건설업 산업안전보건관리비 계상 방법 실태 조사 연구 (A Study on the Actual Condition of OSH Expenses Appropiation in the Construction Industry)

  • Occupational Safety and Health Expenses Law in construction industry was enacted in 1988 by the notification of Ministry of Employment and Labor and 22 revisions have been made since. The fact that revisions have been made almost every year since the first enactment shows that Occupational Safety and Health Expenses can effectively prevent construction accidents and the need for revisions to fit the reality has been raised continuously. Despite the construction industry has undergone various internal and external environmental changes, (such as the changes in the safety and health management techniques and the increase in the construction employees' desire for safety) the appropriation standard of Occupational Safety and Health Expenses has been calculated based on the contract price. The construction industry has constantly suggested that the Occupational Safety and Health Expenses be calculated based on the estimated construction expenses since applying the current method doesn't provide enough money to secure the safety. Also because it has become mandatory to hire a health manager since 2015, the lack of Occupational Safety and Health Expenses is expected to get worse. In this study, we will analyze the usage of Occupational Safety and Health Expenses and propose a more practical and realistic change in setting the appropriation standard of Occupational Safety and Health Expenses.

건설업 산업안전보건관리비 사용 실태조사 및 분석 (Analysis and Survey on Occupational Safety and Health Management Expenses in the Construction Industry)

  • Occupational safety and health management expenses in the construction industry are statutory and separately included in the cost statement to prevent occupational accidents and health problems. The expenses are determined by multiplying the standard amount by the rate decided according to construction types and scales. However, the current expense appropriation method does not properly reflect the recent changes in the construction industry such as industry size, industry diversification, and social atmosphere about safety reinforcement. This study surveyed 1579 questionnaires in total and analyzed expense execution rate and proportion of each expense category. The expense execution rate was relative higher in complex construction (e.g., heavy construction = 126%, civil engineering = 125%) and long-period project (equal to or over 48 months construction = 133%) compared to general construction (98~116%) and short-period project (less than 48 months construction = 115%). The proportion of spending expenses was higher in the category of safety manager labor costs (25~52%), safety facility costs (22~40%), and personal protective equipment costs (10~25%). The analysis results of the study can be utilized in revising the standard expense appropriation method by reflecting the current usages of the occupational safety and health management expenses in the construction industry.

The Relationships Among Occupational Safety Climate, Patient Safety Climate, and Safety Performance Based on Structural Equation Modeling

  • Objectives: The aim of the present study was to investigate the relationships among hospital safety climate, patient safety climate, and safety outcomes among nurses. Methods: In the current cross-sectional study, the occupational safety climate, patient safety climate, and safety performance of nurses were measured using several questionnaires. Structural equation modeling was applied to test the relationships among occupational safety climate, patient safety climate, and safety performance. Results: A total of 211 nurses participated in this study. Over half of them were female (57.0%). The age of the participants tended to be between 20 years and 30 years old (55.5%), and slightly more than half had less than 5 years of work experience (51.5%). The maximum and minimum scores of occupational safety climate dimensions were found for reporting of errors and cumulative fatigue, respectively. Among the dimensions of patient safety climate, non-punitive response to errors had the highest mean score, and manager expectations and actions promoting patient safety had the lowest mean score. The correlation coefficient for the relationship between occupational safety climate and patient safety climate was 0.63 (p<0.05). Occupational safety climate and patient safety climate also showed significant correlations with safety performance. Conclusions: Close correlations were found among occupational safety climate, patient safety climate, and nurses' safety performance. Therefore, improving both the occupational and patient safety climate can improve nurses' safety performance, consequently decreasing occupational and patient-related adverse outcomes in healthcare units.

사업장 보건관리자의 직무스트레스 및 직무만족도가 조직애착에 미치는 영향 (Effect of Job Stress and Job Satisfaction of Health Manager on Organizational Commitment)

  • To improve work environment for health managers, it was investigated about effect of job stress, psychosocial stress and job satisfaction of health managers on job commitment. The sample used in this study consisted of 166 persons of industrial health managers. The data were collected with self-administered questionnaires between November 2007 and January 2008, and the results analyzed with ANOVA and multiple regression analysis. Job stress was evaluated by using a Korean Occupational Stress Scale(KOSS), and Psychosocial wellbeing index-Short Form(PWI-SF) was used for a psychosocial stress level evaluation. Organized commitment evaluated loyalty, compensation, welfare, job immersion, external employment opportunity, total agreement with employer and personal ability development. In path analyses, interpersonal conflict, lack of reward, psychosocial distress were associated with job satisfaction. And psychosocial distress, job demand, job insecurity, organizational system, occupational climate were associated with organizational commitment. In considering above findings, the health program for psychosocial distress, improvement of job demand, job insecurity, organizational system, occupational climate would be implemented to increase organizational commitment of Health manager.

