This study aims to identify feasible policy direction of the 6th industrialization in agriculture based on the current agricultural and rural environment in Korea. To do so, this study employes a heckman selection model to correct a probable selection bias, utilizing the Korean agricultural census in 2010 and the agricultural statistics of farm enterprises in 2011. This study focuses on the differences of the farm and off-farm income determinants, according to conjoint types of the 6th industrialization such as Type 1 (primary+secondary+tertiary) vs. Type 2 (primary+secondary or primary+tertiary). The empirical results show Type 2 has much higher possibilities to earn farm and off-farm income in Korea, especially for farm enterprises. This study concludes with providing some policy implications reflecting rural and agricultural environment in Korea.
The annual income (gross margin) in 1989/90 of a sample of 274 farmers in seven milk cooperatives was analyzed in the sugar cane, cassava, and horticulture areas in East Java. On average dairying contributed 42%, crops 29% and off-farm revenue 29%. Dairy income was highest in the cassava area, where it compensated for the low crop income, and lowest in the sugar cane area. Farm area and average milk yield per day per cow correlated positively with farmer's income, whereas crop income increase significantly with farm area and with the number of cows. The level of total cost per cow had a negative impact on dairy and with the number of cows. The level of total cost per cow had a negative impact on dairy and on total income. Government officials and other professionals engaged in dairying had a significantly higher total income than those with their main occupation in dairying, cropping or working as farm labourers. Uneducated farmers obtained a significantly larger income through crops, whereas farmers with tertiary education obtained more income through off-farm work, This study suggests that more attention must be paid to the actual use of labour and the improvement of the dairy output/cost ratio.
The internal and external outputs of the agricultural sub-systems of mixed livestock-crop farms in Pabna Bangladesh were analysed, to clarify the multiple functions of cattle in farm systems. Production systems with grazing areas were relatively more productive than those with no grazing. There was a tremendous variation in farm income, largely because of land area. An increase of one ha in land area was estimated to boost farm income by about 50%. Number of cattle, cattle off-take percentage and milk off-take per average cow related positively to farm income. As land area decreased the relative importance of cattle production increased. Crops were dominant in producing food for home consumption. Cattle contributed only 5-6 per cent to home consumption. Cattle supplied a significant cash income: 45 per cent in the villages with grazing areas and 57 per cent in the other villages. In future, the cash output from cattle will decline and emphasis will shift to the role of cattle in supporting crop production. Any research or development strategy for livestock needs to focus first on the importance of the complex relation between livestock and crops.
Korean agriculture has encountered two problems. One is internal income disparity between rural and urbarn area and the other is external Uruguay Round trade problems as an abolition of direct and indirect import barriers, reduction in export subsidies and to reduce internal price supports. These problems will be brought severe farm problems such as decreasing farm household income and repressing agricultural growth in the near future. Considering the above inevitable facts Korean government has implemented several development projects such as rural industrial area development project, rural special production area development project, leisuresight seeing farm development project, traditional food development project, unskilled labor training project for off-farm employment and so on, to increase farm household income through off-farm income increase. This study was mainly concentrated on the identification of operational problems and post evaluation of the rural special production area development projects which aimed at increasing non-farm incomes and giving employment opportunity for rural farmers in small factories processing regional special farm products and mine products. The main findings and problems to be solved for the successful project implementation are as followed ; 1. Total number of the special production area development projects as of the end of 1991 was amount to 138, and total number of farm household participated were estimated at 2,079, and total amount of off-farm income per farm household was reached to 3,011 thousand won. 2. The total number of processed special products have increased from 21 items in 1981 to 56 items in 1991. On the other hand the total number of farm household participated in the projects have decreased from 2,518 to 2,079 during same period. 3. Total amount of investment for the projects has increased from 1,429 million won in 1981 to 24,760 million won in 1991 but the rate of G'T loan of the total investment has reduced from 24.5% to 5.2% during same period. 4. 