Problems of Government Crisis Management System and Its Improvements: Focusing on Park Geun-hye Administration (정부 위기관리시스템의 문제점과 개선방안 : 박근혜 정부를 중심으로)

  • This study is intended to comprehend the level of Crisis management through the review of the government Crisis management system, to draw its problems and improvement methods, and to present implications on the establishment of effective Crisis management systems for the future. For this, the condition of operating Crisis management system was analyzed based on legal system, organizations and networks through the major disaster cases during Park Geun-hye administration period. The result of the study showed that there was lack of the interconnectedness among laws in the legal system, manuals and disaster preparation training. The Crisis management organizations had such problems as inappropriate response to crisis, perfunctory re-organization and lack of organizations' functions. The problems in the networks were relations between central and local governments, lack of cooperation and association among each division, and operation methods. The presented improvements for the above problems were the comprehensive revision of legal system, securing responsiveness of Crisis management organizations and the establishment of organic network system.

  • The Korean e-Navigation operating system is designed to provide various services related to marine safety. These services are not configured to be provided in one software, but are made in separate software. In order to integrate the service software installed in the e-Navigation operating system, it is necessary to define the data message which can exchange data between the service software, Depending on the operating concept of the service, many messages are expected to be transmitted over the network in a short time. There is a need for a buffer or message queue to store messages as a way to manage messages efficiently. Therefore, in this paper, we analyze the types and characteristics of Advanced Message Queuing Protocol(AMQP) suitable for Korean e-Navigation operating system and shows that's result.

  • As recent integration of wire and wireless networks and the convergence of telecommunications and broadcasting, uniform and standardized by the broadcasting operators of existing stations to provide 4A(Any-time, Any-where, Any-device, Any-contents) services for the next-generation of multimedia services research is being progressed. Demand for theses next-generation multimedia services to ensure video compression coding technology, as well as mobility, ability to operation a variety of devices, characteristics and performance of user network and the status and conditiion, user preferences and context-awareness based on the technology has an interest in technical studies. In this paper, the current internet environment, SVC(Scalable Video Coding) encoded by a mixture of multicast and overlay multicast transmission technology for broadcasting services by designing and efficient multimedia broadcasting system is proposed. In addition, ACK-Aow Optimization by overlay multicast scheme existing tree-based overlay multicast, and by comparing the effectiveness of the proposed algorithm is demonstrated.

Electrical Characteristics of SRAM Cell with Stacked Single Crystal Silicon TFT Cell (Stacked Single Crystal Silicon TFT Cell의 적용에 의한 SRAM 셀의 전기적인 특성에 관한 연구)

  • There have been great demands for higher density SRAM in all area of SRAM applications, such as mobile, network, cache, and embedded applications. Therefore, aggressive shrinkage of 6 T Full CMOS SRAM had been continued as the technology advances. However, conventional 6 T Full CMOS SRAM has a basic limitation in the cell size because it needs 6 transistors on a silicon substrate compared to 1 transistor in a DRAM cell. The typical cell area of 6 T Full CMOS SRAM is $70{\sim}90\;F^2$, which is too large compared to $8{\sim}9\;F^2$ of DRAM cell. With 80 nm design rule using 193 nm ArF lithography, the maximum density is 72 Mbits at the most. Therefore, pseudo SRAM or 1 T SRAM, whose memory cell is the same as DRAM cell, is being adopted for the solution of the high density SRAM applications more than 64 M bits. However, the refresh time limits not only the maximum operation temperature but also nearly all critical electrical characteristics of the products such as stand_by current and random access time. In order to overcome both the size penalty of the conventional 6 T Full CMOS SRAM cell and the poor characteristics of the TFT load cell, we have developed S3 cell. The Load pMOS and the Pass nMOS on ILD have nearly single crystal silicon channel according to the TEM and electron diffraction pattern analysis. In this study, we present $S^3$ SRAM cell technology with 100 nm design rule in further detail, including the process integration and the basic characteristics of stacked single crystal silicon TFT.

A Study on an Impedance Matching Technique for Rail Power Line Communication (레일 전력선통신을 위한 임피던스 정합방안 연구)

  • An auxiliary real-time train communications system among drivers, train-traffic controllers and field workers is necessary to share hazard information (i.e. rockfall detection, track maintenance) in low visibility zones (long tunnels and steep curved track). To develop the appropriate communication system, this paper proposes a new way of power line communication using the rail track (Rail - PLC), which has little noise and distortion of attenuation. Therefore, it is important to measure the impedance of the rail and to apply an impedance matching technique to increase the transmission characteristic of the Rail - PLC. This study would evaluate the reflection and the transmission characteristics of the rail using a network analyzer and an impedance matching transformer. The suitable impedance matching ratio was 1:3.28 from the result of back-to-back testing. The results confirmed that the transformer can improve the performance of the transmission signal in Rail - PLC using an impedance matching technique.

