동아시아 정세와 한국해군의 잠수함 운용방안 - 미국의 대중(對中) 전략과 일본의 전력 증강을 중심으로 - (Environments in the East Asia and the way to Utilize Submarines for ROKN: Focused the issue on both American Strategy against China and Japanese Arms Race)

  • Currently, security environmental instability is getting worse than ever in the East Asia including to Republic of Korea(ROK). Unlike several conventional issues such as maritime dispute -sometimes with islands- and competitions for getting natural resources, contemporary security dilemma issues followed by arms races among states deepens the power gap between strong and weak state within the region. It is notable that the arms races is the East Asia are mainly focused on naval power. As navy is the very possible force that influences neighboring states, submarine power is usually valued for its nature of stealth, mobile and aggression. Moreover, the submarine power is believed to be one of the highest valued weapon system since it shows actual effectiveness for influencing the other states while avoiding direct military conflicts compared to surface power. As a result, all states within the region are accelerating for getting such power these days. Japan, Most of all, is one of the leading state that aims to ensure self-survival and enlarge military influences under the US-Japan alliance by decisively supporting its power to the American containment strategy against China. In this regard, such movement surely sill influence on ROK both directly and indirectly as we sue the common field, the sea. Though, it has lots of restrictions for us to confront them with military forces as such confrontations within US-led alliances is not desirable upon considering current China and nK threats. As a result, ROK needs to limit the realm of alliance within the region while maintaining ROK-US alliance for getting national interests with both legal and justice superiority against Japan. This paper, as a result, is focused on suggesting the way to utilize submarines as a mean of naval power for both current security environments and the rising maritime threats in the East Asia. I concluded to participate ROK submarines in US-led military strategy against China by dispatching them into the East-China Sea and the North-East area of the Korean peninsula to protect both national interests and justice at the same tome. It should be one of the preemptive measure for confronting with neighboring states by utilizing strategic benefits of submarines while strengthening ROK-US alliances upon participating American Containment Strategy against China.

물류산업의 구조적 분석과 종합물류업 활성화 방안 (A Strategy to Stimulate the Integrated Logistics Companies based on the Structural Analysis of Korean logistics Industry)

  • As the economic volume and trade in North-East Asia have dramatically increased, the competition for dominance over the value of logistics among many developed countries has taken a new turn. The Korean government has been planning a strategy for a north-east asian logistics hub in order to increase the global competitiveness of manufacturing companies by promoting a logistics industry. However, the competitiveness of Korean logistics industry is still quite premature compared to global competitors. Taking these accounts into considerations, this study advocates that the structure of Korean logistics companies should be changed from the function of furnishing simple logistics to extending integrated logistics services. It should also shift its focus from executing domestic logistics to meeting international logistics demands and from an execution-focused service to a knowledge-intensive service. The purpose of this study is to explore effective methods for stimulating an integrated logistics industry. Some detailed guidelines and economic interpretations, based upon the results of this research, have been suggested for supporting the related legislation.

Meteorological Mechanisms Associated with Long-range Transport of Asian Dust Observed at the West Coast of North America in April 2001

  • Meteorological mechanisms in association with long-range transport of Asian dust in April 2001 have been investigated using weather maps, satellite images, TOMS and surface $PM_{10}$ data, backward trajectories, plus modeling output results (geopotential heights, horizontal wind vectors, potential temperatures, and streamlines). The results indicated that long -range transport of Asian dust to the west coast of North America was associated with strong westerlies between the Aleutian low and the Pacific high acting as a conveyor belt. Accelerating westerly flows due to cyclogenesis at the source regions over East Asia transported pollution from the continent to the central Pacific. When the system reached the Aleutian Islands, the intensity of troughs and the westerlies were amplified in the North Pacific. Thereafter the winds between the Aleutian Islands and the Pacific Ocean were more intensified from the air flow transport of the conveyor belt. Consequently, the strong wind in the conveyor belt enhanced the dust transport from the Pacific Ocean to the west coast of North America. This was evidenced by $PM_{10}$ concentration (maximum of about $100{\mu}g\;m^{-3}$) observed In California. Further evidence of the dust transport was found through the observation of satellite images, the distribution of TOMS aerosol index, and the analyses of streamlines and backward trajectories.

