Study on the Measures to resolve the difference in standardization of South and North Korea's TV broadcasting technology (남북한 TV방송기술의 표준화 격차 해소 방안)

  • All the while due to the adoption of different TV broadcasting standards by South and North Korea, difficulties may ensue when promoting media exchange or media liberalization. Among the many media areas this paper compared the ground-wave TV broadcasting and digital TV broadcasting environments of South and North Korea, and analyzed the rapidly developing field of digital TV broadcasting technology. Afterwards, this paper offers several measures to resolve the difference in the South and North broadcasting standards. Through this paper, there is hope for joint development of South and North TV broadcasting technologies.

A Study on the Expected Effects from Logistics Standardization among Korea, China, and Japan (한.중.일 파렛트 표준화로 인한 기대효과에 관한 연구)

  • Three major Asian countries, Korea, China, and Japan, shared 18.3% of global GDP and 14.2% of global trade volume in 2005. When considering this number, cooperation of these three countries is very important. Also, it is needless to say that we need efficient international logistics system in Asia. The key point to realize efficient international logistics system is unit load system utilizing pallets and containers. To build up efficient logistics system among Korea, China, and Japan, we need 'total palletization' with standardized pallets. We may regard 'total palletization' as an 'efficient highway of North-Eastern Asia logistics.' In this study, we will suggest two kinds of effects, which logistics standardization among Korea, China, and Japan will make. One is the effect on economy and trade, and the other is the effect on logistics business and environments.

  • Now, the possibility of Unification South and North Korea is much higher than any other times and the various fields of society, including politics, have been tried to overcome the differences between two nations. Most of all, overcoming the industrial differences for economic co-operation is one of the most important issues. About 50% of Export goods has been put in the claim in South Korea because of quality problems. And one of the important reasons is because of industrial standards. These kind of problems would be occur with economic co-operation. so the study about the standards of North Korean industries is much important before the trades is boomed. And this research would decrease the expense of unification of South and North before the difference would be larger than now. That's why the conference for industrial standards between South and North Korea should be held soon in order to overcome the differences of industrial standards. This paper not only suggested the difficulties and needs of the industrial standard unification, but also researched North Korean industrial standardization and quality inspection systems with specific examples. And this study proposed some subjects of the industrial standard unification and the present situation of standards between two nations.

  • North Korea had recently conducted the fourth nuclear test and ICBM tests, dared nuclear provocation targeting the Korea and the international community. It is determined based on experiments of nuclear and missile in progress in North Korea that the technical level of nuclear force reached the completion stage of standardization, lightweight, and variation. It is expected to become reality that North Korea executes the nuclear provocation targeting the Korea and the international community in the near future. Nuclear bomb is an absolute weapon that the logic of counterattack after allowing the first strike of the other party cannot be applied due to its tremendous destructive power. Therefore, as the opponent to North Korea that it decided to hold the nuclear, the exercise of anticipatory self-defense in order to guarantee a minimum of right to life is not a choice, but the only essential correspondence concept. At the moment that the North Korean nuclear provocation is expected in the near future, it shall be provided with competence to strike the origin region of provocation by forming a national consensus of preemptive strike enforcement. Also, in preparation for the fifth nuclear test of North Korea, which is anticipated, the national competence must be mobilize to be able to ensure the 'Nuclear Option' from the international community.

  • The introduction of radio frequency identification (RFID) technology into cold chain system will be essentials for the better quality preservation of chilled products in the near future. The object of this study is to analyze the trends of international standardization activity for cold chain system and RFID packaging. The standardization of RFID technology is related to SC31 of ISO/IEC JTC1. The established standard from EPCglobal includes the air interface of UHF substitute actors, the control of EPC tag data and the event collected from RFID readers, the directory services and information storage of ONS and EPCIS, and securities. Also, EPC standards include the sensor functions of the cold chain. In Korea, the RFID packaging related techniques and their engineering standard are less studied as compared with Europe or North America. For effective application of RFID in the cold chain and packaging, scientific and systematic researches on RFID, including technical standards for domestic RFID frequency, will be key elements for preoccupation of these application techniques.