Calculation Methods for Slot Utilization Based on Erasure nodes in DQDB Networks (소거노드 기반 DQDB망의 슬롯 이용률 평가식)

  • Maximum single bus throughput of standard IEEE 802.6 DQDB(Distributed Queue Dual Bus) is not obtained over 1. Therefore, lots of studies for improving bus throughput have done by QA slot preuse/reuse. We propose three calculation cethods for network's utilization with preuse/reuse scheme based on erasure nodes. One is calculation method by traffic density function, other is calculation method for obtaining maximum throughput. The other is calculation method using probability concept which follows real DQDB operation mechanisms. The calculated throughputs are compared with each others. The results shows some favorite phenomena. The proposed calculation methods can be casily expanded in mumber of nodes or in number of erasure nodes.

  • At a consequence of WWW large popularity, the internet has suffered from various performance problems, such as network congestion and overloaded servers. These days, it is not uncommon to find servers refusing connections because they are overloaded. Web server performance has always been a key issue in the design and operation of on-line systems. With regard to Internet, performance is also critical, because users want fast and easy access to all objects (e.g., documents, graphics, audio, and video) available on the net. To solve this problem, a number of companies are exploring the benefits of having multiple geographically or locally distributed Internet sites. This requires a comprehensive scheme for traffic management, which includes the principle of an optimal load balancing of client requests across multiple clusters of real servers. This paper focuses on the performance analysis of Web server and we apply these results to load balancing in clustering web server. It also discusses the mam steps needed to carry out a WWW performance analysis effort and shows relations between the workload characteristics and system resource usage. Also, we will introduce an optimal load balancing algorithm base on the RTSM (Real-Time Server Monitor) and Fuzzy Inference Engine for the local status of a real server, and the benefits is provided with of the suggested method.

  • In nuclear power plants (NPPs), periodic sensor calibrations are required to assure that sensors are operating correctly. By checking the sensor's operating status at every fuel outage, faulty sensors may remain undetected for periods of up to 24 months. Moreover, typically, only a few faulty sensors are found to be calibrated. For the safe operation of NPP and the reduction of unnecessary calibration, on-line instrument calibration monitoring is needed. In this study, principal component-based auto-associative support vector regression (PCSVR) using response surface methodology (RSM) is proposed for the sensor signal validation of NPPs. This paper describes the design of a PCSVR-based sensor validation system for a power generation system. RSM is employed to determine the optimal values of SVR hyperparameters and is compared to the genetic algorithm (GA). The proposed PCSVR model is confirmed with the actual plant data of Kori Nuclear Power Plant Unit 3 and is compared with the Auto-Associative support vector regression (AASVR) and the auto-associative neural network (AANN) model. The auto-sensitivity of AASVR is improved by around six times by using a PCA, resulting in good detection of sensor drift. Compared to AANN, accuracy and cross-sensitivity are better while the auto-sensitivity is almost the same. Meanwhile, the proposed RSM for the optimization of the PCSVR algorithm performs even better in terms of accuracy, auto-sensitivity, and averaged maximum error, except in averaged RMS error, and this method is much more time efficient compared to the conventional GA method.

Evaluation of Eco-Hydrological Changes in the Geum River Considering Dam Operations: I. Flow Regime Change Analysis (댐 운영을 고려한 금강의 생태.수문학적 변화 평가 : I. 유황변화 분석)

  • In this study, based on the major activities which might have affected the ecological system of the Geum River, a conceptual model was proposed to guide scenario development for the eco-hydrological river evaluation. Also, an analysis method employing a set of models consisting, with other supporting programs, of KModSim for watershed network analysis and RAP for ecosystem analysis was developed for eco-hydrological river assessment. Then, hydrological analyses with various scenarios were conducted to examine the flow regime changes expected from the construction and operation of the Youngdam Multipurpose Dam (YMD) and Daecheong Multipurpose Dam (DMD) in the Geum River basin. The results indicated that the "Percentile 10" values for 10% exceeding time were decreased by 20.5% and 8.0% at Sutong downstream of YMD and Gongju downstream of DMD, respectively, while "Percentile 90" values for 90% exceeding time were increased by 56.3% and 340.8% at Sutong and Gongju, respectively, resulting in the reduction of the high flow variability typical for unregulated rivers in Korea. The results of eco-hydrological analyses will be presented in the following papers.

Assessment of Preemption Signal Control Strategy for Emergency Vehicles in Korea (국내 긴급차량 우선신호(preemption) 제어 적용성 평가에 관한 연구)

  • Signalized intersections are operated without a signal preemption control strategy in Korea, thus there is no priority treatment for an emergency vehicle passing through the intersections. In this paper, a signal preemption control strategy is introduced to improve the safety and operational efficiency of an emergency vehicle. Using the micro simulation tool, the effects on delay and travel speed of the signal preemption control strategy are analyzed for various traffic conditions to identify the general performance trends. Then, another simulation analysis is performed to verify the feasibility of the control strategy using real network data collected from field study. Results show that the preemption control strategy provides the positive impact on emergency vehicles' operation, but the positive impact is reduced as the v/c ratios increase. As expected, the average delays of the normal vehicles are slightly increased, but the magnitude is not significant. Therefore, it is expected that the introduction of the preemption control strategy in Korea would produce the positive social benefits.
