  • Recently due to repeatedly occurrence of flood, a lot of Chinese cities accept new design criteria for their protective project Most of them calculated by a certain type of probability distribution. In order to meet the demand of development economy the return period of design criteria is changed more longer and longer even 1000years, but the data which the calculation dependent on is only about 30-40 years.   • Climate change causes ocean warming, ocean acidification, sea-level rise, dynamic coastal risk, change of ecosystem structure and function, and degradation of ecosystem services. Not only that, but it has negatively impacted the well-being of people, society, and culture, including food security, water resources, water quality, livelihood, health, welfare, infrastructure, transport, tourism, recreation, and so on, especially by particularly degrading indigenous communities and generating an inequitable distribution of benefits and costs. As pointed out here, these adverse impacts of climate change on the ocean have been emphasized at the international and national levels. In contrast, the ocean field has been neglected in the climate change conversation for too long. However, since the UNFCCC COP 25, the ocean has been drawn into the discussion as a solution to address climate change. Moreover, the U.S. Congress recently unveiled a bill called the 'Ocean-Based Climate Solution Act, OBCSA' that reflects the new paradigm of the international regime. The comprehensive legislative bill includes elements related to climate inequity, a blue economy, and a community-led bottom-up policy mechanism, which will have a significant bearing on the ocean-climate legal system. Therefore, this study reviews the OBCSA and deduces implications with regard to the ocean-climate legal system in Korea.

이산화탄소 해양지중저장사업의 경제적 파급효과 분석 (The Economic Impacts of CCS Marine Geological Storage Demonstration Project on the National Economy using Input-output Analysis)

  • In this study, we attempt to examine the economic impacts of the CCS marine geological storage demonstration project in Korea using Input-Output analysis utilizing the inter-industry relation table issued in 2013. In particular, this study defines the $CO_2$ ocean storage industry and then added the inter-industry relation table and treated the $CO_2$ ocean storage industry as exogenous. In addition, this study assumed two scenarios based on the means of $CO_2$ transport, which are pipe and ship. After defining the industry and scenarios, this study investigates the production-inducing effect, value added inducing effect, and employment-inducing effect of the industries associated with the $CO_2$ ocean storage industry based on a demand-driven model. The results pertaining to the scenarios are estimated as follows: total production-inducing effects, value added inducing effects, and employment-inducing effects are calculated as 1.9044 won, 1.2487 won and 16.7224 people/billion won, respectively. In addition, compared to other industries, the indirect economic impacts of the $CO_2$ ocean storage industry are ranked high: the rankings of production-inducing effects, value added inducing effects, and employment-inducing effects are fourth, second, and fifth, respectively.

A Study of Myanmar Seafarers' Impact on National Economy

  • Shortage of trained seafarers is an issue, which many ship-owners are facing and, according to recent studies, the shortfall of both officers and rating will worsen in the next few years. The key role of seafarers is of fundamental importance in international trade, as they are the ones responsible for safely manning and operating ships. In developing countries, they also perform a strategic aspect in terms of contribution to GDP, mainly by earning foreign currency and increasing national consumption of goods and services. Myanmar is still considered a developing country with an economy, which has only recently started growing steady. It is also one of the major seafarers supplying nations and the contribution, which seafarers have on the national GDP may be particularly significant in comparison to other countries. This study aims at investigating seafarers' impact towards the Myanmar national economy. The paper describes the status of Myanmar seafarers, and the seafarers' current and forecasted impact towards the Myanmar economy through a regression model. The study concludes with recommendations to make Myanmar seafarers more competitive internationally and increase their economic contribution nationally.

청도 보세항구의 발전방안에 관한 연구 (A Study on the Development Strategy of Qingdao Bonded Port in China)

  • With the rapid development of global economy and trade, international logistics has made great progress in the past few years. As an irreplaceable part in China's foreign trade industry, ocean shipping, especially. ports management has played a crucial role in the development of China. In 2008, The Qingdao Qianwan bonded port was built in China, and has developed in to a door to connect China to the world. This paper introduced and compared the similarities and differences among the Yangshan Bonded Port, Dalian Dayawan Bonded Port, Tianjin Dongjiang Bonded Port and Qingdao Bonded Port. According to SWOT analysis, a further discussion was then made on the potential problems of Qingdao Bonded Port. At last, some development strategies are given accordingly.

  • This paper shows the study on application of the law temperature energy in the deep seawater. Deep, cold seawater has long been recognized as a valuable ocean energy resource. Recently, research and experimentation has been conducted on energy systems using deep seawater: deep seawater air conditioning system, ice-making device, salt and fresh-water manufacturing system and the Spray freeze drying system for extracting valuable material of the deep seawater. They are technically and economically feasible today: once installed, the energy is inexhaustible and there are no adverse environmental impacts. Because of the economy of scale in the air conditioning system, the seawater A/C system is most appropriate for supplying multiple buildings or hotels in a coastal area.

  • Green ocean is one of the main issues internationally. Most governments are leading the role in boosting the economy through creating new green market and establishing system of coping with increasing international environmental regulation. Green ocean, which is a solution for the environmental issue of global warming, is applied throughout the industry. Domestic transportation industry including railway is also developing technology for creating green ocean. Transportation must decrease energy consumption at running stages because it shows high environmental loads expecially on using stages during its life cycle. Therefore, There are some tries for developing technologies; new engine through alternative energies, hybrid and lightweight. Railway transportation can not be exception. it is intended for this paper to suggest the direction of manufacturing environmentally friendly railway vehicle through the global warming effect evaluation of several materials being applied to vehicle and comparison of the results.

빙해 항행 선박 주요목의 변화 경향에 대한 조사 연구 (A Study on Recent Trends of Principal Particulars m Ice-Transiting Vessel Design)

  • In this study, design parameters of ice-transiting vessels in the world, currently in service or under construction, were collected and a database of principal particulars for each ship was established. To understand the recent design trend, ice-transiting vessels were categorized into four groups, i.e., conventional icebreakers, icebreaking tug/supply/research vessels, ice-strengthened passenger/car ferry and ice-strengthened cargo vessels. Changes in principal particulars for each group were reviewed and summarized. It was found that the most significant change in the design of ice-transiting vessels was the increment of large size commercial cargo vessels. It is believed that the recent hike of oil prices and booming of Russian economy has resulted in the need for year-round operation with bigger ships in the Baltic Sea and in the Sea of Okhotsk and also along the Northern Sea Route in Russian Arctic Sea.

  • Under the concept of global economy, the enterprises are assigning design and production environments around the world in different areas. In shipbuilding companies, a serious problem of information exchange emerges as companies use traditional hardware and very distinct softwares appropriate to their field of expertise. To overcome the decreased productivity due to the interruption of information, the concept of simultaneous engineering and concurrent design becomes very significant. In this article, the concept oj collaborative design based on internet environments is described. Especially, the core technologies to achieve collaborative design environments among shipbuilding companies, ship owners, ship classification societies, model basin, and consulting companies are adopted.