북극진동의 위상에 따른 한국 부근에서의 태풍 활동 변화 (Change of TC Activity Around Korea by Arctic Oscillation Phase)

  • This study shows that frequency of tropical cyclone (TC) around Korea in summer (June-September) has positive relation with Arctic Oscillation (AO) in the preceding April. In a positive AO phase, each of anomalous cyclone and anomalous anticyclone is developed in low latitude and middle latitude regions of East Asia from the preceding April to summer. As a result, while anomalous southeasterly around Korea serves as a steering flow that TCs move toward this area is strengthened, northwesterly that reinforced in southeastern area of East Asia plays a role in preventing TCs from moving toward this area. In addition, due to this distribution of pressure systems developed in this AO phase, TCs tend to occur, move and recurve in further northeastern region in the western North Pacific than TCs in a negative AO phase. On the contrary, TCs in a negative AO phase mainly move westward toward southern China or Indochina Peninsula from Philippines. Eventually, intensity of TCs is weaker than those in a positive AO phase due to the terrain effect caused by high passage frequency of TCs in mainland China.

  • 시장의 세계화와 실시간화가 급속히 진행되면서 우리나라의 정보기술(IT) 은 세계시장을 겨냥하여 발전하고 있고, 아시아 지역에서는 문화컨텐츠(CT)를 통한 문화의 전파가 자연스럽게 이루어지고 있다. 한류는 90년대말 중국의 동북 3성에서 형성되어 그 열풍이 동남아로 확산되었고, 드라마 $\cdot$ 대중음악 중심에서 최근에는 게임$\cdot$ 음식 $\cdot$ 패션 등 대중문화 전반으로 확산되고 있다. 본 논문에서는 지식기반 경제 사회에서의 IT 혁신과 한류 열풍과 연계한 성과를 분석하였다. 또한 한류열풍과 IT가 접목되어 자원이 빈약하고 시장규모가 영세한 우리나라의 효과적인 세계시장 진출방안을 몇 가지 관점에서 고찰하였다.

  • 중국 경제의 급성장으로 전세계 물동량이 동북아시아로 집중되어 부산항을 포함한 동북아시아 주요 항만간 경쟁이 점차 심각해지고 있다. 이에 동북아시아 항만들은 생산성과 더불어 항만의 서비스를 극대화하고자 하는 노력을 기울이고 있다. 항만이 제공하여야 할 서비스 중 가장 중요하게 부각되고 있는 항만물류정보 시스템구축 및 효율적 운영에 총력을 기울이고 있는 실정이다. 그러나 부산항의 경우, 이미 항만물류 정보시스템은 구축이 되어 있으나 EDI문서의 중복성과 시스템 연계성 부족 등의 문제점으로 인해 아직 활성화 되지 못하였다. 이에 본 연구에서는 부산항 항만물류산업에서 EDI의 활용도를 높이기 위한 전체적인 연구모형 도출과 항만물류업체를 업종별, 집단별로 구분하여 차별화 된 활성화 모형을 도출하는 것을 목적으로 하고 있다.

  • 중국 경제의 급성장으로 인한 전세계 물동량의 동북아시아로의 집중현상은 부산항을 포함한 지역 내 항만들의 경쟁을 점차 심각해지게 하고 있다. 이에 동북아시아 항만들은 생산성과 더불어 항만의 서비스를 극대화하고자 하는 노력을 기울이고 있으며 항만이 제공하여야 할 서비스 중 가장 중요하게 부각되고 있는 항만물류정보 시스템 구축 및 효율적 운영에 총력을 기울이고 있는 실정이다. 그러나 부산항이 경우, 이미 항만물류 정보시스템은 구축이 되어 있으나 보안 및 인증문제 등으로 인해 아직 활성화 되지 못하였다. 이에 본 연구에서는 부산항 항만물류산업에서 EDI의 활용도를 높이기 위한 전체적인 연구모형 도출과 항만물류업체를 업종별, 집단별로 구분하여 차별화된 활성화 모형을 도출하는 것을 목적으로 하고 있다.

