  • 원전에 대한 사이버위협이 지속됨에 따라 IAEA 및 각국에서는 원전 사이버보안 강화를 위해 노력하고 있다. 그 일환으로 국내에서는 규제기준 KINAC/RS-015를 통해 원전 내 안전·보안·비상대응 기능과 관련된 필수디지털자산에 대한 사이버보안 규제를 수행하고 있으나 원전 사고와 직접적으로 관련된 자산에 대해서는 보다 강화된 보안조치를 적용하여 보안성을 높이고자 한다. 이러한 강화 조치의 하나로 '코드 난독화 적용'이 있으며 이에 대해 상세히 살펴보고자 한다.

  • Undeclared nuclear activities are challenging given the lack of information from the sites involved in such activities. Wide-area environmental sampling (WAES) can be an effective method to detect undeclared nuclear activities. However, it is crucial to address the potential risks during the WAES, including sample tampering or extortions. Therefore, tracking and monitoring of various on-site data is imperative to accurately interpret the status of samples and workers throughout the WAES process. 'Environmental and Geographical Data Transfer (EGDT)' was developed for the real-time monitoring of integrated on-site data. EGDT module is equipped with various sensors and can be attached to a worker's uniform or a sample storage box. This study demonstrated the technical effectiveness of EGDT by exploring three experimental methodologies for feasibility assessment. Compared to the Normal Operation case, the inference of the Sample Extortion case was predominantly based on changes in lux and dose rate. The inference of the Out-of-Work-Area case primarily relied on changes in dose rate and acceleration. Finally, the preliminary evaluation of the performance of the developed prototype was conducted, and a foundation was established for enhancing the application in the WAES process.

PRELIMINARY SAFETY STUDY OF ENGINEERING-SCALE PYROPROCESS FACILITY

  • Pyroprocess technology has been considered as a fuel cycle option to solve the spent fuel accumulation problems in Korea. The Korea Atomic Energy Research Institute has been studying pyroprocess technology, and the conceptual design of an engineering-scale pyroprocess facility, called the Advanced Fuel Cycle (AFC) facility, has been performed on the basis of a 10tHM throughput per year. In this paper, the concept of the AFC facility was introduced, and its safety evaluations were performed. For the safety evaluations, anticipated accident events were selected, and environmental safety analyses were conducted for the safety of the public and workers. In addition, basic radiation shielding safety analyses and criticality safety analyses were conducted. These preliminary safety studies will be used to specify the concept of safety systems for pyroprocess facilities, and to establish safety design policies and advance more definite safety designs.

  • Pyroprocess technology has been considered as a fuel cycle option to solve the spent fuel accumulation problems in Korea. The Korea Atomic Energy Research Institute, Daejeon, Korea has been studying pyroprocess technology, and the conceptual design of an engineering-scale pyroprocess facility, called the Reference Engineering-scale Pyroprocess Facility, has been performed on the basis of a 10 ton heavy metal throughput per year. In this paper the concept of Reference Engineering-scale Pyroprocess Facility is introduced along with its safety requirements for the protection of facility workers, collocated workers, the off-site public, and the environment. For the identification of safety structures, systems, and components and/or administrative controls, the following activities were conducted: (1) identifying hazards associated with operations; (2) identifying potential events associated with these hazards; and (3) identifying the potential preventive and/or mitigative controls that reduce the risk associated with these accident events. This study will be used to perform a safety evaluation for accidents involving any of the hazards identified, and to establish safety design policies and propose a more definite safety design.

  • 최근 기반시설의 제어시스템을 대상으로하는 악성코드와 취약점 등이 지속적으로 보고됨에 따라 기반시설의 사이버위협에 대한 긴장감 고조되고 있다. 이와 같은 최신 사이버위협들을 예방하기 위해서는 주기적인 취약점 점검 및 제거가 필수적이다. 이를 위해서는 먼저 해당 제어시스템에 대해 기 알려진 취약점 정보를 수집할 필요가 있다. 이에 본 논문에서는 공개 취약점 정보들을 활용해 제어시스템과 관계된 취약점 정보의 수집, 관리 및 활용을 위한 제어시스템 취약점 정보관리시스템의 설계 및 구축 방안용 제시하였다. 또한, 정보관리시스템 구축 시 필수디지털자산의 정보유출 사고를 예방을 위해 고려해야할 사항을 제안한다.

Radiation Detection System for Prevention of Illicit Trafficking of Nuclear and Radioactive Materials

  • Fixed radiation portal monitors (RPMs) deployed at border, seaport, airport and key traffic checkpoints have played an important role in preventing the illicit trafficking and transport of nuclear and radioactive materials. However, the RPM is usually large and heavy and can't easily be moved to different locations. These reasons motivate us to develop a mobile radiation detection system. The objective of this paper is to report our experience on developing the mobile radiation detection system for search and detection of nuclear and radioactive materials during road transport. Field tests to characterize the developed detection system were performed at various speeds and distances between the radioactive isotope (RI) transporting car and the measurement car. Results of measurements and detection limits of our system are described in this paper. The mobile radiation detection system developed should contribute to defending public's health and safety and the environment against nuclear and radiological terrorism by detecting nuclear or radioactive material hidden illegally in a vehicle.

  • 2008년 미국 Hatch 발전소에서 제어시스템 소프트웨어 업데이트로 인한 비상정지, 2010년 이란 원자력시설에서 악성코드 스턱스넷(Stuxnet) 감염을 통한 원심분리기 1,000여개 파괴 등 원자력시설에 대한 사이버공격이 점차 증가하고 있는 상황에서 우리나라도 이와 같은 사고를 예방하기 위한 방안을 강구하여야 한다. 이미 우리나라 원자력시설에서 사용되는 시스템들이 아날로그 방식에서 디지털로 교체되고 있는 등 사이버공격에 용이하게 변화되고 있다. 이에 원전 사고연계 시스템들의 보안성을 평가할 수 있는 환경을 구축함으로써 사이버공격에 대한 보안대책 마련 및 근본적인 방어 체계를 수립하고자 한다.

  • Nuclear energy programs around the world increasingly find themselves at the nexus of potentially conflicting demands from both domestic and international stakeholders. On one side, the rapid growth in demand for electricity coupled with the goal of reducing carbon emissions calls for a significant expansion of nuclear energy. On the other, stakeholders are seeking ever greater safety, environmental, security, and nonproliferation assurances before consenting to the construction of new nuclear energy facilities. Satisfying the demand for clean energy supplies will require nuclear energy operators to find new and innovative ways to build confidence among stakeholders. This paper discusses two related concepts which can contribute to meeting the needs of key stakeholders in cost effective and efficient ways. Structured processes and tools for assessing stakeholder needs can build trust and confidence while facilitating the "designing-in" of information collection systems for new facilities to achieve maximum efficiency and effectiveness. Integrated approaches to monitoring facilities and managing the resulting data can provide stakeholders with continued confidence while offering operators additional facility and process information to improve performance.

Spent Nuclear Fuel Management in South Korea: Current Status and the Way Forward (사용후핵연료 관리 현안 및 정책 제언)

  • This paper presents future directions for spent nuclear fuel and high-level radioactive waste management. The successes and failures of siting nuclear waste repository experienced by the United States and other countries are reviewed with the current policy stance. Further, the needs for establishing management policy, considering the high-level radioactive waste produced by the dismantlement, nuclear security concerns, and cost-effectiveness analysis for the total nuclear fuel cycle, are emphasised. Technical discussions are organised into three main topics: interim storage, permanent disposal, and reprocessing. Licensing regimes are also investigated to suggest strategic plans for research and development programmes in the Republic of Korea.
