Disasters have been diversifying and the scale of disaster has been increasing worldwide due to the global warming and urbanization. Consequently, it is essential to establish the systematic disaster management because the scale of damages has been rapidly increasing. Nowadays, the importance of the standardized disaster management have been realized internationally due to the 9.11 terror and Tsunami. Also, the activities of research and development to utilize and establish the disaster management standards have been increasing. This study mainly focused on generating an efficient operating manual to support the systematic disaster management of the central administration office based on disaster management standard in South Korea. Firstly, the activities and status of disaster management performed by the central administration office were investigated. Accordingly, libraries of work, functions, organizations, references and behavior for disaster management were designed. Then, a method to make the efficient operation manual based on the constructed libraries was presented to maximize the efficiency of disaster management. This emergency operation manual could support the systematic disaster management by defining the work, function, references and the codes of conduct. Thus, central administration office would be able to define methods and procedures from preparation to recovery through the utilization of the operation manual.
Recently, there are two important research trends in the literature the red-time collaborative computing end electronic business process automation. This paper is one of those efforts that would establish an effective business office working and computing environment hough the integration of those two cutting-edge technologies. That is, we try to develop a workflow modeling tool that is semantically based upon the information control net(ICN), which is a typical workflow model for specifying office work procedures(business processes), and that is systemically based upon the real-time collaborative operations by a set of actors, which is called group, We name it "group ICN editor". This paper describes the design and implementation of the group ICN editor that is operable under the real-time collaborative computing environment. We use the Flexible rJAMM toolkit that enables the ICN editor to operate among multiple actors(group) through the event-driven collaboration platform, Consequently, a set of workflow and business processes defined through this editor is not only stored onto database but also transformed into the format of the workflow process definition language(WPDL) that is a standardized workflow description and specification language proposed by the workflow management coalition(WfMC).ion(WfMC).

