Suitability Review on Development Plans of Offshore Wind Farm Based on National Wind Map and Geographic Information (국가바람지도 및 국가지리정보에 의한 해상풍력단지 개발계획의 적합성 검토)

  • The objective of this research aims preliminary assessments of the proposed plans of offshore wind farm development based on the recently established national offshore wind map and suitability assessment system of offshore wind farm. Incheon Mueodo, Busan Dadaepo-Gadukdo, Sinangun Haeodo have been assessed considering geographic constraints such as water depth, offshore distance, national park, grid connection, and meteorological constraint such as wind power density and wind direction. According to the assessment, Mueodo plan has a weak point in grid connection and several geographic limitations are involved in Haeodo plan while Dadaepo-Gadukdo seems the most possible plan among the review cases. Because of limited assessment in this research, more detail and further consideration are necessary to make a decision of a feasibility project at proposed sites.

  • The wind power generation is an eco-friendly clean energy that produces almost zero $CO_2$ emission, and has a good economic feasibility. As for the location, the installation of large turbines and construction of large-scale wind farm is easier on the offshore than on the land. In Korea, it is inevitable to generate offshore wind power through the offshore wind farm, and the radio interference of larger wind power generators and offshore wind power farm to broadcasting, communication and radars is becoming a core issue for constructing the offshore wind farm. In this study, the wind power generation status and rotor blade technology trend were presented, along with the technical trend of radar radio interference reduction relating to construction of the offshore wind farm.

  • To establish an offshore wind turbine test site, a wind resource assessment of the candidate site is required as a preliminary procedure. The wind resource assessment must be performed with at least one year of wind data. If the assessment is performed with short-term wind data, the results cannot validate the wind conditions of the candidate site. This study performs wind resource assessment of Kokunsangun-do to investigate the wind conditions of the candidate site. The wind data is measured by the Automatic Weather System (AWS) of the Korea Meteorological Administration, located at Maldo. The data is for five years, measured from 2013 to 2017. Measured wind data is statistically processed with a 10-minute average scheme to find out the dominant wind direction and wind power density, with yearly wind speed distribution (Weibull-based). This study contributes to build a database of wind energy resources around Maldo. Also, the results of this study could be used for the establishment of an offshore wind turbine test site.

Study on the Effect of Earthquake Loads for Fixed Offshore Wind Turbines According to Soil Type (지반 종류에 따른 고정식 해상 풍력발전기 지진 하중 영향 연구 )

  • In this study, using the commercial software Bladed developed by DNV for integrated load calculation of wind turbines, the generation of seismic waves according to soil type based on Korea's domestic regulations, and load calculation considering earthquake conditions were performed according to the IEC standard, and load in the main coordinate system of the fixed offshore wind turbine was calculated. By comparing the calculated load with the design load of the fixed offshore wind turbine, the effect of earthquake loads according to soil type on the main components of fixed offshore wind turbines was evaluated. As a result of the evaluation, when an earthquake load on a wind turbine is considered, the effect of the earthquake load is related to the natural frequency of the major components and the magnitude of the adjacent acceleration in the earthquake response spectrum, and the earthquake load differs according to soil type and may exceed the design load.

Application of InVEST Offshore Wind Model for Evaluation of Offshore Wind Energy Resources in Jeju Island (제주도 해상풍력 에너지 자원평가를 위한 InVEST Offshore Wind 모형 적용)

  • This study aims to assess offshore wind energy resources around Jeju Island using the InVEST Offshore Wind model. First the wind power density around the coast of Jeju was calculated using reanalysis data from the Korean Local Analysis and Prediction System (KLAPS). Next, the net present value (NPV) for the 168MW offshore wind farm scenario was evaluated taking into consideration factors like costs (turbine development, submarine cable installation, maintenance), turbine operation efficiency, and a 20year operation period. It was determined that there are high wind resources along both the western and eastern coasts of Jeju Island, with high wind power densities of $400W/m^2$ calculated. To visually evaluate the NPV around Jeju Island, a classification of five grades was employed, and results showed that the western sea area has a high NPV, with wind power resources over $400W/m^2$. The InVEST Offshore Wind model can quickly provide optimal spatial information for various wind farm scenarios. The InVEST model can be used in combination with results of marine ecosystem service evaluation to design an efficient marine spatial plan around Jeju Island.

