Traditionally, road projects are initiated based on an assessment of their economic benefit, after which the environmental, social and governance effects are addressed discretely for the project according to a set of predetermined alternatives. Sustainable road infrastructure planning is vital as issues like diminishing access to road construction supplies, water scarcity, Greenhouse Gas emissions, road-related fatalities and congestion pricing etc., have imposed severe economic, social, and environmental damages to the society. In the process of addressing these sustainability factors in the operational phase of the project, the dynamics of these factors are generally ignored. This paper argues that effective delivery of sustainable roads should consider such dynamics and highlights how different aspects of sustainability have the potential to affect project sustainability. The paper initially presents the different sustainability-assessment tools that have been developed to determine the sustainability performance of road projects and discuss the inability of these tools to model the interrelationships among sustainability-related factors. The paper then argues the need for a new assessment framework that facilitates modelling these dynamics at the macro-level (system level) and helping policymakers for sustainable infrastructure planning through evaluating regulatory policies.

International virtual teamwork offers new opportunities for the professional development of teachers. In this paper, we examine the initial experiences in an ongoing international virtual benchmarking project coordinated by the Finnish Online University of Applied Sciences. What challenges does an international context present for project construction and collaboration? Data from five countries, in the form of participant reflections and researchers' observations, were analysed according to four types of barriers: language, time, technical and mental barriers. Initial data indicates that trust is an essential starting point, as there is neither time nor possibilities to build mutual trust by traditional means. Organisational confidentiality issues, however, can complicate the situation. The project introduces 'collision' as a method of professional development, in which physical and organisational borders are crossed and the skills and competencies needed in global learning environments are acquired.

Early cost estimates are important to decision-making for a construction project. Moreover, the possibility of reducing the project cost is getting less as the project is progressed. Case-based reasoning (CBR), which can be viewed as an effective method for early cost estimating, is widely utilized recently. Early cost estimates using CBR have advantages over the traditional ones as they produce reasonable outputs and self-studying is possible by simply adding new cases. Case-based reasoning is composed of a cycle of retrieve, reuse, revise, and retain process. However, in the majority of research cases, they are focused on how to retrieve the similar cases, instead of revising the cases which is expected to increase accuracy results of cost estimation. This research suggests a method of revising retrieved similar cases in a GA-CBR cost model which is widely studied and utilized for early cost estimating recently. To validate the proposed method, case study is conducted based on Korean public apartment projects.

"Borderless village" is a kind of alternative social project to build a multi cultural community of migrant workers around Wongok-Dong, Ansan leaded by Ansan Migrant Center since 1999. We thought this project deserved attention from a view point of social sciences for such reasons as follows. (1)This project could give an opportunity for us to examine the concrete effects of globalization on local areas and responses of these areas to those ones. (2)This project was composed of theoretical concepts very similar to those of reflexive modernization theory. So by examining this project we could have a chance to judge the validity of the latter. (3)The process of making discourses on this project was very interesting. It looks like more democratic and constructive one than others. (4)This project proposed the problem of creating a new form or way of social movement different from so called 'old or new social movements.' Our provisional conclusion of this study was this project could be estimated as very creative and progressive one but it was too abstract to be realistic and effective yet.
Nuclear accidents such as Fukushima Daiichi have highlighted the potential of passive safety systems to replace or complement active safety systems as part of the overall prevention and/or mitigation strategies. In addition, passive systems are key features of Small Modular Reactors (SMRs), for which they are becoming almost unavoidable and are part of the basic design of many reactors available in today's nuclear market. Nevertheless, their potential to significantly increase the safety of nuclear power plants still needs to be strengthened, in particular the ability of computer codes to determine their performance and reliability in industrial applications and support the safety demonstration. The PASTELS project (September 2020-February 2024), funded by the European Commission "Euratom H2020" programme, is devoted to the study of passive systems relying on natural circulation. The project focuses on two types, namely the SAfety COndenser (SACO) for the evacuation of the core residual power and the Containment Wall Condenser (CWC) for the reduction of heat and pressure in the containment vessel in case of accident. A specific design for each of these systems is being investigated in the project. Firstly, a straight vertical pool type of SACO has been implemented on the Framatome's PKL loop at Erlangen. It represents a tube bundle type heat exchanger that transfers heat from the secondary circuit to the water pool in which it is immersed by condensing the vapour generated in the steam generator. Secondly, the project relies on the CWC installed on the PASI test loop at LUT University in Finland. This facility reproduces the thermal-hydraulic behaviour of a Passive Containment Cooling System (PCCS) mainly composed of a CWC, a heat exchanger in the containment vessel connected to a water tank at atmospheric pressure outside the vessel which represents the ultimate heat sink. Several activities are carried out within the framework of the project. Different tests are conducted on these integral test facilities to produce new and relevant experimental data allowing to better characterize the physical behaviours and the performances of these systems for various thermo-hydraulic conditions. These test programmes are simulated by different codes acting at different scales, mainly system and CFD codes. New "system/CFD" coupling approaches are also considered to evaluate their potential to benefit both from the accuracy of CFD in regions where local 3D effects are dominant and system codes whose computational speed, robustness and general level of physical validation are particularly appreciated in industrial studies. In parallel, the project includes the study of single and two-phase natural circulation loops through a bibliographical study and the simulations of the PERSEO and HERO-2 experimental facilities. After a synthetic presentation of the project and its objectives, this article provides the reader with findings related to the physical analysis of the test results obtained on the PKL and PASI installations as well an overall evaluation of the capability of the different numerical tools to simulate passive systems.

