Economic Feasibility Analysis of Marine Debris Pollution Abatement Technology Program (해양쓰레기 오염대응 기술개발사업의 경제적 타당성 분석)

  • The Korean government is considering the implementation of the marine debris pollution abatement technology program (MDPATP) to mitigate the negative impacts of marine debris and systematically manage marine debris through scientific researches such as monitoring and environmental impact assessment of marine debris. In this regard, this study attempts to analyze the economic feasibility of the MDPATP in order to provide policy-maker with useful information. To this end, the indices for economic feasibility such as net present value (NPV), benefit/cost (B/C) ratio, and internal rate of return (IRR) are presented. The results show that NPV, B/C ratio, and IRR are computed to be 45.7 billion won, 2.72, and 17.12%, respectively, which are bigger than 0, 1.0, and 5.5%, and that the MDPATP passes the cost-benefit analysis. Thus, it is concluded that it is socially profitable to conduct the MDPATP.

  • The current maritime industry is expected to have a significant impact on the role of maritime-related technologies and systems, especially seafarers, in the rapidly changing Fourth Industrial Revolution. The Maritime Autonomous Surface Ship (MASS) aims to reduce the number of safety accidents and improve seafarers' working environment. With regard to MASS, the International Maritime Organization has been trying to minimize unexpected impact in the maritime education and training sector by establishing international conventions such as the Standards of Training, Certification and Watchkeeping for Seafarers. However, domestic designated educational institutions have not yet established an education and training scheme to develop seafarers who will be on board for MASS. Therefore, this paper reviews the technology of MASS, analyzes the changes in education and training in order to upgrade the qualifications, and suggests the competencies of smart seafarers equipped with the integrated management ability required for Artificial Intelligence, Big Data, Cybersecurity, and the Digital System Revolution through education and training. In addition, this study provides basic information for the education and training of seafarers who are optimized for the rapidly changing technological environment.

A Study on the Development of HNS Database for Response System of Marine Spill Accident in Korea (해양 화학물질 유출사고 대응을 위한 한국형 위험유해물질의 데이터베이스 개발에 대한 연구)

  • In this study we collected various substance codes, physical and chemical properties, and hazard level of the 545 HNS which was determined earlier, and constructed the Korean HNS database including International Maritime Dangerous Goods (IMDG) codes,, informations of explosive and corrosive characteristics of HNS after reviewing of US, Japan and European Database. And also problems of present HNS Database which focused mainly on land-based environment and an absence of information for chemical and physical properties of mixed substance HNS are reported. For the efficient implementation of comprehensive HNS management system, we constructed the basic model for the HNS database in marine environment and made suggestions for improvement for the future development of HNS Database to be prepared for the marine spill accidents.

A study on the publication of illustration book of Korean coastal and offshore fishing boats (우리나라 연근해 어선도감 발간을 위한 연구)

  • This study describes how the illustration book of Korean coastal and offshore fishing boats was published. The illustration book provides information on fisheries which need boats for their fishing operation. The book contains 25 fishing boats belonging to 15 offshore fisheries and six boats belonging to five coastal fisheries totalling 31 boats belonging to 20 kinds of fisheries. Until now, no books were available in Korea on fishing boats which provided illustrated descriptions of their use in fishing. We carried out field and literature surveys of fishing boats for three years (2016-2018) and the results were compiled into three-dimensional modeling images with schematic drawings of fishing boats, along with text explanations. The particulars and technical drawings of lines, general arrangement (GA), fishing gears and methods are collected and summarized. All fishing boats are modeled with 3D color graphics. The particulars and names of the main items of the fishing equipment are presented besides structural parts. In addition the fishing gear, fishing season and grounds, number of crews and target species for each boat are correctly described. The illustration book of Korean coastal and offshore fishing boats will contribute to understanding the current status of fishing techniques in Korea and will assist in developing new types of fishing boats.

A Study on a surveying method for accurate position of uninhabitable islands (무인도서 정밀 위치조사 방안에 관한 연구)

  • Although the uninhabitable islands are part of national property, those are not systematically managed and controlled in Korea. In this study, the positioning standards for uninhabitable islands are suggested with proper surveying methods. To establish the standards, the current status on managing the uninhabitable islands in foreign countries are investigated and analyzed. It was found that it is necessary to establish the ocean geodetic network based on a sound and systematic plan. In Korea, the ocean geodetic network can be established by combining the National control point and territorial sea control points. We suggested that one or two third or fourth control points are required to be established in total of 2,679 islands with connection to the 47and 249 first and second-order control points. It is expected that this network will provide ground control points for aerial and satellite images for large scale ocean mapping. In addition, close cooperation among the related departments such as Ministry of Construction & Transportation, National Geographic Information Institute, Ministry of Government Administration and Home Affairs, Ministry of Maritime Affairs and Fisheries, and Ministry of Environment is necessary for successful management on uninhabitable islands.