  • Development of the technologies for offshore wind power is proceeding actively and the installation capacity is continuously increasing because of its many advantages in comparison with the land wind power. Accordingly, project for Southwestern 2.5GW offshore wind power plant is in progress in Korea. Design of electric power systems for offshore wind power plant is very important due to its high investment and operational costs. Hence, it needs to be designed in order to minimize costs. This way can be employed in determining the installation location of offshore substation for HVAC wind power plant. According to the offshore substation site, MV inter-array cable and HV export cable lengths vary and they change a total cost regarding submarine cable. This paper represents cost models with variables which are MV inter-array cable and HV export cable lengths to locate the offshore substation for HVAC wind power plant. It is classified into submarine cable installation cost, reactive power compensator installation cost, ohmic losses, and unsupplied energy cost. By minimizing a total cost, an appropriate installation site of the offshore substation is determined.

Evaluation of Implementation Potential of Offshore Wind Farm Capacity in Korea Using National Wind Map and Commercial Wind Farm Design Tool (국가바람지도와 상용 단지설계 프로그램을 활용한 국내 해상풍력단지 공급가능 잠재량 산정)

  • Commercial wind farm design tools and the national wind map are used to determine the implementation potential of offshore wind power in Korea in this study. For this, the territorial waters of Korea were divided into nine analysis regions and a commercial CFD code was used to obtain wind resource maps at 100m A.S.L. which is the hub height of a 5MW wind turbine used in this study. With the wind resource obtained, factors including water depth, distance from substations, minimum and maximum capacity of a wind farm, distance between turbines and wind farms were considered to determine wind power potential. Also, the conservation areas, military zones, ports, fishing grounds, etc. were considered and excluded. As the result, a total capacity of 6,720 MW was found to be the implementation potential and this corresponds to $3.38MW/km^2$ in API. Also if the distance from the substation is not considered, the potential increased to be 10,040 MW. This offshore wind farm potential is considered enough to satisfy the target of wind farm capacities in the 7th national plan for electricity demand and supply.

  • This paper conducted an analysis of economic effects of offshore wind power in Korea with benefit/cost analysis. The existing feed-on tariff, which was too low to support wind power development, was recently replaced with a Renewable Portfolio Standard(RPS), effective from 2012. According to the new regulatory policy, The Korean government has announced a strategy to draw investments worth for offshore wind farms with a total capacity of 2.5 GW over the next eight years, which is expected the change of cost and benefit. After overview the offshore wind power development status, The effects on cost can be divided by economic, environmental and social factors. Each factor will be calculated and combined by both evaluating index and using Quantification methods. At the end, the implication for the evaluation of feasibility of offshore wind power of Korea will be done.

Numerical Simulation of Environmental Change in South West Offshore Wind Farm Using MIKE

  • Environmental change due to construction of large offshore wind farm has been a debate for a long time in Korea. There are various data acquired on hydrodynamics around this area before and during construction of offshore wind farm but no data during operation could be made due to delayed schedule. In this study, environmental change such as bathymetry change and scouring was forecasted using MIKE, numerical hydrodynamics model, and its results were validated using the observation data before and during construction.

  • For the transition to the low carbon society, it is inevitable but difficult journey that the new energy technology spread co-exists with formal social system. The objective of offshore wind power plant that has been implemented by the government is to connect large capacity new renewable energy to the central electric power system. Therefore, for the successful introduction of offshore wind power system, the transition of the formal social technology system should be companied. This study analysis the energy system transition about niche strategy adjustment using Multiple Level Perspectives & Strategic Niche Management. It also multi level analyzes and structuralizes the process that new technology, as a research result, evolves through connecting and communicating with formal regime and landscape. Also, adjusting Strategic Niche Management, it diagnoses the obstructive factors in the initial stage of niche experiment and found the major reasons why offshore wind power test plant had been delayed. Through this study, it reaches to the practical implication that offshore niche technology could grow stably in the energy system and various policies.
