Busan Tourism Industry applying OECD Tourism Policy and ICT Convergence Platform (OECD 관광정책과 ICT 융합 플랫폼을 적용한 부산관광산업)

  • The purpose of this study is to propose a Busan tourism industry in which the 2016 OECD Tourism policy and ICT convergence platform are applied. OECD proposed 3 policies to promote the tourism industry: First, to maintain the competitiveness of the tourism industry as well as improve its efficiency and sustainability, second, to establish a seamless traffic system, and third, to build a response to the sharing economy. Centering on the OECD's three policies, we propose the developmental possibilities of tourism in Busan. At the same time, we suggest the necessity to build an ICT convergence platform that will help foster the industry. In building an ICT convergence platform, we especially focus on the necessity of: 1. Sharing and creating experience-based interactive contents on the software side, and 2. Developing high quality user experience (UX) and providing a data analysis-based customized service on the hardware side. In addition, we insist on the establishment of the Tourism Promotion Agency for the continuous performance and management of Busan tourism industry. The study ultimately suggests that the construction of ICT convergence platform based on OECD tourism policy can result in the expected outcomes of high effects with low cost for both consumers and suppliers related to the tourism industry.

  • To develop the tourism industry, which is a 'no smoking environment-friendly green industry' and can contribute to creating jobs, it is the goal of top priority to resolve foreign tourists' discomfort and fear by allowing them to look around the country satisfactorily without fear and return to their home and inducing them to naturally promote tourism in South Korea to people around them. No matter how great tourist attractions a country has, there is not many foreign tourists who will go on a tour trembling with fear of crimes such as thefts, frauds, threats and blackmail. Therefore, it is necessary to prepare the conditions of tourism free from various illegal acts and inconveniences for domestic and foreign tourists, and for this, it is urgently necessary to make efforts to improve laws and institutions. Domestic tourists can report their complaints themselves through the Tourist Complaint Center of Korea Tourist Service, Inc. or Korea Consumer Agency, or to the police through the 112 Crime Report. In contrast, there are a lot of cases in which foreign tourists cannot receive compensation as it is not easy for them to report due to the differences in language, culture and the criminal justice system though they have suffered illegal acts or inconveniences. This, consequently, has an adverse effect that would disturb the tourism in South Korea as the tourists may spread its bad images to people around them after they return to their home countries with discomfort, so it is urgently necessary to establish a foreign tourist-centered tourist police system.

Demands for Forest Development in Kyrgyzstan and Tajikistan and International Cooperation Strategies of Rep. of Korea (키르기스스탄과 타지키스탄의 산림분야 개발수요와 한국의 협력 전략)

  • Since joining the OECD Development Assistance committee in 2010, the Republic of Korea has been continuously striving to promote its international standing. A new era of cooperation is about to open between Korea and Central Asia, with the $25^{th}$ anniversary of the establishment of diplomatic relationship between Korea and Central Asia, and the welcoming the $80^{th}$ anniversary of the Koryoin (Korean) immigration in 2017. Central Asia is also attracting attention with a rapidly growing economy based on the endowed resources. Therefore, Kyrgyzstan and Tajikistan, among others, were investigated in the following statuses: politics, diplomacy, economy, official development assistance and national strategies. In particular, this study suggests the South Korea's Country Partnership Strategy for Forest with the nations by analyzing the forest environment and forest policy regime, and both forest cooperation strategies: 'Ecotourism Projects using a Walnut Forest' in Kyrgyzstan and 'Projects Restoring Forest and Securing Fuel Woods of Degraded Land in Tugai' in Tajikistan.