138 special production area development project are classified into 6 kinds of commodity groups such as 19 of general industrial good production areas, 52 of folks-industrial art objects production areas, 39 of food processing areas, 9 of fiber and texstile processing areas, 18 of agricultural and fishery inputs processing areas and 1 of stone processing area. 5. The total production value in 1990 was estimated 20,169 million won of which export was amount to 2,627 million won. 6. The finacial rate of return of the UNGOK KUGIJA Tea processing Project operated by UNGOK coops and BAKSAN ginseng tea processing project were estimated at 45.4% (B/C Ratio=1.17, NPV=152.5 million won) and 17.7% (B/C Ratio=1.12, NPV=120.2 million won) respectively. 7. More favorite terms and condition of the loan including collateral problems have to be given to farmers participated. Heavy investment and G'T subsidy policies should be started for the successful project implementation anf farm household income increase. 8. To expand market demand of the rural special goods G'T have to provide special program of TV or other mass media for commodity propaganda and the total cost concerned must be supported by G'T subsidy. 9. The special farm products as GUGUJA,MOSI'Ramie', Ginseng. SOGOKJU,HEMP,Mushroom.DUGYUNJU and Chesnut processing projects have to be propelled and expanded for off-farm income increase in Chung Nam Province. 10. Direct operational pattern of the special production area by coops is more favorable to farmers and recommendable considering with off-farm income increase and market demand creation throughout Korea. 11. In rural area, special organizations for project appraisal are not exist. Accordingly special training program, project appraisal, formulation and preparation for civil servants concerned have to be prepared for project selection and sound implementation under limited budget and financial support.
This study is aimed at evaluating the present management status of the rural special production area development projects and identifying managerial problems to propose new direction of the political countermeasures for the projects. In the con text of implementing the five year's economic developent plans for the past three decades, agricultural production and farm-household income have also been grown rapidly. However the income gap between rural and urbarn laborer, as an internal problem, has widened during the decades and the UR problems concerning free trade of agricultural products, as an external problems, are now agonizing the small-holder farm economy in Korea. The internal and external farm problems could be solved through improvement of agricultural structure and provision of off-farm jobs for farm household income increase. As a part of the off-farm income sources, the rural special production area development projects have propelled by the government throughout the country. The main problems to be solved for the successful implementation of the projects are as follows : 1. Present loan amount by the financial fund was estimated at 6-7% of the total installation costs required. To expand and implement the project successfully, enough financial credit support with favorable terms and conditions have to be considered by the government. 2. The operation patterns of the special production area development project should be recommended from the view point of cooperative and private operation to maximize farm household incomes including profits, marketing charges and dividens. 3. Improvement of the marketing channel of the products and marketing information through TV program and other mass communication should be implemented strongly to promote marketsales by the financial supports of the government. 4. In connection with the off-farm income increase, the population migrating to urban area in outside Chungnam province equivalent to 10-12 thousand persons with age of 20-49 years should be taken into account politically to be employed in the projects in the province. 5. Surplus farm labors should be created by means of improvement of agricultural structure including large farm management with farm mechanization and job opportunities have also to be provided in connection with the rural special production area development projects. The two imminent subjects are the prerequisites to increase off-farm incomes for the farmers living in Chungnam province. 6. Required credit supports for investment and operation costs of the projects should be taken actions by the government.
This study aimed to quantify the impact of crossbreeding at farm level, in mixed farm systems in Gujarat. Households with crossbred cattle did not differ from households without crossbreds in terms of farm resources, crop gross margins and off-farm income. The use of crossbred animals did increase livestock gross margins by 64% and household income by 22%. The three agro-ecological zones included in this study differed considerably according to farm system and household income. However, in all three zones, households with crossbreds had higher livestock gross margins than households without crossbreds. There was no real difference in work load and labour division between households with and without crossbreds. There was also no difference in the use of bullocks for draught purposes between the two types of households. In particular buffaloes are being replaced by crossbred cattle. There was a large variation in farm income, largely because of land area. The milk offake per average cow and the number of buffaloes also related positively to farm income in both types of households. Crossbreeding has proved technically and financially viable in different Gujarat mixed farming systems. It can be concluded that crossbreeding is an important development option for landless farmers.
