실습선 가야호의 해상상태와 선내 위치에 따른 뱃멀미 지수에 관한 연구 (A Study on the Motion Sickness Incidence due to Sea State and Location of the Training Ship Kaya)

  • For boarding comfort and pleasant boarding sensitivity of passenger in passenger ship, there are a few methods such as motion sickness rate or MSI(Motion Sickness Incidence) to assess safety of passenger ship. To find out MSI or motion sickness rate of the training vessel Kaya of Pukyong National University, we use lots of various factors: sea condition, incident angle in main sail way, economic speed, calculation position of motion sickness, sea state, work place and reduce zone of ship. In this paper, we adopted Maxsurf Seakeeper program based on Strip Theory and carefully compared theoretical results with experimental results.

도선사 승·하선 사고예방 방안에 관한 기초연구 (A Basic Study on the Accident Prevention Measures of Maritime Pilots during Embarkation and Disembarkation)

  • An accident during pilotage may cause several problems such as crippling the harbour function, environmental disruption, loss of life. Since the pilot plays an important role in the safe operation of the port, securing their safety is directly connected to the vessel's safety coming into port in Korea. Pilotage service is offered on request without distinction of day and night. And traveling by helicopter and boarding/disembarking using a pilot ladder from and to a pilot boat have a high risk of falling into the sea. So, pilots can fall into the sea while boarding/disembarking from ship which can lead to serious injury by cardiac arrest. A number of pilots have died or severely injured due to fall from the pilot ladder during embarkation and disembarkation up to now. Current safety measures at embarkation and disembarkation required by pilotage act and IMO resolutions could not prevent all the pilot related accidents. Therefore, to prevent pilot accident during boarding/disembarking from ship, it is necessary to include safety training requirement for new pilots under the requirements for licensing of pilotage act. It is also necessary to compel pilots to take necessary personal protective equipment when they use a pilot ladder. In addition, the placement of emergency kit on pilot boats and first-aid training are required in order to deal with emergency situation promptly.

실습선 가야호의 선체진동에 대한 승선환경 (Boarding environment of training ship KAYA for the hull vibration)

  • To compare and evaluate the suitability and comfort levels of the environment on board a stern trawl training ship, KAYA(GT: 1737 tons, Pukyong National University), with the international standardization guide ISO 6954:2000(E), measurements of the hull vibration on accommodation areas and working areas of the training ship from July 8 to July 10, 2008 were completed upon KAYA's linear sea route. The vibrations along the z-axis were measured with the use of a 3-axis vibration level meter, which included a marine vibration card. Results show accelerations of the vibrations on the passenger's accommodation area to be 42.0-115.8(average: 78.0, standard deviation(SD): 21.0) mm/$s^2$, which is largely below the permissible upper limit, but 75 % of the observation points exceeded the permissible lower limit of 71.5 mm/$s^2$, indicating a comfortable environment. The accelerations of the vibration in a frequency of 10-24Hz lowering the visual performance were measured at 2.5-12.0(average: 7.6, SD: 3.1) mm/$s^2$. The crew s accommodation area experienced vibration accelerations of 42.9-82.3(average: 93.1, SD: 53.1) mm/$s^2$, which is generally below the permissible upper limit of 214.0 mm/$s^2$, and 62.5% of the observation points did not exceed the permissible lower limit of 107.0 mm/$s^2$, denoting a level of comfort. The acceleration of the vibration in a frequency of 10-24Hz were 4.7-28.3(average: 12.4, SD: 8.8) mm/$s^2$. On the crew s working area the accelerations were measured at 86.9-153.9(average 119.3, SD 18.0) mm/$s^2$. These values were generally below the permissible upper limit of 286.0 mm/$s^2$ and only 12.5% of the observation points did not exceed the permissible lower limit of 143.0 mm/$s^2$, the level at which a high level of comfort is maintained. The accelerations in frequency of 10-24Hz and 30Hz were 9.1-29.8 (average 13.8, SD= 4.5) mm/$s^2$ and 8.9-13.7 (average 11.8, SD 2.1) mm/$s^2$, respectively. In conclusion the boarding environment of the training ship was good in general although an improvement of the vibration condition partially needed on the crew s accommodation area near the engine room.

