Damage scenarios and an onboard support system for damaged ships

  • Although a safety assessment of damaged ships, which considers environmental conditions such as waves and wind, is important in both the design and operation phases of ships, in Korea, rules or guidelines to conduct such assessments are not yet developed. However, NATO and European maritime societies have developed guidelines for a safety assessment. Therefore, it is required to develop rules or guidelines for safety assessments such as the Naval Ship Code (NSC) of NATO. Before the safety assessment of a damaged ship can be performed, the available damage scenarios must be developed and the safety assessment criteria must be established. In this paper, the parameters related to damage by accidents are identified and categorized when developing damage scenarios. The need for damage safety assessment criteria is discussed, and an example is presented. In addition, a concept and specifications for the DB-based supporting system, which is used in the operation phases, are proposed.

  • According to the increase of the requirement for the safety and environmental protection at sea, safety is a core design factor of maritime systems. Safety is defined as a perceived quality that determines to what extent the management, engineering and operation of a system is free of danger to life, property and the environment. There are many possible approaches in dealing with the safety of ships. The risk-based approach is one of the most systematic and reasonable way currently in design, operation and regulatory works for ship safety. This paper proposes a concept of total risk management for ship safety, and introduces a prototype system implemented based on this concept as a framework of design and operation of ships.

  • Capsize and sinking of a coastal car ferry has occurred in a Korean offshore area and has caused hundreds of human casualties. The rapid turn and improper cargo loading are inferred as the main reasons of the accident. It has motivated to develop a new system of cargo securing with improved safety of Korean coastal ferries. This paper provides a new approach regarding cargo securing safety assessment which is purely based on force equilibrium conditions, because IMO CSS is suitable for the ocean-going vessels. The mathematical formulations are presented for the new approach. This paper also introduces a newly developed safety assessment system based on the new approach. Most outstanding features are that it can utilize acceleration data produced from hydrodynamic motion analyses or assumed maximum extents of ship motion components and that securing safety assessment is simultaneously possible for unlimited number of cargoes with finite number of lashings.

종합 안전지수 평가체계 수립을 위한 스마트디바이스 기반 HSE 모니터링 시스템에 관한 연구 (A Study on the HSE Monitoring System based on Smart Device for Establishing Evaluation System of the Combined Safety Index)

  • 본 연구에서는 조선소에서 작업자의 안전 확보를 위하여 스마트디바이스를 기반으로 동작, 체온, 외부온도, 맥박, 호흡, 청각적 기능을 탑재하였고, 이로부터 획득되는 정보들을 취합하여 서버 컴퓨터로 보내기 위한 클라이언트/서버 프로그램을 개발하였다. 또한, 작업자의 안전 상태를 진단할 수 있는 종합안전지수의 개념을 제시하였고 실제 선박에 탑승하여 센서모듈 및 스마트디바이스 테스트를 수행을 통해 획득된 데이터들에 대한 상관관계분석 및 다중 회귀분석을 통해 결과데이터와 센서 값 사이에 유의미한 상관관계를 가지고 있음을 확인하였다.
