EVMS(Earned Value Management System) came to the proper method for integrated cost-schedule control and Government announced EVMS application plan. After that, many studies related adaptability, activation, model, and process reflecting the characteristics of the domestic construction industry are proceeded in construction sites and schools. This thesis is a study of EVMS process. The purpose of this paper is to analyze the problems of previous researches for EVMS Process and to suggest the EVMS application Process based on Project Management Processes of PMBOK. In this kind of view, this thesis suggests the new direction to study EVMS process. And furthermore, this process is suggested for showing a framework of EVMS in Korean construction project are identified.

Successful project planning relies on a good estimation of the effort required to complete a project, together with the schedule options that may be available. Despite the extensive research done developing new and better models, existing software effort estimation models are present only the total effort and instantaneous effort function for the software life-cycle. Also, Putnam presents constant effort rate in each phase. However, the size of total effort are variable according to the software projects under the influence of its size, complexity and operational environment. As a result, the allocated effort in each phase also differ from project to project. This paper suggests the criteria for effort allocation in planning, specifying, building, testing and implementing phase followed by the project total effort. These criteria are derived from 183 different projects. This result can be considered as a practical guideline in management of project schedule and effort allocation.

This study attempted to investigate the changes in the perception of local government officials about agricultural infrastructure improvement projects due to the financial policy changes. A total of 141 local government officials were surveyed on the priority, the current status of the agricultural infrastructure improvement projects. Irrigation facilities renovation project and Small drainage improvement project had generally high priority, while Support project of cultivation basis for upland crops in paddy, Large scale land readjustment project, and Upland infrastructure improvement project had low priorities. After the introduction of the block grant system, agricultural infrastructure improvement projects had often been conducted by collecting opinions from local residents. The officials in charge of local governments recognized that the agricultural infrastructure improvement projects were reduced due to lack of financial resources and project potential sites. In response to the changes in the agricultural infrastructure improvement projects, most of the surveys showed that the influence of cities and provinces was strengthened. In addition, respondents most needed to improve the subsidy rate and there were a large number of cases requiring differential support to meet the characteristics of the local government. Therefore, it will be necessary to present a new perspective on the agricultural infrastructure improvement projects and to suggest differentiated projects for each regions.
