Is this New Paradigm to International Information Order in 21th Century?: The Review of Historical Context and Agenda of World Summit on the Information Society (21세기 국제정보질서의 새로운 패러다임?: 정보사회 세계정상회의(WSIS)의 역사적 맥락과 의제 검토)

  • The World Summit on the Information Society (WSIS) was held in two phases. The first phase took place in Geneva, December 2003, and the second phase took place in Tunis, November 2005. The objective of the WSIS was to establish the foundations for an Information Society for all, reflecting all the different interests at stake. In relation to, this article explore the vision and paradigm of WSIS. For this, this article review the historical context of International information order and International agreements, and examine the issues of WSIS. As a result, I recognize, It is valuable that the process of WSIS for Global governance was held among governments and other stakeholders, i.e. the private sector, civil society and international organization. In addition, developing countries's voice are deeply reflected on the WSIS. It is noticeable that ITU played key role as coordinator. However, we are anxious that WSIS's vision for Information society have a bias toward Technology determinism. Eventually, this article argue that WSIS discourse is the lack of any serious and critical structural analysis of the politico-economic context.

  • In recent highly competitive business environment, collaboration has become one of the important business strategies for companies to survive and/or prosper. There are many different types of collaboration strategies, and it is crucial for companies to select the right ones according to the types of collaboration they require. To select the right type of collaboration options for business, in the past research, there have been two important criteria to classify collaboration types, namely governance (who makes key decisions - one kingpin participant or all players?) and membership (can anyone participate, or just select players?). In this research, we add a new classification criterion, recognition of collaboration purpose, which means whether collaborators know or do not know the purpose of collaboration in advance. Recently, we see many cases in which social media data are used in many unknown purposes a priori. In this research, we add such cases to develop new classification model.

  • Recently, researches on IT Service Management (ITSM) for improving information system operation service and information system outsourcing cost estimation model are proliferating. This study suggests a new cost model of IT operation service and optimizing method based upon the characteristics of operation service as a long-term and continuous business service for both user's and service provider's point of view. This study explains the cost optimization model of IT operation service by improving service request management process, such as adequate reception and control, proper valuation, process management using project management methodology, effective organization and time management of service personnel. Especially in this study, service ability improvement effect and fixed operation cost reduction effect are defined to prove the proposed new cost model.

  • In Korea, water management policy had been successfully conducted until late 1980's. During the period, fundamental needs of human-being, such as requirements of drinking and irrigation waters and flood protection for living, had been satisfied. However, most of recent water problems occurred after the late 1980's such as water quality management and new water resources development, have been unresolved and accumulated. Because, our water governing institutions have become ineffective as water management issue has been changed gradually from fundamental human needs such as water supply and/or flood protection to complex/integrated issues, for example, river restoration. To solve those water problems accumulated, we needs a new paradigm of water governing institution such as setting up national water management committee and river basin committee, in order to coordinate water-related ministries' policies and establish national water resources planning in an integrated format.

Pashinyan's Gambit or Armenia's Failed Revolution

  • The article is a critical examination of the political developments in Armenia since the 'Velvet Revolution' of April-May 2018, when, on the wave of massive protests against the ruling regime, new young forces came to power raising amongst broad segments of population enormous enthusiasm and hopes about radical reforms that would lead to profound transformations in the political and socio-economic spheres. It contains a thorough analysis of underlying political processes in the country in an attempt to answer a number of topical questions, so important to get a deeper understanding of the situation in Armenia and in the South Caucasus region. Based on the analysis of the new authorities' performance against the acknowledged benchmarks and standards of democracy consolidation, such as: separation of powers, independence of the judiciary, good governance, transitional justice the author comes to the conclusion that they failed to achieve any breakthrough in the above-mentioned fields. On the contrary, as demonstrated by concrete examples, what occurred in Armenia was not a revolution but a mere regime change under the leadership of Prime Minister Pashinyan, who gradually has concentrated in his hands executive, legislative, and quasi-totality of the judicial branch of power.

  • At the present stage of the world economic development, a new economic system is being formed, in which non-economic values, in particular environmental and social parameters, have become widespread. A new vision of economic activity is being formed, which acquires the qualities of Smart-economy. The purpose of this paper is reveal the features of managing the development of smart cities as specific entities of the Smart-economy. New functions of economic entities are formed within the framework of the Smart-economy concept, while their role and weight in the localities' activity or formation have changed. Determining that the key trends in the Smart-economy development are such as digitalization, greening, socialization, institutionalization, and urbanization, this is necessary to note that all these trends are most active in the formation of urban ecosystems. These trends are determined by the general population growth and the urban population growth, which requires considerable attention to planning each city's development itself. Such planning could ensure the comfort of living for all its inhabitants, quality, safe, and modern life. The Smart-city's key elements and the intellectualized approach implementation planes to the decision of these or those tasks are definedIt is determined that a new ecosystem of governance is being formed.