한국 산업간호교육의 변화추세 분석 (Transition of Occupational Health Nursing Education in Korea)

  • In December 1990, Occupational Safety and Health Law was amended to reinforce employer's responsibilities on employees' health and safety. Among the amended law it was important to expand the role of an occupational health nurse to the role of an occupational health manager. An occupational health manager should take charge of coordinating periodic health examination and environmental hazard evaluation, providing primary care, monitoring employees' health status, giving the workplace walk-through, selecting safe protection equipment, providing health information, counseling and health education, independently. This position of occupational health nurse is equivalent to the role of doctors or occupational hygienists. In 1991, government made a master plan to prevent occupational disease and injury. Under the plan, Korea Industrial Nursing Association (KINA) was established in 1994 with the purpose of improving health services and upgrading career opportunities for members. Therefore, this study was designed to analyze the transition of occupational health nursing education with the changes of law and policy in Korea between 1991 and 1996. In details, it was to analyze the rate of school providing occupational health nursing practice based lecture, lecture hours, lecture contents in undergraduate curriculum, program contents of graduate school, kinds of continuing education, etc. For this purpose, we conducted survey two times. In February 1991, baseline study was conducted with all nursing programs in Korea (19 BSN programs and 43 nursing departments of junior college). From April to May in 1996, the second survey was conducted with all nursing programs (38 BSN programs and 69 junior colleges). The first response rate was 66.1% and the second was 40.6%. Structured questionnaires were mailed to the deans or the community health nursing faculties. In the case of graduate school, telephone survey was conducted with 10 school of public health or environmental health area. Data from the yearbook of Industrial Safety Training Institute (ISTI), the history of Korea Industrial Health Association, and the journals of KINA were also included in the analysis. As the results, we found that there were remarkable improvement in undergraduate and graduate programs, obligatory as well as voluntary continuing education in terms of occupational health nursing expertise between 1991 and 1996. 1) The number of school providing occupational health nursing practice-based lecture was increased with the rate from 7.3% to 25.6%. The rate of school giving over 15 class-hours was increased from 33.3% to 46.6%. 2) Content areas were composed of introduction of occupational health, occupational epidemiology, industrial hygiene, occupational disease and injury, law and policy, health education, concept of occupational health nursing, role of occupational health nurse, occupational health nursing process, etc. Of content areas, occupational health nursing process was more emphasized with the increased rate from 43.9% to 88.4%. 3) In the case of graduate school, occupational health programs were increased from 4 to 10. One of them has developed occupational health nursing program as an independent course since 1991. 4) The law increased educational hours from 28 hours to 36 hours for introductory course at the time of appointment, and from 14 hours to 24 hours every 2 years for continuing education. Course contents were Occupational safety and health law, introduction of occupational health, health education methodology, planning and evaluation, periodic health exam, occupational disease care, primary care, emergency care, management, industrial environment evaluation, etc. In 1996, Korea Industrial Nursing Association has begun to provide continuing education after Industrial Safety Training Institute. 5) Various educational programs in voluntary base were developed such as monthly seminar, CE articles, annual academic symposium, etc. It was shown that changes of law and policy led rapid growth of occupational health nursing education in various levels. From this trend, it is expected that occupational health nurse expertise be continuously to be enhanced in Korea. Legal and political supports should proceed for the development of occupational health nursing in early stage.

화학제품 제조업 보건관리자의 직무 스트레스 (Job Stress of Occupational Health Managers in Chemicals Manufacturing Factories)

  • Purpose: The purpose of this study aimed to investigate job stress levels of occupational health managers and whether job stress levels were affected by various factors such as size and types of company and work-related characteristics of occupational health managers. Methods: The study was conducted from May to September 2011 in the chemicals manufacturing factories in Korea and total subjects were 59 occupational health managers. We measured job stress levels of occupational health managers using Korean occupational stress scale (KOSS) questionnaires and the information of company characteristics was obtained using a self-reported questionnaire. Results: The characteristics of company such as type, size and industries and job characteristics of occupational health managers were significant factors in job stress. Job demand, job control, job insecurity, organizational system and occupational environment scores were significantly associated with type, size and industries of company. In multiple regression analyses, we found that job demand was significantly associated with occupational position and type of company, and job insecurity was significantly associated with working hour. Also, we found that lack of reward was significantly associated with education level, speciality, duration of work and hour and type of company. Conclusion: These results indicate that job stress of occupational health managers is significantly associated with work-related characteristics and company's characteristics.

