A Study of Constructing Knowledge Management for Taiwan's Small and Medium-sized Enterprises by Successful Factors

  • In the Knowledge-based Economic Era, all of the enterprises are facing global competitive pressure. The activities of knowledge accessing, codifying, and application will obviously become the main inner function on enterprise operation. Knowledge will be the primary competitive advantage; therefore, he who wants to hold the competitive advantage should do the knowledge management (KM) very well. In this study, we construct the research dimensions and variances by the successful factors of KM, which had been practiced very well by big enterprises inside and outside our country, and which was recommended by the related scholars. In order to approach the differences between big enterprises and small and medium-sized enterprises (SMEs) towards implementing KM, this study takes the way of questionnaire investigation to do empirical analysis and to construct the model of KM by path analysis. The study found out when implementing KM, SMEs should highlight 'leadership,' 'library-architecture,' and 'corporate culture' these three aspects, while 'information technology' and 'performance evaluation' these two aspects show no remarkable influence. It shows that he who wants to construct KM might not too overweight on information technology to build the KM system. Therefore, we suggest when implementing KM, enterprises should reinforce the corporate culture by sharing, organized KM process, learning environment for all employees, and highly authorization by top managers in order to reach the expectant success of KM. The result of this study offers practical thinking directions to reach the expectant success for the policy makers in SMEs, who are accessing to or evaluating to implement KM.

A Study on the Management and Utilization and Application Method of Public Facility in Japanese (일본 분양공동주택의 공용시설 관리와 이용실태 및 활용방안에 관한 연구)

  • In Japan, apartment housing occupies a great proportion of residence due to high population density like Korea. Although Korea and Japan are similar in big proportions of apartment housing, and apartment housing management systems and utilization behaviors, there are considerable differences. This paper examined Japanese public facilities and the status of public facility management and utilization, which differ from those in Korea. In order to analyze the status of public facilities from a perspective of management companies, a preliminary survey was conducted targeting apartment management companies in the top 100 and a field study on public facilities was conducted targeting chief directors and managers of individual housing facilities to look into public facility utilization methods, problems with public facility management, demands of residents, and utilization situations. Also, the present state of facility utilization and utilization promotion plans were investigated, based on the drawings of facilities collected. As the result, results were found in three respects; 'elements, related to building plans', 'elements, related to utilization promotion', and 'elements, related to facility remodeling, including changes of uses'. In relation to the use of public facilities in the future, a more active communication between managers and users would be needed for planning. Also, there would be a need to provide public facilities for visitors when there are events for both occupants and visitors in order to promote the use of facilities and management companies would have to share information of excellent facility models.

  • Recently, many Korean construction companies have tried to modify organization structures in order to increase the performance profit while coping with environmental changes in the construction market. Most Korean construction companies are adapting to environmental changes and devote various struggle for maximizing the result of receiving order. Especially, the organization structure of Marketing Divisions is the important for management performance and is the important key elements to attain the management goals. This research on construction companies organization has never been dealt before in korea. Through this research, the relationship between construction environmental changes and management performance profit is proven and is reflected when making the Marketing Divisions. It suggests the Marketing Divisions structure model by business type and receiving order type. Also, the result of this research could be used the important basic data that is necessary to the organization model development and this model development can be prepared for facing the new environmental changes in the near future.

Real-Time Bandwidth Management Service for Effective Multiple Isochronous Streaming Transmission in IEEE1394 based Home Network (IEEE1394 기반 홈네트워크에서 효율적인 다중 등시성 스트리밍 전송을 위한 실시간 대역폭 관리 서비스)

  • In order to support multiple multimedia streaming services in home networks, many critical issues must be considered. In addition, handling the shortage of network bandwidth is one of the most significant and complicated issues. In this paper, real-time bandwidth management service is suggested as a solution to the problem regarding the IEEE1394-based home network. In order to handle the shortage of network bandwidth and to enhance the bus utilization rate, the proposed service combines two methods. First, the bus bandwidth management function determines the state of the network bandwidth and restores the residual bandwidth, which is excessively occupied by a streaming service, to the available free bandwidth. Second, the Isochronous Streaming (IS) Scheduler manages all streaming services according to priority. In order to test the proposed service, we implemented a prototype steaming management middleware and evaluated it by using the IEEE1394 network test-bed.

