A Study on the Operational Policies and Best Practice of Repository (성공적인 리포지터리의 운영정책에 관한 연구)

  • This study investigated and analyzed operating policies and status of the best practices repository in the world to propose the successful strategies of management and establishment of repository. The best practices were selected from the top 10 of the Ranking Web of World Repositories by CSIC and Registry of Open Access Repositories by JISC. These repositories fell into two rough classes, disciplinary and institutional repositories. Policies on operation and support, collection, management, distribution and information services, long-term preservation, technology and copyright were analyzed. Characteristic of disciplinary and institutional repository policies were also identified.

A RBAC-based Access Control Framework in OSGi Service Platform (OSGi 서비스 플랫폼에서 RBAC 기반의 사용자 접근제어 프레임워크)

  • Recently, according to the network environment, there are many researches for home network. Nowadays, in home network, the method that access control policy is managed for each home device by using ACL is popular, and EAM (Extranet access management) is applied as a solution. In addition, the research about secure OS is ongoing based on open operating system and the research of user authentication mechanisms for home network using home server is also in progress. However, these researches have some problems as follows; First, the transmission scope of expected access technology in home network is wide, so unauthenticated outside terminal can access the home network. Second, user is inconvenient because user need to set the necessary information for each device. Third, user privacy and convenience are not considered. OSGi provides a service platform for heterogeneous technologies in home network environment. Here, user access control is one of the core parts which should have no problems such as above items, but there are no concrete researches yet. Thus in this paper, we propose an access control policy management framework and access control operation based on RBAC for user access control in home network environment in which OSGi service platform is operated. First, we list the consideration which is not clearly mentioned in OSGi standard, and then we solve these above problems through new framework. In addition, we propose the effective and economical operation method which reduces the policy change frequency for user access control by using RBAC concept though limited resource of home gateway. Besides, in this paper, these proposed policies are defined separately as user-role assignment policy and permission-role assignment policy, and user decide their own policies. In conclusion, we provide the scheme to enhance the user convenience and to solve the privacy problem.

A Study on the Current Status and Policy Direction of Open Banking (오픈뱅킹(Open Banking)의 현황과 정책방향에 관한 연구)

  • Open banking, the global trend of the financial industry, is the driving force behind various innovations in the financial market in the future. The right policy direction and detailed tasks are important for triggering the differentiation and reunion of the financial industry. The purpose of this study is to investigate and analyze the background of open banking, domestic and international trends, and Korea's open banking policy. The policy directions and tasks for successful settlement and activation of open banking system are carefully suggested. Open banking is a policy to allow third party provider(TPP) access to bank accounts and open payment functions under the explicit consent of the customer. The opening of the open banking era is expected to begin competition and cooperation between banks and fintech companies in earnest, thus enhancing the competitiveness of the financial industry and contributing to the utility of financial consumers. To this end, policymakers should make every effort to advance open-ended financial settlement infrastructure, open banking legal grounds, and minimize side effects such as customer data leakage and poor financial system stability. Banks and fintech companies will need to focus on scattered customer financial information on a single platform and develop it into a convergence and discrimination of true financial services.

  • 케이블망 개방(open access)은 케이블망사업자가 자사의 ISP 뿐만 아니라 경쟁 ISP도케이블모뎀망에 접속할 수 있도록 허용하는 것이다. 미국의 경우 케이블망과 DSL 망모두에 대해 망개방 의무가 부과되지 않고 있다. 영국의 경우 케이블망 개방에 대해서는 규제를 하고 있지 않으나, BT와 Kingston의 DSL 망에 대해서는 개방 의무를 부과하고 있다. 케이블망 개방에 대한 비규제 접근 배경측면에서 미국은 광대역서비스 시장의 설비기반정책에 중점을 두고 케이블사업자의 망투자 유인제고에 목적을 두고 있으나, 영국은 초고속인터넷서비스 시장에서 케이블사업자들의 시장지배력이 없다는 점에서 규제개입보다는 ISP와 케이블망 사업자간 접속이 시장기능에 의해 이루어지는 것이 더 바람직하다는 점에 기인하고 있다. 이런 점에서 미국의 규제완화 접근이 경쟁사업자에게 망 접속 제공을 요구하고 있는 영국에 비해 기술방식간의 설비기반 경쟁정책으로 나아가고 있는 것으로 볼 수 있다. 향후 어떤 정책이 광대역서비스의 보급을 더욱촉진할 것인가에 대해 지속적인 연구가 필요하다. 본 논문에서는 케이블망 개방 관련기술방식과 케이블망 개방 관련 논쟁에 대해 살펴보고, 영국과 미국의 케이블망 개방에 대한 규제접근을 검토하였다.

Spectrum Access Model Proposal for Frequency Sharing in 3~4 GHz (3~4 GHz 대 주파수 공동사용을 위한 스펙트럼 액세스 모델 제안)

  • Many researches on the usage of shared spectrum have continuously been carried out to solve the recent frequency shortage problem and to use efficiently the spectrum without interference. Also, exponential mobile data growth and the solutions needed to address this challenge are parallel key objectives addressed in many countries. Spectrum policy innovation to meet this challenge is the ASA/LSA (Authorized Shared Access/Licensed Shared Access), which is the best access model to employ the small cell technology to meet this mobile traffic growth. Because 3.5 GHz bands is considered as the ASA/LSA frequency, in this paper, we propose the SAM(Spectrum Access Model) in 3~4 GHz bands to estimate the available ASA/LSA bands and to open more free spectrum. These results are utilized as the data to develop the SAM for the small cell and the open frequency in future.