This research investigates the use of crossbreed cattle (Red Sindhi${\times}$Yellow Local cattle) at household level in the lowland and mountainous zones in Quang Ngai province, Vietnam. The internal and external inputs and outputs of mixed farming systems were analysed to quantify the productivity and efficiency of the use of the crossbred and yellow local cattle. In the mountainous zone, households with crossbred cattle had a lower crop and farm efficiency rate than households without crossbred cattle, but in terms of crop, livestock and farm productivity they did not differ. In the lowland zone, households with crossbred cattle had a higher crop, livestock and farm productivity and crop efficiency rate than households without crossbred cattle, but did not differ in terms of farm efficiency rate. The lowland zone had higher off-farm income, crop and household productivity, but lower livestock productivity, livestock and farm efficiency rate than the mountainous zone. Households with crossbred cattle had lower off-farm income than households without crossbred cattle. The results suggest that interactions between zone and kind of household occur at the households and show that the yellow local cattle is a better breed in the mountainous zone and more or less comparable with crossbred cattle in the lowland zone. The extrapolation of the use of crossbred cattle should be carefully considered in line with feeding practice and management.
The vitalization of Agro-industrial complex could be an alternative to enhance farmers off-farm income and overcome FTA's impacts on the import of agricultural products. However, it is evaluated the governmental policy on the Agro-industrial complex has not been successfully done as expected. The Agro-industrial complex started to be composed in 1984 and the 427 Agro-industrial complex have been composed nationwide by 2011. Meanwhile, three Agro-industrial complex where 61 factories are running have been composed and two Agro-industrial complex are being under construction in Seocheongun as of 2011. It is investigated that there are constraints in the government supporting systems for Agro-industrial complex. They are; Aged and poor infrastructure facilities, Weak marketing competition, Scattered supporting agencies, and Poor loan system, etc. In this respect, the policy of supporting system was suggested and recommended to vitalize Agro-industrial complex in the study. They are; Better loan system, Improving aged facilities, Marketing support, Assisting technology, Suppling labor power, and Forming factory-network, etc.
Data from a village household dairy survey was compared with technical parameters of three model farms (0.2, 0.4 and 0.8 ha in extent) established by the Mid-country Livestock Development Centre (MLDC). In terms of land size, about 67% of the 250 dairy farmers interviewed corresponded with the MLDC models, but only 33% of the farmers were keeping dairy cattle under conditions comparable to the MLDC models (no regular off-farm income). In the 0.2 ha category, village farmers kept more cows, and in the other two categories the village farmers kept less cows than their MLDC model counterparts. In all three categories, the milk production per cow was higher in the model farms (1540 to 2137 vs. 1464 to 1508 litres/cow/year), and this could be attributed to higher feeding levels of concentrates in the model farms as compared to the village farmers (430 to 761 vs. 233 to 383 kg/cow/year). The amount of milk produced from fodder was higher in the village situation in comparison to the models. In the mid country, dairy production seems to depend on access to fodder resources rather than on the extent of land owned. Except in the 0.8 ha village category, the highest contribution to the total income was made by the dairy component (44 to 60%). With 0.8 ha village farmers, the income contribution from dairy and crops was similar (41%). Income from other livestock was important for the 0.2 ha MLDC model, but for all other categories their contribution to total income ranged from 0 to 10%. Access to fodder resources outside own-farm land is vital for economic dairy production. As such, an in-depth analysis of feed resources available and their accessibility needs to be further investigated.

In prosperity of Chinese agriculture, individual farmer's decision making as free selection of farmland use, selection of high pay-off crops, free sale of the products in free market and credit support for the project might be the most important factors. In case of Applepear farm development, net present value of the project net benefit was estimated at 55.518won per hectare and financial rate of return was 21%. The benefit/cost ratio of the project was 2.11. Considering 10% of discounting rate or the opportunity cost of capital in China the Applepear farm development project showed us economically feasible in the light of the above efficiency indices. The Chinese government has to support Applepear farm development project financially and institutionally considering the high-payoff benefit of the fruit and farmer's in come increase in the future.
