Managing of local government public service is innovation strategy of local government public service using choice and competition principle. It is by the mad scientists that the ontological and epistemological turn was made in that scientific era. They achieved a scientific revolution although they were regarded as eccentric, comic, unsound, and evil ones in the dark and dismal labs. Likewise, a scientist who would like to create an anomaly, something novel and abnormal, tended to be considered mad and treated as such either because of his scientific theory which differed from those of other scientists or because his obstinate methodology was often blamed for its immorality and profaneness. Despite the fanciful purpose and the anomalous way in which the mad scientists did their experiments, these were attempts to explore new scientific terrain and find something new or unexpected, which often raised controversies between the old paradigm and the new one. As Thomas Kuhn manifests, subsequently, "an older paradigm is replaced in whole or in part by an incompatible new one" and then, "there must be a conflict between the paradigm that discloses anomaly and the one that later renders the anomaly lawlike." In that sense, Frankenstein's, Jekyll's, and Moreau's eerie challenges can be interpreted as efforts to achieve the ambitious goal of solving the scientific mysteries of the world in such unfavorable environmental conditions as specified in the three novels.

This study aims to describe the overall aspects of future technologies in Korea based on the new taxonomy of technology foresight ; Theme, Area and Paradigm. This taxonomy is designed to overcome and supplement several studies on technology foresights which are judged not to capture the whole aspects of future technologies. Future technologies in Korea will be influenced by the Information and Communication Technology Paradigm over 20-30 years, and by the Biotechnology Paradigm after that period. Expansion of researches in electronics, information and communication is noticeable features in engineering. The application of biotechnology technique and health/environment technologies are emerging in bioscience area. Also there appear new areas related to the trends of engineering and bioscience in natural science. Current research patterns focusing physics, chemistry and engineering in Korea should be changed to those of the advanced countries which emphasize bioscience. Time lag to the world frontier is over 5-6 years, but the lag is expected to be reduced. The shortage of manpower and research funds are pointed as the biggest barrier for the realization of future technologies.

Recently, global pollution reached the critical level. Thus, new paradigm for the development and conservation of natural resources appear. This is so called Environmentally sound and Sustainable development. Ecological Architecture proposed as a proposal for the paradigm. This research deals with Christian Thoughts about the Ecological Architecture planning. The results are as follows; First, Sustainable development is new paradigm that is suitable for the Christian Integrity of Creation. Second, Ecological Architecture will be better when the people have full of the Christian love.

This study is to develop a cognitive paradigm including a new model of common cause human behavior error domain and to analyze their causal factors and their properties of common cause huamn error characteristics in software engineering.l A laboratory study was performed to analyze the common causes of human behavior domain error in software develoment and to indentify software design factors contributing to the common cause effects in common cause failure redundancy. The results and analytical paradigm developed in this resuarch can be applied to reliability improvement and cost reduction in software development for many applications. Results are also expected to provide training guideliness for software engineers and for more effective design of ultra-high reliabile software packages.

In this article, the author introduces the paradigm shift in archival studies that occurs in north America. Although the dominant paradigm in the archival studies-the positivism paradigm-greatly contributed to build modern archives in Europe and north America, during last decades, new ideas and technologies led the archival communities to re-identify their social roles and powers and to adopt new values of archives and archivist. This essay argues that this changes is essential to our future and we understand the nature of the changes from the broader interdisciplinary perspective of archives studies, information studies, and history.