The purpose of this study is to propose a different classification method for keeping a record of cases. After proving that criminal case files should be counted as one type of case files, based on their characteristics and characteristics, this research analyzes the current process of criminal case filling at Public Prosecutor's Office to point out some problems. This study suggests a new classification system: at first, each case gets classified based on a case: secondary, the data gets further assorted by the chronological procedures. The classification approach, which is adopted from MoReq 2's Workflow method, is more adjustable to the new electronic filing system.
The first determination and assessment of the damages to structures after the earthquake is important for preventing increase in loss of life and property that may occur in later times. When rapid damage assessment is performed after an earthquake, damage assessment forms are generally used. The forms that are filled in the field are assessed in the office environment later. In this study, while the process of earthquake damage assessment was being carried out, the ready-made form was moved to web base and the data to be obtained in the field was transferred to the database by means of tablets and smart phones. Keeping earthquake damages in a database will contribute to the studies to be conducted on earthquake and the earthquake regulations to be prepared. Furthermore, emergency damage assessment will be performed faster and more reliably after the earthquake through this study. As the data transferred to the web base is accessible to different people, savings will be provided for both time and personnel. Furthermore, the assessment will have a healthier and scientific basis. In this study, exemplification was conducted for six different reinforced concrete buildings that were damaged during Van earthquake in October 23. With this study, damage assessment procedures can be completed as soon as possible.
General Administrative Procedures of the Preshipment Inspection 1. Initial notification Preshipment Inspection is initiated by Agency when it receives notice either from the importing country, or the seller, that an export needs to be imspected 1.1 Notice from the importing country 1.2 Notice from the seller 2. Preliminary price verification After receipt of initial notification, Agency undertakes, Where possible, a preliminary price verification, based upon the Inspection Order and other contractual documents received. 3. Customs classification When required by the Government of the importing country. Agency forms an opinion of the Customs Classification Code based upon the Customs Tariff Book and Rules of Classification of the country of importation. The Customs Classification Code determines the tariff rate on the basis of which the importer will be required to pay import duties. 4. Import eligibility 5. Arrangements for physical inspection 5.1 Inspection request from seller 5.2 Place of inspection 5.3 Date of inspection 5.4 Physical inspection procedures 6. Remote sensing techniques using drone-based multispectral image were studied for fast and two-dimensional monitoring of algal blooms in the river. Drone is anticipated to be useful for algal bloom monitoring because of easy access to the field, high spatial resolution, and lowering atmospheric light scattering. In addition, application of multispectral sensors could make image processing and analysis procedures simple, fast, and standardized. Spectral indices derived from the active spectrum of photosynthetic pigments in terrestrial plants and phytoplankton were tested for estimating chlorophyll-a concentrations (Chl-a conc.) from drone-based multispectral image. Spectral indices containing the red-edge band showed high relationships with Chl-a conc. and especially, 3-band model (3BM) and normalized difference chlorophyll index (NDCI) were performed well (R2=0.86, RMSE=7.5). NDCI uses just two spectral bands, red and red-edge, and provides normalized values, so that data processing becomes simple and rapid. The 3BM which was tuned for accurate prediction of Chl-a conc. in productive water bodies adopts originally two spectral bands in the red-edge range, 720 and 760 nm, but here, the near-infrared band replaced the longer red-edge band because the multispectral sensor in this study had only one shorter red-edge band. This index is expected to predict more accurately Chl-a conc. using the sensor specialized with the red-edge range.
Rapid industrial growth based on massive fossil fuel energy consumption has caused serious damages on natural environment and every aspects of human life. As demands for clean and pleasant living circumstance increases, conflicts and disputes around environmental problems have also been widespread. Given the 'environmental rights' is a relatively new legal concept, however, resolving environmental disputes through the traditional legal principles and litigation procedures could be restrictive and, in some sense. inefficient as well as expensive. With efforts to develop new legal principles on environmental disputes, the environmental dispute adjustment system has been introduced as an alternative dispute resolution to the traditional legal dispute procedures. The Korean Environmental Dispute Resolution Commission introduced as the environmental dispute adjustment system has been well established for the past twenty-seven years, given the steadily increasing numbers of applications to the Commission over environmental disputes. However, as most cases are still small in money terms and mainly subject to adjudication, the effectiveness and practical contribution of the Commission in the resolution of environmental disputes have in fact been limited. For the enhancement of the status and roles of the Commission as the prior instrument of the alternative dispute resolution(ADR) in environmental disputes, several suggestions could be considered as follows: First, mediation needs to be more activated than adjudication in order to meet the primary purpose of ADR that resolves environmental disputes according to free will of concerned parties. Second, the scope of mediation could be expanded to the areas including potential environmental damages. Third, the roles and responsibilities of the Environmental Dispute Resolution Commissions at both central and local levels need to be evenly distributed. Fourth, the mechanism and procedures of environmental dispute resolution should be standardized. Fifth, the status of the Environmental Dispute Resolution Commission could be elevated in rank by shifting its current affiliation from the Ministry of Environment to the Office of Prime Minister. Sixth, the organizational structure and human resources of the Commission need to be reinforced. Seventh, the current situation that tends to give priority to litigation procedures when an environment dispute is simultaneously pending in litigation and mediation should be eased and properly adjusted. Eighth, the adoption of mandatory mediation in advance to litigation needs to be discussed. Ninth, the legal authority of the Commission's decisions should be further guaranteed. If above suggestions are thoroughly reviewed and properly adopted, the roles, authority and power of the Environmental Dispute Resolution Commission would be increased in the era when environmental conflicts get widespread, requiring an effective alternative environmental dispute resolution mechanism.
In this study, 3D-image based course material has been suggested as a potential pedagogical tool for laboratory courses for aviational maintenance in vocational high schools. With a special focus on assembly/disassembly of the combustion chamber, 3D contents described here are created by Soildworks 2014 based on the textbook widely used in aviational high schools. By analyzing several textbooks currently adopted at various schools, we have clearly shown that the current text-based teaching method is far from being effective regarding providing adequate learning environment for high school students who study aviational maintenance. From the analysis of the conventional textbooks, it is seen that it is urgent that we should come up with more effective and efficient way of teaching methods for these topics at vocational high schools. Using Solidworks, we have developed very vivid 3D image-based course material for topics related to a combustion chamber in the airplane. Newly developed 3D material is seen to clearly show step by step procedures of assembly and disassembly of the combustion chamber which has crucial importance in the aviational laboratory courses. Especially the transparent feature in Solidworks could make it possible to observe the parts covered by outer casing, which can not be seen even in any laboratory class with real objects. 3D animated views could provided unprecedented learning environment for students to acquire core knowledge with ease for the maintenance of a combustion chamber. In order to provide easy access for students to this 3D-based course material, the exclusive viewer is also developed using MS office powerpoint 2007. An example of a learning plan using 3d course material is suggested as well.

International Civil Aviation Organization (ICAO) has recommended the adoption of performance-based navigation (PBN), which utilizes global navigation satellite system (GNSS). As a part of efforts to adopt PBN in South Korea, preparations have been made to implement GNSS. In Oct. 2014, Korea augmentation satellite system (KASS) was officially launched for development. A set of navigation devices need to be on-board for an airplane to utilize GNSS. GNSS navigation devices are used for different phases of flights through en-route, terminal, departure, approach and a wide variety of specification standards have been proposed for GNSS navigation. In this paper, we investigate the many proposed standards for GNSS navigation devices and their interfaces. This paper can be useful for designing procedures and flight test used in KASS implementation.

Objectives: The role of alloplastic materials in maxillofacial reconstruction is still controversial. Determining the utility of porous, high-density, polyethylene implants as a highly stable and flexible, porous alloplast, with properties such as rapid vascularization and tissue ingrowth, is crucial in cases of maxillofacial deformities and aesthetic surgery. Materials and Methods: Thirty high-density porous polyethylene implants were implanted in 16 patients that had been referred to a private office over a three-year period. These implants were used for correcting congenital deformities, posttraumatic defects and improving the aesthetic in nasal, paranasal, malar, chin, mandibular angle, body and orbital areas. Results: The outcomes of the cases in this study showed good aesthetic and functional results. The majority of patients had no signs of discomfort, rejection or exposure. Two implants suffered complications: a complicated malar implant was managed by antibiotic therapy, and an infected mandibular angle implant was removed despite antibiotic therapy. Conclusion: Based on the results, the Medpor implant seems to be an excellent biomaterial for correcting various facial deformities. Advantages include its versatility and relatively ideal pore size that allows for excellent soft tissue ingrowth and coverage. It is strong, flexible and easy to shape.
