Numerical Model Test of Spilled Oil Transport Near the Korean Coasts Using Various Input Parametric Models

  • Oil spills pose significant threats to marine ecosystems, human health, socioeconomic aspects, and coastal communities. Accurate real-time predictions of oil slick transport along coastlines are paramount for quick preparedness and response efforts. This study used an open-source OpenOil numerical model to simulate the fate and trajectories of oil slicks released during the 2007 Hebei Spirit accident along the Korean coasts. Six combinations of input parameters, derived from a five-day met-ocean dataset incorporating various hydrodynamic, meteorological, and wave models, were investigated to determine the input variables that lead to the most reasonable results. The predictive performance of each combination was evaluated quantitatively by comparing the dimensions and matching rates between the simulated and observed oil slicks extracted from synthetic aperture radar (SAR) data on the ocean surface. The results show that the combination incorporating the Hybrid Coordinate Ocean Model (HYCOM) for hydrodynamic parameters exhibited more substantial agreement with the observed spill areas than Copernicus Marine Environment Monitoring Service (CMEMS), yielding up to 88% and 53% similarity, respectively, during a more than four-day oil transportation near Taean coasts. This study underscores the importance of integrating high-resolution met-ocean models into oil spill modeling efforts to enhance the predictive accuracy regarding oil spill dynamics and weathering processes.

  • In this study, tank truck incidents of road transport of hazardous materials to experimental investigated the potential fire hazard. Real scale fire was to perform experiments for on this qualitative and quantitative data collection and analysis. Particularly affected by radiant heat from the flames caused and damage estimates range investigated accordingly. Flame temperature, internal temperature of tank and emitted radiation from the flames was investigated. The flame of light oil spill caused a fire at a temperature of about $300^{\circ}C$ high in comparison with the methanol by combustion of diesel and methanol, according to the difference, the flame duration changes varies depending on the Burning rate, amount of radiant heat flux from light oil fire was 4 times increases compared with fire of methanol. Depending on spill locations(kinds of road surfaces, absorbing rate) and the longer the duration of the flame important factors for the internal temperature of tank truck rise was found. Dirt roads than paved road accident in a fire caused by leakage of hazardous was could the higher the damaged. Therefor, Fire suppression activities should be required in particular to be around.

Discussion on the Criterion for the Determination of On-Water Oil Removal Resource Requirement in Korea (우리나라 기름오염 방제능력 확보기준의 타당성)

  • The present study was carried out to discuss the suitability of the criterion for the determination of the on-water oil removal resource requirement in Korea by comparison with the US criterion. According to the present criterion in Korea, the on-water response operation against the worst case discharge assuming the oil spillage of 60,000 ton from the accident of DWT 300,000 tanker requires the oil recovery capacity of 19,425 kl/hr (on-water recovery volume 20,000 ton). Under the US criterion, the recovery capacity of 16,667 kl/hr is required to respond to oil spill accident of the worst case discharge from the DWT 300,000 tanker. The result shows that resource requirement from the Korean criterion is 16% higher than US criterion, indicating that thc Korean criterion is reasonable.

  • Recently, many problems related on shoreline response to spill oil were exposed again on a occasion of M/T Hebei spirit accident even though the weakness on the shoreline response system has been brought up since M/T Sea Prince oil spill accident. Therefore the establishment of shoreline response system that best suits our country is needed through considering the response system of well-developed country. The socioeconomic conflict between the persons concerned on the clean-up endpoints can be sharpened in Korea because the frequency of coastal use of our country is too high compared to other countries. Thus procedural justification, that is, how the clean-up endpoints be established is more important than what type of clean-up endpoints be used. In the present paper, we attempted to suggest a new manner on the decision making system for clean-up endpoints that best suits our country. The decision making system for clean-up endpoints need to be divided into two steps, that is, set-up step of clean-up endpoints criteria and decision step of clean-up endpoints. The decision making organization of local governments play a key role in case of set-up step of clean-up endpoints criteria, while the response command headquarters under Korean coast guard and decision making organization of local governments codecide whether the clean-up endpoints criteria is fits or not.

