The new Korean government sets its main policy direction as Creative Economy. The Creative Economy can be defined as a growth strategy that establishes new companies, enhances the competitiveness of established companies and creates new markets, industries and jobs in consequence of combining of creative imagination, science and technology and ICT. In this context, the concept of innovation cluster, which aims to foster technological innovations from an organic ecosystem perspective, can be a valid policy instrument for attaining Creative Economy. Innovation cluster can and must make a contribution to achieving the Creative Economy of Korea. In particular, the ICT Convergence Innovation Cluster will be a good strategy for this purpose. Based on this conceptual background, this paper analyzes a recently notable case of an ICT Convergence Cluster in Korea, Pangyo Technovalley (PTV). We argue that the Pangyo Technovalley is a representative cluster of converging ICT and science and technology. We identify the major factors for successful development of ICT cluster: regional government's flexible response to environmental change, careful pre-planning and balance between private and public involvement. In addition, we also found that additional factors, settlement condition for securing good workforce, agglomeration of various innovation actors for promoting convergence, and cluster network revitalization are also important for implementing the creative ICT convergence cluster.

Internet is the most important element in the emergence of the Internet economy, which derives the creation of new firms and employment, and brings about the new ways of marketing and business. The emergence of the Internet economy and the rapid growth of the Internet industry have a great deal to changes in the spatial economy. Korea has experienced a rapid growth of the Internet industries, but few geographical studies have been done to explain the impact of the development of the Internet industries on the spatial economy. This research explored how Korea has developed as a nation of the strong Internet economy in terms of driving forces by demand and supply side. This research tried to build a data set for the Internet industries with the introduction of a new classification scheme and a measurement. The most important finding from this research was the spatial concentration of the Internet industries toward Seoul at the national level and toward the Gangnam area within Seoul. The rise of Internet industries has added attractiveness to Seoul which enjoys a kind of cumulative and circular advantages.

Because the driving time is increased under the low speed by rapidly increasing of vehicles, this paper is presented a new ignition control system for improvement the fuel economy, which only some of cylinders are using under the idle status or low speed and preserving the engine rpm. is applicable to effective in fuel economy. An actual hardware was made to prove this new control system. The developed variable cylinder engine concentrated the heat neat the cylinders in idle status or low speed, so there was a problem in re-ignition. It was the reason of a lot of exhaust gas, high fuel consumption and instability of engine revolution. In this paper, in order to solve above problem to show the improvement fuel economy using the new ignition control system and valve opening period at idle status of low speed.

This research is an attempt to understand the economic and social consequences that are occurring in Indonesia due to the spread of COVID-19. Indonesia, which has maintained solid economic growth since the inauguration of President Jokowi's government, is also experiencing difficulties to deal with unexpected COVID-19 pandemic as the global economic turmoil has had a very significant impact on its economy. The economic impact of COVID-19 can be felt, starting from the phenomenon of panic buying, the free fall of the stock price index, the depreciation of the Rupiah against the Dollar, sluggish activities in the processing industry, and ultimately it has an impact on slowing economic growth. Various policies and measures have been taken by the Indonesian government to minimize the negative impact caused by the COVID-19 pandemic on the economy. One such area is electronic commerce business or e-commerce that witnessed a vast increase of online and non-cash transaction amid rising voices that the country needs to prepare for the advent of a new economic system, the so-called New Normal era. The Covid-19 pandemic will temporarily slow economic growth and delay some development projects and policy initiatives as the Indonesian government diverts capital from infrastructure development to help respond to the crisis. However, the Jokowi administration's efforts for continuous reform are expected to accelerate the transition to the digital economy.

