Study on ICT standardization unify North and South Korea - North Korea open Internet induction plan (남북한 ICT 표준화 통일방안 연구; - 북한 인터넷 개방 유도방안)

  • The priority policy measures to draw peaceful unification is to induce North Kore to open the Internet. In order to induce the Internet open for exchange and cooperation in ICT industry of the two Koreas, a preparation task was drawn after analyzing ICT standard, current state of Internet and industry, and feasibility of North Korea. The priority task for the exchange and cooperation in ICT industry of North and South Korea requires an effort to develop North Korea's underdeveloped technology level. Thus, to decrease the technology gap must precede, providing state-of-the-art ICT infrastructure of the South. In this paper, the inducement to draw the Internet open of North Korea through technical specifications and standardization in ICT industry of the North and South was studied.

  • The need for developing sustainable solutions for managing the animal waste is vital for the future of the animal industry in North Carolina. As part of that process, the North Carolina Attorney General has concluded that the public interest will be served by the development and implementation of environmentally superior swine waste management technologies appropriate to each category of hog farms. To facilitate in the development, testing, and evaluation of potential technologies it is necessary that all aspects of environmental issues (air, water, soil, odor and odorants, and disease-transmitting vectors and airborne pathogens) be addressed as Part of a comprehensive strategy, Program OPEN (Odor, Pathogens, and Emissions of Nitrogen) Is comprehensively addressing these issues.

The Comparative Study on Arbitration System of South Korea, North Korea, and China (남북한 및 중국 중재제도의 비교연구)

  • The legal systems and open-door policies to foreign affairs in North Korea have been followed by those of China. Whereas an arbitration system of South Korea accepted most parts of UNCITRAL Model Law, North Korea has succeeded to an arbitration system of a socialist country. China, under the arbitration system of socialist country, enacted an arbitration act reflected from UNCITRAL Model Law for keeping face with international trends. We have used these three arbitration system as a tool for analyzing an arbitration system in North Korea. With an open-door policy, North Korea and China enacted an arbitration act to provide a legal security. Therefore, the core parts of arbitration system in North Korea and China are based on a socialist system while those of South Korea is on liberalism. So, North Korea and China enacted an arbitration act on the basis of institutional arbitration, on the other side, South Korea is based on ad-hoc arbitration. Because of these characters, in terms of party autonomy, it is recognized with the order as South Korea, China and North Korea. Also North Korea enacted separate 'Foreign Economic Arbitration Act' to resolve disputes arising out of foreign economies including commercial things and investments. There are differences in arbitration procedures and appointment of arbitrators : South Korea recognizes parties' autonomy, however parties should follow the arbitration rules of arbitration institutes in North Korea and China. According to an appointment of arbitrators, if parties fail to appoint co-arbitrators or chief arbitrators by a mutual agreement, the court has the right to appoint them. In case of following KCAB's rules, KCAB secretariats take a scoring system by providing a list of candidates. A party has to appoint arbitrators out of the lists provided by arbitration board(or committee) in North Korea. If a party may fail to appoint a chief arbitrator, President of International Trade Arbitration Board(or Committee) may appoint it. In China, if parties fail to appoint a co-arbitrator or a chief arbitrator by a mutual agreement, Secretary general will decide it. If a arbitral tribunal fails to give a final award by a majority decision, a chief arbitrator has the right for a final decision making. These arbitration systems in North Korea and China are one of concerns that our companies take into account in conducting arbitration procedures inside China. It is only possible for a party to enforce a final arbitral award when he applies an arbitration inside North Korea according to International Trade Arbitration Act because North Korea has not joined the New York Convention. It's doubtful that a party might be treated very fairly in arbitration procedures in North Korea because International Trade Promotion Commission controls(or exercises its rights against) International Trade Arbitration Commission(or Board).

  • This study aims to examine heterogeneous acculturation patterns of elite North Korean female defectors in South Korea. The study employed a synthetic comparative analysis. A series of in-depth interviews with 5 North Korean female defectors in South Korea were conducted. In addition, the research team implemented 20 open-ended surveys with other defectors. Through this study, we have found various types of cultural adaptation in the group of the elite North Korean women in South Korea. The study findings imply that it is imperative to establish national policies that support different types of North Korean defectors. Putting all North Koreans into one category might result in alienation and discrimination to some groups. Thus how the participants reframed their social identify in South Korea illuminates essential facets of human-right education, especially education for refugees and immigrants in different global and multi-cultural contexts.

  • The purpose of this study was to analyze the variables of the state-of-the-art office planning for the productive workplaces of the North America and to predict the adaptability in Korea. Knowledge workers have been considered as the decisive factors for the survival and development of organizations. So, open workplaces have been considered appropriate for the workplace to stimulate their informal knowledge sharing. However, the low individual productivity due to low privacy and distraction in the open workplace has been the key problem. To solve the dilemma, this study suggests that closed individual offices are best for the individual productivity and open conference area and meeting places are essential for the informal knowledge sharing. Some state-of-the-art workplaces such as just-in-time offices and hotelings can provide more space for the individual workplaces and open meeting places without excessive cost burden of organizations.