Case Study on Job Flow Improvement of Foodservice at a University Hospital (대학병원 급식업무 개선 사례 연구)

  • Background : In order to cope with changes in the management environment at hospitals, increased interests are drawn in patient foodservice system on Continuous Quality Improvement Activity as the method of approaching a quality food service and effective management. Thus, as a part of this activity, this study was conducted to evaluate job flow improvement that was already performed and the results of that process at the dietetic department of a university hospital, focusing on improving management. Method : On February 15 of 1998. the dietetic department formed a job flow-improvement to decide on the priority of job flow improvement, and prepared specific action strategies and schedule of the priority: after a 5 month process period, job improvement achieved on June 15. 1998. Also, economic achievement of the task was evaluated through labor productivity analysis and cost-benefit analysis. Results : The patient food service system which was managed decentralized at the present hospital was centralized, some steps of the food service process were integrated, and quality of patient food was improved. Also, as a solution of the problems expected when conducting job flow improvement was made on food service equipments and utensils. The result of evaluating the job flow improvement that labor productivity improved by 18.2% compared to before the improvement and the result of the analysis of cost-benefit showed that Benefit-Cost (B/C) ratio was 2.22. showing financial merit on the investment. Conclusions : Continuous Quality Improvement Activity needs to be initiated and conducted in the future in various areas of hospital foodservice system in order to actively adopt to ever changing hospital management environment. In order to achieve this goal, many researches and more efforts need to be put in by people in charge of hospital food service management, and interests and support are needed from hospital policy makers.

  • The government has established various policies focusing on accident prevention to reduce the accident rate in the construction industry, but the effect is still insignificant. These results allude that there are still many problems in terms of usability. Although construction safety accidents usually have characteristics that occur during construction, the laws and systems should include the pre-construction cycle (plan/order - design - construction business management- construction) to eliminate risk factors in advance. The purpose of this study is to analyze the performance evaluation of the construction safety system before construction rather than during construction. In the pre-construction phase (plan/ order-design-constuction business management), we intend to investigate and analyze measures to prevent safety accidents and identify a system that lacks the ability to implement. Specifically, we analyzed what to focus on as precautionary measures in the planning, ordering, designing, and supervising. To improve them, we made a questionnaire based on the role related to construction safety for each subject, and seek implications for lack of performance through interviews. Based on the results, some ways to improve the safety system were proposed.

Perception of Importance and Management of Food Allergy among Elementary and Middle School Nutrition Teachers (Dietitians) in Busan (부산지역 일부 초·중학교 영양(교)사의 식품알레르기 관리 현황 및 중요도 인식)

  • This study was conducted in order to evaluate the current status of management of students affected by food allergy and provide basic data necessary to school foodservice. A survey was conducted on 300 nutrition teachers (dietitians). For food allergy management, 79.3% of participants regularly checked on students with food allergy. The rate of providing allergy-free or alternative food for students with food allergy was 35.7%; and the reasons for not providing such food was 'lack of cooking time and employees' (69.4%). Furthermore, 79.7% of participants provided nutrition education and counseling for students with food allergy and the reasons for not providing education and counseling was 'lack of time' (59.0%). Nutrition teachers (dietitians) with experience of job training related to food allergy comprised 53.7%. The mean score of importance of food allergy management was 4.02/5.00. The items with high scores of importance of ${\geq}4.20/5.00points$ were periodical check on students with food allergy, sending newsletters or homepage posting of foods causing allergy; however, provision of allergy-free or alternative food scored 3.64/5.00 points. The score of importance was significantly higher in those who checked on students with food allergy (p<0.05), offered allergy-free or alternative food (p<0.01), and in those with experience of job training (p<0.05) than those who did not. Therefore, in order to manage students with food allergy, nutrition teachers (dietitians) require on-going training on food allergy in order to practice provision of alternative foods and administrative support to the cooking personnel and facilities.

