An oil spill tracking buoy using GPS (GPS를 활용한 누유 추적부이 시스템)

  • An oil tracking system that monitors the spilt oil trajectory by using GPS was developed. The system consists of a tracking buoy deployed on the oil spilt area and an onshore(or onboard) monitoring station. The tracking buoy is equipped with GPS, signal converter, handy radio and battery while the monitoring station includes a station radio, signal converter, antennas and PC. The hull shape of buoy is designed to effectively simulate the spilt oil movement at sea surface. Radio sets for HAM are used as a data transmitter and a data receiving station, and signal converter is also for amateur use. A field experiment was conducted and it was shown that the integrated system is relable and robust. The developed oil tracking system reveals reatively good performance at reasonable cost. In favorable environment the system may communicate in the distance more than 50km.

Overview of Major Oil Spill at Sea and Details of Various Response Actions -1. Number and Volume of Marine Oil Spills in Korea and in the World (대형 기름유출사고와 방제조치에 관한 연구 -1. 국내외 해양기름오염사고 건수와 유출량)

  • In order to obtain quantitative basic data for marine oil pollution prevention, the statistics of oil spill incidents in Korea and in the world for 20 years from 1993 to 2012 were collected and analyzed with relation to the number of oil spills and the amount of oil spilt. In Korea for 20 years, total number and average annual number of oil spills were 6,608 cases and nearly 330 cases/year, respectively, and total volume and average annual volume of oils spilt were 57,328 kL and nearly 2,866 kL/year, respectively. Due to major oil spills from oil tankers, annual volumes of oils spilt in Korea were sharply increased to 15,388 kL in 1993, 15,773 kL in 1995, 3,428 kL in 1997 and 13,008 kL in 2007. In case of worldwide oil spills for 20 years, total number and average annual number of oil spills of 8 kL (or 7 tonnes) and above were 420 cases and 21 cases/year, respectively, and total amount and average annual amount of oils spilt 8 kL (or 7 tonnes) and above were about 800,000 kL (or 704,000 tonnes) and about 40,000 kL/year (or 35,200 tonnes/year), respectively. Major oil spills from oil tankers increased massively annual amounts of oils spilt worldwide to about 159,000 kL (or 140,000 tonnes) in 1993, about 147,600 kL (or 130,000 tonnes) in 1994, about 90,900 kL (80,000 tonnes) in 1996, about 81,800 kL (72,000 tonnes) in 1997 and about 76,100 kL (or 67,000 tonnes) in 2002. Obvious correlation between annual number of oil spills and annual amount of oil spilt was not found in both Korea and the world, while both annual number and annual volume tended to decrease with the lapse of year in both Korea and the world, though there were wide fluctuations from year to year in both annual number of oil spills and annual amount of oils spilt worldwide and in Korea for 20 years. From 2008 to 2012 worldwide, there were sharp decreases in both annual number and annual amount of oil spills. In particular, no oil spill of 800 kL (or 700 tonnes) and above occurred in the year of 2012.

  • An experimental study on oil absorbent was conducted to investigate the feasibility of utilizing absorbents in oil separation from water-oil mixture for spilt oil recovery. Experiments included investigations of absorptivity and filtering performance of a commercial oil absorbent for different diesel oil concentrations. The measured average absorptivity of the absorbent was above 92% for oil concentrations, 5, 10, 15vo1%, that shows good absorbing performance. Filtering the oil-water mixture, however, was too slow to be used for oil separation. An absorbent baffle system was suggested for oil separation which collects oil panicles by increasing contact between the absorbent and oil particles.

  • In Korea for 20 years(1993-2012), total number and average annual number of oil spills were 6,608 cases and total volume and average annual volume of oils spilt were $57,328k{\ell}$ and nearly $2,866k{\ell}/year$, respectively. The annual number of oil spills and annual amount of oil spilt tended to decrease with the lapse of year in Korea. As oil transportation worldwide continues to increase, many communities are at risk of oil spill disasters and must anticipate and prepare for them. Factors that influence oil spill consequences are myriad and rage from the biophysical to the social. In this paper, we analysed the emergency response systems and recovery apparatuses for oil spill accident in marine and proposed a developed oil diffusion apparatus which can be used to initial response stage by crew, and to extend golden times. This system can be minimized casualties for rescued people in disaster.

