In 1990's, in Europe and some advanced nations, the structural reform of the railroad industry for improving the productive efficiency of the railroad industry and competitive power had been progressed. This paper empirically explores the relationship between railway restructuring and productive efficiency in the railway industry. We use Data Envelopment Analysis (DEA) to construct efficiency scores, and explain these scores, using Tobit regression analysis by using variables reflecting institutional factors and organizational type. Our results suggest that vertical separation, infrastructure and services are separated, and horizontal separation, passenger service and freight service are separated, improve productive efficiency. We also find that market competition has positive effect on the efficiency, but independent management from the government has negative effect, which is in line with economic intuition as well as with expectations on the railway restructuring. As a consequence, increased independence without sufficient competition and adequate regulation may deteriorate incentives for productive efficiency.
The total container throughput of ASEAN is expected to increase continuously with economic development. However, ASEAN port infrastructure is insufficient to handle the increasing trade volume. According to the World Economic Forum, ASEAN ports except Singapore and Malaysia are ranked in low. Participation in ASEAN port development projects can lead an increase in trade efficiency with S. Korea by improving the port infrastructure of ASEAN countries. In addition, the S. Korean port-related industry can be energized through entering ASEAN port development projects. This study, which measures the efficiency of ASEAN ports, can be used as a basic guideline for the development and the planning of the ports. This study used Data Envelopment Analysis(DEA) and Shannon's Entropy model together to measure ASEAN ports' efficiency. After measuring each DEA (CCR, I-BCC, O-BCC, SBM) weight, the efficiency of ASEAN ports is measured as reflecting each DEA weight. As a result, the ports of Singapore and Malaysia, the major ports in the world, have the highest efficiency. Further, Vietnamese ports need to raise efficiency along with increasing container throughput. Leam Chabang (Thailand), Ho Chi Minh City (Vietnam), and Tanjung Priok (Indonesia) exhibit a negative correlation between container throughput and efficiency; therefore, the ports need to improve so as to maintain competitiveness. Lastly, Cambodia, Myanmar, and Brunei, which do not have active economic development, need to improve their ports for economic development.
This research analyzed the operation efficiency and influence factors of housing facilities for the severely disabled in Jeolla region by using the DEA model. First, the analysis of efficiency for 2012 was carried out using the CCR model. As a result, 12 DMUs were proved to be efficient, and the average efficiency of CCR was 0.85, confirming that the efficiency of all DMUs were satisfactory. Second, regression analysis was carried out to analyze the factors affecting the efficiency of the DEA model by using the Tobit model. In this case, the inputs and calculated variables were set as independent variables whereas the efficiency as the dependent variable. As a result, the detailed variables had a low significance; the overall input variables showed a negative influence while the calculated variables tended to be a positive influence. In terms of operation efficiency, there was no meaningful result in input variables besides the number of workers. Instead of expanding the input variables, the following should be made for housing facilities of the severely disabled; more efforts should be put in to improve welfare service delivery system and operating environment and structure, and the program must be supplemented as well.

Loan consultants assist clients with loan application processing and loan decisions. Their duties may include contacting people to ask if they want a loan, meeting with loan applicants and explaining different loan options. We studied the efficiency of service quality of loan consultants contracted to a bank in Korea. They do not work as a team, but do work independently. Since he/she is not an employee of the bank, the consultant is paid solely in proportion to how much he/she sell loans. In this study, a consultant is considered as a decision making unit (DMU) in the DEA (Data Envelopment Analysis) model. We use a principal component analysis-data envelopment analysis (PCA-DEA) model integrated with Shannon's Entropy to evaluate quality efficiency of the consultants. We adopt a three-stage process to calculate the efficiency of service quality of the consultants. In the first stage, we use PCA to obtain 6 synthetic indicators, including 4 input indicators and 2 output indicators, from survey results in which questionnaire items are constructed on the basis of SERVQUAL model. In the second stage, 3 DEA models allowing negative values are used to calculate the relative efficiency of each DMU. In the third stage, the weight of each result is calculated on the basis of Shannon's Entropy theory, and then we generate a comprehensive efficiency score using it. An example illustrates the proposed process of evaluating the relative quality efficiency of the loan consultants and how to use the efficiency to improve the service quality of the consultants.
This paper aims to analyze the production efficiency in Korea's ten service sectors using DEA and its determinants utilizing a truncated-Tobit regression model and a censored-Tobit regression model in 2010-2019. This paper found: First, the Korean service sector's production efficiency in general has been significantly low and polarized. Especially, the inefficiency resulted from the scale inefficiency in the 'sewerage waste management industry.' Second, in the determinants analysis, the results show the positive effect of the investment and R&D expenses on technical efficiency, while FDI and lobbying expenses illustrate the negative impact. Moreover, it seems that the larger the industry, the higher the efficiency. Thus, the future Korean government's economic policy for the service sectors requires a mixed and integrated policy of the macroeconomic aspect such as active investment and R&D activities with microeconomic aspect including a convergence of FDI and human capital.

