A Study on the Operational Plan of Liaison Service at Academic Libraries (대학도서관 리에종서비스 운영방안에 관한 연구)

  • The one of the methods which academic libraries maximize the user service is to perform the 'liaison' service that embodies the customized service to make close linkage with library and users. The purpose of this study is to propose the operational plan of 'liaison' service at academic libraries. It was explored the necessity of liaison service, the definition and role of liaison librarian. After this study examined the case of activities and duties of liaison librarian at Korean and foreign academic libraries, the operational plan such as organization, administration and steps et al. of 'liaison' service were proposed.

A Study on the Radiological Emergency Plan for Decommissioning Nuclear Power Plant

  • Safe radiation management is essential not only for operational nuclear power plants but also for nuclear plants to be decommissioned. When spent nuclear fuel is present on-site, meticulous radiation emergency plans are necessary to ensure safety. In Korea, numerous radiation emergency plans have been established for operational nuclear reactors. These plans delineate distinct response mitigation measures for white, blue, and red emergencies. However, clear regulations are yet to be devised for radiation emergency plans for reactors to be decommission. Therefore, this study investigated the decommissioning plan and status of Kori unit 1 to comprehensively analyze the current status of decommissioning safety in Korea. In this study, radiation emergency plans of decommissioning nuclear power plants abroad were reviewed to confirm radiation emergency action levels. Furthermore, radioactive waste treatment facilities, to be used for decommissioning reactors in Korea were evaluated. Moreover, the study assessed emergency plans (especially, emergency initiating conditions) for operational nuclear power plants in Korea for potential use in the decommissioning phase. This study proposed an emergency initiating condition that can be used for decommissioning reactors in Korea. Considering the anticipated introduction of plasma torch melting facility in Korea, this study examined the conditions of radiation emergency plans can be altered. This study identified effective measures and guidelines for managing radiological emergency initiating conditions, and effective decommissioning of nuclear power plants in Korea.

A System of Manufacturing Sustainability Assessment for Production Plan (생산계획의 제조지속가능성 평가 시스템)

  • The number of manufacturing companies that demand the ability to assess sustainability in their manufacturing system is rapidly increasing. However, there are still difficulties in assessing their sustainability in manufacturing for decision-making since it is not easy to determine a single index of sustainability in an operational way. To address these difficulties, this paper proposes an operational guidance and system to assess sustainability of production plan as a single index. The IDEF0 model was defined to explain processes and their input, output, control, and mechanism for sustainability assessment. A prototype system was developed based on the concepts presented in the IDEF0 model, and applied to a case study. To conclude, the prototype system proposed in this paper can help manufacturing companies assess sustainability of their production plans and make a decision using a single value resulted from that assessment.

Risk-based Operational Planning and Scheduling Model for an Emergency Medical Center (응급의료센터를 위한 위험기반 운영계획 모델)

  • In order to deal with high uncertainty and variability in emergency medical centers, many researchers have developed various models for their operational planning and scheduling. However, most of the models just provide static plans without any risk measures as their results, and thus the users often lose the opportunity to analyze how much risk the patients have, whether the plan is still implementable or how the plan should be changed when an unexpected event happens. In this study, we construct a simulation model combined with a risk-based planning and scheduling module designed by Simio LLC. In addition to static schedules, it provides possibility of treatment delay for each patient as a risk measure, and updates the schedule to avoid the risk when it is needed. By using the simulation model, the users can experiment various scenarios in operations quickly, and also can make a decision not based on their past experience or intuition but based on scientific estimation of risks even in urgent situations. An example of such an operational decision making process is demonstrated for a real mid-size emergency medical center located in Seoul, Republic of Korea. The model is designed for temporal short-term planning especially, but it can be expanded for long-term planning also with some appropriate adjustments.

  • Objective: The purpose of this study is to analyze the annual operational status in the filed of art shown in daily teaching plan for 2-year old, provide the analysis results helping the reflective cognition and to provide the basic data for relevant researches. Methods: This study analyzed the 1 year portion of daily teaching plan of 6 edu care teachers, provided the analysis results to the teacher in charge and promote the reflective cognition. Results: First, the operational status of the art area shown in the daily teaching plan for 2-year old was analyzed by dividing it into arts experience, expression type, art supplies, basic planar material, planar painting material, three-dimensional expression material. Second, The reflective cognition in the teacher on the analysis results of operational status in the field of art for 2-year old was shown as limits such as the infant art missing art appreciation, concentration on art supplies, ambiguity of infant art and the uniformed art activity. Conclusion/Implications: The implications of this study are the facts that it identified the operational concentration in the field of art for 2-year old, it utilized the analysis data of the teacher's daily teaching plan as reflective cognition tell, it showed the diverse teacher's cognitions on the infant-oriented art education not the uniformed art activity application.