Modeling Human Exposure Levels to Airborne Volatile Organic Compounds by the Hebei Spirit Oil Spill

  • Objectives: The goal was to model and quantify the atmospheric concentrations of volatile organic compounds (VOCs) as the result of the Hebei Spirit oil spill, and to predict whether the exposure levels were abnormally high or not. Methods: We developed a model for calculating the airborne concentration of VOCs that are produced in an oil spill accident. The model was applied to a practical situation, namely the Hebei Spirit oil spill. The accuracy of the model was verified by comparing the results with previous observation data. The concentrations were compared with the currently used air quality standards. Results: Evaporation was found to be 10- to 1,000-fold higher than the emissions produced from a surrounding industrial complex. The modeled concentrations for benzene failed to meet current labor environmental standards, and the concentration of benzene, toluene, orthometa- para-xylene were higher than the values specified by air quality standards and guideline values on the ocean. The concentrations of total VOCs were much higher than indoor environmental criteria for the entire Taean area for a few days. Conclusions: The extent of airborne exposure was clearly not the same as that for normal conditions.

  • In today's civilization, it can be impossible to prevent disasters that cause large-scale human and material harm, and the environmental industry is not excepted from this. Over the last 50 years, several large and small environmental health catastrophes have occurred in Korea. Notable instances include the phenol pollution accident in the Nakdong River, the Hebei Spirit oil spill in Taean, Chungcheongnam-do, and the humidifier disinfectant disaster. Looking at these instances, it is clear that the government failed to prevent similar incidents and accidents after the tragedies. The government created and executed different policies to prevent such incidents and accidents, but the majority of them were highly fragmented. It is understandable that depending on the political and social level of the society in which the environmental health hazard incident/accident happened, the investigation of the cause, countermeasures, and policy reaction may differ. To put it another way, the more authoritarian and non-democratic a political social system is, the more likely it is to cover up occurrences and accidents without a deep examination. This is in line with the members of society's level of political awareness and acknowledgment of the importance of life and safety. In 1985, when the Onsan pollution disease was discovered, and in 2011, when we recognized the realities of the humidifier disinfectant disaster, South Korea's political and social systems were entirely different.

Application of the Latest European Standard(EN 15522-2) for Marine Oil Spill Analysis: A Study on its Effectiveness in Analyzing Samples from Korean Incidents (해양 기름유출사고 분석을 위한 최신 유럽표준(EN 15522-2) 적용: 한국 사고 샘플 분석의 효율성에 관한 연구)

  • Approximately 250 marine oil spill accidents have occurred in Korea, with profound impact on local communities and the environment. The restoration process necessitates significant resources and costs to return affected areas to their pre-accident state. In accordance with the polluter pays principle, compensation is demanded from polluter, as stipulated in both international conventions and national laws. Consequently, investigations are conducted to determine civil and criminal liability. As the importance of investigation actors in oil spill accidents increases, standards such as CEN 15522-2 and ASTM D 3248 are employed to determine the similarity between the spilled oil and the oil of the suspected ship. Among these standards, CEN 15522-2, the most actively used European standard, underwent its third revision and is now known as EN 15522-2, as of 2023. This study used EN 15522-2 to analyze samples from marine oil spill accidents that occurred in Korea. The results indicated that, considering the characteristics of domestic spills where light fuel oil spills account for more than 40%, the application of EN 15522-2, which includes low-boiling point substances such as Adamantanes, was confirmed to be highly effective.

  • A big accident of oil spill occasionally occur in coast of Korea according to increase of sailing of oil tank ship in recently. This study was focused on transformation and behavior of spilled oil in ocean and effect of spilled oil on environment and introduce the methods of analysis of spilled oil, compensation for the damage caused by spilled oil.