  • In order to seize quantitative materials as part of studies on measures for oil pollution prevention and control, the statistics of oil pollution incidents in Korean coastal waters for 10 years from 2003 to 2012 were analyzed with relation to the number of oil spills and the volume of oil spilt according to causes, sources and sea areas of spills. Total number and total volume of oil spills for 10 years were found to be 2,833 cases and 17,877 kL, respectively. 50.4 %(1,429 cases) of total number of oil spills were caused by negligence, although oil spillage due to negligence was 294 kL(1.7 %). While oil spillage caused by marine accidents was 17,400 kL(97.3 %), marine accidents accounted for 27.9 %(790 cases) of total number of oil spills. While negligence had a great influence on the number of oil spills, marine accidents had a huge impact on the amount of oil spilt. Fishing boats accounted for 42.7 %(1,210 cases) of the number of oil spills, and although oil tankers accounted for 9.2 %(261 cases) of the number of oil spills, oil spillage from oil tankers was 15,488kL(86.7 %). It means that oil tankers such as VLCC or ULCC may be the main sources of major oil spills and a few very large spills are responsible for a high percentage of the amount of oil spilt. While the number of oil spill incidents was closely related to the accidents of fishing boats, the volume of oil spilt was greatly affected by the major oil spill incidents of oil tankers such as M/T Hebei Spirit. The number and volume of oil spills were shown to be 1,613 cases(56.9 %) and 3,804 kL(21.3 %) in South Sea, 700 cases(24.7 %) and 13,501 kL(75.5 %) in West Sea, and 520 cases(18.2 %) and 572 kL(3.2 %) in East Sea of Korea, respectively. The highest number of oil spills was found in South Sea and the most volume of oil spilt was shown in West Sea of Korea for 10 years.

  • A digital image processing technique which is able to be used for getting the velocity vector distribution of a surface of the spilt oil in the ocean without contacting the flow itself. This technique is based upon the PIV(Particle Imaging Velocimetry) technique and its system mainly consists of a high sensitive camera, a CCD camera, an image grabber, and a host computer in which an image processing algorithm is adopted for velocity vector acquisition. For the acquisition of the advective velocity vector of floating matters on the ocean, a new multi-frame tracking algorithm is proposed, and for the acquisition of the diffusion velocity vector distribution of the spilt oil onto the water surface, a high sensitive gray-level cross-correlation algorithm is proposed.

Development of a Forced-Vortex Oil-Water Separator (강제와류 유수분리기의 걔발)

  • A small scale centrifugal oil separator consisted of two concentric tubes was fabricated for spilt oil recovery. With speed control of the inner tube, its performance of oil separation was investigated. Oil-water mixture is separated by forced vortex motion with the rotating inner tube. Velocity and pressure distributions in the tubes were calculated. Control of rotating speed, which is the most influencing parameter, showed an optimum value 946rpm corresponding to the acceleration of 20g at the inner tube surface. Separation performance was suddenly deteriorated at rotating speed higher than 1200rpm.

  • One main purpose of environmental monitoring after oil spill is developing ESI (Environmental Sensitivity) Maps. Environmental impacts caused by the spilt oil are strongly depending upon the coastal topology and geology. Monitoring all impacted shorelines is almost impossible; using high-resolution satellite images such as IKONOS greatly contributes to improve the efficiency of on-site researches, at the same time, reliability of ESI maps.

  • In oder to develop a decision supporting system for oil spill response, the prototype of pollution response support system which has integrated oil spill prediction system and pollution risk prediction system has developed for Incheon-Daesan area. Spill prediction system calculates oil spill aspects based on real-time wind data and real-time water flow and the residual volume of spilt oil and spread pattern are calculated considering the characteristic of spilt oil. In this study, real-time data is created from results of real-time meteorological forecasting model(National Institute of Environmental Research) using ftp, real-time tidal currents datasets are built using CHARRY(Current by Harmonic Response to the Reference Yardstick) model and real-time wind-driven currents are calculated applying the correlation function between wind and wind-driven currents. In order to model the feature which is spilt oil spreading according to real-time water flow is weathered, the decrease ratio by oil kinds was used. These real-time data and real-time prediction information have been integrated with ESI(Environmental Sensitivity Index) and response resources and then these are provided using GIS as a whole system to make the response strategy.

Application of Oil Spill Model to the South Sea of Korea (누유확산 모델의 남해안 적용)

  • An oil spill model, Green Sea Ranger(GSR) based on trajectory and fate modeling of spilt oil behavior is introduced. The various physical models on weathering processes are reviewed and those adopted by GSR are described. A database for currents, which is necessary for the real-time simulation of oil spill, is generated on the south sea of Korea. The real-time prediction of tidal currents in the South Sea of Korea is carried out. Four major constituents (M₂, S₂, K₁, O₁ tide) are employed in the prediction, and those angular speeds and phases are determined from the astronomical arguments. The harmonic constants of the constituents are computed by solving shallow-water tide equations. The GSR has user-freiendly GUI and flexible framework which makes it easy to expand the database for sea environments in Korean coastal waters. The GSR is validated by the simulation of O-Sung oil spill caused by a grounded oil tanker in coastal sea near Maemol-do. The simulated trajectory is compared with observed one and it is shown that the GSR gives reasonable estimation on spilt oil bahavior.
