Emission Rates Estimation by Vehicle Type in Seoul Using the Vehicle Inspection Data (차량 검사 데이터를 활용한 서울시 자동차 유형별 배출 가스량 원단위 산정)

  • One of the major causes of serious air pollution worldwide is emissions from road transportation. A number of countries are working to reduce vehicle emissions, and the Seoul Metropolitan Government is also implementing active policies to reduce emissions by setting a target of 40% by 2030. Implementing these policies requires the introduction of practical indicators. Most of the domestic emissions are calculated by the emission coefficient, a function of speed at the National Institute of Environmental Research under the Ministry of Environment, but the dynamic variable speed is limited to being used as an indicator of the number of eco-friendly vehicles. Therefore, this study calculated the emission rates in Seoul using the vehicle registration data of Seoul and the vehicle inspection data from the Korea Transportation Safety Authority. The tendency of emissions was determined according to key variables such as vehicle type, fuel and mileage. Emissions were based on carbon monoxide, hydrocarbons, nitrogen oxides and particulate matter measured by vehicle inspection from the Korea Transportation Safety Authority. As a result, the emission rates showed a significant trend according to the model year and mileage. This can be used as a policy indicator to preferentially switch commercial vehicles with old model years and long mileage when switching eco-friendly vehicles in Seoul.

Predicting Carbon Dioxide Emissions of Incoming Traffic Flow at Signalized Intersections by Using Image Detector Data (영상검지자료를 활용한 신호교차로 접근차량의 탄소배출량 추정)

  • Carbon dioxide (CO2) emissions from the transportation sector in South Korea accounts for 16.5% of all CO2 emissions, and road transportation accounts for 96.5% of this sector's emissions in South Korea. Hence, constant research is being carried out on methods to reduce CO2 emissions from this sector. With the emerging use of smart crossings, attempts to monitor individual vehicles are increasing. Moreover, the potential commercial deployment of autonomous vehicles increases the possibility of obtaining individual vehicle data. As such, CO2 emission research was conducted at five signalized intersections in the Gangnam District, Seoul, using data such as vehicle type, speed, acceleration, etc., obtained from image detectors located at each intersection. The collected data were then applied to the MOtor Vehicle Emission Simulator (MOVES)-Matrix model-which was developed to obtain second-by-second vehicle activity data and analyze daily CO2 emissions from the studied intersections. After analyzing two large and three small intersections, the results indicated that 3.1 metric tons of CO2 were emitted per day at each intersection. This study reveals a new possibility of analyzing CO2 emissions using actual individual vehicle data using an improved analysis model. This study also emphasizes the importance of more accurate CO2 emission analyses.

Improvement and Estimation of Effect for Speed Limit Tolerance (속도위반 단속 허용범위 개선안 제시 및 효과 추정)

  • In a low speed limit environment, the speed limit tolerance of automated traffic enforcement devices is very high, which is one of the main factors for the low compliance rate. Therefore, in this study, we aimed to the improve the speed limit tolerance and to present a new standard. The effects of the operator and user errors that can cause speeding by drivers were analyzed. Based on the results of the analysis, an improvement of the tolerance was proposed by applying an error in the enforcement device and GPS speed. In addition, long-term expected safety effects such as the accident rate and severity were estimated from the operator's perspective when improving the tolerance. As a result of the estimation, the speed limit compliance rate, accident rate, and change rate of a number of severe accidents due to speed change, and pedestrian traffic accident mortality rate were all improved in all speed limit environments. The introduction of the proposed improvement is expected to improve road safety significantly.

The Legislation of the Part VI (the Carriage by Air) of the Korean Commercial Code (국내 항공운송법 제정안에 관한 고찰)

