평화 통일을 유도하기 위한 최우선 정책은 북한의 인터넷 개방유도이다. 남북한 ICT산업 교류협력을 위하여 인터넷 개방을 유도하기 위하여 북한의 ICT 일반표준, 인터넷 현황과 산업현황, 실현가능성 등을 분석하여 준비 과제를 도출하였다. 남북한 ICT산업 교류협력을 위한 우선과제는 낙후되어 있는 북한의 기술수준을 선진화하기 위한 노력이 필요하다. 이에 한국의 첨단 정보화 인프라를 적극 제공하여 기술격차를 줄이는 것이 선행되어야 한다. 따라서 본 연구에서는 남북 ICT산업의 국가기술규격 및 표준화를 통한 북한 인터넷 개방유도에 대하여 연구하였다.

Background : Mutual understanding between North and South Korea is essential for the engagement of Inter-Korean exchange and cooperation. However, the two Koreas have been divided for 70 years where Korean evolved differently within the two countries. This created a gap in the most basic foundation for mutual understanding, language. Fostering exchange and cooperation in the traditional medicine field requires a higher understanding of the specialized traditional medicine terminologies. Objectives : The purpose of this study is to formulate a future management plan for the "Comparative Terminology of Korean Medicine in South and North Korea," providing a foundation for standardizing Korean medicine terminology of the two Koreas. Methods : The study collected case studies of Korean medicine terminology management and standardization from government and international organization websites and documents. It provided future terminology management strategies based on this data. Results : The project for the standardization of Korean medicine terminology between North and South Korea can be divided into 4 stages according to the level of exchange and cooperation. The first step is to "establish a foundation for terminology standardization." The second step is "term comparison." If the exchanges and cooperation between North and South Korea, the third step will be to promote the "terminology standardization" project through Inter-Korean dialogue. Finally, after incorporating discussion on terminology standardization, the Inter-Korean Medicine Terminology can be published. Conclusions : This requires a system to support and facilitate Inter-Korean medicine exchange and cooperation. It is important to provide a support system that can provide results in a timely fashion by training relevant experts, collecting data and information, communicating with experts in the industry, academia and research institutes. This system will be able to ensure the continuity of the terminology standardization project.

South and North Korea have many questions pending .Inter-Korea trade is the best actual problem among question pending. The biggest problem of inter-Korea trade in logistics cost. The logistics cost of inter-Korea is the highest position in the middle of foreign trade. We present that the cost reduction is possible by inter-Korea logistics standardization. This paper also shows logistics standardization strategy of South and North Korea.

With the Sunshine policy, exchange of materials and cultures inter Koreas has been broadened and expectancy of reunification is getting higher. Especially, medical supplies and medicines are one of the biggest parts in the exchange goods. So, preparing an unified official drug standard preparing new medical administration system is required. We compared the Korean pharmacopoeia with North Korean Pharmacopoeia. Two pharmacopoeias have been developed in different direction and have many differences in the nomenclature and format. In this study, we compared general notices, general rules for preparations and crude drugs, monographs, general tests, processes and apparatus.

본 논문의 목적은 북한을 개방으로 이끌기 위한 정보의 공개이다. 이와 더불어 정보통신을 세계 표준에 맞추어야 세계와 소통이 가능해진다. 북한은 폐쇄 국가이다 보니 독자적으로 표준화를 진행한 것이 많이 있다. 통일을 바라보고 남북의 표준화를 위해서 의사소통이 가능해야 한다. 그리고 가능한 많은 정보를 통하여 북한과 접근이 되어야 진정한 남북협력이라고 할 수 있다. 북한을 개방으로 이끌고 국제기구 (UN)의 일원으로 유도하려면 정보통신이 우선 공개되고 북한의 표준을 이해해야 한다. 그러므로 진정한 민족 통일이 되려면 최우선으로 선행되어야 하는 것은 상호간에 정보통신 표준화를 정책의 최우선과로 통합 했을 때 진정한 통일이 가능해 진다.

Systems are often operated by not integration but blocking, i.e., non-standardization. The system blocking is mainly caused by non-standardization or incompatibility. The integrated system is effective, but researches for quantification of effectiveness from Integrating system are few. System blocking causes additional cost which is almost intangible and potential. In this paper we proposed a model to quantify the effectiveness of system integration. To verify the validity of proposed model, we applied the model for Korean information and communication industry and forecasted the cost of integration for South and North Korean telecommunication industry in the way of three scenarios.

남북한의 정보통신 단일화 및 표준화는 그 동안 다방면에서 다각도로 진행되어 왔다. 그러나 남북한 간의 정보통신 교류는 경제 산업측면이나, 학술적 측면이나, 제도적 측면 모두에서 답보상태다. 본 논문은 평화통일시대를 대비하고, 민족 간의 동질감 회복을 위하여 정보통신기술의 단일화가 필요하다는 전제하에 이를 위한 원칙과 추진체계를 제시한다. 단일화는 정보통신 전문가 중심으로 탈이념, 비정치적으로 진행되어야 하며, 이를 위하여 남북한 관계 전문가의 포럼활동이 활발해야 한다. 그리고 현재 사용하는 표준방식에 대한 논의보다는 미래기술에 대한 연구개발이 주가 되어야 한다.

Along with the increasing trade volume among Korea, China, and Japan, firm and efficient logistics management through mutual co-operation Is being highly requested. In order to achieve logistics efficiency, logistics standardization should precede. Using standardized pallet is the core of logistics standardization which is closely connected to the unit load system and palletization. This study focuses on pallet standardization in three countries which are Korea, China, and Japan. The dramatic effect from pallet standardization Is expected in economy / international trade field and logistics / environment field. This study suggests an institute of Asian logistics standardization as a method to accomplish the logistics standardization among three countries. When these three countries overcome the disparity in standardization level and diverse concerns, we will finally attain efficient logistics system which will work as a 'highway' of North-East Asian logistics.

North-South Korean information technology(IT) terminologies are going to be gradually changed differently as the time is flowed. In accordance with the age of advanced information science and technology, the IT terminologies should be mutually identified and confirmed on the basis of ISO2382 Korean standardization being set up for the international IT terminologies made by the scholars both Republic of Korea(ROK) and Democratic Peoples' Republic of Korea(DPRK). In the present study, the results of mutual efforts on IT standardization since 1994 has been firstly analyzed systematically for the advanced North-South Korean IT terminology. Secondly, the differences of the IT terminologies used currently in both ROK and DPRK have been also analyzed and classified in the three categories. Thirdly, the current IT terminologies used in both ROK and DPRK have been summarized on the basis of "Encyclopedia of 21 Century Computer Terminology." Fourth, it has been finally set up the construction scheme of conceptual system on compiling operations for the dictionary of North-South Korean IT terminologies.

The technology of North Korea has not reached the modem level even though it has economic potential. Standardization and quality control have comprehensively prevailed in South Korea since the 1970s, which is considered to have been based of quality improvement. In the course of an active interchange between South and North, it is necessary to grasp the phenomenon on the quality and reliability control of North Korea. This study will put its relevant terms in order and make a comparison between specifications of North Korea and South Korea in the reliability test plans.