  • Global e-SCM (electronic Supply Chain Management) has become an important business strategy in a rapidly changing global competition environment. It encompasses both domestic business and overseas business. Overseas business, including B2B and B2G, involves the complex trade procedures across countries. So, the standardization of electronic documents (messages) and business processes is one of critical factors for the successful implementation of global e-SCM. Without standardized messages and streamlined business processes, the benefits of global e-SCM would not be guaranteed because of human intervention like re-keying business data, which may create errors, delay processes, cause additional data or procedures, etc. Thus, this paper is to review the implementation challenges of Global e-SCM, to address the needs for electronic information flows through the standardization in electronic documents and business processes for fast and accurate trade transactions in the global supply chain activities, and to assert the importance of adoption of international standards.

Compatibility of the Direction Sign on the Pendant Switch of Overhead Cranes

  • Objective: The aim of this study is to suggest the standard of the direction sign on the pendant switch of overhead cranes which can reduce human errors in control. Background: A great number of crane accidents occur in industries. One of the major causes of the accidents is the mistake in the control of cranes by confusing the orientation of crane movements. Nevertheless, three different direction sign styles, 'East, West, South, North (EWSN)', 'Forward, Backward, Left, Right (FBLR)', and arrows for four directions are used without standardization. Method: An overhead crane simulator was installed for a laboratory experiment. It could move along six directions by the control of a pendant switch. 90 participants were evenly assigned to the three different conditions of direction sign styles. The participants were asked to control the pendant switch according to the continuously appearing 16 direction signs on a monitor ahead. The participants were allowed to refer an orientation sign board on the ceiling representing correct movement directions of the overhead crane simulator. Results: The direction sign style, 'EWSN', showed statistically significant better performance in task completion time and number of errors than the other sign styles. The direction sign style, 'EWSN', adopting the cardinal direction system, made the participants clear in direction controls after customizing to the crane movements. However, the direction sign styles, 'FBLR' and the arrows adopting the relative direction system made conflicts in direction controls due to the egocentric view of human. Conclusion: The direction sign style, 'EWSN', is the most appropriate for the standardization of the direction sign on the pendant switch of overhead cranes. Application: The results of this study can be applied to the standardization of direction sign in the legal notification on the safety certifications of crane manufacturing.

  • The purpose of this study is to find out the problems related to the lack of research on rapidly changing digital information media and industry flow and to suggest solutions. In Korea what is needed is basic academic research on cartoon and animation field, and the development and systemization of teaching material. As a first step to achieve this goal, standardization of cartoon and animation related terminology and publication of a dictionary of terminology are underway. To reach agreements on terms, discover new terms, standardize terms and their interpretations, and publish a standardized dictionary, experts in the fields of cartoon and animation education, industry, and academia in North America, Europe, and Japan have been invited to work together. Through these efforts, a dictionary of terminology will be published, which will not only provide useful information but also solve problems related to the use of not standardized terms.

  • 남북한 간 ICT산업 표준화를 통한 교류협력은 상호 공동의 경제적 이익을 추구할 수 있는 실질적인 분야이다. 특히 ICT산업표준은 경제협력의 촉매제가 될 수 있으며, 체제에 대한 부담이 덜하고 양측의 협력을 통해 적은 비용으로 큰 파급효과를 기대할 수 있으며, 남북 경제통일의 기초가 될 수 있다. 아울러 정부 및 민간 차원의 실질적 교류를 여는데 용이하면서도 필수적인 사업이기도 하다. 본 연구에서는 남북한 ICT산업 교류협력을 위한 양측의 기술 및 산업현황, 실현가능성 등을 분석하여 표준화 과제를 도출하였다. 남북한 ICT산업 교류협력을 위한 우선과제는 낙후되어 있는 북한의 기술수준을 선진화하기 위한 노력이 필요하다. 이에 남한의 첨단 정보화 인프라를 적극 제공하여 기술격차를 줄이는 것이 선행되어야 한다. 본 연구에서는 남북 ICT산업의 국가기술규격 및 표준의 통합과 기술적 제도적인 중 장기적 협력체계를 통합방안을 제시하였다.