Fuel economy label will be used as a national indicator in energy management, leading to the development of car technology manufacturer and plays a role in providing consumer vehicle purchase information. But the government's fuel economy label is continued consumer complaint is different and diminishing fuel economy were introduced by the government to measure the exact fuel economy label than resetting the 5-cycle test method in the US for the domestic vehicle standards. Originally two test mode in order to reduce the impact of the sharp increase in the resources required but methods of calculating a measured result value by driving all of the five test mode a variety of environmental conditions and the running pattern is reflected to the fuel economy label (city( FTP-75 mode), highway(HWFET mode)) and using 5-cycle correction formula for calculating a fuel consumption value and the equivalent value to calculate the result of the 5-cycle test. The compensation was calculated expression 30s, 5-Cycle Test Method of vehicles in 2011 was considered necessary to review the existing 5-cycle correction formula for the New Type car due to the recent rapid development of automotive technology. In this study, recent technology is targeting 14 units New Type car applied over the same test method and the existing check test mode specific fuel economy properties and, as a result of analyzing the corrected expression differences that have already been developed with the existing test vehicle resulting large did not show the difference was found to correction formula also not getting the existing fuel correction expression significant effect on the improvement of the current automobile technology as a maximum error of less than 1.5%.

The rapid changes of energy environment such as high oil price, united nations framework convention on climate change, and the hydrogen economy have been happening to provide national energy security in the 21st century, we need to build strategic approach for coping with energy environment. From a long-term viewpoint of energy technology development, it's time to develop energy technology with selection and specification. In this study, we build energy technology roadmap for establishing the hydrogen economy with a long-term strategy. We analyze economic spin-offs and commercial potential for establishing energy technology roadmap of energy technology development for establishing the hydrogen economy.

The advance of the smart working environment came the expectation that it would innovate and revolutionize the way people work, particularly in a society where smart work is readily available for creating a collaborative and 'connected' business. One of the core infrastructure elements for making smart work a viable option is the smart work center, the promotion of which requires a new form of 'smart work center business model' that can satisfy the purposes of both public services and private businesses. This calls for collaboration between the public and private sectors. Recently a number of businesses have been making significant headway in the creation of a new environment for business support and collaboration by adopting a sharing economy business model in their offices. The so-called 'Coworking Space' is an advanced form of business environment in the emerging 'smart work' era, and comes with the benefits of reduced costs as a result of sharing office space and knowledge sharing through the use of human networks. This paper describes the framework of a 'smart work center business model based on the sharing economy' using a BMC (Business Model Canvas), with an understanding of the characteristics inherent to the smart work center and the sharing economy. It was on the basis of this framework that a smart work center model for business incubation and startup, a private smart work center model for childcare services, and a community marketplace model with a global network were developed.

In Korea, various community investment renewable project models are being implemented to increase community acceptance of renewable energy. An important factor for enhancing local acceptance is that renewable energy projects have a positive effect on revitalizing the local economy such as income increase or job creation for residents and local companies. To maximize the local economic effect of large-scale community investment renewable energy projects, this study developed an evaluation index for local economy activation, whose indicators are the local return on investment, local companies' participation, local job creation, regional cooperation, transparency, and governance. Analysis of existing evaluation indicators and current renewable projects, financial analysis, and expert interviews were used in this research. The pilot evaluation determined that, the local economic effect was high in the following order: a fund investment wind project (Gangwon), benefit-sharing wind project (Jeju), and general wind project. In particular, residents' investment amount, the number of participating residents, and the amount and transparency of the regional cooperation fund were key factors to expand the effect of local economy activation. This evaluation index could be used in public bidding for renewable energy projects such as offshore wind zoning areas of local government.

In this paper, some ideas are proposed to establish the infrastructure of all-electric houses which are able to reduce primary energy consumption and $CO_2$ emission by adopting heat pump systems and induction heating cookers excluding the use of fossil fuel energy. This electrification concept is based on the consumption of only one type of energy which means electricity as secondary energy and the conventional fossil fuel energy is just consumed to generate electricity as primary energy. All-electric house is laid on the extension of the hydrogen economy in a long-term viewpoint so that the effectiveness of this new conceptual house is estimated analyzing the reduction of $CO_2$ emission. In this analysis, the balance of electricity supply and demand is considered including the construction of new power plants by renewable energy such as nuclear, IGCC and fuel cell because decarbonization is an essential element of hydrogen technology and economy and this action is accomplished in both supply and demand side of electricity. The results are able to contribute to develop various useful hydrogen policies and strategies and some detail researches are required previously to make the best application of this new conceptual house.
