쓰레기 매립지 침출수 거동 예측평가 연구 (A Study on the Transfer Prediction of Landfill Leachate)

  • For the purpose of saving the waste disposal cost a self-governing community on the whole reclamates the wetland and uses it as a landfill site. During the operation period of site, the environmental impact by the leachate is usually neglected. Therefore, to predict the environmental impact and dispersion of leachate, the wetland adjacent to the South Han River in Chungju is selected as a site of case study. The main content of this article is to apply the simulation model CONMIG to leachate transfer in the ground water and to derive the impact by the leachate. A kind of non-reacting conservative material, chloride ion is used as a tracer to quantify impacts by the leachate.

유용미생물을 이용한 포러스콘크리트의 수질정화특성에 대한 현장평가 (Site Assessment for the Water Purification Effect of Porous Concrete by using Effective Micro-organisms)

  • 최근 수십년간의 산업발달 및 인구증가에 따라 산업폐수 및 각종 비점오염원의 유입으로 수질오염이 심각한 실정이다. 이에 대해 국내 및 국외에서 이에 대한 연구가 활발히 진행되고 있다. 본 연구에서는 유기물질의 분해효과가 있는 유용미생물과 포러스콘크리트를 이용하여 하천 현장에 설치하여 구조적 성능평가와 장기간 수질정화능력을 평가하였다. 구조적 성능평가 결과, 시험체의 공극률은 15%가 적절하다고 판단되며, 또한 수질정화성능 검토 결과 각항목에 대한 제거율은 SS 34.1%, BOD 14.6%, COD 34.9%, T-N 11.4%, T-P 12.6%를 나타냈다. 따라서 유용미생물을 이용한 포러스콘크리트의 현장적용시 수질을 정화시키는데 효과적이라고 판단된다.

  • 최근 경주지진과 포항지진과 같이 중규모 이상 지진이 빈번이 발생함에 따라 피해기능성이 커질 수 있는 중서부 도시 지역들에 대한 종합적 지진재해 대책 수립의 필수기본 정보인 지역적 부지고유 지진응답 공간정보 예측의 필요성이 증대되고 있다. 특히 경기도 지역을 대상으로 정량적 부지고유 지반응답 특성 파악의 필요성이 증대됨에 따라 대상 확장영역 내 전략적 지반조사 자료의 확보 및 연계적 부지특성 파악 연구가 다각도로 진행되고 있다. 이에 본 연구에서는 경기도 지진취약지역 도출 및 부지고유 지진응답특성 분석을 위한 위사결정 프레임웍을 제시하였다. 시추조사 자료 및 수치표고모델 등의 지표피복 자료를 수집함으로써 지반지진공학적 연계활용을 위한 GIS 플랫폼 기반의 Geo-Data를 구축하였다. 지구통계학적 공간보간 기법의 최적화 설계를 통해 지층분포 특성 및 연계 취약도 성분 도출을 위한 지반 공간그리드를 구축하였으며, 이를 통해 지진지반응답 매개변수의 공간구역화를 수행하였다. 이에 따라 경기도 지역의 정량적 부지효과를 고려한 경기도 맞춤형 지진방재대책 수립을 위한 기저 정보로서 활용하였다.

위해성에 근거한 정화목표 산정 및 복원전략 수립 (Determination of Target Clean-up Level and Risk-Based Remediation Strategy)

  • 위해성에 근거한 복원 전략(risk-based remediation strategy, RBRS)은 위해성평가를 통하여 오염지역의 위해성 또는 오염원을 효율적으로 관리하기 위한 의사결정과정 중의 일부로서, 토양에 존재하는 독성물질이 인간이나 생태계와 같은 수용체로 전이되어 발현되는 독성을 감소시키는 것을 목적으로 한다. 토양오염에 대한 위해성평가는 토양에서 대기로 확산되어나가는 오염물질의 흡입, 토양에서 지하수로 용출된 오염물질의 섭취, 토양 자체의 섭취와 접촉 등에 의한 위해성평가를 포함하며, 오염물질의 특성뿐만 아니라 수리지질학적 자료, 토지이용용도, 수용체의 특성 등 현장의 특이적인 요소들을 충분히 고려해야 한다. 위해성에 근거한 복원전략은 위해성산정을 위한 현장조사로부터 시작하여, 구체화된 노출경로모델(conceptual site model, CSM)의 작성, 목표위해성 수준의 결정, 오염물질의 물리화학적 특성 및 독성학적 자료의 수집을 거쳐, 일반적이고 보수적인 조건 하에 가장 안전한 목표정화수준을 산정하는 Tier 1 평가와 보다 정확한 오염현장의 조사를 통하여 현장특수성을 반영하는 Tier 2 평가를 단계적으로 적용한다. 현장의 오염농도가 Tier 1으로 결정된 허용오염수준(risk-based screening level, RBSL)보다 높은 경우 Tier 2를 실시하여 현장의 특수성을 반영하는 목표정화수준(site-specific target level)을 산정하며, 이를 통하여 오염지역에 대한 과도한 정화처리나 비경제적인 복구사업 등을 피할 수 있다. 위해성에 근거한 복원전략은 이 밖에도 오염지역의 복원우선순위 결정, 토지이용용도에 따른 위해성 관리기준 수립 등 다양한 활용성을 가지지만, 여러 가지 전제조건들과 현장조사 시에 발생하는 현실적 한계 등으로 인하여 불확실성을 가진다. 이를 극복하기 위하여 정확한 CSM의 작성, 복합오염에 대한 고려, 오염물질의 이동과 거동에 영향을 미치는 환경매질의 특성과 모델 입력변수 등을 신중하게 검토해야 하며, 신뢰할 만한 현장조사기법과 독성검사기법의 확립, 국내실정에 맞는 토양 및 지하수 특성자료와 인체 노출인자 등에 대한 연구가 지속적으로 이루어져야 할 것이다.