  • The volume of air passengers and cargo transportation has increased rapidly in recent years. This trend will be even more noticeable as the high-tech service industry expands and the globalization progresses. In an effort to reflect and to cope with this trend, many conventions concerning international air transportation have been concluded. The Republic of Korea has also acceded to the Montreal Convention of 1999 on September 20th, 2007 which became effective on December 29th 2007. However, Korea currently does not provide any private law on the liability of domestic air carrier, leaving the regulation wholly to the general conditions of carriage of private air lines. These general conditions of carriage, however, are not sufficient to regulate the liabilities of domestic air carriers, because they cannot be fully recognized as a legitimate source of law applicable in the court. This situation is inconvenient for both air carrier and their customers. Thus, the Ministry of Justice of Korea has decided to enact a law that will regulate domestic air transportation, namely, "Domestic Carriage by Air Act", as a part of the Korean Commercial Code. So was composed a special committee for legislation of the Domestic Carriage by Air Act. This writer has led the committee as a chairman. The committee has held in total 10 meetings so far and has completed a draft bill for the part VI of the Korean Commercial Code, "Air Carriage." The essentials of the draft are as follows: First, the establishment of Part VI in the Commercial Code. The Korean Commercial Code already includes a series of provisions on road transportation in part II and carriage by sea in part V. In addition to these rules regulating different types of transportation, the Domestic Carriage by Air Act will newly establish part VI to regulate air carriages. Eventually, the Commercial Code will provide an integrated legal system on the transportation industry. Second, the acceptance of the basic liability system which major international conventions, such as Montreal Convention of 1999 and Guadalajara Convention of 1961, have adopted. This is very important, because the law of air carriage is unified worldwide through various international conventions, making it necessary and significant for the new act to achieve conformity between rules of international air carriage and that of domestic air carriage. Third, the acceptance of Rome Convention system on damage caused by foreign aircraft to third parties on the surface. Fourth, the application of rules on domestic road carriage or carriage by sea mutatis mutandis with necessary modifications. This very point is the merit of inserting domestic air transportation law into the Commercial Code. By doing so, the number of articles can be reduced and the rules on air carriage can conform to that of road transportation and carriage by sea. The bill is expected to be passed by the parliament at the end of this year and is expected to be effective by end of July 2009.

A Study of Travel Time Prediction using K-Nearest Neighborhood Method (K 최대근접이웃 방법을 이용한 통행시간 예측에 대한 연구)

  • Travel-time is considered the most typical and preferred traffic information for intelligent transportation systems(ITS). This paper proposes a real-time travel-time prediction method for a national highway. In this paper, the K-nearest neighbor(KNN) method is used for travel time prediction. The KNN method (a nonparametric method) is appropriate for a real-time traffic management system because the method needs no additional assumptions or parameter calibration. The performances of various models are compared based on mean absolute percentage error(MAPE) and coefficient of variation(CV). In real application, the analysis of real traffic data collected from Korean national highways indicates that the proposed model outperforms other prediction models such as the historical average model and the Kalman filter model. It is expected to improve travel-time reliability by flexibly using travel-time from the proposed model with travel-time from the interval detectors.

  • Since the 1st of July, 2004, the public transport system of the Seoul metropolitan area has been rearranged. In the new system, bus lines are divided into 4 classes-wide area, arterial road, branch, and rotation lines with renewed fare system based on the total distance travelled. Since central control center known as the Bus Management System (BMS) integrates the entire system operation. it now becomes feasible to collect travel information and provide it to the users scientifically and systematically. The Purpose of this study is to forecast transit travel time using real-time traffic data coming from both buses and subway. This is significant contribution since provision of real-time transit information and easy access to it would most likely boost the use of mass transit system, alleviating roadway congestion in the metropolitan area.

Evaluation of TDF ash as a Mineral Filler in Asphalt Concrete (TDF ash를 채움재로 사용한 아스팔트 콘크리트 물성 평가)

  • PURPOSES : The new waste management policy of South Korea encourages the recycling of waste materials. One material being recycled currently is tire-derived fuel (TDF) ash. TDF is composed of shredded scrap tires and is used as fuel in power plants and industrials plants, resulting in TDF ash, which has a chemical composition similar to that of the fly ash produced from coal. The purpose of this study was to evaluate the properties of an asphalt concrete mix that used TDF ash as the mineral filler. METHODS : The properties of the asphalt concrete were evaluated for different mineral filler types and contents using various measurement techniques. The fundamental physical properties of the asphalt concrete specimens such as their gradation and antistripping characteristics were measured in accordance with the KS F 3501 standard. The Marshall stability test was performed to measure the maximum load that could be supported by the specimens. The wheel tracking test was used to evaluate the rutting resistance. To investigate the moisture susceptibility of the specimens, dynamic immersion and tensile strength ratio (TSR) measurements were performed. RESULTS : The test results showed that the asphalt concrete containing TDF ash satisfied all the criteria listed in the Guide for Production and Construction of Asphalt Mixtures (Ministry of Land, Infrastructure and Transport, South Korea). In addition, TDF ash exhibited better performance than that of portland cement. The Marshall stability of the asphalt concrete with TDF ash was higher than 7500 N. Further, its dynamic stability was also higher than that listed in the guide. The results of the dynamic water immersion and the TSR showed that TDF ash shows better moisture resistance than does portland cement. CONCLUSIONS : TDF ash can be effectively recycled by being used as a mineral filler in asphalt, as it exhibits desirable physical properties. The optimal TDF ash content in asphalt concrete based on this study was determined to be 5%. In future works, the research team will compare the characteristics of asphalt concrete as function of the mineral filler types.