Estimation of Nonlinear Parameter in Water - saturated Sandy Sediment by using Difference Frequency Acoustic wave (수중 모래 퇴적물에서 차 주파수 음파를 이용한 비선형 변수 추정)

  • Nonlinear acoustic responses of water-saturated sediments are very important to understand nonlinear phenomena of gassy ocean sediments. Especially, the second harmonic, the sum and the difference frequency acoustic waves in water-saturated sediments can provide practical criteria to estimate the nonlinear parameter of gassy sediments. In this paper, the difference frequency acoustic wave in water-saturated sandy sediment was observed in a water tank experiment with a pulse transmission technique. Its pressure level was 12 dB higher than the background noise level at a maximum undistorted driving pressure of source acoustic transducer. The experimental results were compared with a theoretical estimation of the parametric acoustic array. The nonlinear parameter of water-saturated sandy sediment was also estimated as 73 with their comparison. This value can be utilized as the background information to estimate gas void fraction in the water-saturated gassy sandy sediment.

  • The oceanic currents in the South China Sea (SCS) are strongly influenced by monsoon winds. A review on the SCS currents has indicated that previous studies have pointed out an anticyclonic circulation in the area between the southern Vietnam coast and the Spratly Islands. However, its detail is not understood because of less information of in situ observations. The physical-biological interaction is quite new research area, which has been established and promoted by means of the ocean color remote sensing. Temporal/spatial variability of the phytoplankton activities are well captured by ocean color (OC) -derived Chlorophyll-a images. Combining the OC-Chl-a and the other high-resolution satellite data (e.g., SST images), the biological aspects of oceanographic variation is well described. The blooming phenomena in the area between the southern Vietnam coast and the Spratly islands are further investigated. Change in the wind-system related to the El Nino generates upwelling/SST-cooling in the sea south of the Spratly Islands through the air-sea-land interaction was studied. The seasonal upwelling is also associated with the harmful algal bloom (HAB) off two side of Indochina Peninsula have investigated. The seasonal variation of SCS phytoplankton blooming and related oceanic conditions in Vietnam coast was observed. Ocean color satellite data has effective contribute to study the oceanic condition and phytoplankton blooming in South China Sea.

  • During Mid October of 2005 a mass mortality of the corals occurred surrounding Con Dao Islands (South Vietnam) where is the recognized as one of the most famous marine parks of Vietnam. Results from the field survey in October 2005 showed that the mass mortality of corals and benthos focused only on the North-West of the islands whereas there was almost no death recorded in the South - East parts. Based on field data it was assumed that an overlap between high water temperature ($>30^{\circ}C$) and low salinity (<25%o) during short term was the impact causing the situation. In this paper, we try to explain this phenomenon based on the hydrographical view together with analyzing ocean colour images. A coral bleaching warning system also is proposed for Condao site.

  • The maritime industry is expanding at an alarming rate and as such there is a perpetual need to improve situation awareness in the maritime environment using new and emerging technology. Tracking is one of the numerous ways of enhancing situation awareness by providing information that may be useful to the operator. The tracking system described herein comprises determining existing states of own ship, state prediction and state compensation caused by random noise. The purpose of this paper is to analyze the process of tracking and develop a tracking algorithm by using ${\alpha}-{\beta}-{\gamma}$ tracking filter under a random noise or irregular motion for use in a warship. The algorithm involves initializing the input parameters of position, velocity and course. The actual positions are then computed for each time interval. In addition, a weighted difference of the observed and predicted position at the nth observation is added to the predicted position to obtain the smoothed position. This estimation is subsequently employed to determine the predicted position at (n+1). The smoothed values, predicted values and the observed values are used to compute the twice distance root mean square (2drms) error as a measure of accuracy of the tracking module.

  • Ice accretions on the ship equipment and areas are the most common issues for vessels operating in cold climate and ice-covered waters and it has effect on the vessel safety and operability of equipment and systems, thus ship machineries and structures exposed to low temperature environments should satisfy the winterization requirements specified in ice class rules. The main objective of this study is to review the state-of-the-art of winterization trend for vessels navigating in ice-covered waters. The hazard of icing and how ice accretions affect operations and safety are investigated firstly, and then winterized notations for each classification are summarized. In addition, winterization methods currently used in vessels operating in ice-covered waters are investigated for a better understanding of effective approach and its application. This information will provide a framework for future winterization issues to mitigate the ice accretion phenomena.