The effect of structural variability and local site conditions on building fragility functions

  • In this study, the effect of local site conditions (site class and site amplifications) and structural variability are investigated on fragility functions of typical building structures. The study area is chosen as Eastern Turkey. The fragility functions are developed using site-specific uniform hazard spectrum (UHS). The site-specific UHS is obtained based on simulated ground motions. The implementation of ground motion simulation into seismic hazard assessment has the advantage of investigating detailed local site effects. The typical residential buildings in Erzincan are represented by equivalent single degree of freedom systems (ESDOFs). Predictive equations are accomplished for structural seismic demands of ESDOFs to derive fragility functions in a straightforward manner. To study the sensitivity of fragility curves to site class, two sites on soft and stiff soil are taken into account. Two alternative site amplification functions known as generic and theoretical site amplifications are examined for these two sites. The reinforced concrete frames located on soft soil display larger fragilities than those on stiff soil. Theoretical site amplification mostly leads to larger fragilities than generic site amplification more evidently for reinforced concrete buildings. Additionally, structural variability of ESDOFs is generally observed to increase the fragility especially for rigid structural models.

복합 공간데이터베이스 적용을 통한 해안 시설영역 지진 유발 지반재해의 가시적 평가 (Visible Assessment of Earthquake-induced Geotechnical Hazards by Adopting Integrated Geospatial Database in Coastal Facility Areas)

  • Earthquake event keeps increasing every year, and the recent cases of earthquake hazards invoke the necessity of seismic study in Korea, as geotechnical earthquake hazards, such as strong ground motion, liquefaction and landslides, are a significant threat to structures in industrial hub areas including coastal facilities. In this study, systemized framework of integrated assessment of earthquake-induced geotechnical hazard was established using advanced geospatial database. And a visible simulation of the framework was specifically conducted at two coastal facility areas in Incheon. First, the geospatial-grid information in the 3D domain were constructed with geostatistical interpolation method composed of multiple geospatial coverage mapping and 3D integration of geo-layer construction considering spatial outliers and geotechnical uncertainty. Second, the behavior of site-specific seismic responses were assessed by incorporating the depth to bedrock, mean shear wave velocity of the upper 30 m, and characteristic site period based on the geospatial-grid. Third, the normalized correlations between rock-outcrop accelerations and the maximum accelerations of each grid were determined considering the site-specific seismic response characteristics. Fourth, the potential damage due to liquefaction was estimated by combining the geospatial-grid and accelerations correlation grid based on the simplified liquefaction potential index evaluation method.

Development of Biosphere Assessment Modeling Strategy for Deep Geological Disposal in Generic Site of the Korean Peninsula

  • As part of the safety case development for generic disposal sites in Korea, it is necessary to develop generic assessment models using various geosphere-biosphere interfaces (GBIs) and potentially exposed groups (PEGs) that reflect the natural environmental characteristics and the lifestyles of people in Korea. In this study, a unique modeling strategy was developed to systematically construct and select Korean generic biosphere assessment models. The strategy includes three process steps (combination, screening, and experts' scoring) for the biosphere system conditions. First, various conditions, such as climate, topography, GBIs, and PEGs, were combined in the biosphere system. Second, the combined calculation cases were configured into interrelation matrices to screen out some calculation cases that were highly unlikely or less significant in terms of the exposure dose. Finally, the selected calculation cases were prioritized based on expert judgment by scoring the knowledge, probability, and importance. The results of this study can be implemented in the development of biosphere assessment models for Korean generic sites. It is believed that this systematic methodology for selecting the candidate calculation cases can contribute to increasing the confidence of future site-specific biosphere assessment models.

