A Study on the Improvement of the Management Plan of City Master Planning as ODA Project (ODA 사업으로서 도시 마스터플랜 수립 사업의운영방식 개선에 관한 연구)

  • This study aims to find out the better management plan for city master plannning as an ODA to accomplish the economic effect. For this study, the "Hai Phong New Town Development Project" and the "Modification of Hue City's Master Plan" were studied. The result of the case study shows that there was difference between the two projects which was the status of following projects. While those two projects were highly acclaimed, only Hue project had several projects. This is because of the understanding degree on ODA project of participants, the distinct characteristics of the recipient country; Vietnamese local and central government, and the difference of each project's main purpose. And the result of FGI shows that to accomplish economic effects of master planning project as ODA, the enthusiastic approach to find out following project from the beginning step of the master planning, the experience of project manager on ODA, the close association with the recipient country, and the positive support from the Koica especially, the local office were crucial.

The Policy Proposal for Selecting Facility-stems of Rural Living Environment Renewal Program (농촌생활환경정비 대상 시설항목의 선정: 정책적 제안)

  • The problem of outdated and surplus facility-items in existing Rural Living Environment Renewal Program(RLERP) makes this study focus on restricting the range of facility sorts for the purpose of coㅁins with the changing rural living environment. In the four aspects of plan establishment, project implementation, comprehensiveness and linkage between programs, this study made an analysis of the existing RLERP that has 4-stage hierarchy, namely, Gun(county), Myun(primary administrative district), village and project site level Firstly, Myun and upper level policy programs fulfill the comprehensiveness and planning aspects, but have defects in the implementation and linkage aspects. Secondly, the village level programs satisfies more or less the four condition, but give rise to the problems of equity between the project target village and the non-target, and of generalization of the planning method applying to a specific village. At last, project level programs, controlled by several ministries, have defects in comprehensiveness and linkage aspects, exposing the sectoralism of central government. Above all, the existing RLERP has so many facility items, which have led to inefficient investment till now. Therefore, it's necessary that the environmental facilities should be selected(simultaneously reduced ), referring to following 5 criteria. (1) Exception of facilities relating to agricultural production. (2) Confined to public facilities to be constructed by government support. (3) Common-use facilities located in small town and below level area. (4) Consideration of not only the present need but also the future need of rural residents. (5) Reflection of a regional difference of mountain, plane and suburban area. Just 13 kinds of living environmental facilities are finally selected as the result of the selecting work, which can be an new alternative for RLERP. Concludingly, the selected facility items should be integrated into a designated project site by the prepared plan in order to enhance the efficiency of RLERP, investment and also to satisfy the four analytic aspects mentioned above.

An Analysis of the Characteristics of the Transition Trand of the Multi-family Housing Theory by Planning Community Units - Focused on the new town planning in Korea - (생활권 개념의 변화에 따른 주거지 계획의 시기별 특성 변화 - 국내 신도시 및 신시가지 계획을 중심으로 -)

  • A planned access method on constantly-changing-community unit plan changes and develops based on the periodical situation and also plan theory. In this research, it is to present the link between the theory of complex city change and the plan factor of it, and to show how Korean residential complex plan has changed as time passed and how new concept of city plan came up and by applying new methods how can this affect our real world and the past plan. In the phase of analysis, it analyzed the flow of 'community unit plan' and its theory and investigated the factor of compositional space and built a analysis frame. The factors of community unit plan are space structure, size and shape of block, population, distribution of facilities and movement system. It chose the place that can represent the flow of community unit plan trand and that indicates the obvious development leading to Jamsil (1975), Gwa Chun (1980), Mok Dong (1983), Sang Ge (1985), Ilsan (1989), Dong tan (2001) and Eun Jung (2003) total of 7 places. And to compare a similar size of the city, it selected a small community unit. Based on the result of theoretical study and prior research, it can be said that the space composition style has change from a whole complete complex area to a linked-cross over community unit and the access of urban level was on set. Also, a pedestrian walking area was secured and the dense of building structure and pleasant environment wanting need was in balance. For facility plans, the usage of facility and functional change brought change of type, size and disposition. The walking area for pedestrian became a huge matter. Therefore, market, education, public facilities and green system collaborated to co-build a whole community unit and activated the walking environment. Also, public transportation, environment friendly city organization was built.

