Lived Experience of Older Learners in an Online University (온라인대학 노인학습자들의 삶의 경험)

  • The purpose of this paper is to describe and understand the lived experiences of older learners in formal education offered in an online university. Applying qualitative research methods, this paper attempts to explore the interpretation and meanings of their college studying. Ten participants in this study were selected from older students aged over 60 who had studied or were studying in a cyber university and lived in Seoul and its metropolitan area for more readily accessible and available for in-depth interviews. After the final analysis of learning experiences of older adults in an online university, six main themes were identified: self in the past, breaking from the convention, struggling with the new challenges, attaining self-actualization, integrating a new identity, future-oriented self. Finally it appears that learning experiences of the learners enabled the participants to replace their past-oriented sense of self with a more positive, future-oriented version.

  • This paper proposes a Web Based Online Outage Cost Assessment and Information System(WOOCAIS) for power system outage cost assessment. The proposed WOOCAIS is a kind of web based survey method for outage cost assessment. While conventional survey methods have done outage cost assessment based on survey paper lists collected by post mail or visiting customers, the proposed WOOCAIS is a web based online survey operation and assessment system. Therefore, it can curtail expenditure for survey and also is more convenient than conventional method. It will be set up for actual outage cost assessment system of KEPCO in South Korea in the near future. The WOOCAIS will be applied in various research and actual planning and operation areas. First of all, the assessed results may be not only applied as one of objective function for generation system and grid expansion but also operational planning problems in power system.

  • The global information economy is transforming the way people connect with each other, learn new things, and contribute to the knowledge society. With the online platform, library services have also expanded beyond face to face interaction. Although studies of virtual reference services have been made in different parts of the world, a case study discussing various forms of online reference engagement in Kazakhstan has not been written. While most of the theories on connectivism emphasize the context of instruction, the researchers of this paper discussed the tenets as they relate to online engagement. Applying the theory of connectivism, this paper explores through a mixed method the use of various online platforms to enhance engagement connecting library users to information. Findings revealed that differences in patterns of interactions as to platforms, types of queries, and users reveal that students, faculty, and other members of the academic community served by the library have various preferences for communication. The case study further showed that respondents have not maximized the use of VLS but interest in using both synchronous and asynchronous services is clear. Finding connections between sources of information, creating useful information patterns, is essential in learning. Amplifying awareness on the use of VLS giving emphasis to the unique features of each service is useful in order to enable students to see how this platform facilitates learning.

Impact of COVID-19 Pandemic on Graduates Seeking Jobs

  • The appearance of COVID-19 virus has affected many aspects of our life. These include and not limited to social, financial and economic changes. One of the most important impacts is the economic effects. Many countries have taken actions to continue the teaching process through online teaching platforms. The students are expected to graduate during the next few semesters with certificates that include some online-completed courses and their graduation certificates are called mixed certificates. This paper considers graduation mixed certificates with some online courses and its impact on graduates seeking jobs. First, we study how well the mixed certificates are accepted by job market. In other words, how different companies, organizations and even governmental entities would accept such certificates when hiring. We study the perception of job market for such certificates for different learning fields. Secondly, we study how well the online courses are accepted by the students keeping in mind that these students are used to traditional face to face teaching. Finally, we paper our results and recommendations according to the collected data from the surveys. Some of the results show that about 60% of companies don't have policies to encourage hiring graduates with mixed certificates. Also, colleges are almost divided evenly between preferring face to face and preferring online teaching.

  • Recently, the COVID environment has had a serious impact on the university education system. Career guidance methods of students, which have a significant impact on enrollment and employment rates of universities, should be changed in the COVID environment. While a traditional career guidance activity mainly use offline counseling methods, it should consider online counseling methods more seriously in the COVID environment. In this paper, I propose a hybrid(online and offline) career guidance model that can be effectively used in both online and offline education environments. The proposed hybrid model, which has the characteristics of online and offline, can effectively guide college students even in the COVID environment. In this paper, I show the usefulness of the proposed model by applying it to a real-world counseling case.