Site Calibration for the Wind Turbine Performance Evaluation

  • The accurate wind speed information at the hub height of a wind turbine is very essential to the exact estimation of the wind turbine power performance testing. Several methods on the site calibration, which is a technique to estimate the wind speed at the wind turbine's hub height based on the measured wind data using a reference meteorological mast, are introduced. A site calibration result and the wind resource assessment for the TaeKwanRyung test site are presented using three-month wind data from a reference meteorological mast and the other mast temporarily installed at the site of wind turbine. Besides, an analysis on the uncertainty allocation for the wind speed correction using site calibration is performed.

한국형 소프트웨어를 이용한 유류.중금속 복합오염지역의 인체위해성평가 및 RBCA Tool Kit과의 비교분석 (Human Risk Assessment of a Contaminated Site Using Korean Risk-Based Corrective Action (K-RBCA) Software)

  • By using a newly developed Korean risk-based corrective action (K-RBCA) software (K-RBCA) and the RBCA Tool Kit, risk assessment was performed on a site that was contaminated with aromatic hydrocarbons and heavy metals. Eight chemicals including benzene, ethylbenzene, xylenes, naphthalene, benz(a) anthracene, benzo(b) fluoranthene, benzo(a) pyrene, and arsenic that exceeded the US EPA Soil Screening Level were chosen as the target pollutants. A conceptual site model was constructed based on the site-specific effective exposure pathways. According to the RBCA Tool Kit the carcinogenic risk of arsenic was larger than $10^{-6}$, which is the generally acceptable carcinogenic risk level. The K-RBCA estimated the same level of carcinogenic risk for arsenic. With the RBCA Tool Kit, the carcinogenic risk of benzo(a) pyrene was estimated to be about $1.3{\times}10^{-6}$. However, with the K-RBCA benzo(a) pyrene did not exhibit any risk. The inconsistency between the softwares was attributed to the different fundamental settings (i.e., medium division) between the two softwares. While the K-RBCA divides medium into surface soil, subsurface soil, and groundwater, the RBCA Tool Kit divides medium into only soil and groundwater. These differences lead to the different exposure pathways used by the two softwares. The K-RBCA considers the exposure pathways in surface soil and subsurface soil separately to estimate risk, however, the RBCA Tool Kit considers the surface soil and subsurface soil as one and uses the integrated exposure pathways to estimate risk. Thus the resulting risk is higher when the RBCA Tool Kit is used than when the K-RBCA is used. The results from this study show that there is no significant difference in the risks estimated by the two softwares, thus, it is reasonable to use the K-RBCA we developed in risk assessment of soil and groundwater. In addition, the present study demonstrates that the assessor should be familiar with the characteristics of a contaminated site and the assumptions used by a risk assessment software when carrying out risk assessment.

기타 효과적인 지역 기반 보전 수단(OECMs)의 개별 평가 - 국립수목원을 중심으로 - (Site-Level Assessment of Other Effective Area-based Conservation Measures - Focusing on the Korea National Arboretum -)

  • By delivering effective, in-situ conservation of biodiversity, OECMs can contribute to sustaining existing biodiversity values and improving biodiversity conservation outcomes. In this study, for the reporting of OECMs required by Kunming-Montreal Global Biodiversity Framework, the site-level assessment of the Korea National Arboretum and Buffer Zones were conducted using the assessment tool of IUCN. The site-level assessment was carried out in three steps(step 1: screening, step 2 : consent for full assessment, step 3 : the full assessment). It was found that the criteria were satisfied except for the consent for full assessment, sustainability of governance and management arrangements, and the equity of governance and management. Although the governing authority, rights-holders or any other stakeholders could be identified, the step of acknowledging and agreeing to the full OECM assessment was not possible because the governance was not established. As a result of the assessment of equitable governance and management in the aspect of recognition, procedure, and distribution based on criterion(the equity of governance and management), it is judged that more specific measures are needed in the aspect of recognition. And in the aspect of procedure, there is no legal basis for participation in governance and collection of opinions, so it is judged that there is a limit to listening and reflecting the opinions of stakeholders. In the aspect of distribution, it is necessary to further confirm whether it provides direct benefits to rights-holders such as landowners in the region. And it is necessary to prepare specific criteria to assess the important biodiversity values. Therefore, in order to promote OECM reporting in the future, it is necessary to conduct detailed research on various types of governance establishment and operation plans that can establish the basis for recognizing and agreeing to OECM assessment, specific criteria and reasonable measures to judge equity, and important biodiversity value.
