An Exploratory Study for the Telecommunications Service Failure Cases in South Korea (정보통신 서비스의 실패 요인: 한국의 텔레콤 서비스시장에서의 실패사례연구)

  • In this paper, 15 South Korean telecommunications service failure cases were analyzed. Through the in-depth case study, 8 factors were found to be the major causes contributing to the telecommunications service failure. They were (1) ineffective marketing, (2) poor demand forecasting due to misjudgment of customer preference, (3) failure to satisfy technical specifications, (4) loss of cost advantage due to the price cut of competing services or new entry with lower price, (5) loss of utility advantage due to the increased utility of competing services or new entry with higher utility (6) decrease of market attractiveness due to change of customer preference, (7) impact of government policy, and (8) insufficient or low quality of contents. Additional analysis was done to derive managerial implications to the new telecommunications service development strategy. The findings from the paper will provide valuable Insight to the successful Implementation of new service development and service provisioning processes.

  • Today, many companies realize that the effort to develop new products / services faster that customers want and continue to purchase is crucial for their survival. As the service sector is rapidly growing, one of the challenges faced by the service industries is the lack of effective methodologies for new service development. This paper proposes a systematic framework for developing new service concepts, with an emphasis on generating innovative, convergence-type service concepts from the customer‘s perspective. The framework consists of three phases-identification of customer needs (Phase I), extraction of new service opportunities (Phase II), and generation of new service concepts (Phase III). The proposed framework is demonstrated through a case study in the telecommunications industry. In the case study, a survey was conducted on ten customers to identify the latent customer needs; 61 new service opportunities were extracted; and 129 new service concepts were generated.

  • While many telecommunications services have successfully benefited consumers, companies, and national economy. there have been more cases for telecommunications service failures. In this paper, based on the survey or 60 telecommuiucations service cases in Korea, determinants or telecommunications service performance are identified and managerial implications are derived Understanding factors contributing to the performance would provide meaningful insights into how to improve the new telecommunications service development.

  • Although the telecommunications service industry has become a basic infrastructure component of the information and communication technology (ICT) industry, it is now losing its reputation as a cash cow due to achieving a saturation of service subscribers, especially in South Korea. With the exception of improving network speeds, network operators are experiencing difficulties in creating new innovations. Therefore, new innovations for the telecommunications service industry should be identified in conjunction with government policies for industry promotion. To examine the innovative capabilities of a specific industry, innovation system theories were used as a framework for research. However, existing innovation systems are limited with regard to explaining the openness of relationships and user participation which are general properties of the ICT industry. Moreover, as sources of innovative activity, additional values such as financial support and collaboration are more appropriate. This study presents a new innovation system based on innovation values. We analyze the telecommunications service industry and prioritize the importance of telecommunication policies within South Korea. An in-depth interview with experts based on the innovation system framework is conducted first. Next, innovation factors derived from the interview are applied within an analytic hierarchy process (AHP), leading to a prioritization of innovation factors for the telecommunications service industry.

  • When the Internet phone service, generally PC-to-Phone, first entered into the telecommunications service market, no regulatory issues were arisen to manage the service within the regulatory framework because of it's low quality, no phone number assignment and etc. However, almost the same quality, more applications and cheaper price compared with the fixed telecommunications service, have changed the regulator's policy allowing Internet phone service within market mechanism. While incumbent fixed telecommunications service enterprises had given with tremendous duties to continue the job categorized 'facilities-based telecommunication service provider', and which can be unreasonable and unfair if Internet phone service enterprises are allowed to enter into the fixed telecommunications market without any regulation. Thus, new regulatory framework has worked for the Internet phone service named the VoIP service generally in the fixed telecommunications market. Recently, VoIP is provided not only in the fixed telecommunications market but also in the mobile market as Wi-Fi phone is feasible in the wireless LAN environment. Furthermore, bundled service of Wi-Fi and cellular phone service will be launched soon, and the next version will be the mobile VoIP service operating like a cellular phone service. Hence, we will meet similar situation when the VoIP sewice enters into the fixed telecommunications service market. And, in this paper, we prospect the regulatory issues arising when the wireless or mobile VoIP service enterprises enter the mobile market, by analyzing possible scenarios.

