Local languages based information storage and retrieval system is essential for any online digital repository system. This paper reports the development of an interface in Bengali that allows users not only browsing and searching Indic-script based documents but also allows administrator performing various system level operations. This paper briefly describes the origin and key characteristics of Indic-scripts along with their encoding in Unicode standard with special reference to Bengali language. It also demonstrates the development processes of Bengal-script based information representation and retrieval (IRR) system viz. BURA (Burdwan University Research Archive) using different open standard and open source software (OSS) including different factors essential for building such successful Indic-script based multilingual digital libraries. The suggested strategies may help digital library developers to design an appropriate multi-script based information access services in any other Indic-script based languages.

This paper presents the results of a study that aimed to develop a module for auto connection modeling that can be applied to the structural details design and modeling phase. It was established that the steel connection library database from the structural analysis resulted from the consideration of the input parameters of the 3D modeling program and the guidelines for Korean standard steel connections. The module for the auto connection modeling in steel structures was developed by linking it with the established library database through the use of the OpenAPI software to prove that the developed module carried out the modeling of the six story (steel structure) office building. The productivity and efficiency of the module introduction was verified by comparing the conventional process and the proposed process.

The idea behind Open Source Software(OSS) that permits users to study, change, and improve, is similar to the spirit of the library that has been developed through cooperations and resource sharing rather than competition. OSS is regarded as an alternative, low-cost technical innovation based on librarian's creative idea and standardized business process. Enthusiasm of the community is fundamental to successful installations and sustainable development. This study analyzed two community-based OSS ILS, namely KOHA and Next_L and suggested a future direction for domestic libraries. In the case of Korea, it is desirable for a library consortium to develop an OSS ILS for small- and medium-sized libraries. Most importantly, strong consensus about OSS ILS among the practiting librarians should be developed first.

Mashup service provides results by query in real time and responds to users' request in dynamic. In terms of size, each of NIKH(National Institute of Korean History)'s internal Information Systems is equal to individual library system. As adapting mashup for information convergence with external resources, it was accepted for internal integrated search in the same context. This study designated NIKH OpenAPI and proposed metadata format for internal integrated search of historical contents.

The serials pricing and licensing crises have caused the problem of limited access to scholarly information and the problem of its preservation. To cope with these crises, various types of scholarly communication models are under study now. Open Access is one of the possible solutions among these new trials. This study has investigated the history of Open Access, articulated the first considerations for the spread of Open Access, and proposed the role of librarians during the progress.

TIP 기술은 2D 그림 또는 한 장의 사진으로부터 기하정보를 추출하여 3 차원 입체 효과를 만들어 영상 내부를 네비게이션할 수 있는 기술로써, 게임, 엔터테인먼트, 교육, 홍보 등 다양한 분야에서 요구되는 주요기술이다. 본 논문에서는 최근 대두되고 있는 스마트 device 의 platform 가운데 하나인 android platform 상에서의 OpenGL ES Library 를 이용한 TIP 기술 적용 및 구현 기술을 제안한다. 제안 방법은 전경객체의 추출이 어려운 상황을 감안하여 보다 사실적 장면 구성이 용이하도록 사용자의 선택에 의한 소실점을 이용하고, OpenGL ES Library 를 이용하여 3D 배경 모델을 획득하고, 이미지를 텍스쳐 매핑하여 3D 가상공간을 완성한 후 카메라의 시점 변환을 통해 이미지 내부를 네베게이션할 수 있도록 한다. 실험영상은 android platform 상의 device 에서 촬영한 이미지를 사용하고, android 2.1 및 OpenGL ES 1.0 기반으로 구축함으로써, 제안 기술을 다양한 android platform smart device 에서 적은 비용과 시간으로 응용 개발에 효과적으로 적용 가능하도록 구현하였다.

This is a study on types and current status of school library in japan that are open to public. it aims to increase library access and further improvement of accessible information environment by opening the libraries within schools. In case of Japan, libraries' importance to school education enacted world's first School library act by 1953 and installation rate of school libraries is achieved up to 100%. These libraries opened to its local community is in the process of increasing library usage and now in total of 11.6% of lower, middle, and upper school are already opened to their local community. Considering decreasing usage of facilities in schools, teacher vacant time, expanding libraries, and other various alternatives should be considered together. It will lead to equal access to information environment and lifelong education. The study suggests ways of installing school libraries in appropriate sizes and forms within their local societies. It also propose possible ways to open school libraries to perform their own functions.

A Tile Map Service is a regular map service that has been enhanced to serve maps very quickly using a cache of static images. The map cache is a directory that contains image tiles of a map extent at specific scale levels. Returning a tile from the cache takes the server much less time than drawing the map image on demand. Use of a Tile Map Service can dramatically improve the time that clients take to display complex base-maps. Using Tile Map Services thus eliminate the need to trade quality for performance. This study provides a way to construct Tile Map Service System using Open Source GIS. We used GDAL(Geospatial Data Abstraction Library) which is one of the Open Source GIS Softwares to make Tile Map Image and OpenLayers to publish Web Page. Moreover, We conducted a performance test on Tile Map System and Dynamic Map System and evaluated the results of it. As a result, the proposed method makes it easier to construct high performance Tile Map Service using Open Source GIS without commercial products.

What is the starting point of discussions for the open access of Korean journals? This study analyzed whether the serials crisis in Western societies are in academic libraries in Korea. The rising of prices of Korean electronic journals in academic libraries and recognition of librarians for it were surveyed. This study found that the subscription fees for web DBs of Korean journals have been increased from 1.3 times to 34 times during the last 10 years. But librarians in the universities did not think that the subscription fees are very high. And the 35% of respondents thought that the subscription fees for the web DBs in academic libraries will be increased to bring to a crisis to libraries. This study suggested that the leading groups of discussions for open access in Korea wilt be interested in the aspects of public goods and social justice, another values of open access.

In this paper, the optimum coding method is proposed by using open library in order to improve the performance of a software correlator developed for Korea-Japan Joint VLBI Correlator(KJJVC). The correlation system for VLBI observing system is generally implemented with hardware using ASIC or FPGA because the computational quantity is increased geometrically according to the participated observatory number. However, the software correlation system is recently constructed at a massive server such as a cluster using software according to the development of computing power. Since VLBI correlator implemented with hardware is able to conduct data processing with real-time or quasi real-time compared with mostly observational time, software correlation has to perform optimal data processing in coding work so as to have the same performance as that of the hardware. Therefore, in this paper, the experimental comparison was conducted by open-source based fftw library released in FFT processing stage, which is the most important part of the correlator system for performing optimum coding work in software development phase, such as general method using fftw library or methods using SSE(Streaming SIMD Extensions), shared memory, or OpenMP, and method using merged techniques listed above. Through the experimental results, the proposed optimum coding method for improving the performance of developed software correlator using fftw library, shared memory and OpenMP is effectively confirmed by reducing correlation time compared with conventional method.