  • Recent trends in urban policies show the increasing importance of urban parks. Moreover the park policy and planning are increasingly important for the good urban park system. Comparative studies in the operational system and planning contents of the parks and green space plans of the major cities would be timely and meaningful. This study aims to provide a comparative study in operational system and planning contents of the Parks and Green Space Master Plan at urban scale. Sites include London, New York, Berlin, Sydney and Seoul. Analyses are focused on the master plans and strategy reports of each city. Frameworks for analysis are divided into operational system and planning contents. The results are as follows. First, the Parks and Green Space Plans as an open space planning linked to related resources would contribute to both integrated resources management and practice of the fairness. Second, evolution from quantity to quality of the parks and green space plan enhances revitalization and regeneration. Third, shift from the 'supply oriented plan' to 'need based plan' model provides flexible planning model to meet the demographic change, trend change, preference and use. Fourth, planning agents, enlarged opportunities for participation within each phase, diversified of the participants lead the changes from the passive participation to active one. In order to improve the practicability of the parks and green space master plan, a flexible planning strategy including social awareness changes and park governance is required.

A Study on the Architectural Planning of Spatial Composition and Circulation in Private Regional Infectious Disease Hospital (민간 권역 감염병 전문병원의 공간구성 및 동선에 관한 건축계획 연구)

  • Purpose: Since infectious disease hospitals are premised on emergency operations, the operational efficiency of secured personnel, equipment, facilities, etc. is relatively low. In order to increase such normal operational efficiency, it is necessary to flexibly operate facilities and operations during normal and emergency times. The purpose of this study is to suggest the architectural planning method focusing on the space composition and circulation of the regional infectious disease hospital which can increase the operational efficiency in the private hospitals. Methods: Through literature review, functional requirements of infectious disease hospitals were identified, and related personnels inter-views and field surveys were conducted to understand the spatial composition and circulation requirements of infectious disease hospitals. Results: Through the complete separation between the negative pressure zone and the general zone, even when the negative pressure zone is completely closed, the general zone should be operated separately to achieve operational efficiency. In addition, the separation of the negative pressure zone and the general zone should simultaneously consider the optimal space configuration and movement for each function while the zone settings match in the floor plan of each department and the overall cross-sectional configuration of the hospital. Implications: Infectious disease hospitals intended to be installed in private hospitals should not apply excessive space just for safety reasons and should plan to ensure their operational efficiency.

Analysis and Operational Model Design of the "Village Citizen Archivist" Training Program ('마을기록활동가' 양성 교육 프로그램의 분석 및 운영 모형 설계)

  • This study aims to identify the current status of the village citizen archivist training program (hereinafter "training program") and propose a competency-based training program operational model to improve it. With the steadily increasing number of training programs, revitalizing programs and systemizing operations become imperative. This study focuses on achieving the program's goals, the competence of village citizen archivists, and the continuity of training programs and archiving activities. To this end, the meaning and role of village citizen archivists were investigated through domestic and international literature. Moreover, the current status of training programs from 2015 to 2023 was identified, and the implications of literature reviews and case studies were verified through interviews with the program educators. The implications of the interview were summarized as the program operational plan for each goal, the competence of village citizen archivists, and the development plan, thereby being reflected in the operational model. The competency-based education program operational model was proposed to incorporate a model structure, design principles, curricular modules for each goal, and considerations for each stage of education program operation.

An Algorithm for Automatic Generation of Dimension and Tolerance Charts (치수/공차표의 자동생성 알고리듬)

  • Determination of operational dimensions and tolerances is complex if there exist inconsistencies between operational and design specifications. Dimension and tolerance charts (D&T charts) have been used to establish the relationships among operational dimensions in complex machining. This chart proves that individual operations can be harmonized when they are interconnected. However, it is hard to generate the chart manually. Because operational dimensions and tolerances must meet the design specifications, the dimensions and tolerances of interconnected operations have to be verified serially for economical operations. In this paper, the chart is automatically generated from the interconnected operations. More importantly, all operational dimensions and tolerances displayed in the chart have been verified by using LP to meet the design specifications. Finally, the chart is converted to an operational routing sheet that contains a detailed process plan along with cutting speed, feed rate, and operational references based on material hardness, surface finish, and tool nose radius.

A Study on the Understanding of the Analysis of the Future Operational Environment for Smart Defense Innovation and the Application of the ROK MND (스마트 국방혁신을 위한 미래 작전환경 분석의 이해와 군 적용방안에 대한 고찰)

  • For smart defense innovation, the key is to apply state-of-the-art technologies of the Fourth Industrial Revolution to national defense. In order to apply state-of-the-art technology to the defense sector, we need to apply and develop technologies to analyze and respond to uncertain future operational environments. To this end, our military is investing a lot of time and effort. To understand future operational environment analysis and to apply and develop our military, we explored the perspectives of operational environment analysis in major countries and studied specific cases of U.S. troops with systematic analysis functions. The U.S. Army has established a cooperative system to analyze future operational environment under the leadership of the Education Command and operates the organization organically. It also utilizes the collective intelligence of expert groups in various fields by utilizing the MSC, and it is time for the Korean military to take the lead in keeping with the era of transformation. To that end, the organization of the U.S. Education Command should be benchmarked and the Korean Future Operation Environment Analysis Organization should be established and operated. Through this study, we have developed an understanding of the future operational environment analysis system of the U.S. Army and presented a plan to apply the ROK MND.
