WTO Reform Priorities post-COVID-19

  • Although the WTO has fulfilled several key tasks it was set up to do - providing periodic reviews of members' trade policies, resolving disputes, supporting negotiations - with the notable exceptions of the Trade Facilitation and Information Technology agreements, WTO members have not been able to negotiate new rules on "bread and butter" trade policies. The importance of doing so was illustrated by the COVID-19 pandemic which saw widespread uncoordinated recourse to trade policy instruments. This paper highlights four reforms that would bolster the effectiveness of the WTO as a forum for trade cooperation: (1) improving collection and reporting of information on trade-related policies; (2) supporting analysis-informed deliberation to establish a common understanding of the need and scope for cooperation in specific policy areas; (3) putting in place a stronger multilateral governance framework for plurilateral cooperation between groups of WTO members; and (4) reestablishing an effective dispute settlement system.

Between Orientalism and Ornamentalism: Colonial Perceptions of Southeast Asian Rulers: 1850-1914

  • Finding distinguishing characteristics of Southeast Asia has proven to be a significant challenge: by focusing on the encounters which primarily colonial British writers had with the region's state rulers, it becomes possible to recover the early conceptualizations of regional governance. The writings of Henry Yule, Anna Leonowens, Sir George Scott, and Hugh Clifford all document the "orientalist" features of Western discourses because these writers at once were affected by it as they contributed to it. The discourse about royalty and rulers was central to many of the tropes associated with orientalism, but also with 'ornamentalism'. David Cannadine has shown that ornamentalism (in which British conceptualized many imperial practices in relation to their own hierarchical conceptions of society) was as critical a feature of imperial outlook as was orientalism. The need to understand ruling elites was at the heart of the imperialist project. Tracing the ways in which colonizing powers represented the region's ruling elite offers a new avenue for recognizing the affinities of the regional experience. Beyond orientalism, the paper explores questions about the representation and presentation of authority. Understanding the conceptualizations of rulers is connected to the comprehension of social organization-including representations of "traditional society."

  • Cyberspace is emerging as a critical domain requiring national-level governance and international cooperation owing to its potential financial and societal impacts. This research aims to investigate the cybersecurity policies from major countries for understanding with comprehensive perspectives. Global trends emphasize a comprehensive command-centered approach, with top leadership directing cybersecurity policies. Key policy areas include security across technology ecosystems, protection of critical infrastructure, and software supply chain security. Investment is being focused on zero-trust architectures, software bills, and new technologies like artificial intelligence. For countries like Korea, immediate response and adaptation to these trends are crucial to develop and enforce national cybersecurity policies.

  • 월간 <건축사>가 지난 2월 15일 김경민 서울대 환경대학원(도시계획) 교수를 만났다. 서울대 지리학과를 졸업한 김경민 교수는 UC버클리에서 정보통신 석사학위를 받고 실리콘밸리에서 소프트웨어 엔지니어로 근무했다. 이후 하버드대에서 박사 학위를 취득하고 보스턴 상업용 부동산 리서치회사 PPR(Property & Portfolio Research) 선임연구원으로 재직하는 등 다양한 분야의 지식과 경험을 갖추고, 현재 서울대 환경대학원 도시계획전공 교수로 부동산 트렌드와 건축과 공간의 동인이 될 만한 요소들을 분석·발표하며 방송 출연, 도서 집필, 인터뷰 등을 통해 다양한 매체에서 활발히 활동하고 있다. 김경민 교수는 본지와의 인터뷰에서 도시의 장소성·역사성을 이어나가면서 도시의 미래를 구현할 수 있는 새로운 거버넌스 체계의 구축, 도시개발의 비전을 제시할 공공 디벨로퍼와 도시개발청의 필요성을 언급하고, 도시·건축의 변화를 위한 네거티브 시스템 도입을 제안했다. 또 단순히 설계뿐 아니라 인문·역사적 이해를 바탕으로 금융 분야에서도 전문성을 갖춘 도시계획 플랜을 세우는 게 중요하다고 설명했다.

Dynamic Sustainability Assessment of Road Projects

  • Traditionally, road projects are initiated based on an assessment of their economic benefit, after which the environmental, social and governance effects are addressed discretely for the project according to a set of predetermined alternatives. Sustainable road infrastructure planning is vital as issues like diminishing access to road construction supplies, water scarcity, Greenhouse Gas emissions, road-related fatalities and congestion pricing etc., have imposed severe economic, social, and environmental damages to the society. In the process of addressing these sustainability factors in the operational phase of the project, the dynamics of these factors are generally ignored. This paper argues that effective delivery of sustainable roads should consider such dynamics and highlights how different aspects of sustainability have the potential to affect project sustainability. The paper initially presents the different sustainability-assessment tools that have been developed to determine the sustainability performance of road projects and discuss the inability of these tools to model the interrelationships among sustainability-related factors. The paper then argues the need for a new assessment framework that facilitates modelling these dynamics at the macro-level (system level) and helping policymakers for sustainable infrastructure planning through evaluating regulatory policies.