안전관리 전문인력의 역량 제고를 위한 대학교육과 직무교육의 교육수요에 관한 연구: 대전·청주 지역 안전관리자에 대한 조사 결과를 중심으로 (A Study on the Educational Needs for College Education and Job Training to Enhance Safety Manager's Competencies: Based on the Survey of Safety Managers in Daejon & Chongju Area)

  • As one of the useful approaches to enhance safety managers' competencies, this study aims to suggest improvement plans in terms of education in school and on the job for safety managers. Educational needs at schools and job training institutes were surveyed with 321 safety managers in Daejon & Chongju Area. Correspondence with university professors at safety engineering departments via email was also conducted. Collected data were put into the R stochastic program in codified form and quantitatively analyzed through two-dimensional cross-tabulations and a chi-square test. With respect to school education, three academic subjects were examined. Job training was suggested to be conducted as 'training for trainers', which should be more flexible in terms of contents, method, and fees. Periodical investigation of educational needs for safety personnel who are consumers of safety education and training was also proposed.

건설사업장 산업재해 피해 저감을 위한 비상사태 대응방안 (Emergency Response Strategy for Mitigating Industrial Disasters on Construction Site)

  • Construction sites have various risks, and safety managements are enforced based on the law such as Industrial Safety and Health Act, etc. Safety management by the law saves lives and preserves health of workers by removing and understanding risks in advance. When the emergency situation has come, poor response causes loss of lives and physical damages. This study suggests basic strategy that can mitigate the industrial disaster in all construction sites. A survey was conducted to identify the current safety consciousness and to evaluate first aid ability of coworkers. Finally, four measures were suggested: (1) designating muster points; (2) hiring occupational health managers; (3) increasing the first aid ability of coworkers; and (4) carrying safety brochure. The proposed suggestions can be helpful in mitigating the construction disaster, and in responding the major accident efficiently within a short time.

소규모 사업장의 보건관리업무수행 관련 요인 (Factors Associated with Performance of Occupational Health Services in Small-sized Workplaces)

  • Purpose: This study is to identify factors associated with performance of occupational health services in small-sized workplaces in Korea. Methods: The data were collected from a random sample of 1,158 occupational health managers working for small-sized workplaces across the nation in which occupational health services were supported by Korean Industrial Health Association. A structured questionnaire was self-administrated by occupational health managers about characteristics of workplaces, occupational health managers, and performance level of occupational health services. Results: Stepwise multiple regression analyses revealed that factors associated with performance of occupational health services in small-sized workplaces included supervisor being designated, occupational health manager having received safety and health training, and employer's concern with activities of health management. Conclusion: Government should make efforts to raise the level of employer's concern to occupational health activities. And it is needed to promote health managing staff as a core personnel to self-management for occupational health system.

건설업 고령근로자의 건설업기초안전보건교육 개선 (Study on Improving The Basic Occupational Safety and Health Training of the Older Workers in the Construction Industry)

  • 2017년도 연령별 산업재해 분석에 따르면 건설업 재해자 가운데 71.8%, 사망자의 74.9%가 50세 이상으로, 건설업 고령근로자의 산업재해 심각성을 보여 주고 있다. 본 연구에서 50세 이상 건설근로자 303명과 안전관리자 178명을 대상으로 건설현장 건설업 기초안전보건교육 현황을 파악하여 교육이수자에 대한 보수교육 개선방안을 제시하여, 건설현장 고령근로자 산업재해 예방에 기여하고자 건설근로자의 안전교육에 대한 안전의식과 기초안전보건교육 개선방안에 대하여 설문조사를 실시하였다. 연구결과 첫째 고령근로자와 안전관리자간의 안전교육에 대한 안전의식 차이 비교에서는 고령근로자(M=2.09), 안전관리자(M=2.39)로 안전교육에 대한 안전의식이 건설근로자보다 안전관리자들이 더 높게 나타났다. 둘째는 건설업 기초안전보건교육에 대한 보수교육 필요성에 대해서는 응답자의 65.2%가 긍정적으로 대답했다. 세째 건설업 기초안전보건교육 이수자에 대한 보수 주기에 대한 설문에서는 70%가 정기적으로 3년 이내 보수교육이 필요하다고 분석되었다. 교육 이수 후 시간이 지나면 안전의식이 떨어지고 새로운 공법과 건설안전 환경이 변화되는 상황에서 본 연구는 건설업 기초안전보건교육이 채용 시 교육을 대체하지 못하고 있어, 선행연구에서 제시한 기초안전보건 교육방법 개선을 통한 보수교육 도입으로 이 제도가 개선 될 수 있도록 제안하고자 한다.
