함정 근무 장병의 신체활동 관련 요인: 생태학적 접근 (Correlates of Physical Activity among Korean Navy Personnel: An Ecological Approach)

  • Purpose: This study was conducted to measure the relationships between ecological factors and Navy personnel's physical activity (PA) based on McLeroy's Ecological model. Methods: A cross-sectional survey was conducted with a convenience sample of 184 Navy personnel working in 10 Navyships. A self-reporting questionnaire consisted of measures of intrapersonal, interpersonal, organizational and community factors related to Navy personnel` s PA. Data were analyzed by descriptive statistics, $x^2$-test, t-test, analysis of variance, and hierarchical multiple regression using SPSS/WIN 17.0 programs. Results: Their mean PA level was $2,848.1{\pm}3,344.5$ MET-min/week, and mostly moderate level (50.5%). Hierarchical multiple regression analysis showed that religion, working department, working type, perceived health status and community environment were significant PA correlates. Conclusion: Community environmental factors as well as intrapersonal factors were significantly associated with Navy personnel's PA, indicating that community health nurses should expand an approach for individual-level behavioral change to incorporate Navy personnel specific community environmental barriers into PA interventions.

A NETWORK MODEL FOR NAVAL OFFICER MANPOWER PLANNING

  • For a large organization such as a military service which can foresee future growths in its manpower requirements, a systematic tool that can provide analysis of its present manpower structure and policies in terms of meeting the future requirements, is in order today. This paper proposes a network model for such a purpose. The ROK Navy officer corps manpower system is studied and formulated as a network model, which may be expressed as a linear programming problem of minimizing total cost. An appropriate cost concept is developed and the out-of-kilter algorithm of Ford and Fulkerson is computer programmed to be used as a solution procedure for this network problem. A case study is conducted with a set of hypothetical data on a possible Navy combat-line specialty manpower problem.

  • Navy surface vessels require pier services such as emergency repair, oil supply, fm loading/unloading, crane, standby readiness, normal repair, gun arrangement, ammunition loading, and food loading during the period in port. The purpose of this study is to establish efficient berth allocation plan for navy surface vessels in home port under the limited resources of piers and equipments. The study suggests Mixed Integer Programing (MIP) model for bath allocation problem, considering precedence relationships among services. For a effective analysis, the model is implemented by ILOG OPL(Optimization Programming Language) Studio 3.1 and ILOG Cplex 7.0. The results of the model show reduction of berth shifts and increasement of service benefits. And thus, it would be a possibility of contribution in the improvement of fleet readiness.

해안방어 무기체계 효과분석 방법론: 사례연구를 중심으로 (A Case Study on Analysis Methodology of Costal Defence Weapon System)

  • As the types of North Korea's provocation are diverse and unexpectable in the costal area, ROK navy needs to develop countermeasures, such as costal defence guided rockets. Recently ROK navy developed the PKX-B which is equipped with the new 130 mm guided rocket. The most popular rockets are LOGIR for short range targets, 130 mm guided rocket for middle range targets and Spike-NLOS for long range targets. As various guided rockets are developed, it is required to develop a guided rocket analysis model and it's analysis methodology. In addition, these guided rockets can be installed on any platforms; ground vehicle, aircraft and warship. The paper proposes systematic methodology to estimate the operational effectiveness of costal defence guided rockets. A case study exploiting the ARENA simulation model is explained to demonstrate the implementation of the proposed methodology.

  • Based upon the previous experiences and typical oases of typhoon evasion fur ships as well as tile achievement in scientific research in this detrain, we developed the Intelligent Typhoon Evasion System for Ships. It consists of five subsystems, including electronic charts, ship movement management, typhoon information query and automatic plotting, real-time calculation of ship-typhoon situation, intelligent typhoon evasion decision making. With the synthetical application of analogy theory, synoptic chart, satellite cloud picture analysis, typhoon digital forecast and other relevant technologies, we leave established the typhoon evasion data bases. model bases and knowledge bases, which make it possible to automatically track the ships and typhoon paths. The system can realize ship-typhoon situation analysis, risk levee assessment, typhoon paths correction and course synoptic forecast, and intelligent typhoon evasion decision making.