The purpose of this paper is to verify the two problems(normalization for the different inputs and outputs data, and translation invariant for the negative data) which will be occurred in measuring the seaport DEA(data envelopment analysis) efficiency. The main result is as follow: Normalization and translation invariant in the BCC model for measuring the seaport efficiency by using 26 Korean seaport data in 1995 with two inputs(berthing capacity, cargo handling capacity) and three outputs(import cargo throughput, export cargo throughput, number of ship calls) was verified. The main policy implication of this paper is that the port management authority should collect the more specific data and publish these data on the inputs and outputs in the seaports with consideration of negative(ex. accident numbers in each seaport) and positive value for analyzing the efficiency by the scholars, because normalization and translation invariant in the data was verified.
This paper uses super-efficiency DEA model and Malmquist index to evaluate the carbon emission efficiency (CEE) values of the nine western provinces along the "Silk Road Economic Belt" for the period from 2000 to 2015, and analyses the influencing factors of the CEE. The major findings of this study are the following: (1) the overall CEE of the nine western provinces is not high, and there are significant inter-provincial differences in the CEE. Meanwhile, the provinces with higher levels of economic development generally have higher CEE. (2) The annual total factor productivity (TFP) of the nine western provinces, which is mainly determined by technological change, is greater than 1. Moreover, the total average growth rate of the TFP is 15.5%. (3) The CEE of the nine western provinces is not spatially dependent. In addition, the urbanization, openness, use of energy-saving technologies and research and development (R&D) investment have a significant positive impact on the CEE values, while the industrial structure, foreign direct investment, fixed asset investment, government expenditure levels and energy structure have a significant negative impact on the CEE. Among them, R&D investment is the primary factor in promoting the development of CEE, and the government expenditure has the greatest negative impact on the CEE.
Purpose - The production efficiency of agricultural crops has been the subject of numerous studies in the field of agricultural economics. This study examines the production efficiency of emerging vineyards in the 14 northern U.S. states and aims to understand raw input and managerial factors affecting the grape production with focusing on the effect of farm size. Research design, data, and methodology - Using a unique survey dataset that was collected from 176 vineyards in 2012, we employed data envelopment analysis (DEA) for estimation of production efficiency in individual vineyards. Production efficiency is regressed on various input and managerial covariates to understand factors influencing the productivity. Results - Although there exists positive correlation between the farm size and productivity of vineyards in Northern U.S. states, we find negative relationship when the farm size is instrumented by the additional farm size expansion indicator. The negative effect is more pronounced for the recently established vineyards. Conclusions - This study suggests that there needs to be adequate managerial improvements for emerging vineyards in northern states for the achievement of increased productivity.

This paper applies the Data Envelopment Analysis (DEA) to compute the managerial efficiency of 30 insurance companies listed on the Saudi stock exchange for the duration of four years from 2015 to 2018. The companies taken as a sample of study included both conventional and Takaful insurance companies. The insurance sector of KSA is one of the largest sectors in the country, contributing a substantial percentage in the non-oil economy. Efficiency measurement and evaluation will provide a venue to introspect and benchmark frontiers to the sector. In the present study, we have utilized the basic Banker Charnes Cooper and Charnes Copper Rhodes models of DEA. Two inputs, namely, general & administrative expenses and policy & acquisition costs, and two outputs (Net premium earned and Investment Income & other incomes) were taken for efficiency calculations. The final outcomes of the study reveal that a good number of insurance companies operating in KSA are found to be efficient on managerial efficiency scale. Three firms remain the leader on the frontier of the managerial efficiency. And no company found with zero (0) efficiency or a negative efficiency. It is expected that the outcome of the study will provide benchmarks to managers and a road map to further improvement.
This paper examines the determinants of efficiency in a KOSDAQ-listed manufacturing firm. We use Data Envelopment Analysis (DEA) to estimate the efficiency of the export manufacturing firm. We employ two inputs (number of employees, equity) and one output (sales) in the DEA. The determinants of export manufacturing firm efficiency are estimated using the panel Tobit model. An analysis of 369 export manufacturing firms from 2013 to 2015 indicates the following results: First, the R&D intensity, the wage and salary intensity, total asset, and equity ratio each had a negative impact on both the CCR and BCC efficiency scores. However, export intensity had a negative impact on CCR efficiency scores in a KOSDAQ-listed total export manufacturing firm. Second, the R&D intensity had a positive impact on both the CCR and BCC efficiency scores, but export intensity, the wage and salary intensity, and equity ratio each had a negative impact on the CCR and BCC efficiency scores in a KOSDAQ-listed large export manufacturing firm. Third, the R&D intensity, the wage and salary intensity, total asset, and equity ratio each had a negative impact on both the CCR and BCC efficiency scores; respectively, in a KOSDAQ-listed small and medium export manufacturing firm.