A Study on the Aviation Deregulation Act and Global Airline Alliances (항공규제 완화와 항공사간 전략적 제휴에 관한 연구)

  • This study explores how strategic alliance activities are evolving and the factors that impact on the formation and development of airline alliances. Findings show the initiation of regional and more liberalized bilateral, or open skies, agreements have removed some of the impediments to structural changes in international aviation. Airlines in more liberal markets enter into greater numbers and more integrative forms of alliances. Also, airlines, on average, achieve better results of operation if the market is more liberal. Essentially, there is a positive relationship between the developments of alliances and the liberalization of air transport markets. It has been questioned that the US bilateral open skies agreements provide its carriers more access to the global market and countries that do not enter into such agreements with the US risk a loss of traffic. Consequently, open skies agreements may enable carriers who have the freedom to exercise market power to be dominant in the markets. This suggests that regulatory coordination and liberalization of international aviation reinforce each other and should therefore be pursued simultaneously.

Determinants of Adoption and Use of Open Access Publishing by Academic Staff in Nigeria Universities

  • The emergence of the World Wide Web (WWW) has changed the scholarly publishing system. Today, Open Access (OA) scholarly publishing offers free access and wide dissemination for research findings anytime and anywhere as an additional value for scholarly content. Despite the potentials of OA publishing, its adoption and use is still low.This paper determines factors influencing the adoption and use of OA publishing by academic staff in universities in Nigeria using an adapted Unified Theory of Acceptance and Use Technology (UTAUT). The study applies methodological triangulation by combining quantitative and qualitative approaches. The empirical data were collected from 317 academic staff in universities in southwest Nigeria. The questionnaire forms were analyzed using the Statistical Package for Social Sciences (IBM-SPSS) 19.0 version to generate descriptive statistics, Analysis of Variance, and Hierarchical Multiple Regression. Thematically, analysis also applies to the interviews. The results show that awareness, attitude, performance expectancy, Internet self-efficacy, and facilitating conditions significantly influenced the adoption and use of OA publishing. The study also reveals that due to lack of OA policy, most of the respondents did not know about OA. The findings further establish that all predictors and moderating variables jointly contributed 64.4% total variance towards the adoption and use of OA publishing. One of the implications of this study is that there is a need for adequate facilities to support adoption and use of OA publishing. The findings inform the proposed framework for improving and evaluating the adoption and use of OA publishing. The findings also have theoretical, societal, and methodological significance to all stakeholders.

A Study on Improving Laws and Regulations for Open Access of Research Papers from National Research and Development Projects (국가R&D 논문성과물의 오픈액세스를 위한 법규 개선방안)

  • Open Access (OA) policy to scholarly publications from publicly funded research goes toward making a law at the national level. The purpose of this study is to suggest the ways of improving laws and regulations for OA of scientific publications from national R&D projects. For that purpose, this study analyzed cases of USA, Spain, Germany, and France which have already legislated OA related laws and regulations. Based on the results, the followings were proposed: 1) to unify definitions of research outcomes and to include research papers to the definition. 2) to strengthen OA obligations by amending "Act On The Performance Evaluation And Management Of National Research And Development Projects, Etc." by to specify related articles about submission, making public, enrolling, deposition, and possession of research papers, and 3) to revise administrative rules and "Regulations on Management of National Research and Development Projects" which common to all administrative according to amending the law.

Cascading Citation Expansion

  • Digital Science's Dimensions is envisaged as a next-generation research and discovery platform for more efficient access to cross-referenced scholarly publications, grants, patents, and clinical trials. As a new addition to the growing open citation resources, it offers opportunities that may benefit a wide variety of stakeholders of scientific publications, from researchers and policy makers to the general public. In this article, we explore and demonstrate some of the practical potentials in terms of cascading citation expansions. Given a set of publications, the cascading citation expansion process can be iteratively applied to a set of articles so as to extend the coverage to more and more relevant articles through citation links. Although the conceptual origin can be traced back to Garfield's citation indexing, it has been largely limited, until recently, to the few who have unrestricted access to a citation database that is large enough to sustain such iterative expansions. Building on the open application program interface of Dimensions, we integrate cascading citation expansion functions in CiteSpace and demonstrate how one may benefit from these new capabilities. In conclusion, cascading citation expansion has the potential to improve our understanding of the structure and dynamics of scientific knowledge.

A Study on the Copyright Policy and Open Access for Noncommercial Scholarly Works (비영리학술저작물의 저작권정책과 오픈액세스에 관한 연구)

  • This study is about the copyright policies by Korean government and the revision of the article 31 library exemption provision in the Copyright Act of Korea for noncommercial scholarly works considering through cases of copyright disputes occurred in Korea during the $2005{\sim}2007$. This study proposes that works not for sale including thesis should be exempted from the copyright compensation in the article 31(5) in the Copyright Act of Korea based on the properties of noncommercial scholarly works and the regulations on works for not for sale in the current Korean copyright act. Also, this study reports that the copyright trust of scholarly articles by the copyright trust management agency is illegal in part and the government which has a duty to direct it has to control the illegal actions. Finally, this study proposes that noncommercial scholarly works such as thesis and scientific articles are to be open access and Korean government should develop open policies for them.