선박충돌 위기상황에서 선박운항자가 지각한 충돌위험도 분석 (Analysis of Collision Risk Perceived by Ship Operators in Ship Collision Risk Situation)

  • Objective: The purpose of this study is to present the basic guidelines for preventing human error by measuring and analyzing the risk of collision perceived by the ship operator in the collision risk situation by using Korea Coast Guard patrol ships. Background: In the last 5 years, 97.5% of the causes of ship collision occurred at the sea was caused by human factors. However, the rate of marine accidents due to human error has not been reduced yet. Experiments and researches on the ship operators using the ships in actual operation are rarely performed. Method: Using two K.C.G Ships on the sea, the ship measured by 30 persons who are the subject of the ship (ship operator) when both ships approach and the relative distance gradually decreases in four encounter situations, perceived ship collision risk (PSCR) data were analyzed by statistical analysis. Results: The age and boarding career of the ship operator in the situation of ship collision risks encountered a negative impact on perceived collision risk in all four opposing encounter situations S1 ($000^{\circ}$), S2 ($045^{\circ}$), S3 ($090^{\circ}$) and S4 ($135^{\circ}$) respectively. That is, the higher the age of the ship operator, the lower the perceived risk of collision and the lower the age, the higher the risk of collision. Also, there was a difference between the average of group A (20~30 years) and group B (40~50 years) according to age of the ship operators at $000^{\circ}$, $045^{\circ}$ and $090^{\circ}$ and there was no difference at $135^{\circ}$. The mean difference of the experience of boarding career was also significantly different between group A (less than 4 years) and group B (more than 5 years), but there was no significant difference at $135^{\circ}$. Conclusion: The results showed that age and boarding career of the ship operators had negative impact on perceived collision risk and there was a difference in perceived risk of collision according to age and abundance of boarding career. As a result, by focusing on the ship operators who are in the age group of 20~30 years old and have less than 4 years of experience in boarding the ship. It is expected that the effect of prevention of marine accidents can be expected by avoiding collision avoidance. Application: The results of this study can be used as policy data of related organizations to prevent human error of ship operators and as training data of training institutes.

국제사회의 대북제재와 남북수산협력 (International Sanction on North Korea and Inter-Korea Fisheries Cooperation)

  • In this study, the Inter-Korea Fisheries Cooperation Project was divided into four categories: North Korea's Fisheries Infrastructure Development Project, Fisheries Cooperation Project, Human Exchange Project, and North Korea Fisheries Investment Project. First, North Korea's fisheries infrastructure development projects include North Korea's fisheries resource research project, it's fisheries resource development project, and joint enforcement on illegal operation of Chinese ships. Second, fisheries cooperation projects include the operation of the North-South common fish area in the West Sea, the fishing project in North Korea's East sea, and the import of North Korean seafood. Third, human exchange projects include training of aquaculture technicians in North Korea, technology transfer and training of fishing vessels, and boarding of North Korea's fisherman in Korean fishing vessels. Fourth, North Korea's fisheries investment projects include aquaculture facilities and aquaculture feed support, aquatic product processing facilities and technology transfer, and fishery equipment support. However, as international sanctions are maintained in the international community to North Korea, Inter-Korea Fisheries cooperation, however, should be promoted according to the level of easing of international sanctions as international sanctions are maintained in the international community to North Korea. First, North Korea's fisheries resource research project, North Korea's fisheries resource creation project, joint enforcement on illegal operation of Chinese ships, and operation of the common fish area in the West Sea can be promoted if international sanctions are maintained at present, promote North Korea's fisheries resource research project. Second, boarding of North Korean's fisherman in Korean fishing vessels, conducting the fishing project in North Korea's East sea, and importing North Korean seafood can be aided if commercial transactions are possible with North Korea. Third, South Korea will support aquaculture facilities and aquatic feed, fisheries processing facilities and technology transfer, fishery equipment support, training of fisheries and aquaculture technicians, fishery fishing technology transfer, and training of fisherman when a comprehensive economic cooperation project is possible with North Korea.