Estimation of Vehicle Kilometers Travelled and Air Pollution Emission from Motorcycles (이륜차의 일 주행거리조사와 대기오염 배출량 추정)

  • Recently it has reported that the motorcycle is a major source of air pollution in urban area by many studies. But the air pollution emission from motorcycle has been high uncertainty due investigation of a lack of activity data and emission factors in Korea. So in this study, the population of moped and VKT (Vehicle kilometers travelled) of motorcycle are investigated for calculation of the emission from this source categories. As the results, the population of moped is estimated as about 400, 000 and corresponded as 23% of registrated motorcycle which is larger than 50 cc in engine displacement. And it is found that the VKT of moped and motorcycle are investigated as 19.1 km/day and 32.3 km/day. Annual air pollution emission from motorcycle and moped are estimated by investigated VKT and updated emission factors. The nationwide emissions of PM_{10}, CO, $NO_x$, VOC are calculated as 910 ton/yr, 208, 198 ton/yr, 3, 032 ton/yr and 25, 575 ton/yr in 2008. The contribution ratio of CO, VOC emission from these sources are estimated as 29%, 24% in on-road transport sector and it is confirmed that motorcycle and moped are major air pollution sources in urban area.

Wireless Mesh Network based on Routing Algorithm for guaranteing QoS between End-to-End in VANET (차량 통신 네트워크에서 End-to-End간의 QoS 보장을 위한 무선 메쉬 네트워크 기반의 라우팅 알고리즘)

  • 차량 통신 네트워크(VANET, Vehicle Ad hoc NETwork)는 ITS(Intelligent Transport System)의 발전과 함께 운전자의 안전 및 교통 정보, 긴급 메시지 등과 같은 서비스를 실시간으로 가능하게 할 수 있는 차세대 네트워크 기술이다. 이러한 차량 통신 네트워크는 현재 IEEE P1609에서 정의하고 있으며, WAVE(Wireless Access Vehicular Environment)로 알려져 있다. WAVE는 차량에 설치된 OBU(Onboard Unit)와 주변시설에 설치된 RSU(Road Side Unit)을 통하여 통신하며, 차량 간 통신을 지원하는 V2V(Vehicle to Vehicle)와 차량과 주변시설과의 통신을 지원하는 V2I(Vehicle to Infrastructure)로 나뉘어져 있다. 하지만 WAVE에서 정의하고 있는 네트워크 서비스(IEEE P1609.4)는 OBU와 RSU 간의 네트워크 서비스에 초점을 맞추고 있기 때문에 전체 네트워크의 QoS를 보장하기에는 미흡한 상태이다. 따라서 본 논문에서는 차량 통신 네트워크에서 End-to-End 간의 QoS 보장을 위한 무선 메쉬 네트워크 기반의 라우팅 알고리즘을 제안한다. 제안하는 알고리즘은 무선 메쉬 네트워크 노드의 호스트 라우터 기능을 통하여 차량 노드와 이기종 간의 네트워크 서비스를 가능하게 하며, 무선 메쉬 네트워크의 다중 채널을 이용하여 데이터의 중요도에 따른 차등 서비스를 지원한다. ns-2를 이용한 시뮬레이션 결과 제안하는 알고리즘이 QoS를 보장함으로써 차량 통신 네트워크의 성능을 향상시킬 수 있음을 입증하였다.

  • In this paper, I illustrate the some examples of socio-economic influence of railroad in Korea. The Korean railroad has been running for 109 years now since it started operation in 1899. The opening of railroad in Korea has been affecting influence in our society not only transportation but also infrastructure building and the formation of new cities which they were built along the rail network like Daejeon. I have come up with some examples, which railroad has affected the in our society. For example, the changes of transport route from road to railroad, emerging the new cities, industries and culture. This paper contributes to look over the various function of railroad in Korea. Moreover it will be compared with Japan's railroad influence in his country. It gives us a peculiarity and universality in railroad's function including colonial policy