  • The year of 2013 is the first year that the new president takes the power and administrates the national affairs. In Korea, when the new president comes, the new administration brings big changes in the politics, economy, and society. The government management style has been changed according to the orientation and styles of the new president. Public records management is a critical and effective business tool to establish and carry out the government policies as well as an essential tool for democracy. Modern democracy is based on good governance. Creation and free use of full and accurate public records makes the good communication between the government and the public possible, and people's participation in the policy-making and surveillance of government activities for public good can work. During the present administration, communication between the president and the people was cutoff and people's participation in the national affairs have been further limited. Furthermore, in the present administration, the public records management was not regarded important, Whatever new administration comes, the year of 2013 is the time for the new administration to realize again the importance of the public records management and put it back to the normal track. Here are the major issues in the public records management to be concerned and resolved; (1) to ensure technological and institutional management of the electronic records in the government and safe transfer of the massive electronic records, (2) to establish an independent national records management and archives authority to be based on good governance, (3) to innovate the public records management in the public agencies including their agency records offices (RMO) and records management systems (RMS) (4) to establish local government archives and document local government policies and activities (5) supporting and promotion for documentation of the total society as a public service (6) expanding employment of professional records managers and archivists in the central and local governments, and standardization of professional competency and certification. In this paper, I will introduce the major issues in the public records management and suggest the policies and solutions that the Korean records professionals considered and discussed. This analysis and suggestions are the outcome of our professional considerations and discussions.

  • Corporate reputation is a widely debated topic among academics and a crucial issue in the business world. However, previous research in this area has been scattered and fragmented, leaving room for further study, particularly in terms of reputation measurement methods. Factors such as sustainability reporting, governance attributes, and company characteristics have been linked to improved company reputation. However, there is limited research on the effects of these variables on the new methods of measuring reputation, especially in developing countries like Malaysia. Therefore, the current study developed a new measurement for reputation and aimed to examine the relationship between these variables and the new proxy of reputation. The current study collected secondary data from the company's annual report for two years period of study (i.e., 2018 and 2019) and employed content analysis. A period of two years was chosen and deemed ample to provide insightful findings of the effect of the variables associated with reputation disclosure. The results indicate that sustainability reporting, outside directors, company size, leverage, and profitability significantly impact corporate reputation. This finding suggests that Malaysian PLCs and other firms in developing countries must recognize sustainability reporting as part of their reputation management strategy that influences the company's reputation.

  • As a result of New media that affects the marketing system, it is appeared a new marketing system called Market Platform in terms of market governance of trading. Market Platform is a new marketing system for ideal market system through the community structure from a hierarchy structure. It is determined that Market Platform as the role of adjustment of each side of market, buyer and seller, developed an existing marketing system. In this study, to target the Market Platform has recently emerged as the center of the market management in the new media environment. This study investigates what characteristics and impact of infrastructure of Market Platform will affect the cognitive impact on both buyers and sellers to clarify the impact on the self efficacy of the shopping process. Through this investigation, modeling for the impact that new media environment will attract Market Platform will be developed from the investigation of attractiveness of mobile market platform environment. Changes in the technical media environment gave the characteristics of the customer in the market platform, so consumers could involve not only consumed, but also manufactured. Thus, it is possible to increase the attractiveness if market must be able to not only for the convenience of shopping, but also make people to enjoy the experience of value co-creation. In other words, the new media, as a result of affecting the marketing system, mobile market platform is organized around the market of communication base. Network centrality, visible openness, ubiquitous multiplexity, 3 properties of new media increase the market self-efficacy of their customers. Therefore, the structure of market platform that enhance self-efficacy has higher attractiveness.

The Socio-technical Constituency behind New & Renewable Energy Technology Development in a Latecomer: The Case study of New & Renewable Technology Program of Korea (후발국 신재생에너지기술개발의 동력: 한국의 신재생에너지기술개발사업 사례연구)

  • The study looks at the development of new & renewable technology in a latecomer country, Korea. The main question is whether the development is driven by 'green demand' from the people or by the 'growth demand' from the industry. It also asks what are the characteristics of socio-technical constituency behind the development of new & renewable energy technology; growth-centered or environment-centered. It is found out that a 'New & renewable energy technology socio-techical constituency', consisted of NGOs, industry and government in the form of membership to New & Renwable Energy Policy Council of the government program, was established driving the development of new & renewable energy technology development in Korea. Yet, the coalition among them was based on 'the desire for growth' rather than 'the concern for environment'. The changes in authoritarian development state such as the adoption of governance approach to public decision-making process also contributed to the formation of the constituency.
