This study describes how the illustration book of Korean coastal and offshore fishing boats was published. The illustration book provides information on fisheries which need boats for their fishing operation. The book contains 25 fishing boats belonging to 15 offshore fisheries and six boats belonging to five coastal fisheries totalling 31 boats belonging to 20 kinds of fisheries. Until now, no books were available in Korea on fishing boats which provided illustrated descriptions of their use in fishing. We carried out field and literature surveys of fishing boats for three years (2016-2018) and the results were compiled into three-dimensional modeling images with schematic drawings of fishing boats, along with text explanations. The particulars and technical drawings of lines, general arrangement (GA), fishing gears and methods are collected and summarized. All fishing boats are modeled with 3D color graphics. The particulars and names of the main items of the fishing equipment are presented besides structural parts. In addition the fishing gear, fishing season and grounds, number of crews and target species for each boat are correctly described. The illustration book of Korean coastal and offshore fishing boats will contribute to understanding the current status of fishing techniques in Korea and will assist in developing new types of fishing boats.
This paper focused on meaning, problems and prospect of structural reform of coastal and offshore fisheries in Korea. Structural reform can be defined as effective combination of production factors in order to enhance fisheries productivity and it can be realized mainly through fleet reduction, modernization of fishing vessels and fishing gear etc. However, the structural reform alone will not be sufficient to advance Koreanl fisheries facing with severe challenges from both inside and outside. Domestically, worsening status of fisheries resources, decreasing number of fishermen, worsening financial status of fisheries businesses and severe competition cause structural problem in fisheries sector and internationally the pressure from WTO and OECD to reduce tariff and subsides in fisheries poses severe challenges. The structural reform should be carried out in relation with the general adjustment programs across coastal and offshore fisheries such as M&A among fisheries businesses, adjustment of number of fishing permits and fishing areas. And the policy to enhance the fishing productivity is needed for recovery of fisheries resources and for the reduction of fishing efforts, that is, the approach which combines economic and resources concerns is needed. For the effective implementation of the reform, effect analysis of the reform program is needed and at the same time, eradication of illegal fishing, reduction of fishing fleet and reduction of fishing cost should be realized. However, the most important thing is the will and efforts of the government for successful reform. If the government does not exert sufficient efforts for the structural reform, Korea could be degraded into a backward country in fisheries.
The purpose of this study is to construct a regional-sector-fishery-offshore and inshore fishery competitiveness index, examine the types and changes of competitiveness, and derive implications by processing data of the Survey on the Current Status of Offshore and Inshore Fishery from 2013 to 2020 for this study. The main results of this study can be summarized as follows. First, considering the competitiveness of offshore and inshore fishery by region and year, Jeonnam, Jeju, and Incheon were relatively competitive. Second, considering the competitiveness of inshore fishery by region and year, we found that Jeonnam, Chungnam, Jeonbuk, and Jeju were relatively competitive. Third, looking at the types of competitiveness based on the competitiveness index in the management sector of offshore and inshore fisheries by region and year, Ulsan, Jeonnam, and Gyeongbuk were relatively competitive between 2014 and 2020. Fourth, Jeonnam and Jeju were relatively competitive between 2014 and 2020 based on the competitiveness index in the fishing sector of offshore and inshore fisheries by region and year. Fifth, we found that Jeonnam, Jeju, and Chungnam were relatively strong in the competitiveness of offshore and inshore fishery, combining the offshore and inshore fishery indexes by region and year. The results of this study have some limitation on outlier treatment, grade assignment, and weight for aggregation, so research considering these needs to be done in the future. In conclusion, the results of this study which were derived objectively and scientifically in the era of the 4th industrial revolution, when evidence-based decision-making was becoming critical, are expected to help the central or local governments determine the priority of support projects or investments.
We diagnosed on status and problems of environmental assessment regarding development of offshore wind power, and also on reasonable core assessment items. Most of the coastal wind power are located on the western coastline of Korea and Jeju Island. In the selections of the site for the offshore wind farms, a previous investigations should be conducted with regard to distances from the land, stabilities from external forces (tide, wave, etc.) and topographical changes, and characteristics of the surroundings (distributions of protected area, fishing ground, artificial seagrasses, and shipping traffic). It is needed to assess dispersion of suspended solids, changes of the sea bottom, and impacts on fisheries resources and fishing activities under construction of offshore wind power. Furthermore, the responses of marine organisms to noise and vibration, impacts by electromagnetic fields, impacts on sea birds, hindrances to sea lane routes, and damaged scenery and marine protection areas are thoroughly assessed during operation processes. The consultation criteria in case of development of offshore wind farm is adjusted by focusing marine environmental impact assessment.
The change of fishing power index was analyzed to identify the development of the vessel and gear technology that may improve the fishing efficiency of the offshore conger eel pot fishery from 1980s to 2015. Gross tonnage per fishing vessel was rapidly increased annually. The standard of pot was maintained, but the number of pot used rapidly increased by using conger eel pot hauling devices, carrying and loading devices, main line hauler, casting devices and slide type pot. Fish finder system to identify fishing ground information and the conger eel pot hauling devices were modernized, and supply rate was also increased. Therefore, the relative fishing power index in the offshore conger eel pot fishery increased from 1.0 in 1980 to 1.3 in 1990, to 1.8 in 2000 and to 2.0 in 2015. The results are expected to contribute to reasonable fisheries stock management of the offshore conger eel pot fishery.
