신도시 개발이 도시열섬 형성에 미치는 영향 - 분당신도시와 판교지역을 중심으로 - (Influence of New Town Development on the Urban Heat Islands - ln the Case of Pan-Gyo Area and Bun-Dang New Town -)

  • The main purpose of this research is to discuss the urban heat island which will be caused by urbanization, especially by the construction of new town on a wide green zone. Over the last ten years, five new towns have been developed around the Seoul metropolitan area. However these new towns become bedroom communities and create traffic problems between Seoul and its surrounding areas because of an increase in population and a lack of roads and other infrastructures. The construction of another such new town is under consideration in the Pan-gyo area. But it is important that Pan-gyo remains a wide green zone. Many studies show that green space can play an important role in improving urban eco-meteorological, ameliorative capability and air hygiene. The objective of this study is to analyze the urban heat islands of Bund-Dang Si which was constructed in 1996 and of the Pan-Gyo area planned as new town. To investigate the local thermal environment and its negative effects caused by change of the land use type and urbanization we used LANDSAT TM images for extraction of urban surface temperature according to change of land use over 15 years. These data were analyzed together with digital land use and topographic data. As a study result, we found that the thermal island of this area from 1985 to 1999 rapidly increased with a difference of mean temperature of more than 12'E. Before construction of Bun-Dang Si the temperature of this area was the same as the forest, but during the new town construction in 1991, an urban heat island developed. The temperature of forest with a size of over 50% of the investigation area was lowest, which leads us to conclude that the forest cools the urban and its surroundings. The mean temperature of the residential and commercial area is more than +4.5$^{\circ}C$ higher then forest, so this method of land use is the main factor increasing the urban heat island. Urban heat islands and green space play an important role in urban wind systems, i.e. Thermal Induced Air Exchange and Structural Wind Circulation, because of their special properties with regard to energy balance between constructed urban and land. The skill to allocate land use types in urban areas is a very important planning device to reduce air pollution and induce the fresh cold air from green space. An urban climatic experiment featuring a numerical wind simulation study to show the air corridor will be published in a following research paper.

Vertical response spectra for an impact on ground surface

  • An impact on the ground surface may represent several phenomena, such as a crash of an airplane or an explosion or the passage of a train. In order to analyze and design structures and equipment to resist such a type of shocks, the response spectra for an impact on the ground must be given. We investigated the half-space motions due to impact using the finite element method. We performed extensive parametric analyses to define a suitable finite element model and arrive at displacement time histories and response spectra at varying distances from the impact point. The principal scope of our study has been to derive response spectra which: (a) provide insight and illustrate in detail the half-space response to an impact load, (b) can be readily used for the analysis of structures resting on a ground subjected to an impact and (c) are a new family of results for the impact problem and can serve as reference for future research.

  • The purpose of this study is to derive a model of urban regeneration business using idle facilities in the old city center. The scope of the study was set as empty houses and empty stores owned by private companies, and analyzed the 50 central city revitalization projects using idle facilities in 14 local cities in Japan. The results of this study are follows; First, as an urban regeneration strategy using idle facilities in the old town, it was a combination of other functions centering on commercial functions or introducing new functions required in the city center. Second, various financial supports have been provided to induce the utilization of idle facilities by the private sector, and different strategies have been implemented for businesses that need maintenance first. Third, based on the analysis results, it was possible to derive urban regeneration business model. Fourth, in order to operate smooth business, it is a need for an organization that is in charge of reviewing the consistency of upper-level planning and urban guiding functions such as urban revitalization plan, balance review of expenditure and revenues by cost subsidy and loan repayment, consultation among the business partners.

수도권 신도시 개발이 인구이동과 통근통행패턴에 미친 영향 (The Influence of New Town Development on the Changes of the Migration and Commuting Patterns in the Capital Region)

  • 서울로의 인구밀집화는 만성적인 서울의 주택난을 가져왔으며, 이를 해결하기 위해 서울 주변에 신도시 개발이 이루어졌다. 본 연구는 최근 10년간 수도권의 신도시 개발에 따른 인구이동과 통근통행패턴의 변화를 분석하는데 목적을 두었으며, 특히 신도시들이 성장하면서 자족성이 커져서 통근통행 패턴의 변화를 일으키는지 또는 여전히 서울에 의존적인 가를 분석하는데 초점을 두었다. 지난 10년 동안 이루어진 신도시 및 대규모 택지개발은 인구이동 패턴에 엄청난 영향을 미쳤으며, 주거지 이주 목적으로 이루어진 인구이동은 통근통행패턴에도 영향을 미친 것으로 나타났다. 도시개발사업이 경기북부로 확대되어 나감에 따라 인구이동 흐름도 수도권 전역으로 확대되고 통근통행패턴도 변화되면서 서울대도시권이 광역화되고 있는 것으로 나타났다. 지난 10년동안 신도시들의 자족수준의 변화를 분석한 결과 시간이 지나면서 자족수준이 높아져가고 있는 것으로 나타났다. 따라서 신도시들이 경제적 기능을 점차 강화시켜 나가고 있다고 보이며, 이는 향후 수도권의 새로운 고용중심지로 부상될 잠재성을 갖고 있음을 시사해준다. 향후 신도시의 직주불균형을 완화하고 자족성을 높이는 정책은 수도권의 교통문제를 해결하는 좋은 씨 괼 수도 있을 것이다.