  • Recent development of communication technology and evolution of telecommunications services, various needs of users are giving Telecom operators difficulties in discovering new services and its promotion strategies. In addition, at the launching of new services, if carriers does not consider complementary and substitution relationships with competing services or self-encroachment problem with the existing service profitability is reduced or lost in the current market. In this study, by analyzing usage pattern of telecommunications services respect to changes in supply and demand environment, the complementarity/substitutability analysis and systematic analytical framework is proposed. This study proposes approaches to establish mobile operators' business strategies and to identify new services demand.

  • Digital Multimedia Broadcasting (DMB) and Internet Protocol Television (IPTV) are now in commercial service, tearing down the traditional boundaries between the telecommunications and broadcasting sectors. These latest developments also hold important implications for research projects in related areas. Both telecommunications and broadcasting being fields with a strong service orientation, market demand should be the primary consideration when selecting research and development (R&D) projects in these areas. This study presents a process for selecting converged telecommunications-broadcasting technology development projects from a demand-oriented perspective, using criteria that are based on projected future demand characteristics. Aimed at increasing the efficiency of the R&D project selection process in telecommunications and broadcasting convergence, this study can point out new directions in R&D management in this field.

  • In this review, several new technologies considered when providing an open service environment in a mobile communication network are described. Recently, 3GPP developed some standards related to IoT services for opening a service platform in an SCS environment based on the OSA concept in a 3GPP LTE system. Similarly, the development of a new framework is underway to allow a plurality of services to commonly use an API environment in which a service provider or client accesses a 5G mobile communication system. Extending the existing LTE SCEF concept, the standardization of the northbound API is applied in the 5G CAPIF environment. Therefore, it is possible to construct a framework that facilitates access from outside, and takes advantage of the common management of various open service environments. An open service platform environment is expected to play an important role in transforming a network with simple connectivity services into a variety of new service markets, or into a service environment that can create added value.

Determinants of the customer loyalty in the Korean 3G telecommunications market: The role of the customer's innovativeness

  • In our study, we tried to develop and test a model that aids further understanding of the sources of customer loyalty in the 3G telecommunications service. In addition, as the 3G could be understood as an innovative telecommunications service, we assume that the impact of factors related service attributes affecting customer loyalty is moderated by the customer's innovativeness. We analyzed our research model using 3G service users' data in Korea. Our results will have significant strategic implications for firms in this highly competitive industry. Particularly, it can be useful for mobile carriers interested in customer retention management and supposed to deliver a new telecommunications service like the 4G service that is on the horizon.

State Transition Diagram을 이용한 신규 정보통신 서비스의 대체/보완관계 분석: 와이브로(WiBro) 서비스를 중심으로

  • When new services are introduced, one of the drivers for market performance of them is the interactions among existing and new services. They are characterized by the substitution or complementary effects among existing and new service or the cannibalization of existing services by new services. This paper analyzes these issues in the telecommunications service industry context. To analyze them, a simple graphical tool or State Transition Diagram(STD) is developed and used. The diagram helps to clearly represent and explain the substitution, complement and cannibalization impact. Then, using the face-to-face survey of 1,200 people, a new wireless internet access service or WiBro is analyzed to identify the substitution/complement and cannibalization impacts in relation with the other competing services. Additionally, the important factors explaining customer subscription and substitution behavior are identified. The analysis results indicate that males, students or on-line game users are more likely to subscribe WiBro. Also, among the potential WiBro subscribers, customers who are less satisfied with the existing fixed line broadband internet access services are more likely to stop subscribing the fixed line service, which implies substitution by a new service. Additionally, this raises the issue of cannibalization if the existing and new services are provided by the same company. In fact we find the cannibalization effect is more serious for the cost sensitive group. We believe that our tool, approach, analysis results and their implications would be very helpful to devise a winning strategy for the new services in the highly uncertain telecommunications business environment.