동북아시아에서 GOSAT CO2와 MODIS 식생지수 분포의 상관성 분석 (Evaluating Cross-correlation of GOSAT CO2 Concentration with MODIS NDVI Patterns in North-East Asia)

  • 본 연구는 동북아시아 지역의 이산화탄소 분포와 식생지수의 상관성 규명을 목적으로 한다. 이를 위해 지리가중치 분석기법을 활용하여 GOSAT 이산화탄소 측정자료와 MODIS 식생지수에 대해 다중공간회귀 분석을 시행하였다. 그 결과 이산화탄소와 식생지수 사이에는 전체적인 (-)의 상관관계가 나타나고 있음을 확인할 수 있었다. 공간적 자기상관성 측정을 위한 Global Morans'I지수와 Anselin Local Morans'I 통계 분석 결과에서는 이산화탄소는 일정한 군집성을 보이며 분포하고 있는 것으로 나타나났다. 이러한 결과는 산림파괴와 같은 개발 활동이 이산화탄소의 배출에 영향을 미쳐 일정한 군집을 형성하게 된 것으로 추정된다. 그러나 이산화탄소의 분포는 인위적 배출원과 식생의 호흡, 해양의 배출과 흡수 등의 다양한 요인과 결부되어 달라지기 때문에 이산화탄소 분포에 개입되는 다양한 변수와 상관성을 평가하는 후속연구가 필요할 것으로 사료된다.

환황해권 해상운송의 효율적 운영방안-인천/중국 컨테이너항로 개설을 중심으로- (An Effective Shipping Transport Operation Plan for the Pan-Yellow Sea Area: Focusing on the Introduction of an Incheon-China Container Liner Route)

  • Globalization and regionalization are major trends in the international economic system. The severe competition among countries has signalled the need for a new international trade system as prescribed by the WTO, which regulates international trade practices. Additionally, expanding the activities and role of the Pan-Yellow Sea area in the world has a very important function in terms of regional cooperation and logistics environment. In this paper, the trading conditions and shipping transport problems of the Pan-Yellow Sea area (North-East Asia) were investigated. Shipping transport conditions in the Pan-Yellow Sea area, particularly Korea-China routes, were surveyed as well. A new Incheon-China container liner route was suggested as a partial remedy to some of the shipping transport problems of the Pan-Yellow Sea Area (North-East Asia). The Incheon-China Container Liner route is more efficient than Pusan and Pyungtaek Ports or the car ferry route to China in terms of transport time and expense. The transport burden indicator which includes the time and expense of transport, can be a useful tool in comparing these routes. Accordign to the transport burden indicator, the Incheon-China Container Liner route is more efficient than the Pusan, Pyungtaek, or car ferry routes. To establish a successful liner route between the ports of Inchon and China, there is a need to prepare three measures that contain short-term medium-term and long-term strategies. Furthermore, these measures should be prepared and adopted in phases, in accordance with considerations of future conditions for shipping and logistics in the Pan-Yellow Sea area.

Evaluation of Health Education in the Multi-professional Intervention and Training for Ongoing Volunteer-based Community Health Programme in the North-East of Thailand

  • This was a survey research conducted in Northestern Thailand during 2009-2010 and designed to evaluate the success of a health education program by comparing levels of health knowledge in the community before and after the launching of a Multi-professional Intervention and Training for Ongoing Volunteer-based Community Health Programme. The survey questionnaire included items about demographic characteristics and health knowledge. The participants were 1,015 members of various communities, who were randomly selected to be included in the survey before launching the intervention, and 1,030 members of the same communities randomly selected to be included in the survey after the intervention was completed. The demographic characteristics of both groups were similar. Overall knowledge and knowledge of all the diseases, except lung and cervical cancer, were significantly higher after the intervention. In conclusion, a Volunteer-based Community Health Programme has advantages for areas where the numbers of health personnel are limited. The use of trained community health volunteers may be one of the best sustainable alternative means for the transfer of health knowledge.
