Implication of ICT Policy to the Agriculture and Rural Development: Opportunities and Challenges for the Case of Bangladesh

  • In this knowledge based society, the debate on ICT has permanently shifted from 'why' ICT for development, to 'how' comprehensive and holistic ICT policies can unleash human potential and enhance people's capabilities to improve their lives. Recognizing this untapped potential and development strategies incorporating ICT are being increasingly promoted and launched across the developing countries. While the potential advantages of ICT for development are enormous in developed countries, national policies of developing countries are yet to adequately reflect truly comprehensive and integrated strategies for harnessing and exploiting this potential. This paper presents an analysis of National ICT policy of Bangladesh. Through the examination of ICT policy, in particular in the field of agriculture and rural development and analysis of applied policies and strategies implemented in these area, this paper identifies challenges and opportunities which provides lessons for policy-makers and practitioners involved in the field. This analysis reveals that the policy is inadequate to impact positively on the agriculture and rural development of Bangladesh. The policy places little emphasis on the integration and infusion of ICT in the country's agriculture and rural development. Policy implications and suggestions are offered to ensure maximum use of ICT potentials in the country's agriculture and rural development.

Innovations such as GPT-4, DALL-E 2, and Mid-journey Stable Diffusion possess the capacity to dramatically transform the methods by which advertisers reach and engage with customers. The potential applications of these advanced tools herald a new age for the marketing and advertising sectors, offering unprecedented opportunities for growth and optimization. Nevertheless, the rapid adoption of generative AI within these industries presents a unique set of challenges, particularly for organizations that lack the necessary technological infrastructure and human capital to effectively leverage these innovations. As a result, a competitive crisis may emerge, exacerbating existing disparities between well-equipped enterprises and their less technologically adept counterparts.   • Construction works of civil infrastructure projects generate a considerable amount of carbon emissions by utilizing a set of energy-intensive equipment and causing traffic congestion. However, the voluntary efforts of the contractor to mitigate these emissions are at an early stage. To address this issue, this paper explores the opportunities to take carbon emissions that would be caused from construction works into consideration in contracting methods and procedures. The opportunities for reducing carbon emissions from construction activities themselves are examined under the framework of Performance Contracting for Construction (PCfC), and carbon emissions from traffic congestion are attempted to be incorporated into the Road User Cost (RUC) calculation. This paper also identifies and discusses major challenges that must be confronted when considering the mitigation of these emissions in contracting methods and procedures.

  • Due to the enhancing environmental concerns worldwide with the need of increasing demand for sustainability of building design, maintenance and operation, key stakeholders including the government and developers in many countries strike for the benefits in implementing the green design and building concepts in constructing, infrastructure as well as the buildings. Different countries have their standards or certifications for green buildings while the adoption rate of BEAM-Plus in HK is relatively less compared with other developed countries such as Europe, USA and Japan. Therefore, in the present research, BEAM-Plus, the beginning assessment method of green standard implemented in HK, will be mainly discussed. Current situation of BEAM-Plus implementation in HK will be reviewed and then adopt a systematic approach via literature review and research paper, questionnaire with Analytic Hierarchy Process (AHP) method to depict the opportunities and challenges from the perspective of government and developers regarding implementing BEAM-Plus in HK and thus investigate the implementation gaps. It is found that for both the macro level of opportunity and challenge, the most important criterion is political, in which the weighting value are 0.3114 and 0.2321 respectively. It is obvious that government plays a critical and significant role in affecting the development of BEAM plus. Technological difficulty is also an important factor that challenging and hindering the implementation of BEAM plus, the weighting value is 0.2194 under challenge hierarchy. More experts and professionals should be imported to Hong Kong to enhance the technique is building green buildings. At the end of this paper, solutions and actions will also be suggested and concluded in alleviating the challenges. Findings from this research can guide developers to consider adopting green elements, government and Green Building Council in HK to review green buildings' policy.

American Ginseng: Research Developments, Opportunities, and Challenges

  • American ginseng (Panax quinquefolius L.) is grown in some regions of the USA and Canada and marketed for its health promoting attributes. While cultivation of this plant species has taken place in North America for over 100 years, there are many challenges that need to be addressed. In this article, the current production method used by growers is described and the challenges and opportunities for research on this valuable plant are discussed. These include studies on pharmacological activity, genetic diversity within the species, genetic improvement of currently grown plants, molecular characterization of gene expression, and management of diseases affecting plant productivity. The current research developments in these areas are reviewed and areas requiring further work are summarized. Additional research should shed light on the nature of the bioactive compounds and their clinical effects, and the molecular basis of active ingredient biosynthesis, and provide more uniform genetic material as well as improved plant growth, and potentially reduce losses due to pathogens.

  • The paper at first gives an introduction to e-commerce, recalls the birth and the growth of an e-commerce giant Chinapages.com in the tough environment in the primary stage of the development of e-commerce in China, provides an overview of its e-business scope and its experience in its e-business development, then describes its present favorable and unfavorable e-business e-environment and its challenges in its future development.   • Increasing knowledge on the link between diet and human health has generated a lot of interest in the development of functional foods. However, several challenges, including discovering of beneficial compounds, establishing optimal intake levels, and developing adequate food delivering matrix and product formulations, need to be addressed. A number of new processes and materials derived from nanotechnology have the potential to provide new solutions in many of these fronts. Nanotechnology is concerned with the manipulation of materials at the atomic and molecular scales to create structures that are less than 100 nm in size in one dimension. By carefully choosing the molecular components, it seems possible to design particles with different surface properties. Several food-based nanodelivery vehicles, such as protein-polysaccharide coacervates, multiple emulsions, liposomes and cochleates have been developed on a laboratory scale, but there have been very limited applications in real food systems. There are also public concerns about potential negative effects of nanotechnology-based delivery systems on human health. This paper provides an overview of the new opportunities and challenges for nanotechnology-based systems in future functional food development.

  • Knowledge Management (KM) has become a fundamental process for all types of institutions in society. Academic libraries are also an integral part of the knowledge system, these institutions being one of the forms that contribute to knowledge development. This study aims to find out the challenges and opportunities associated with KM practices in Dhaka University Library (DUL). The specific objectives were to ascertain the understanding of KM concepts among library professionals of DUL, to explore an overview of KM and its role, and to identify the rationale behind not practicing KM properly at DUL. Appropriate methods were employed. The findings indicate that limited expertise and lack of clear guidelines are the major challenges for the implementation of KM in DUL.

  • Purpose - This paper aims to explain that the Chinese distribution market will continue to bring tremendous business opportunities to commercial enterprises, given the relatively strong economic fundamentals and substantial government-led measures to boost domestic demand. Research design, data, methodology - A survey was conducted on China's retail market data during 2012. By empirically analyzing the data for retail sales of online markets and franchises, we conclude that the online retail market in China will continue to grow. Results - Based on data from 2012, 2013 is expected to be a challenging year for the retail sector, as both external and internal pressure is likely to persist. This paper outlines some major challenges facing retailers in China. Conclusions - The study shows that retailers in the Chinese market will face some major challenges: 1) the Chinese retail market is considerably affected by an uncertain economic outlook 2) an unfair environment of competition exists and 3) product safety is a serious issue. However, in the future, China's retail market will continue to bring tremendous business opportunities to commercial enterprises, given the relatively strong economic fundamentals and substantial government-led measures to boost domestic demand.