Master plan of Seomoon Bridge Area (서문교 활용방안 기본계획)

  • The Seomoon Bridge, a new planning site, is located in Sangdang-Gu Seomoon-Dong, Chongju and is the oldest bridge built during the rule of Japanese imperialism. As the name implies, Seomoon Bridge is located on the site adjacent to west gate. The Seomoon Bridge is an important bridge as an historical trace of the vanished town of Chongu. However, as new roads and bridges are built, the Seomoon Bridge is losing its functional aspects and has become an area crowed by many street stalls. Closely located newer to Sajic Fountain, the Seomoon Bridge, which has symbolically significant meaning, now faces many problems such as non-practical use of bridge, indifferent management and non-locality, which creates a negative effect on the surrounding cityscape. given this situation, in 2001, 2, Chongju city published an appeal for public subscription of a practical use plan which may design a new, landmark and establish resting spaces for the public. The basic direction of this planning is designed to be place as the symbolic space representing Chongju, and integrated with the surrounding environmental elements such as Moosim-Cheon(stream) and Sajic Fountain, and as a recreational, resting and leisure space of the public. Especially nightscape of the bridge inspires a fresh impact on many people. Because of the widespread influence of developed cities, diverse spaces which already exist or have disappeared may be reclaimed. By establishing appropriate use plans rather than negligence, this project will propose the improved quality of cityscape and show the possibility of bublic´s outdoor living space, and our team will find out the meaning in these approach methods.

A fundamental study on the development of feasibility assessment system for utility tunnel by urban patterns (도심지 유형별 공동구 설치 타당성 평가시스템 개발에 관한 기초 연구)

  • The road network system of major domestic urban areas such as city of Seoul was rapidly developed and regionally expanded. In addition, many kinds of life-lines such as electrical cables, telephone cables, water&sewerage lines, heat&cold conduits and gas lines were needed in order for urban residents to live comfortably. Therefore, most of the life-lines were individually buried in underground and individually managed. The utility tunnel is defined as the urban planning facilities for commonly installing life-lines in the National Land Planning Act. Expectation effectiveness of urban utility tunnels is reducing repeated excavation of roads, improvement of urban landscape; road pavement durability; driving performance and traffic flow. It can also be expected that ensuring disaster safety for earthquakes and sinkholes, smart-grind and electric vehicle supply, rapid response to changes in future living environment and etc. Therefore, necessity of urban utility tunnels has recently increased. However, all of the constructed utility tunnels are cut-and-cover tunnels domestically, which is included in development of new-town areas. Since urban areas can not accommodate all buried life-lines, it is necessary to study the feasibility assessment system for utility tunnel by urban patterns and capacity optimization for urban utility tunnels. In this study, we break away from the new-town utility tunnels and suggest a quantitative assessment model based on the evaluation index for urban areas. In addition, we also develop a program that can implement a quantitative evaluation system by subdividing the feasibility assessment system of urban patterns. Ultimately, this study can contribute to be activated the urban utility tunnel.

Analysis of Grounding Resistance for Zero Energy Town Floating PV System Using Underground Wiring (매설지선 방식을 적용한 에너지 자립마을용 수상 태양광 발전 시스템의 접지저항 분석)

  • Floating PV system is installed on the water such as artificial lake, reservoir, river for the purposes of zero energy town and/or large scale of PV station. There are electrical gains from cooling effect by water and reflection of water surface. Particularly, floating PV power station with high efficiency solar cell modules receives a lot of attention recently. Floating PV system is installed on the water, which means grounding method to the frame of solar cell and electrical box such as connector band and distribution panelboard should be applied in different way from grounding method of PV system on land. The grounding resistance should be 10[${\Omega}$] in case the voltage is over 400[V] in accordance with Korean Standard. The applicable parameters are the resistivity of water in various circumstances, depth of water, and length of electrode in order to meet 10[${\Omega}$] of grounding resistance. We calculated appropriate length of the electrode on the basis of theoretical equation of grounding resistance and analyzed the relation between each parameters through MATLAB simulation. This paper explains grounding system of floating PV power station and presents considerations on grounding design according to the resistivity of water.