Research on the Implementation of the Bilateral Fisheries Order in the East China Sea after Establishing the China-Japan Fisheries Agreement (중·일 어업협정에 따른 양국 어업질서의 이행 실태 진단)

  • This research assesses the implementation of the bilateral fisheries order of the China-Japan fisheries agreement. After establishment of UNCLOS, the China-Japanese fisheries agreement has played as a basis for the fisheries order in the East China Sea. The China-Japanese fisheries agreement intends that the fisheries industries in China and Japan can utilize the renewable natural resources in the East China Sea. As the EEZ of China overlaps with that of Japanese in the East China Sea, the two countries established the China-Japan Provisional Measure Zone and Middle Zone in the Sea. Even though the three coastal States (e.g. Korea, China, and Japan) in the East China Sea are involved in managing these zones, there has been little effort to coordinate each county's management. Additionally, the Taiwan-Japan fisheries agreement, which is for the area of N $27^{\circ}$, has made costal States to establish and implement united measures to conduct effective fisheries management. Regarding access to the joint fishing zone in EEZ, Chinese fisheries regulations have been enforced in the zone because the fishing capacity of China exceeds all of other countries, reducing the number of fishing licenses and catch quotas. It turned out that a nation that has authority over fisheries resources tends to establish specific conditions of fishing operations to maximize its national interest. In the China-Japan Provisional Measure Zone, Chinese and Japanese authorities have introduced united measures to manage fisheries resources. However, in the Middle Zone between China and Japan, there is no regulation on fishing; both countries' fishing vessels can have free access to the zone. Thus, it is recommended that one should introduce an international fisheries management regime for the Middle Zone. In this regard, Korea should play a leading role in establishing the international management regime because Korea has middle position in terms of geographical standpoint, the degree of dependence on commercial fishing, and its fishing capacity.

A Study on the Optimal Loan Limit Management Using the Newsvendor Model (뉴스벤더 모델을 이용한 최적 대출금 한도 관리에 관한 연구)

  • In this study, granting the optimal loan limit on SME (Small and Medium Enterprise) loans of financial institutions was proposed using the traditional newsvendor model. This study was the first domestic case study that applied the newsvendor model that was mainly used to calculate the optimum order quantity under some uncertain demands to the calculation of the loan limit (debt ceiling) of institutions. The method presented in this study made it possible to calculate the loan limit (debt ceiling) to maximize the revenue of a financial institution using probability functions, applied the newsvendor model setting the order volume of merchandise goods as the loan product order volume of the financial institution, and proposed, through the analysis of empirical data, the availability of additional loan to the borrower and the reduction of the debt ceiling and a management method for the recovery of the borrower who could not generate profit. In addition, the profit based loan money management model presented in this study also demonstrated that it also contributed to some extent to the prediction of the bankruptcy of the borrowing SME (Small and Medium Enterprise), as well as the calculation of the loan limit based on profit, by deriving the result values that the borrowing SME (Small and Medium Enterprise) actually went through bankruptcy at later times once the model had generated a signal of loan recovery for them during the validation of empirical data. accordingly, The method presented in this study suggested a methodology to generated a signal of loan recovery to reduce the losses by the bankruptcy.

Scheduling Generation Model on Parallel Machines with Due Date and Setup Cost Based on Deep Learning (납기와 작업준비비용을 고려한 병렬기계에서 딥러닝 기반의 일정계획 생성 모델)

  • As the 4th industrial revolution progressing, manufacturers are trying to apply intelligent information technologies such as IoT(internet of things) and machine learning. In the semiconductor/LCD/tire manufacturing process, schedule plan that minimizes setup change and due date violation is very important in order to ensure efficient production. Therefore, in this paper, we suggest the deep learning based scheduling generation model minimizes setup change and due date violation in parallel machines. The proposed model learns patterns of minimizing setup change and due date violation depending on considered order using the amount of historical data. Therefore, the experiment results using three dataset depending on levels of the order list, the proposed model outperforms compared to priority rules.
