  • Quaternions have been commonly employed in color image processing, but when the existing pure quaternion representation for color images is used in perceptual hashing, it would degrade the robustness performance since it is sensitive to image manipulations. To improve the robustness in color image perceptual hashing, in this paper a full quaternion representation for color images is proposed by introducing the local image luminance variances. Based on this new representation, a novel Full Quaternion Discrete Cosine Transform (FQDCT)-based hashing is proposed, in which the Quaternion Discrete Cosine Transform (QDCT) is applied to the pseudo-randomly selected regions of the novel full quaternion image to construct two feature matrices. A new hash value in binary is generated from these two matrices. Our experimental results have validated the robustness improvement brought by the proposed full quaternion representation and demonstrated that better performance can be achieved in the proposed FQDCT-based hashing than that in other notable quaternion-based hashing schemes in terms of robustness and discriminability.

  • In this study, we consider a mid-and-long term technological forecasting method based on simulation technique. We, first, gather information about a point of appearance time of new technologies which will be developed in the future and influence relationship among those technologies by Delphi survey. And then we propose a simulation-based heuristic approach searching for the key technology among new technologies which will be developed to attain a normative objective using the Delphi data. We also provide the range of occurrence time for individual technology and define key technologies in this study in contrast that a expert's estimate to occurrence time is only one point in traditional Delphi survey. The information for key technologies which are detected by this procedure gives priorities of R&D planning and aids the R&D planner or project manager in resource allocation.

  • The purpose of this study is to develop a theoretical framework to analyze the social processes of embedding new technologies, among others, green technologies, in society, and based on this, to identify problems and challenges in introducing and assimilating biogas technologies in local communities in Korea. Chapter Two strives to develop a framework to analyze the social processes of embedding new technologies in society. A couple of key concepts such as technology community, technology learning and technology politics are introduced and discussed. Chapter Three and Four examine the problems arising from the social processes of embedding biogas plant technologies in local communities in Korea and tries to suggest policy options to tackle these problems.

  • Advanced Manufacturing Technology(AMT), a comprehensive collection of new technologies for the efficiency and flexibility of manufacturing systems has received a growing attention recently, AMT consists of various industrial and technological components, homogeneous in some aspects while heterogeneous in others. Thus, it is difficult but necessary task to construct a classification framework in which the relationship among individual technologies are depicted in a meaningful fashion. In this, paper, we propose a hierarchical framework in which the objective and criteria of classification are decomposed into three level: industrialization, development and application of AMT. At the first and highest level, the main interest is to "industrialize" AMT. The major actors at this level are policy makers(public sector) and top management(private sector) and the primary classification criterion is the interrelationship between industry and technology. At the middle level exist system engineers whose main objective is to "develop" new technologies and/or systematize individual technologies. At the final and bottom level, shop floor managers need to "apply" AMT in order to enhance the efficiency and flexibility of manufacturing process. It should be stressed that, as a whole, the above three levels should be interactively linked to that each level contributes to the balanced development of AMT.

  • Speedy development has been witnessed in communication technologies and the adoption of the Internet across the world. Information dissemination is the primary goal of these technologies. One of the rapidly developing nations in the Middle East is Saudi Arabia, where the use of communication technologies, including mobile and Internet, has drastically risen in recent times. These advancements are relatively new to the region when contrasted to developed nations. Thus, offenses arising from the adoption of these technologies may be new to Saudi Arabians. This study examines cyber security awareness among Saudi Arabian citizens in distinct settings. A comparison is made between the cybersecurity policy guidelines adopted in Saudi Arabia and three other nations. This review will explore distinct essential elements and approaches to mitigating cybercrimes in the United States, Singapore, and India. Following an analysis of the current cybersecurity framework in Saudi Arabia, suggestions for improvement are determined from the overall findings. A key objective is enhancing the nationwide focus on efficient safety and security systems. While the participants display a clear knowledge of IT, the surveyed literature shows limited awareness of the risks related to cyber security practices and the role of government in promoting data safety across the Internet. As the findings indicate, proper frameworks regarding cyber security need to be considered to ensure that associated threats are mitigated as Saudi Arabia aspires to become an efficient smart nation.

  • '4th Industrial Revolution' is accelerating as a core part of creating new growth engines and enhancing competitiveness of businesses. The fourth industrial revolution means the transformation of society and industries that are brought by IoT (Internet of Things), big data analysis, AI (Artificial Intelligence), and robot technology. Information and Communication Technology (ICT), which is a major factor, is affecting production and manufacturing systems and as ICT technologies become more advanced, intelligent information technology is generally utilized in all areas of society, leading to hyper-connected society where new values are created and developed. ICT technology is not just about connecting devices and systems and making smart, it is about constantly converging and harmonizing new technologies in a number of fields and driving innovation and change. It is no exception to the agro-fisheries trade. In particular, ICT technology is applied to the agricultural sector, reducing labor, providing optimal environment for crops, and increasing productivity. Due to the nature of agriculture, which is a labor-intensive industry, it is predicted that the ripple effects of ICT technologies will become bigger. We are expected to use the Smart Concentration using ICT convergence technology as a useful resource for changing smart farms, and to help develop new service markets.

  • In this research, an efficient mixed mode I/II fracture criterion is developed for fracture investigation of orthotropic materials wherein crack is placed along the fibers. This criterion is developed based on extension of well-known Maximum Tensile Stress (MTS) criterion in conjunction with a novel material model titled as Equivalent Reinforced Isotropic Model (ERIM). In this model, orthotropic material is replaced with an isotropic matrix reinforced with fibers. A comparison between available experimental observations and theoretical estimation implies on capability of developed criterion for predicting both crack propagation direction and fracture instance, wherein the achieved fracture limit curves are also compatible with fracture mechanism of orthotic materials. It is also shown that unlike isotropic materials, fracture toughness of orthotic materials in mode $I(K)_{IC}{\mid})$ cannot be introduced as the maximum load bearing capacity and thus new fracture mechanics property, named here as maximum orthotropic fracture toughness in mode $I(K_{IC}{\mid}^{ortho}_{max})$ is defined. Optimum angle between crack and fiber direction for maximum load bearing in orthotropic materials is also defined.