신도시 개발에 따른 첨두유출량과 토양유실량 변화에 관한 연구 -목포시 남악 신도시 개발지를 대상으로- (A Study on the Peak Discharge and Soil Loss Variation due to the New Town Development - In the Case of Namak New Town Development Area -)

  • The purpose of this study is to explore the hydrological impacts and soil loss variation due to the land use change of Namak New Town development area. The analysis of hydrological effects and soil loss variation has been carried out using GIS in this study. In order to estimate the peak runoff volume, the Rational Method which is the most popular technique to predict runoff amounts is used. To estimate the soil loss in the study area, Universal Soil Loss Equation(USLE), which is one of the most comprehensive and useful technique to predict soil erosion is adopted. The result of this study has shown that the peak runoff volume and the total soil loss increase according to the land use change. The peak runoff volume and the total soil loss have been increased about 2 times and about 48 times more than that of pre development. The increasing of the peak runoff volume can be effective erosion, flooding and so on. A careful city planning is the first essential step to minimize the environmental impacts and to construct the ecological city.

  • 본 연구는 사용자의 요구에 순응하는 서비스 디자인 기법과 프로세스를 기준으로 기존의 보행공간을 재설계함으로써 신도시 개발지에 안전한 보행공간 확보방안을 제시하는데 목적을 두고 있다. 연구의 순서로는 이론고찰을 통해 서비스 디자인의 개념과 프로세스에 대해 검토하고, 사용자 여정분석을 통한 디자인 지점 즉, 터치포인트를 도출함으로써 연구의 준거를 마련한다. 이를 토대로 화성 동탄 신도시를 대상으로 서비스 디자인 터치포인트를 교통신호체계, 교차로 보행환경, 보도육교, 접근도로로 결정하고, 문제발견, 콘셉 디자인, 디자인 반영, 제도검토에 이르는 디자인 프로세스에 의한 터치포인트별 보행안전 확보방안을 제시함으로서 인간중심의 도시조성을 위한 도시설계적 디자인 방향을 제시하였다.

광교신도시 완충녹지의 입지와 이용만족도 연구 (A Study on Location and User Satisfaction of the Green Buffer Zone in Gwanggyo New Town)

  • The purpose of this study is to find out that it can be provided as a basic data to increase the satisfaction with users in the placement and creation of the Green Buffer Zone. In this study, the research was started on the Green Buffer Zone in Gwanggyo new town, which was rebuilt as the zone to use according to the change of legal installation standard of the zone. The subject of this study is the Green Buffer Zone in Gwanggyo new town, which is expected to be completed in step 4 of 2016. As a result of analysing the location and use characteristics of the Green Buffer Zone, the following conclusions were made. First of all, it is categorized into two categories by Buffering / disaster prevention type and land to use adjustment type. Second, the buffer space of commercial space and housing is satisfying, but in commercial space, there is a need for a cushioning function and housing spaces require improvements in the functioning of the landscape. Third, the function of the Green Buffer Zone resets to cushioning function, disaster prevention function, landscape function, utilization function. and The installation criteria are proposed to environmental pollution, noise abatement, and planting trees, etc. Lastly, the future utilization plan considering the location and use characteristics of the Green Buffer Zone is as follows. In the planning stage, preference is given to the characteristics of use of arranging green facility. It is necessary to manage the planned facilities as much as possible by changing them if necessary. Construction stage, it restrictively reflects landscaping facilities within the Green Buffer Zone function. After stage, This study will prioritize the target areas and select necessary areas and need to make efforts to prevent indiscriminate greenery encroachment.