  • The purpose of this article is to examine whether Myanmar's experience in which dealing with the most exemplary change among rogue states or pariah state in the 21st century is feasible for North Korea's case. Recently, North Korea's willingness to dialogue, reform and open is similar to the precedent in which the Myanmar military junta dismantled its ruling system and turned over transition period through general elections in 2010 and 2015 each. The so-called 'Myanmar Model' refers to a country branded as a rogue state which has been under the international sanctions and pressure, and opening its political system and the market by choosing transformation. However, rapid changes in speed across the entire society after opening up are impossible because the political elite is only the leading role and implementation in the transition. In case of Myanmar, military culture has penetrated into society due to such a long-lasting military dictatorship, and even democratic bloc has become accustomed to authoritarian decision-making process. Furthermore, the "reserved area" of the old regime still exists in a deformed political structure that can not retrieve the interests of the military. Therefore there could not be achieved political development in term of qualification. North Korea also appears unlikely to achieve political and economic assessment in a short period of time, as civil society has not appeared due to its long dictatorship and very low economic development levels. Like Myanmar, North Korea is also likely to control the pace and direction of upcoming reforms and open, as the dictator or most powerful person chose to reform and open up. Therefore, if North Korea moves toward the 'Myanmar Model', there will be high expectations of new changes in the short term, but it could be delayed or stalled in the mid and long term.

  • This paper examines the types and trends of North Korea's military provocations and regional maritime threats against South Korea, and is focusing on the Republic of Korea's naval development and modernizations by the Republic of Korea Navy (ROKN) on future actions, what directions of the ROKN has taken thus far in response, as well as an examination of how the ROKN might respond to vulnerabilities identified throughout modern history. Importantly, this paper does not consider the domestic, bilateral, multilateral, regional and global political dimensions of the situation on the Korean Peninsula; nor does it consider the North Korea's transitional power politics, but including North Korea's nuclear program and submarine-launched ballistic missile developments, as a caveat, this paper is based on open sources in Korean and English language, and thus information concerning provocations is indicative only.

  • This research study presents historic revolutionary sites in North Korea. In this study, the creation of historic revolutionary sites in North Korea after the Liberation of Korea in 1945, as yet unpublished in the field of landscape architecture and urban planning, is investigated. For conducting this study, the method of true and urban planning, is investigated. For conducting this study, the method of archival research, in which regarding documents, plans and photographs are investigated, was used. This study covers notions, establishment, related laws and regulations, distribution and present status, developmental stages, concrete examples, and general characteristics, of historic revolutionary sites in North Korea. In North Korea, historic revolutionary sites mean all the places where revolutionary achievements of Kim, Ill-Sung and his family are reached. Those sites have been actively created for the purpose of the idolization of Kim, Ill-Sung since the 1960s. In recent years, the sites have been revobated and new places of this kind have been constructed, so that various idolization facilities and structures are now everywhere in North Korea. Historic revolutionary sites are mainly distributed now everywhere in North Korea. Historic revolutionary sites are mainly distributed now everywhere in North Korea. Historic revolutionary sites are mainly distributed in Pyungyang, the forest areas of Mt. Pakdu, the areas along the shore of the Tuman River and the Abrock River. In those sites, various historic revolutionary relics are preserved, and the statues of Kim, Ill-Sung, historic revolutionary monuments, revolutionary museums and other facilities are constructed. These places can not be regarded as planned spaces for people in true the meaning of place, and accordingly they must be reconstructed for people's use. They can be redeveloped as places of history, culture and deucation, theme parks, green open spaces, and sight-seeing facilities after unification of Korea. This study can be used as valuable information for further study especially for the reconstruction planning of the places in preparation for a probable unified Korea. For a profound study, North Korea must open broader and more accurately detailed documents, regarding historic revolutionary sites, to the outside world, and the South Korean Government must also have a sense of co-ownership of the information about North Korea rather than exclusive possession and restrictions. Ultimately, academic exchange between South and North Korea must be realized and on-the-spot surveys must be carried out so as to find a reasonable land use plan for the historic revolutionary sites for a future unified Korea.

  • South and North Koreas are putting forth efforts to overcome the distrust and animosity of the past 50 years to open an era of harmony and cooperation where the two halves can work together for mutual benefits. As part of those efforts, both parties are working now to reconnect the railways between the North and the South that remained broken for the past 60 years. The South and North have had different railway systems for more than 50 years. To solve these complicated issues, appropriate investigation and analysis of North Korea railway system should be proceeded. It is necessary to study the railway system and integration methodology for effective operation of the two korea's railway systems. Therefore, in this study, effective unification scheme of South and North Korea railway system is proposed based on appropriate investigation about operation of inter-Korea railway system.

  • Typical software developed and used by North Korea is Red Star and internal application software. However, most of the existing research on the North Korean software is the software installation method and general execution screen analysis. One of the ways to identify software vulnerabilities is file fuzzing, which is a typical method for identifying security vulnerabilities. In this paper, we use file fuzzing to analyze the security vulnerability of the software used in North Korea's Seogwang Document Processing System. At this time, we propose the analysis of open document text (ODT) file produced by Seogwang Document Processing System, extraction of node based on Document Object Mode (DOM) to determine test target, and generation of mutation file through insertion and substitution, this increases the number of crash detections at the same testing time.
