This paper explores the difference between domestic new ventures(DNV) and international new ventures (INV). New ventures pursue business opportunities in their target markets armed with experienced founding team, distinctive competitive strategies, and different entry time at foreign market. As a result, INVs were founded by larger number of founding team and more experienced in international business. Also INVs enter earlier global market and pursue business opportunities than DNVs. in In terms of competitive strategy, INVs highlight continuous quality improvement and diverse customers compared to DNVs focused on intellectual property rights. INVs get higher profitabilities in financial performance. Finally, this paper suggests some managerial implications for new venture to explore business opportunities in the global markets.

신 정부의 새 정부 100대과제중 정보화 분야에 관한 발표 내용을 살펴보면, 2002년까지 전국 모든 지역에서 시내요금으로 인터넷을 쓸 수 있는 인터넷 전용망을 구축하고 2010년까지 32조원을 투자해 전국에 ‘초고속통신망(공식명칭은 새 빛 망)’을 구축할 것이며 위성방송수신기, 영상 소프트웨어 등 위성산업을 활성화하여 모든 방송의 디지털화를 유도한다는 것이다. 시장통합과 정보통신 기반 구축에 따르는 국제적 쟁점을 살펴보면 무엇보다도‘표준설정’과‘지적재산권’(intellectual property)보호가 국제질서와 국내제도의 조화되는 측면에서 중요한 현안이 되고 있다. 인간의 창작물로써의 저작물들은 정보화 시대를 맞이하여 비트 화되고 멀티미디어 화되고 있는 상황이다. 시뮬레이션이 지배하는 현대사회에서 정보는 기호화되면 누구나 가까이 접하게 됨으로써 이미지 기호의 수집과 합성은 윤리적 관점을 떠나 하나의 미래를 제시해 줄 것이다. 단지 포스트모던 시대에서 원본과 복제물의 차이와 의미가 소멸 될 것이라는 우려와 함께 문제는 저작자의 지적소유권과 권익을 어떻게 설정할 것인가가 문제이다. 이러한 상황을 접하면서 정보화 시대에서의 디지털의 이론적 개념과 사진이 디지털 화되는 과정을 통해 정보의 공유 성을 제시하고 그 윤리성을 추출해보며, 비주얼 이미지의 컴퓨터 그래픽적 합성을 포스트모던 시대의 이미지 합성 관점에서 살펴보고, 21C를 맞이하는 초고속통신망 시대의 지적 소유권에 관한 고찰을 통해서 문제점을 파악함으로써 궁극적으로 이미지 창출자로서의 앞으로 우리가 나아가야 할 방향과 저작권자의 권익을 도출해 보고 져했다.

Recently, more and more natural herbal products are investigated and used popularly. Pharmaceutical companies of Korea are very interested in developing herbal new drugs. And oriental doctors also need popular, modernized form of oriental drugs. The objective of this article is, first, to examine current situations of drug development in Korea, second, to know general concepts of patent and third, to think about new drug development and patent in oriental medicine's point of view. With consideration of oriental medicine's characteristics, concepts of new drug and patent should be improved. Therefore, the oriental pharmaceutical industry and developments of oriental new drugs could be inspired to further efforts.

The study uses agricultural knowledge system theory to explore how traditional knowledge applies to the linkage system of agricultural research and extension in rural Korea. By agricultural knowledge system we emphasize the dynamic networks of actors, processes of negotiation, and the diverse ways in which knowledge is constructed and performed. The knowledge systems reflect the idea that the boundaries between knowledge groups are not closed and that there could be considerable overlap between knowledge system. The results of this study are the following : First, we should know that some extension agents clearly value farmer knowledge and try to facilitate farmer-to-farmer communication. Extension plays a significant role in the knowledge-creation process and shaping communities because knowledge processes are embedded in social processes that involve aspects of power, authority, and legitimization. Third, the constructions of agricultural knowledge systems thus include social interactions, communication, and the diverse processes individuals employ create, use, and evaluate multiple types and sources of information through the linkage between agricultural colleges and Rural Development Administration (RDA), establishing the research institution of research and extension linkage, exchange research agent with extension agent, and bottom-up approach. Second, we should know that the focus of traditional knowledge development is rural community development as a community process. Nowadays the sessions of the Intergovernmental Committee of World Intellectual Property Organization (WIPO) cover two lines of inquiry, which are the use of existing standards of intellectual property for the protection of traditional knowledge and that of new legal standards, eventually in the from of sui generis mechanisms of protection.

본 논문에서는 H.264/AVC 인코더에서 가장 많은 연산 시간이 소요되는 움직임 추정(motion estimation, ME) 동작을 위한 하드웨어의 구조를 제안하고 IP(intellectual property) 형태로 구현하였다. 고속 움직임 추정기의 구조는 버퍼(buffer), PU 어레이(processing unit array), SAD 선택기(SAD selector), MV 생성기(motion vector generator) 등으로 구성되어 있다. PU 어레이는 16개의 PU로 구성되어 있고, 각각의 PU는 16개의 PE(processing element)로 이루어져 있다. 제안한 하드웨어의 동작적인 특징은 외부메모리 접근량을 줄이기 위해 현재와 참조프레임의 데이터를 재사용한다는 것과 SAD연산을 수행할 때 클록의 손실 없이 계산을 할 수 있다는 것이다. 구현한 고속 움직임 추정기는 Altera 사의 FPGA인 StatixIII EP3SE80F1152C2에서 3%의 자원을 사용하였고, 최대 동작주파수는 446.43MHz이었다. 따라서 구현한 하드웨어는 1080p 영상을 최대 50fps로 처리할 수 있다.