The purpose of this study is to establish efficient berth allocation plan for navy surface vessels in home port under the limited resources of piers and equipments. This study suggests Mixed Integer Programming model for berth allocation problem, considering precedence relationships among services and the uncertainty of the arrival and departure for each vessel. For an effective analysis, the model is implemented by ILOG OPL(Optimization Programming Language) Studio 6.0 and ILOG CPLEX 11.1., which shows a reasonable result.

해군 함정 승조원 수 예측 모형에 관한 연구 (A Study on a Manpower Forecasting Model for Naval Ships)

  • The low birthrate and the need for national defense reform in Korea drive the Navy to develop efficient human resource planning such as a manpower forecasting model. However, to our knowledge, there is no study exploring the manpower forecasting model for naval ships in Korea. The purpose of this paper is to develop a model for forecasting manpower demand in naval ships. Data for analyses were drawn from 19 ships in the Korean Navy. Results indicate that mission type is significantly related to the number of manpower. Specifically, battleships need the more manpower than the battle support ships. The results also showed that the weight of hull structure-engine and the weight of the weapons system significantly increased the number of manpower. However, the weight of the combat system was not significant. In addition, whereas the automation level of hull structure-engine and the automation level of weapon system was found to be negatively related to the number of manpower, the automation level of combat system was positively related to it. The model developed here contributes to an advanced human resource planning of the Korean Navy. Implications, limitations, and directions for future research are discussed.

차세대 해상전투실험체계 구현을 위한 V-C 연동실험 및 연동분석 방법론 연구 (A Study on V-C Interoperability Test and Methodology of V-C Interoperation Analysis for Next Generation Maritime Warfighting Experimentation Systems)

  • The warfighting experimentation is the most important for the weapon acquisition process because the warfighting experimentation shall support the operation effectiveness as well as acquisition logicality. Therefore, ROK Navy is starting to set up the next generation warfighting experimentation systems. According to literature studies, there have been many studies regarding the interoperability of Simulators(Virtual) and Exercising models(Constructive), but not for studies regarding interoperability between Simulators(Virtual) and Analysis models(Constructive) that is the core component of next generation maritime warfighting experimentation systems. This study is dealing with the V-C(Analysis model) interoperability test and methodology of interoperation analysis. The purpose of the study is to provide the new analysis methodology through V-C(Analysis model) interoperation, which can be applied for the concept of operations(CONOPS) of next generation maritime warfighting experimentation systems. In addition to that, the study validates the suggested analysis methodology by the case study of a naval operation.

Cost-Effectiveness Methodology for Maritime Patrol Aircraft

  • This paper presents a formalized methodology for conducting cost-effectiveness analysis on the ROK Navy's maritime patrol aircraft. The methodology involves a Delphi method application for determining the group of appraisal variables as well as their weight values in the area of aircraft effectiveness analysis, Life-cycle costing was employed to produce cost in terms of present worth values of all costs that occur over the common 20-year life cycle. A wide range of experts was selected so that their opinions could be effectively collected and synthesized to form the framework of the effectiveness model. Such a model development strategy provides easy acceptance of the analysis result and assure fairness of the analysis.

  • 과학기술의 발전으로 대한민국 해군의 함정 등의 무기체계는 첨단화, 과학화 되면서, 무기체계를 도입 및 운영, 유지하는 비용도 크게 증가한 반면, 이를 위한 국방비는 한정되어 있다. 따라서, 최적화된 예산을 사용하면서 적절한 가용도를 유지하기 위해 함정 가동에 영향을 주는 수리부속에 대한 효율적이고 과학적인 관리가 필요하다. 이를 위해 본 연구에서는 복구성 수리부속의 재고수준에 따른 가용도를 산출하는 시물레이션 재고관리 모형을 제시하였다. 제시된 모델은 기존의 복구성 수리부속의 다단계 재고관리모형인 METRIC 모형을 바탕으로 계획정비, 재생율, 전환보급, 동류전용 등의 현실적인 개념을 순차적으로 반영한 5개의 모델로 구성되어 있다. 실험은 각 모델에 같은 재고수준량을 입력하여 가용도의 결과값을 산출하도록 진행하였으며, 추가적인 민감도 분석을 실시하였다. 실험결과 각 모델별 가용도의 차이가 있었으며, 따라서, 해군의 운영특성을 반영한 재고관리 모델의 개발이 필요함을 확인하였다.