The International Labor Organization (ILO) selected fishing as the most dangerous group of jobs in the world, and it is well known in Korea as a 4D industry. Offshore large purse seine accounts for the largest portion of the fishing industry in the coastal region with high death rate and the accident rate. The repeated disaster rate survey by the Korea Maritime Institute (KMI) shows offshore large purse seiner is the highest at 22.3 percent and coastal gill nets and offshore stow net are following at 12.4 percent and 11.9 percent in order. Therefore, risk factors occurring in offshore large purse seiners were analyzed based on data from the National Federation of Fisheries Cooperatives (NFFC) for three years from 2015 to 2017 and 4M (Man, Machine, Media, Management) 3E (Engineering, Education, Enforcement) techniques were used to provide a safe fishing environment. The number of accidents on offshore large purse seiners each year was more than 150, and the number of accidents on every fishing boats was as high as 17 percent in 2015. If the accident rate and the risk level were divided by insurance, the accident resulting from contact with machinery was the highest, and the risk of a contact with gear was low but frequently occurring. This was caused by collisions and contact with gear in situations where death and disappearance risk are not high, and accident types in situations where death and loss risk are considered to be contact with machinery, falls or other accidents. Through these analysis techniques, the frequency and risk of each type of accident on a offshore large purse seiners can be demonstrated, and it is expected to raise awareness of a safer fishing environment and contribute to the reduction of accidents.
Lots of fishery stocks are overexploited and the overcapacity exists in Korean fishing fleets. One of the reasons is technological development, which increases the efficiency of the vessels continuously. The analysis was conducted to identify the change of fishing power index to develop the vessel and gear technology that may have improved the fishing efficiency of the offshore large powered purse seine fishery from 1960s to 2010s. Gross tonnage and horse power per fishing vessel was increased annually. Fishing gear material was changed to the knotless webbing to settle faster. Fishing equipments was modernized and supply rate was also increased. Therefore the relative fishing power index in the offshore large powered purse seine fishery increased from 0.4 in 1970 to 1.0 in 1980, to 1.5 in 2000 and to 1.6 in 2010, but the rate of increase slowed down gradually. The results are expected to contribute to reasonable fishery stock management.
In this study, the AHP (analytic hierarchy process) technique was used to analyze the risk of expected risk factors and fishing possibilities during gillnet fishing within the floating offshore wind farms (floating OWF). For this purpose, the risks that may occur during gillnet fishing within the floating offshore wind farms were defined as collisions, entanglements, and snags. In addition, the risk factors that cause these risks were classified into three upper risk factors and ten sub risk factors, and the three alternatives to gillnet fishing available within the floating OWF were classified and a hierarchy was established. Lastly, a survey was conducted targeting fisheries and marine experts and the response results were analyzed. As a result of the analysis, among the top risk factors, the risk was the greatest when laying fishing gear. The risk of the sub factors for each upper risk was found to be the highest at the berthing (mooring), the final hauling of fishing net, and the laying of the bottom layer net. Based on the alternatives, the average of the integrated risk rankings showed that allowing full navigation/fisheries had the highest risk. As a result of the final ranking analysis of the integrated risk, the overall ranking of allowing navigation/fisheries in areas where bottom layer nets were laid was ranked the first when moving vessels within the floating OWF was analyzed as the lowest integrated risk ranking of the 30th at the ban on navigation/fisheries. Through this, navigation was analyzed to be possible while it was analyzed that the possibility of gillnet fishing within the floating OWF was not high.
Squid is one of the important fisheries resources in Korea. Therefore, squid has been designated and managed as a target species of total allowable catch (TAC) since 2007, but the catch amount is gradually decreasing. The analysis was conducted to identify the change of relative fishing power index to develop the vessel and gear technology that may have improved the fishing efficiency of the offshore squid jigging fishery from 1960s to 2010s. Gross tonnage per fishing vessel increased with the increase in size until 1990, but then gradually decreased to 41.0 tons in 2000 and 37.1 tons in 2010. The illuminating power (energy consumption) by fishing lamps increased to 180 kW in 2005 and stabilized to 120 kW in 2015. Jigging machine started to be supplied to fishing vessels from the early 1970s, and fish finders began to be supplied in the early 1980s and gradually increased. Therefore, the relative fishing power index in the offshore squid jigging fishery increased from 1.0 in 1980 to 1.1 in 1990, to 3.5 in 2000 and to 2.5 in 2010, but the increment rate slowed down gradually. The results are expected to contribute to reasonable fisheries stock management.
Although it is highly dependent on the production of coastal and offshore fishing, the Fishing Vessels Safety Fisheries Act was enacted in 2019 due to the continuous increase in marine accidents of coastal and offshore fishing vessels. However, the law is too focused on fishing and navigation in certain waters and does not contain accident-preventive content. Ministry of Oceans and Fisheries proposes a plan to revise the Fishing Boat Safety Fishing Act through legal comparison with Japan's Seafarers' Labor Sanitation Rules. It also proposes an amendment that includes the content of the Seafarers Act on post-accident action obligations. Under the Fishing Vessels Safety Fishing Act, the safety fishing education is implemented for specific people and adopts a method of delivery education after completing the education. The reason for this is that the educational requirements are not sufficient compared to the number of education personnel. Moreover, four hours of education are conducted once a year, which is not suitable for insufficient educational conditions. For efficient safety fishing education, improvement measures are proposed compared to education in the United States and the United Kingdom.