실습선 한바다호의 운항성능에 관한 연구(II) - 상하가속도를 이용한 승선감 평가 - (A Study on the Ship's Performance of T.S. HANBADA(II) - The Evaluation of Boarding Comfort with Vertical Acceleration -)

  • 해상 상태가 거칠어짐에 따라 선체동요로 인하여 선박에 승선 증인 승객 및 승무원은 멀미 증상을 호소하기도 하고, 졸음 증상, 어지럼증, 두통 및 복통 등을 초래하기도 한다. 심한 경우에는 생리적으로 회복하기 힘들 정도의 심각한 장애를 겪기도 한다. 또한, 의욕(동기부여) 감소, 숙련도 저하, 인지능력 및 판단력 저하 등 정신적 활동의 지연이나 오류를 유발하는 등 활동성 및 작업수행 능력이 현저히 떨어지기도 한다. 본 논문에서는 멀미의 발생 및 작업수행과 관련된 대표적인 국제 표준안을 살펴보았고, 실습선에 승선 중인 실습생들을 대상으로 수차례에 걸쳐 설문조사를 실시하여 승선감을 평가하였다. 그 결과, 멀미 중상을 유발하는 주요소가 상하가속도임을 확인하였고, 그 크기(수준)는 0.2g 이상으로 분석되었다. 또한, 속력 또는 침로를 변경하여 파도와의 만남주기가 $4{\sim}8$초의 범위에서 벗어나도록 항해함으로써 멀미 증상을 완화시킬 수 있는 방안을 제시하였다.

수산계고등학교 승선실습 운영 개선 방안 탐색 (Exploring Plans to Improve the Onboard Training Management for Fisheries High School)

  • This study aimed at exploring, based on the current states and status of onboard training ship, plans to improve the boarding training management for fisheries high school. The results were as follows. The problems with the management of onboard training ship were summarized as the following four types. Firstly, The most training ships throughout the country became superannuated. Secondly, the safe equipments for training ships were necessary to compensate the defects to fall short of the international safety management standards. Thirdly, the problems could result from the dualized system between ownership and management, since training ships were owned by metropolitan and provincial education offices and operated by management centered schools. Fourthly, middle technicians such as professional fisheries manpower were not easily supplied with. The plans to improve the above problems were as in the following. Firstly, support and help of Ministry of Maritime Affairs and Fisheries were needed to launch new onboard training ships which substitute for the superannuated. Secondly, new onboard ships were required to be launched according to the updated international safety management standards. Thirdly, Korea Institute of Maritime and Fisheries Technology should hold onboard training. Fourthly, on-site onboard training expertise, systemic management, safety, etc. should be compensated through industry-university-institute collaboration.

해양사고조사관 교육 콘텐츠 설계 (The Design of Training Contents for Marine Accident Investigators)

  • 우리나라 해양안전심판원은 해양사고가 발생하였을 때 해양안전심판절차에 따라 해양사고를 조사하는 기관으로 해양사고를 전문으로 조사할 수 있는 역량을 갖춘 조사관을 필요로 한다. 해양안전심판원의 조사관은 2급 이상의 해기사면허를 요구하고 있으며, 승선경력을 갖춘 경력자로 선박에 대한 전문지식을 소유하고 있지만, 해양사고 조사에 관한 기술 역량은 별도의 교육이 필요하다. 하지만 현재의 해양사고 조사관을 위한 교육은 행정업무가 주된 내용으로 조사 기술 역량 향상에는 부적합하여 이에 대한 개발이 시급한 실정이다. 본 연구는 해양사고 조사관을 위한 기술 역량 강화를 목적으로 해양사고 조사관 교육 콘텐츠를 설계하기 위해 진행되었다. 이를 위하여 현행 조사관 교육내용의 분석, 관련 법령의 검토, 선진 해양국가 및 국내 유사 교통기관들의 조사관 교육내용을 분석하였다. 연구의 결과로써 조사 기술 역량 강화에 중점을 둔 교육 콘텐츠를 설계하였고, 이를 각 5일이 소용되는 신규교육과 전문교육 과정으로 나누어 제안하였다. 설계된 교육 콘텐츠를 바탕으로 우리나라 해양사고 조사관의 업무여건 등을 충분히 반영하여 심층적인 연구가 진행된다면 조사 기술 역량 향상에 큰 도움이 될 것으로 사료된다.