공공도서관 위탁경영의 분석과 해법 (Analysis and Solution of Contracting out of Public Libraries in Korea)

  • 대다수 국가에서 공공도서관은 공적 기관이며 민주주의 사회를 상징하는 아이콘이다. 그러므로 공공도서관은 공공성을 절대 가치로 삼아야 하며, 이윤을 추구하는 방향으로 관리되지 않아야 한다. 그럼에도 불구하고 최근에 많은 자치단체가 신축에 따른 예산부담이 가중됨에 따라 공공도서관의 운영관리를 위탁하고 있다. 이 방식을 적용하는 핵심논거는 비용절감, 서비스 제고, 자치단체의 강한 의지에 있지만, 국내에는 검증된 결과가 존재하지 않는다. 이에 본 연구는 공공도서관 위탁경영의 변용과 현주소를 살펴본 다음에 쟁점을 분석하고 해법을 제시하였다.

  • This study analyzes the role of market actors in the energy transition process and the interaction between them and ordinary citizens, primarily focusing on the mini-PV project in Seoul. The study also proposes measures to harness market actors' activities and successfully implement the distribution of mini-PV systems in Seoul. In this study, practice theory is used as a theoretical resource to analyze the interaction between market actors and civil society actors and to help understand how market actors influence the decisions of regular citizens in installing mini-PV at their properties. After conducting surveys and hosting in-depth interviews with ordinary citizens and market actors, it was found that to further promote the role of market actors, the Seoul Metropolitan Government should actively support and monitor the public relations activities of market actors, while concurrently managing selected companies and establishing relevant administrative systems for continued effective use post-installation of mini-PV systems. In future studies of the energy transition process, market actors should also be recognized as key players, along with government and civil society actors, and their roles should be studied in a balanced way.

대규모 주민참여형 재생에너지 사업의 지역경제 활성화 평가지표 개발 연구 (Study on the Development of an Evaluation Index for the Local Economy Activation of Community Investment Renewable Energy Projects)

  • In Korea, various community investment renewable project models are being implemented to increase community acceptance of renewable energy. An important factor for enhancing local acceptance is that renewable energy projects have a positive effect on revitalizing the local economy such as income increase or job creation for residents and local companies. To maximize the local economic effect of large-scale community investment renewable energy projects, this study developed an evaluation index for local economy activation, whose indicators are the local return on investment, local companies' participation, local job creation, regional cooperation, transparency, and governance. Analysis of existing evaluation indicators and current renewable projects, financial analysis, and expert interviews were used in this research. The pilot evaluation determined that, the local economic effect was high in the following order: a fund investment wind project (Gangwon), benefit-sharing wind project (Jeju), and general wind project. In particular, residents' investment amount, the number of participating residents, and the amount and transparency of the regional cooperation fund were key factors to expand the effect of local economy activation. This evaluation index could be used in public bidding for renewable energy projects such as offshore wind zoning areas of local government.

Strengthening the Competitiveness, Productivity and Innovation of Cross-border Industrial Corridors

  • Over the past few decades, globalization has been shifting economic power upward to transnational actors on the one hand, and downward to subnational or regional spaces on the other. This phenomenon has resulted in the centrality of territorially delimited subnational regions acting as critical loci of economic governance within a complex and globally distributed value chain of trade and service flows. Within this broader context of industrial restructuring are economic regions that span national borders in their collective assets. The paper focuses on investigating the economic competitiveness and productivity of cross-border (or binational) economic regions. Using the conceptual framework of economic clusters, an econometric model that measures proxies of geographic proximity of firms in the life sciences cluster, and a new binational economic model, the paper examines the key characteristics, potentials and constraints of economic competitiveness and productivity in a cross-border region comprising counties in Western New York and regional municipalities in Southern Ontario. The findings demonstrate the direct and indirect benefits of closer cross-border economic cooperation. The paper then concludes with some policy observations about leveraging cross-border economic clusters for strategic industrial cooperation.

The Evolutionary Trends and Influential Factors Analysis of Agricultural Trade between South Korea and RCEP Member Countries

  • With the acceleration of regional economic integration, the agricultural trade network within the RCEP region presents new opportunities and challenges for member countries. This study focuses on agricultural trade among RCEP members from 2011 to 2020, utilizing social network analysis to explore the structural characteristics and evolutionary trends of the trade network. Additionally, an extended gravity model is employed to empirically analyze the key factors influencing South Korea's agricultural trade with other member countries. The findings reveal that: (1) Agricultural trade relationships within the RCEP region are stable and mature, with high interconnectivity in the trade network, indicating a trend towards balanced development. (2) The positions of member countries within the agricultural trade network are characterized by both high density and heterogeneity. (3) South Korea's agricultural trade with RCEP member countries is positively influenced by the economic size, population size, and governance level of its trading partners, while South Korea's own indicators show no significant effect. The trade distance between South Korea and member countries also has a positive impact on agricultural trade. By combining social network analysis with an extended gravity model, this study provides a multi-faceted quantitative analysis of the RCEP agricultural trade network, offering new insights into regional agricultural trade. It also provides empirical evidence for agricultural trade cooperation between South Korea and other RCEP countries.
