and analyzed the mediating effects of counselling from public organizations on the causal relationship between ageism and elder abuse. The data used in this study was collected from 627 of care helpers working at elderly long-term care institutions in Gyeongsangnam-do Province, using structured survey(or questionnaire), and analyzed by Baron and Kenny(1986)'s multiple regression method. Ageism has a meaningful influence on elder abuse and counselling from public organizations has meaningful mediating effect on the relationship between ageism and elder abuse. These results show that elder abuse according to ageism can be improved by counselling from public organizations and It presents some practical implications for ageism and counselling from public organizations.

  • Purpose - Clarifying one of the biggest public Hospital Costs and incomes according to patients' case mix. It leads to prepare financial information about pubic medical tariffs and hospital operational costs. Research design, data, and methodology - This study calculates the costs both, with and without taking into account capital costs. This holds for comparison of hoteling based on case mix in all medical procedures. The checklists were reviewed and filled by reviewing accounting documents of the hospital, warehouse exclusion list, and daily books of laundry and CSR. Data was analyzed descriptively by using Excel. Results - In both cases, the hospital is losing in terms of hoteling. Because the buildings and equipment are new, this loss is not tangible. However, this will be revealed when costs of reconstruction and replacement of equipment. The loss rate per day of hospitalization was 569318 Rials for Coronary Care Unit (CCU), 528171 Rials for Post Intensive Care Unit (Post ICU), 474570 Rials for ICU, 233183 Rials for Post CCU and 204803 for Surgical ward. Conclusions - Income of hoteling was lower than its costs. ANOVA showed a strong relationship between case mix and hospital costs as well as case mix and its income. This suggests that optimal case mix can minimize the costs and maximize income.

PLS-SEM to Predict the Relationship between Procedural Justice, Organizational Commitment, OCB, and Job Satisfaction

  • Human resource management has always been the most important part of any organization (corporate and government-owned). Until whenever improvement in human resource management is always the background of every problem that occurs in the organization. This study aims to examine the relationship of procedural justice and organizational commitment to OCB satisfaction and job satisfaction in the Public Works Office of Kutai Kartanegara Regency. Sampling involved the entire population, i.e. 109 informants. They are employees who have goods and services certificates. Hypothesis test carried out with the SEM-PLS model in two stages (outer model and inner model). After that, the survey data was used SMART PLS 3.0. Based on empirical findings, we find that procedural justice has a positive and significant effect on OCB, while organizational commitment does not. Procedural justice, organizational commitment, and OCB have had a positive and significant effect on job satisfaction. The novelty of the study lies in the originality value that describes the conditions in a government agency with different benchmarks (variables and indicators) from previous studies, so it is very interesting and varied.

The Relationship between the User's Perception of Socio-cultural Attributes and the Spatial Structures of Dwelling Spaces - a Comparative Study between Korean and German Housings - (거주자의 대 사회적 개념과 주거공간의 영역별 구성체계와의 관계 - 한국과 독일의 주거형태학적 비교관찰을 통하여 -)

  • This comparative study between Korean and German housings aims at understanding different structural systems in the indoor and outdoor spaces, depending upon the user′s perception of the socio-cultural attributes. The analysis starts with four alternative contrary assumptions, that appear in morphological forms of dwelling; 1) linear distribution vs. areal distribution of residential districts, 2) mirror system vs. comb system in the layout of plot plans 3) organization of front vs. back outdoor spaces and 4) opening vs. closing in the indoor spaces. A clear difference is found between Korean and German samples in view of public and private relationships between indoor and outdoor spaces as well as the intermediate space. In the korean housing there always exists a symbolic and psychological territory of a certain sphere. On the other hand, outdoor space passes through various phases only to form a certain hierarchy even in a private space and, thereby, sets a boundary between private and public areas. In the case of Germany, the building itself draws a clear line between private and public outdoor spaces, and therefore the outdoor space has a "front" and "back". Thus, Germany′s private space may face a genuine public space and street, which is rare in the Korean housing. Although the layout of indoor space in the korean housing tends to be open, such an openness may be outstanding in living and dining spaces, kitchen and various accesses to rooms. In the case of Germany, such indoor spaces are usually closed to each other. Thus corridors act to separate these spaces. Such differences are analysed to be due to the different perceptions of interpersonal and socio-cultural attributes as intra-family and inter-neighbor relationships or communications.

  • This research empirically explores the relationship between types of performance information use, decision making behaviors and performance of government organizations. We measured two types of using performance information, relevance of performance index, variety of performance information, and levels of manager intervention by surveying performance managers of each government ministry or agency and also measured performance by using performance reports. The results of fuzzy-set qualitative comparative analysis suggest that hard use and soft use have impact on performance by combining with characteristics of performance information and managers decision-making by intervening performance management processes.
