해상적하보험에서 국제선박 및 항만시설 보안규칙의 적용상 법률적 쟁점 (Legal Issues in Application of the ISPS Code under Marine Cargo Insurance)

  • In view of the increased threat arising terrorism, the International Maritime Organization(IMO) adopted the International Ship and Port Facility Security Code (ISPS Code) which attached to the SOLAS Convention. The ISPS Code requires a comprehensive set of measures to enhance the security of ships and port facilities. For example, a shipowner must obtain the International Ship Security Certificate(ISSC). If the carrying vessel has not ISSC, the ship may be detained by the contracting governments. The Joint Cargo Committee(JCC) in London adopted the Cargo ISPS Endorsement, in which the assured who knowingly ships the cargoes on a non-ISPS Code compliant vessel will have no cover. However, where there is no the Cargo ISPS Endorsement in a Marine Cargo Insurance Policy and the cargo is carried by a non-ISPS Code certified vessel, the legal problem is whether or not it would constitute a breach of an implied warranty of seaworthiness and/or an implied warranty of legality. The purpose of this article is to analyze the potential legal issue on the relations between non-ISPS Code compliant vessel and two implied warranties under Marine Insurance Act(1906) in U.K.

병렬화 컴파일러의 구조 (Organization of Parallelizing Compilers)

  • Wide variety of the architectural complexity of parallel computer often makes it difficult to develop efficient programs for them. One of approaches to improve this difficulty is to program in familiar sequential languages such as Fortran or C and to parallelize sequential programs into equivalent parallel programs automatically. This paper presents an organization of parallelizing compiler which transforms sequential programs into equivalent parallel programs. The parallelizer consists mainly of syntax analysis, control and data flow analysis, program transformation, and parallel code generation. In particular, the program restructuring in this parallelizer maximizes loop parallelism.

  • 잠수 시스템의 표준 및 안전 기준에는 잠수 장비, 잠수 자격, 잠수 의학, 잠수 절차의 4개 분야가 포함되어야 한다. 이 연구에서는 잠수 시스템의 국제 규격, 국외 정부 기준, 검사단체의 규칙, 해외 잠수조직의 관련 규정을 고찰하여 국내 기준의 필요성을 제안하였다. 또한 해외 잠수기관들의 현황을 고찰하여 국제 협력방안 등 개선 방안을 제시하였다.

Damage studies on irradiated tungsten by helium ions in a plasma focus device

  • Damage of tungsten due to helium ions of a PF device was studied. The tungsten was analyzed by SEM and AFM after irradiation. SEM revealed fine bubbles of helium atoms with diameters of a few nanometers, which join and form larger bubbles and blisters on the surface of tungsten. This observation confirmed the results of molecular dynamics simulation. SEM analysis after etching of the irradiated surface indicated cavities with depth range of 35-85 nm. The average fluence of helium ion of the PF device was calculated about 5.2 × 1015 cm-2 per shot, using Lee code. Energy spectrum of helium ions was estimated using a Thomson parabola spectrometer as a function of dN/dE ∝ E-2.8 in the energy range of 10-200 keV. The characteristics of helium ion beam was imported to SRIM code. SRIM revealed that the maximum DPA and maximum helium concentration occur in the depth range of 20-50 nm. SRIM also showed that at depth of 30 nm, all of the tungsten atoms are displaced after 20 shots, while at depth of higher than 85 nm the destruction is insignificant. There is a close match between SRIM results and the measured depths of cavities in SEM images of tungsten after etching.

  • 유비쿼터스 컴퓨팅 기술 중 이슈가 되어 있는 분야는 RF을 이용한 자동식별 분야이다. RFID 기술은 초장기에 하드웨어에 관심이 집중되었으나, 최근에는 물리적인 정보인 태그 데이터를 수집 및 정제하여 엔터프라이즈 응용이 원하는 정보를 제공해주는 RFID 미들웨어에 대한 연구가 증가하고 있다. RFID 미들웨어의 사실상 국제 표준 단체인 EPCglobal에서 제안한 ALE 미들웨어는 EPC 태그만 처리 가능하여, 국내 RFID 코드 체계로 제안된 KKR 코드 체계를 국내 RFID 사업에 적용하기에는 한계점을 지니고 있다. 본 논문은 ALE 미들웨어에서 쉽게 처리할 수 있도록 KKR 코드 변환 방법에 대하여 제안한다. 기본적인 EPC 코드뿐만 아니라, KKR 코드, 즉 ISO/IEC 15459 표준 코드 체계를 ALE 미들웨어에서 처리할 수 있도록 하여 범용 RFID 미들웨어로 확장이 용이하다.