As the innovation of computer and communication technology, IT has played a role of increasing the business efficiency and offering new business opportunities. Many organizations have tried to launch IT projects, and the investment scale has been getting bigger. However, a lot of IT projects have been failed because of the difficulties of project management. Therefore, the purpose of this study is to know how the roles of project governance affect the project performance and what role of the project governance will be affected to solve the problems which might be taken place while developing the project. As the results of this study, the roles of project governance - linking, coordination, control, strategic direction, support, societal embedding, highly affect the project performance. To solve the problems which might be occurred while implementing the project, the control and the societal embedding roles playa crucial role compared to the other roles of the project governance. In other words, the roles of project governance should be utilized for the success of IT project, and the control and the societal embedding of the project governance should be modified and complemented to solve the problems which might be occurred while developing the project.
Up to date, the economic feasibility analysis on land consolidation and on-farm development projects were mainly depended upon the direct benefits from market value of project outputs. Therefore the projects were neglected in allocation of the government's financial funds and loans on account of undervaluation of the project benefits including socio-economic and environmental values of the projects. Accordingly the Extended Benefit Cost Analysis Method should be adapted to cover not only the benefits such as non-market values of environmental functions of the projects and but also the economic market values of the project outputs. The main objectives of this study is (1) to provision of the guideline for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits such as Productivity increase effect, labor saving effect, off-farm income increase effect during off-farm season, saving of O&M cost of farm mechanization, enhance of farmer's public health, increase of environmental public function of paddy fields, effect of food security and establishment of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible the analysis of non-market goods such as the food security value and the environmental public value of paddy fields. To carry out the study, the publication on the guideline for economic analysis of agricultural projects were reviewed and consulted and for the post evaluation of the land consolidation and on-farm development project, field survey in Jeongja area were made for the feasibility study of the project by new method. According to the initial project plan, Jeongja land consolidation and on-farm development project has 96ha of benefit area and the project was started in 1989 and completed in the spring, 1990. The total project costs were amounted to 1,052 million won and the annual project benefits were estimated at 135.4 million in 1989 constant market prices. On the other hand, the newly estimated project benefits as a part of post evaluation of the project were amounted to 602.1 million won including all the benefits from the market and non-market commodities of the project as mentioned above column. The original IRP(Internal rate of return) of the project was estimated at 15.81%. On the other hand, the IRR of the post evaluation of the project was amounted to 16.83%. In case of including the benefit from the environment public function of paddy field, the SRR(Social Rate of Return) was reached to 38.81% and when we added the benefit from food security of the project, the SRR showed very high rate as 46.41%. In conclusion, the project were verified socio-economically feasible and environmentally sustainable considering the above decision making criteria.
This paper is to introduce the R&D project called "Improvement of Automatic Gene-ration Control Related Systems for New Energy Management system". The principal objective of this project is to demonstrate AGC operation capabilities that are suitable to new EMS environment and to show the validity of Set-Point Control Method. A number of developments and enhancements have been made to the generator's Remote Terminal Unit in which new ASTC is being developed and installed. The so-called ACC Signal Transfer Card(ASTC) will include RTU's Set-Point Control capabilities. It is expected that over next few months both RTU & DCS software modifications will be given and a relatively new Set-Point Control Method will be chosen instead of those from more conventional method, pulse control method.

This landscape design proposal was presented for a competition for mixed-use development project by project financing in Asan Baebang which was held by the Korea National Housing Corporation in July of 2005. The site is a center of Asan Baebang New Town Development District and has a commercial area of $57,929m^{2}$. Design guidelines and judging criteria of this competition were to build a symbolic center and cultural core for district, to elevate positive image and identity of Asan New Town by attractive place making, to link with separated block in the site and regional context, and to make environmentally sustainable design by creating an attractive waterfront of Jang Jae stream passing through the site. This is the most important condition for the design. Therefore, the authors developed design concept and strategy within the guidelines and this conditions. The schema of the design was introduced by the water in the site. To evolve design concept, we reinterpreted water and context in the site combining with landscape design strategy. So the proposal set the main design concept as 'all that is solid melt into water' as if Marshall Berman said. By doing that, design concept of the proposal evolved as follows: 'extension' of water and greer, 'a joint' of space,'newness' of experience, 'breath' of consensus with each other. The spatial concept of this project was developed by expressing five theme spaces; eco zone, entertainment zone, art zone, culture zone, leisure zone. These theme spaces were consecutively placed along the pedestrian path and to consists of vertical layer in each level and diverse design technique and spatial effects are used.

With the increased demand on housing quality and effective urban redevelopment, a new paradigm in reconstruction project is in need. Especially, the Urban and Residential Environment Improvement Law which initiated on July 1, 2003 has become a significant turning point. This code is expected to function as a consistent and systematic measure. This study will examine the code's major concepts and methods to progress reconstruction projects effectively. The application of construction management is examined carefully since the new code requires renewal project consulting firms to function as a professional complement rather than simply perform administration work, as in the past. Also, construction managing methods that can be related to renewal project consulting are examined and speculated. Lastly, methods to improve efficiency in reconstruction projects are introduced through case study and analysis on applicability and expected results.