Low Impact Urban Development For Climate Change and Natural Disaster Prevention

  • Increase of impervious areas due to expansion of housing area, commercial and business building of urban is resulting in property change of stormwater runoff. Also, rapid urbanization and heavy rain due to climate change lead to urban flood and debris flow damage. In 2010 and 2011, Seoul had experienced shocking flooding damages by heavy rain. All these have led to increased interest in applying LID and decentralized rainwater management as a means of urban hydrologic cycle restoration and Natural Disaster Prevention such as flooding and so on. Urban development is a cause of expansion of impervious area. It reduces infiltration of rain water and may increase runoff volume from storms. Low Impact Development (LID) methods is to mimic the predevelopment site hydrology by using site design techniques that store, infiltrate, evaporate, detain runoff, and reduction flooding. Use of these techniques helps to reduce off-site runoff and ensure adequate groundwater recharge. The contents of this paper include a hydrologic analysis on a site and an evaluation of flooding reduction effect of LID practice facilities planned on the site. The region of this Case study is LID Rainwater Management Demonstration District in A-new town and P-new town, Korea. LID Practice facilities were designed on the area of rainwater management demonstration district in new town. We performed analysis of reduction effect about flood discharge. SWMM5 has been developed as a model to analyze the hydrologic impacts of LID facilities. For this study, we used weather data for around 38 years from January 1973 to August 2014 collected from the new town City Observatory near the district. Using the weather data, we performed continuous simulation of urban runoff in order to analyze impacts on the Stream from the development of the district and the installation of LID facilities. This is a new approach to stormwater management system which is different from existing end-of-pipe type management system. We suggest that LID should be discussed as a efficient method of urban disasters and climate change control in future land use, sewer and stormwater management planning.

지속가능한 도시개발사업 추진을 위한 계획시스템 개선방안 -환경생태계획 도입을 중심으로 - (Improving of Planning System for Sustainable Urban Development -Focus on Introducing Environmental and Ecological Planning-)

  • 본 연구는 도시화 과정의 하나로 일어나는 개발사업이 지속가능한 형태로 추진되기 위한 방안을 모색하였으며, 그 중에서도 현재 대규모 개발사업인 신도시를 중심으로 적용하고 있는 환경생태계획의 실태와 문제점을 심층 검토하고 개선방안을 도출하고자 하였다 특히 도시 관련 개발사업 중 크게 구분할 수 있는 도시개발사업(도시개발법에 근거)과 택지개발사업(택지개발촉진법에 근거)의 입지 및 개발방식의 차별성을 고려하여 개선방안을 제시하였다. 우선, 선행 연구결과들을 바탕으로 설정한 원칙과 문제점에 근거하여 환경생태계획 대상 사업 규모를 설정하였으며, 환경생태계획의 절차적 개선방안에서는 크게 입지 및 지구지정 단계, 개발계획단계, 실시계획 단계, 사후관리 단계로 구분하여 문헌과 전문가 의견수렴을 바탕으로 문제점 및 해결방안을 제시하였다. 계획체계 측면 개선을 고려한 환경생태계획의 내용적 범위는 계획의 개요, 환경생태구상, 공간구조 골격 구상, 도시환경 재생 및 영향 저감계획으로 구분하여 도출되었다. 특히 도시개발사업은 복원 혹은 새롭게 창출해야 하는 조성녹지 확보와 이를 고려한 생태적 연결성 확보, 그리고 생태면적률 확보가 택지개발사업은 보전지역과 환경용량, 광역녹지축 등의 고려가 차별성 있게 고려되어야할 것으로 보인다. 이상의 결과들을 종합하여 환경생태계획과 개발계획, 환경성평가 각각의 기능과 연계성을 정립하였으며, 이들 간의 연계성 정립을 통해 장기적으로 지속가능한 토지개발이 가능한 형태로 발전될 것으로 판단되었다.

  • 본 연구는 울산광역시 울주군이 시행하고 있는 특성화마을 만들기 사업의 성공가능성을 높이기 위해 지역의 이야기 자원을 이용한 스토리텔링 기반의 경관색채계획에 대한 제언이다. 어음하리마을 특성화마을 만들기 사업은 울산에서는 처음이며, 어음하리 마을의 자원에다가 지역의 이야기를 부여해 스토리텔링 거리로 탈바꿈시키고자 구체적인 사업계획을 진행 중이다. 울주군은 이들 마을을 정비해 관광객 유치 및 지역 경제 활성화에 큰 도움이 될 것이라고 기대하고 있다. 이처럼 스토리텔링을 이용한 지역 마케팅이 최근 지역개발의 한계를 극복할 수 있는 바람직한 방법으로 활용되고 있으며, 이는 경관색채계획의 새로운 가능성을 제시하고 있다. 따라서 어음하리마을의 풍토색을 토대로 이야기 자원에서 브랜드스토리를 추출하고 이를 색채계획에 적용하여 마을 단위의 개성적인 색채 아이덴티티를 만들어내고자 하였다. 이는 현재 지자체 별로 시행하고 있는 대규모 정비에 의한 색채계획에서 탈피하여 색채가 지역 아이덴티티 확립과 더불어 지역활성화 수단으로 활용할 수 있는 가치를 발견하는 하나의 방향이 될 수 있다는 점에서 연구 의의가 있다.