  • In spite of adoption of Intact Stability Code Part A as mandatory, the accidents have been occurred frequently caused by dynamic stability. Therefore International Maritime Organization (IMO) is revising the Intact Stability Code to prevent the cause of accidents. The result of 4th meeting of Sub-committee on Ship Design and Construction (SDC), five mode of the cause was defined and establishing each draft regulations. We consider physical background, mathematical description, draft regulations for five failure mode and sample calculations for ships built by STX Offshore & Shipbuilding.

  • The importance of the evaluation and verification of small-size cogeneration system has been emphasized because there is no KS-code related to the small-size cogeneration system. The evaluation method of small-size engine cogeneration system was investigated by the reference of Japan evaluation code, JIS B-8122 and international standard organization, ISO-8528. Evaluation method was introduced such as start-test, rapid-load-up and rapid-load-down, etc. The evaluation method was applied to the 300kW small-size gas engine cogeneration system newly developed. The precise and strict evaluation and verification of the system will help the developing cogeneration system to optimum condition. It will also be a base document of KS-Code.

A study on the developments of STCW training of seafarers on ships applying in the IGF Code

  • The International Maritime Organization (IMO) has been regulating emissions by making mandatory the compliance with institutions aimed at protecting air quality such as the Energy Efficiency Design Index (EEDI), Ship Energy Efficiency Management Plan (SEEMP) and Tier III. Under the circumstances, one of the response measures considered to be the most feasible is the replacement of existing marine fuel with Liquefied Natural Gas (LNG). The industry has been preemptively building infrastructure and developing and spreading engine technology to enable the use of LNG-fueled ships. The IMO, in turn, recently adopted the International Code of Safety for Ships Using Gases or Other Low-Flash-Point Fuels (IGF Code) as an institutional measure. Thus, it is required to comply with regulations on safety-related design and systems focused on response against potential risk for LNG-fueled ships, in which low-flash-point fuel is handled in the engine room. Especially, the Standards of Training, Certification and Watchkeeping (STCW) Convention was amended accordingly. It has adopted the qualification and training requirements for seafarers who are to provide service aboard ships subject to the IGF Code exemplified by LNG-fueled ships. The expansion in the use of LNG-fueled ships and relevant facilities in fact is expected to increase demand for talents. Thus, the time is ripe to develop methods to set up appropriate STCW training courses for seafarers who board ships subject to the IGF Code. In this study, the STCW Convention and existing STCW training courses applied to seafarers offering service aboard ships subject to the IGF Code are reviewed. The results were reflected to propose ways to design new STCW training courses needed for ships subject to the IGF Code and to identify and improve insufficiencies of the STCW Convention in relation to the IGF Code.

  • ICT의 발달로 인해 다양한 공격들이 발달되고 있고, 활발해 지고 있다. 최근에 악성코드를 이용한 APT공격들이 빈번하게 발생하고 있다. 지능형 지속 위협은 해커가 다양한 보안 위협을 만들어 특정 기업이나 조직의 네트워크에 지속적으로 공격하는 것을 의미한다. 악성코드나 취약점을 이용하여 기업이나 기관의 조직 내부 직원의 PC를 장악한 후 그 PC를 통해 내부에서 서버나 데이터베이스에 접근한 뒤 기밀정보 등을 빼오거나 파괴한다. 본 논문에서는 APT 공격과정을 통하여 APT 공격에 어떻게 대응할 수 있는 지 방안을 제시하였다. 악성코드 공격자의 공격소요 시간을 지연시키는 방안을 모색하고, APT 공격에 대한 탐지 및 제거 할 수 있는 방안을 제시하였다.

  • APT공격은 해커가 다양한 보안 위협을 만들어 특정 기업이나 조직의 네트워크에 지속적으로 가하는 공격을 뜻한다. 지능형 지속 공격이라 한다. 특정 조직 내부 직원의 PC를 장악한 뒤 그 PC를 통해 내부 서버나 데이터베이스에 접근한 뒤 기밀정보 등을 빼오거나 파괴한다. APT의 공격 방법은 제로데이와 루트킷 이렇게 크게 두 가지 공격이 있다. APT의 공격 과정은 침투, 검색, 수집, 유출 단계 4단계로 구분된다. 과정을 통하여 APT에 어떻게 대응할 수 있는지 두 가지 방안으로 정의하였다. 기술을 통한 악성코드 공격자의 공격 소요 시간을 지연시키는 방안과 공격에 대한 탐지 및 제거 할 수 있는 방안으로 나누어서 설명하였다.
