Collection Development Policy for the No Gun Ri Digital Archive (노근리 디지털 아카이브 수집정책 연구)

  • A collection policy (or a collection development policy) is a document that archival institutions must have to allow them to build their collections legitimately and consistently. Digital archives often lack sustainable financial and systematic supports. Thus, it is especially important for digital archives to have a policy for consistent collection activities. Digital archives have a different set of characteristics from physical records, and these characteristics should be considered in a collection policy. This study was initiated to create such a policy for the No Gun Ri Digital Archive. It reviewed existing literature for collection policies in archives and digital archives. Moreover, it examined several cases of digital archives and their policies to identify the necessary elements as well as the legal and procedural coverages for digital content and services. Furthermore, it studied the unique characteristics of the No Gun Ri incident and the No Gun Ri Digital Archive. Based on such investigation, a collection policy for the No Gun Ri Digital Archive was suggested. It is believed that suggesting a practical collection policy will provide a useful precedent for future digital archive projects.

A Study on the Preliminary Analysis for the No-Gun Ri Massacre Documentation Strategy (노근리사건 도큐멘테이션 전략 수립을 위한 예비 분석 연구)

  • The study reports a preliminary analysis for the No-Gun Ri massacre documentation strategy based on Hackman and Wornow-Blewett's implementation model, as an appraisal and selection method for No-Gun Ri Digital Archives. It intends to review the theoretical background for this process, inlcuding a history of the No-Gun Ri massacre and the development of documentation strategy. From the theoretical analysis, this study identified the No Gun Ri documentation strategy processes in 5 categories: "cooperative collecting", "collecting in specific areas", "identifing missing areas" and "advisory group". With these 5 categories, this study discusses the application of the Hackman and Wornow-Blewett's implementation model in the No Gun Ri case and reviews the strategy's pros and cons. As a result, firstly, we classfy focusing groups into "victims and bereaved family", "government", "civil society", "the press" and "literature and art". Secondly, we also classify documentation categories into "massacre records", "investigation activity records" and "cherish memory".

  • This paper reports the evaluation of six open-source software systems for participatory digital archives. This is an effort to create a digital platform for the social memory of No Gun Ri, which was first recognized in 1999 as a civilian massacre. The process of how it was reported and investigated is critical to understanding this brutal incident. In addition, the course of its cultural recovery has witnessed the reconstruction of the No Gun Ri memory. Thus, it is important to embrace the social memory around the massacre in these archives. In consideration of a virtual space for memory, this study takes the form of participatory archives to provide a mechanism in which anyone can share their memories. As a way to find a digital archives system for No Gun Ri, this study analyzed open-source software based on identified functions and requirements for participatory digital archives. Knowing the details of digital systems, this study discussed how contents for social memory can be stored and used in a digital system.

Understanding No Gun Ri Records from the Perspective of Social Memory (노근리 사건의 사회적 기억과 기록에 관한 연구)

  • This study aims to identify and analyze how the No Gun Ri massacre records are incorporated in social memory. As a theoretical study, it discusses the characteristics of social records. First, they are social products that have an influence on personal memory. Second, they reflect variability of memory. Third, they can be used in proving an event. To analyze the memory and records of the No Gun Ri massacre, this study overviews the outline of the killings and divides it into three eras: countermemory era, memory struggle era, and formal memory era. Furthermore, this study reviews the transformation process and characteristics of each era. The representative records produced in each era are as follows: oral, and personal records in the first period; records related to committee activities, legislative activities, and research activities in the second period; and official records on the special law, and the construction and operation of a peace park in the third period. The third period shows the scalability of the records through a variety of cultural records production to remember the No Gun Ri incident.

  • This study investigates the theoretical discourses about the principle of original order. It reviews the literature about the theory in the context of personal and family papers. The authors examine the practical application of the principle of original order in the case of the No Gun Ri archives. No Gun Ri collections started with the records that the Chung family's have accumulated and created. Without an understanding of the Chung family papers, it is extremely difficult to identify a way to arrange No Gun Ri reords. This paper analyzes the meaning and interpretation of the principle of original order to find a way to apply it to the No Gun Ri records.

A Study on the Architectural Characteristics and Alterations of Sinan Kim Hwan-gi's House (신안 김환기고택의 건축과 변화과정에 관한 연구)

  • Suhwa Kim Hwan-gi established his own unique world of art based on Korean-style lyricism with his sophisticated and sublimated formative language as the first generation of Korean abstract artist. He made his name known not only in Korea but New York and Paris, the center of contemporary art. Presently, there is almost no material left for us to examine how Kim Hwan-gi's house looked in the first place. But there is a painting that chef Kim Am-gi possesses where we can find the image of painter Kim Hwan-gi's house drawn by recalling the memories at home in a far-off land. With that, we can see it should be the original looks of that house. To examine the original looks of Kim Hwan-gi's house when it was built, this author studied the closure land registration map. By analyzing 29 land registration maps around Eupdong-ri of Gijwa-myeon in Muan-gun of Jeollanam-do produced in 1917 which National Archives of Korea possesses, this researcher could figure out the status of land registration around Kim Hwan-gi's house with No. 15 and 22 drawing boards. According to the results of considering aerial photographs after the emancipation that National Geographic Information Institute possesses, this author has found that the arrangement of Kim Hwan-gi's house was changed from 1954 up to 2008. In 1954 aerophotos, we can see the main building and studio in Kim Hwan-gi's house and there was an additional structure between them. Kim Hwan-gi's house was built before 1925. The main building presently designated as a cultural asset and also the sarangchae arranged in the east and the studio, too, were built in the similar period.
