Because the noise and vibration regulations in domestic areas are being tightened more and more, a more environmentfriendly method than the current low-noise & low-vibration methods is needed. In this study, the characteristics of screw concrete piles for reduction of noise and vibration were explained, and during pilot tests the noise and vibration were measured. The measured vibration value is satisfied with the vibration regulations at 7.5m distance from the source. The measured noise value is exceeded over about 2dB(A) at the 15.0m distance from the source but these values are about 5~20dB(A) less than the measured values of the current low-noise & low-vibration method.

The standards of acceptable limit and compensation is one of the most important things in environmental noise and vibration disputes resolution. In this paper, review on the present acceptable limit level and compensation standard in National Environmental Dispute Resolution Commission is introduced. Discordance of standards between in the regulation law and in the dispute resolution commission and it's improvement are discussed. Abnormal reasoning for compensation standards is pointed out from a author's private view.

Basting vibration and air blast were measured by particle velocity and overpressure as well as environmental unit, dB(V) and dB(A). Variables for vibration and noise show good relationship and proportional equations are suggested. But there are some variations, and it means that predictions by design variables are not valid for human damage estimation or limit application of regulations.

In China, environmental noise policies are composed of correlated laws adopted by the Standing Committee of the National People's Congress and promulgated by the President of the country, regulations promulgated by the State Council and/or local government, standards issued by the Standardization Administration Committee (SAC) under the State Council. The laws mainly include the 'Environmental Protection Law' and the 'Law on Prevention and Control of Pollution From Environmental Noise' Regulations are often applied to a special noise pollution phenomenon of wide influence. They are generally only effective in a given area and/or a specific period. Tens of correlated standards specify the noise level limits of different functional zones of land use and of different equipment, machines, devices, appliances etc., and the measurement methods. In this presentation, a brief introduction to these policies and their operations is given and discussed. The conclusion is that the policies supply an effective legislative basis for environmental noise prevention and control in China, but still a lot of work should be conducted and completed to strive for a quiet society.

Effect of hand-transmitted vibration on human discomfort and health was reviewed. Since the effect by hand tool was more serious than those by any other vibration environments, western countries have protected hand tool workers by regulations. International organization for standardization legislate standard, ISO 5349, at 1979 for the measurement and evaluation of the effect. Afterwards, more than twenty standards on hand-arm vibration were enacted to Protect any damage of hand tool users. Even though Korea Standards adopted ISO 5349 in 2001, it is required an action plan should be applied to all of work environments, especially to the workers using pneumatic tool workwers such as miners, construction workers, and etc.

Recently, we founded acoustic research laboratory consist of five reverberation rooms on the basis of ISO regulations. Four kinds of experiment are possible in our laboratory such as sound transmission loss of wall, sound attenuation of suspended ceiling, absorption coefficient, reduction of transmitted impact sound by floor coverings. We are going to provide our customers with officially authorized acoustics data.

Noise and vibration generated at construction sites become serious issues because of bigger construction projects and growing use of heavy equipment. Especially in downtown construction, noise and vibration easily exceed the legal standards that can suffer the most of surrounding residents. The number of complaints by the residents who are exposed to the noise increases as their consciousness grows. However, the Korean regulations for the construction noise and vibration only present the overall limits for target areas and times zones, and this make it difficult to take effective measures. Also in rural area, disputes between construction sites and residents arise, but the dispute resolution or taking measures are difficult because clear standards concerning cause-and-effect, estimation of effective levels, calculation of damages, and future precautions and examples lack. This paper describes legal standards regarding the noise and vibration and presents judging standards for the physical damages. This paper also introduces example public complaints that happened at Daewoo construction sites to describe the problems in the existing law and further to enable smooth construction progresses by emphasizing the seriousness of public complaints.

Consistency in design, manufacture, installation and performance test of expansion joints is insufficient for guarantee of reliability because they are imported from various foreign countries as America, Japan and Europe. In addition to that, the regulations or codes of expansion joint should be revised and established for levels of vibration and noise generated from riding vehicles especially. Regulation on the noise neighboring traffic roads is established by ministry of environment. Therefore, Field tests on the vibration and the noise at expansion Joints, especially rail-type and finger-type joints which are typical ones in bridge with short or middle span, are performed and performance of expansion joints are analyzed. And so, the results of the investigation will be utilized as basic data for the regulation on the vibration and the noise.