이 글은 대학 연구의 상업화 경향의 하나로 대학의 특허활동을 살펴본다. 대학의 특허출원이 얼마나 활발하게 일어나고 있는지, 이를 추동한 요인은 무엇인지를 국가의 역할을 중심으로 밝히고자 한다. 1990년대 후반 정부는 당면한 경제위기를 극복하기 위해 과거와는 달리 과학기술정책에서 '기술혁신'이라는 새로운 이념을 내세우고 대학연구개발의 중요성을 새롭게 인식하기 시작하였다. 이에 따라 대학의 연구개발을 적극 지원하는 행정적 재정적 법률적 제도가 정비되었고 연구개발 투자도 극적으로 증가하였다. 특히 미래 신기술 분야(6T)에 대한 재정지원이 눈에 띠게 증가하였다. 대학에서 생산된 연구성과를 기업에 이전하고 상업화를 촉진하기 위한 지적재산권 관리제도도 마련하였다. 각 대학에서는 교원의 업적평가에 특허와 기술이전 성과 지표를 반영하여 연구자의 특허 출원을 독려하였다. 이처럼 정부의 적극적인 행정적 재정적 법률적 지원으로 인해 대학의 특허 출원을 독려하는 여건이 조성되자 실제로 대학의 특허 출원 건수와 생산성이 극적으로 증가하였다. 미래 신기술(6T)에 대한 투자는 관련 기술의 특허 출원 건수 증가로 나타났다. 하지만 대학의 특허 출원은 소수 몇 개 대학에 집중된 것으로 드러나 마태효과가 나타나고 있음을 보여주었다.

Buyer-seller watermarking protocol is defined as the practice of imperceptible altering a digital content to embed a message using watermarking in the encryption domain. This protocol is acknowledged as one kind of copyright protection techniques in electronic commerce. Buyer-seller watermarking protocol is fundamentally based on public-key cryptosystem that is operating using the algebraic property of an integer. However, in general usage, digital contents which are handled in watermarking scheme mostly exist as real numbers in frequency domain through DCT, DFT, DWT, etc. Therefore, in order to use the watermarking scheme in a cryptographic protocol, digital contents that exist as real number must be transformed into integer type through preprocessing beforehand. In this paper, we presented a new watermarking scheme in an encrypted domain in an image that is based on the block-DCT framework and homomorphic encryption method for buyer-seller watermarking protocol. We applied integral-processing in order to modify the decimal layer. And we designed a direction-adaptive watermarking scheme by analyzing distribution property of the frequency coefficients in a block using JND threshold. From the experimental results, the proposed scheme was confirmed to have a good robustness and invisibility.

The rapid development of digital media and communication network urgently brings about the need of data certification technology to protect IPR (Intellectual property right). This paper proposed a new watermarking method for embedding contents owner's audio signal in order to protect color image IPR. Since this method evolves the existing static model and embeds audio signal of big data, it has the advantage of restoring signal transformed due to attacks. Three basic stages of watermarking include: 1) Encode analogue ID owner's audio signal using PCM and create new 3D audio watermark; 2) Interleave 3D audio watermark by linear bit expansion and 3) Transform Y signal of color image into wavelet and embed interleaved audio watermark in the low frequency band on the transform domain. The results demonstrated that the audio signal embedding in color image proposed in this paper enhanced robustness against lossy JPEG compression, standard image compression and image cropping and rotation which remove a part of image.

The development of information & telecommunication technology and internet-based electronic commerce helps to create a new economic environment. Such an economic environment requires the companies to change themselves, while providing unlimited potential and opportunities to them. Thus, in order to help the companies engaged in a fair and free competition in the electronic market, a fair competition policy needs to be designed and operated. The electronic commerce has not only promote the competition but also impede it. The electronic commerces tend to violate the fair trade than the conventional commerces in terms of differentiation, monopoly, conference, limited competition and intellectual property rights, schumpeterian competition, Alliance competition. With such basic concepts in mind, this study was aimed at reviewing the economic effects of the electronic commerce in the market and addressing the problems involving the application of the fair trade code to the electronic commerce, and thereby, suggesting the insights into our fair competition policy and reform measures.

<포켓몬GO>는 나이언틱랩스와 닌텐도가 협력하여 만든 증강현실게임이다. 이 게임은 위치 정보, 스마트폰의 영상인식 기술, GPS의 위치 추적 기술 등이 응용되는 증강현실기술과 <포켓몬스터>라는 걸출한 IP가 융합되어 만들어진 새로운 형태의 AR형 RPG다. <포켓몬GO>가 세계적으로 주목 받고 있는 성공요인은 AR기술과의 융합에 있지만, 그보다 더 중요한 것은 20년 동안 스토리를 성장시켜 온 <포켓몬스터>의 활용에 있다는 사실을 확인하였다. 따라서 <포켓몬GO>의 인기요인은 전통문화원형을 활용한 인문학적 상상력과 AR게임기술의 공학적 상상력이 어우러지는 융합콘텐츠의 성공적인 스토리텔링의 결과라는 사실을 인식할 수 있었다.
