Purpose - This paper aims at analyzing the functions and effectiveness of the cooperation agenda in Free Trade Agreements (FTAs), focusing on the cases of Asian countries. This paper estimates the contribution of this agenda to the sustainable development in Asia by providing the 'side payment' of the economic integration that encourages foreign investment and change in global value chains (GVC). Design/methodology - This study analyzes the functions of the cooperation chapter in FTAs by applying the cooperative game theory and reviewing the structures of the related FTAs. Also, as an empirical study, the existing FTA provisions and related development assistant programs in Asia are reviewed in this paper, especially focusing on the FTAs signed by Korea. Findings - Our main findings can be summarized as follows: The drawback of the economic integration, which would be the imbalanced economic benefit, can be redressed by the cooperation chapter in FTAs functioning as a 'side payment'. Indeed, as the examples of Korean FTAs show, more foreign investment and the GVC expansion in Asian countries have been encouraged thanks to the implementation of the cooperation chapters. Originality/value - This paper attempts to find how a legally binding agreement would influence the cooperation agenda in Asia which has never been analyzed despite the increasing number of so-called 'cooperation' chapters in the FTAs.

건설엔지니어링의 사업비는 공사비의 $3{\sim}5%$정도에 지나지 않으나, 최종 사업목적물의 성능을 결정하는데 커다란 영향을 미치고 있어 매우 중요하다. 그러나 국내 건설기술수준에 대한 전문가 인식도 조사결과에 따르면 설계를 비롯한 우리나라의 엔지니어링능력은 선진국의 70%도 되지 않는 것으로 조사되어 해외진출 위한 국제경쟁력에 심각한 문제가 있는 것으로 판단된다. 본 연구는 국내외 건설엔지니어링 시장동향을 조사 분석하기 위하여 베트남 건설엔지니어링 시장분석을 위해 국내 해외건설 관련업체를 대상으로 해외진출시 문제점 및 전략에 대하여 설문조사를 실시하였고, 기존 문헌의 분석을 통하여 기본적인 이론의 정립과 함께 국내외 전문가 면담조사, 해외출장 등을 통하여 광범위한 의견수렴을 하였다. 본 연구에서는 국내 건설엔지니어링업체의 베트남 시장을 진출하기 위한 시장분석 결과를 토대로 베트남진출전략 방안을 마련하였으며 해외진출 활성화 방안으로서 현지화 기반구축, 기획제안형 사업창출, 공적개발원조의 지원 확대방안 등을 제안하였다.

이 논문에서는 한국의 국제개발협력 분야에서 활동하는 ODA 전문가의 이미지에 관하여 보다 심층적이고 본질적으로 접근하기 위해 Q연구방법을 활용하여 연구하였다. Q방법을 통해 국제개발협력 사업에 참여하는 전문가들의 이미지관한 이미지 수용 유형을 분류해서 그 특성을 살펴보고, 그 의미에 대해서 분석해 보는 것이다. 분석결과 ODA전문가는 크게 4가지 유형으로 구분되는데, 제1유형은 개성형, 제2유형은 독단적 유형, 제3유형은 유유자적 유형, 제4유형은 방관적 유형으로 구분되었다. 4개의 유형이 비슷하게 합의한 진술문은 총 5개이다. 이는 제1유형에서부터 제4유형까지의 진술문들에 대한 의견일치를 보여주는 항목이다. 여기에서 피응답자들은 Q16(겉과 속이 다르게 보인다), Q19(학력이 높아 보인가), Q10(책임감이 있다), Q8(신속하게 일처리를 한다)의 진술문에 대체적으로 동의를 하고 있는 것으로 보이며, 특히 Q4(공사구분이 철저하다)라는 의견에 부정적인 것으로 보아, 응답자들은 국제개발협력 강의를 진행하는 ODA전문가들에 대해 다소 부정적인 이미지를 가지고 있는 것으로 분석된다. 결론적으로 그동안 ODA사업에 참여한 전문가들과 관련하여 주로 직무분석이나 전문인력 수급 및 교육 등에 대한 연구가 주로 이루어져 왔고, 다양한 국제개발협력 사업 참여자들의 이미지에 대한 연구는 진행되지 못했다는 점에 향후 연구의 방향성을 제시할 수 있겠다. 따라서 추후 발전된 연구방향은 수원국 주민들이 한국의 ODA 전문가들의 이미지에 대한 그들의 인식과 특성과 행태를 연결하여 사회과학적 방법을 통해서 많은 연구가 수행되어야 할 것을 제언한다.

This study was conducted to build frameworks for a guideline of community forest projects with respect to ODA of Korea (Official Development Assistant) in forest fields. Community forestry is a worldwide phenomenon which began in developing countries such as Nepal, Gambia, Guinea, and Indonesia and has been gradually recognized as an effective measure for ODA in forestry areas from ODA/DAC countries and the other international donors. This study investigated types of community forest status, mechanisms of community forest project conducted by ODA/DAC countries or the other international donors, and CFM (Community Forest management) success factors. As a result of our study, there are different types of resource users, having different economic and social status, perspectives, knowledge systems, values, understandings and objectives in community based forestry. Consequently, the clear forest tenure systems enabling communities to get motivated for the projects, the most appropriate agroforestry systems in different countries, capability of community to manage forest and etc must be considered carefully when the community forest project are implemented for ODA of Korea in order to gain successful results from ODA in forestry fields.

우리 건설기업의 기술경쟁력은 선진국의 70$\sim$80% 수준으로 평가되고 있고, 저임금 노동력을 기반으로 한 중국 동남아 등 후발국가와는 가격경쟁에서도 우위를 점하기 어려운 국면에 처해있다. 최근 국내 건설업체의 해외수주액이 증가하고 있지만, 이를 지원해 줄 수 있는 정부의 실효성있는 지원정책이 부족한 실정이다. 따라서, 본 고에서는 우리나라 건설기업의 해외진출을 활성화하기 위하여 해외건설업계의 요구사항을 분석하고, 선진국의 해외건설 지원시스템을 벤치마킹하여 해외건설 지원체계의 개선방안을 다음과 같이 제안하였다. 첫째, 건설금융 및 보험지원 활성화를 위하여, 해외건설공사 보증지원방안과 공적개발원조의 건설공사 연계방안을 제안하였다. 둘째, 해외시장개척 활동강화를 위하여, 해외시장조사 확대방안과 해외건설 무역관 설립, 신 비지니모델 구축방안을 제안하였다. 셋째, 해외건설 전문인력 및 기술인프라 구축을 위하여 해외건설 수주정보 지원방안과 해외건설사업의 전문인력 양성방안, 해외건설협력 체계 구축방안을 제안하였다.