A Debate on Regulatory Framework for Online Dispute Resolution (ODR 관련 규정체제에 관한 논의)

  • This paper presents the ODR phenomenon with a specific focus on regulatory problems. It argues that the current regulatory framework for online dispute resolution is, to a large extent, defective. Existing deficiencies result not only from a lack of comprehensive ODR law, but also from the weakness of the other modalities of regulation : norms and market. The current today's approach to regulating ODR has been unsuccessful, and it is time to re-examine that position. I would like to say that suggesting details of the optimal ODR regulatory framework is beyond the scope of this paper. From a broader perspective, the field of ODR seems to be not sufficiently regulated. Neither by law, nor by the restrains set by other norms or market. Given the current weakness of the modalities of regulation, online dispute resolution requires greater institutional and international support. It appears that adoption of internationally harmonized ODR law would not hamper the development of norms and market, but rather support their proper growth. As a result, the co-regulation approach recommended in this paper is different from both traditional state-oriented models of regulation and self-regulatory systems. Arguably, this co-regulation approach is the optimal model for regulation of online dispute resolution under current circumstances.

Government Support for Entrepreneurship Damage to Small Retail Traders from Large Wholesalers' Online Business Expansion

  • Purpose - The purpose of this research paper is twofold. First, this paper attempts to grasp the damage caused to small and medium-size retail traders from online wholesalers in the field. Second, this paper engages in a psychological characterization of the enterprise spirit and the management of small and medium-size entrepreneurs in the retail trade business that are harmed by online wholesalers. Research design, data, and methodology - Data on three large Korean wholesalers engaged in ongoing litigation during the first half of 2014, including E-Mart Traders E-Club, and regarding applications for business adjustments from three large wholesalers were used. Results - The results show that small and medium-size distribution merchants seek political support for facility modernization, policy-specific funds, development of the distribution of PB products, advanced distribution techniques, joint logistics systems, establishment of distribution and logistics centers, sharing of parking facilities, and joint ordering systems. Conclusions - This study examined the damage to, and the government's support of policy demands from, small retail traders.

  • This paper builds a system dynamics model analyzing first mover effect and growth strategy of online retailer, a major segment of B2C e-commerce. The dynamic model in this paper is calibrated to the online book market and Yes24.com as major test cases. The model consists of eight key value chain sectors. Five of these(Users, Site Operations, Human Resources, Financial Accounting, and Fundraising) are internal to the company, and three others(Market, Financial Market, and Relative Performance) are external to the company. With the model, this paper suggests research propositions representing positive feedback loops and negative feedback loops that lead to corporate growth and limits to growth according to dynamic causal relationships among eight key value chain sectors, and simulate these propositions.

  • This paper analyzes system builders and their human networks of the Korean online game industry. By the early 2000s, Korea became one of the major online gaming countries in the world. In this period, important factors included the existence of system builders and their solid human networks. The few innovators who assisted the breakthrough of the development of the online gaming industry formed a human network in universities and IT companies. They shared innovations in information and collectively learned the conventions of the industry. In their achievement, the human networks which had already fully formed in the late 1990s became more noticeable. This paper, with its historical approach, will complement the limits shown by existing researches that, in their effort to find the causes for the success of the Korean online game industry, focus rather narrowly on the conditions of the period during which online games were becoming popular.

Developing a Conceptual Model for Measuring the Electronic Commerce Success of Online Game Websites (온라인게임 웹사이트의 전자상거래 성공측정모델의 개발에 관한 연구)

  • Most online games today are provided via a website interface. Researchers found that various aspects of a game website importantly influence the success of the online game business. This paper aims at identifying key site-related quality factors affecting the success of online casual game websites and creating a model for measuring such success. To meet this end, we extracted basic factors from the literature and expanded them through a Delphi survey method in which domain experts were asked to identify key quality factors of online game websites. Then we performed a questionnaire survey using online game users for an empirical analysis. The results revealed that information quality, service quality, and system quality are all positively related to user satisfaction and that an increase in user satisfaction leads to an improvement in both gamer loyalty and business outcomes. However, it was found that gamers' loyalty does not necessarily increase business outcomes. The paper offers practical as well as academic implications based on the research findings.