Strategies to Improve Parks' Accessibility in City - Focus on Gyeonggi-do Region - (도시공원의 접근성 향상 방안 연구 - 경기도 권역을 중심으로 -)

  • The purpose of this study is to analyze the arrangement of parks, in whole city level by using park's effective distance and to find the accessibility obstacles in case of using parks, in boundary of each parks' effective distance, so that to show how to improve communities' usage of city parks. The 8 cities in Gyeonggi-do and analysed the effective distance of parks. To find the accessibility obstacles in the boundary of parks' effective distance, 1) we choose 18 sample parks and extract obstacles - wide road, rail road, river- in interior and verify it by field survey and asking the park user's residents directly. The main findings of this study can be summarized as follows: First, Ansan city and Goyang city are only satisfied with the minimal city parks size standard, so that the rest 6 cities are lack of quantities which residents can use. The result of analyzing effective distance in whole city level, parks are mainly designated in new-town, so that most cities which have old-towns have very poor park systems to use. Because Ansan city is new-planned city, it is very effective arrangement in park systems exceptionally. Second, $96.2\%$ of park users' are living in the area which was easy to gain access not intercepted by wide road, rail road or river. Third, therefore at the stage of planning park, effective distance and resident's accessibility as well as park's supply quantitatively are needed to be considered. In addition, selection of location and elevation of resident's safety and accessibility through making a plan must be reflected. In the low accessibility area, the program to improve park's accessibility and amenity - like making small park or pocket park, linking parks with resident-friendly road etc.- has to be investigated.

A Basic Study on the Improvement of Pedestrian Environment to Reduce Traffic Accidents in Multi-family Housing Complex - Focused on Dongtan 2 New Town in Hwaseong, Gyeonggi Province - (공동주택 단지 내 교통사고 저감을 위한 보행환경 개선에 대한 기초연구 - 경기도 화성시 동탄면 동탄2신도시 사례 중심으로 -)

  • New towns and large multi-family housing complexes are being built in the capital region of Korea, with the goal of creating safe and pedestrian-friendly cities. Traffic accidents in such residential complexes, however, is on the rise, creating social problems. While there have been many previous studies on problems with pedestrian environment; there is a dearth of studies that take design-based approach to ensure safety in pedestrian environment within residential complexes. Therefore, this study aims to prevent traffic accidents by properly planning pedestrian environment within multi-family housing complexes, in addition to emphasizing theories related to planning safer pedestrian environment in general. This study found the following design directions required to improve the design theory of pedestrian safety in multi-family housing complexes: (1) Linking traffic facilities and residential complex spaces in Korea; (2) Considering implementation of United Kingdom road systems; (3) Establishing appropriate objectives for each residential complex based on case study. In response to these findings, the study selected the A84BL complex in Hwaseong Dongtan 2 Complex located in Dongtan-myeon, Hwaseong-si in Gyeonggi Province, Korea. Items that can be implemented, as well as spatial design directions, were discussed with a focus on private vehicles, pedestrians, and service vehicles.

  • This study has done to extract the characteristics of contemporary urban design idea for waterfront industrial-logistics city through the comparative analysis on the 5 prize winning pieces which had submitted for "The Competition of Urban Concept for the Busan River City" by leading urban architectural designers who have futuristic and international vision. Following the analysis on design guideline with the 5 categorical subject (concept, land use, transportation, residencial area, open space), the characteristics and differences of each design are summarized. The result can be utilized for the waterfront planning and design including new town project.

A Study on the Management Service Charge in Multi-Family Housing : The Opinions of the Residents and Housing Managers in Condominium (아파트의 입주자관리 서비스 비용 부과 방식에 대한 연구 - 분양아파트 거주자와 관리자의 의견을 중심으로 -)

  • The purpose of this study was to explore the attitudes about the management service charge in multi-family housing. Recently, increasing needs of urban families in residential housing management services were apparent in many studies, but the way that they charge for the management services was not dear. Research method was social survey with questionnaire from 484 residents and 84 housing managers of multi-family housing in Seoul and new town area. Research results showed that residents recognized the management services should be free of charge or imposed actual expenses, but managers recognized the management services as charged services. To provide efficient housing management services for residents in multi-family housing, human resources should be inputted. Therefore, this study suggested that the participation of residents in housing management service is recommendable as a way of lessen the economic burden of management service charge, but also to have an opportunity to interest in their community activities.
