The marine transport industry generally applies new technologies later than other transport industries, such as airways and railways. Vessels require efficient operation, and their performance and lifespan depend on the level of maintenance and management. Many studies have shown that corrective maintenance (CM) and time-based maintenance (TBM) have restrictions with respect to enabling efficient maintenance of workload and cost to improve operational efficiency. Predictive maintenance (PdM) is an advanced technology that allows monitoring the condition and performance of a target machine to predict its time of failure and helps maintain the key machinery in optimal working conditions at all times. This study presents the development of a marine predictive maintenance (MPdM; maritime predictive maintenance) method based on applying PdM to the marine environment. The MPdM scheme is designed by considering the special environment of the marine transport industry and the extreme marine conditions. Further, results of the study elaborates upon the concept of MPdM and its necessity to advancing marine transportation in the future.

The Marine Accident Investigation and Tribunal System is intended to provide a credible solution to prevent the recurrence of similar accidents. When a marine accident occurs, the Korea Maritime Safety Tribunal seeks to find its root causes through an analysis of what provoked the accident. It also contributes to the development of safety policies or practices by making a decision based on the findings. However, if the decision presented as the root cause of a marine accident is ambiguous or unclear, it may be difficult to achieve its intended goal. Hence, if we read some of the decisions of the Maritime Safety Tribunal, it is selective to directly apply the cause of an accident as a source of the measures that can prevent its recurrence. A typical example of this is the expression: "when a seafarer neglects ordinary practice of seaman." The term "ordinary practice of seaman" has been criticized for being used in some decisions like a master key where it is not easy to determine which specific rules or regulations were violated or blame the involved seafarers. Such term is present in Article 2 of the International Regulations for Preventing Collisions at Sea 1972. For the proper use of the term, this paper seeks to compare and establish the concepts of "ordinary practice of seaman" and the duty of care by providing a systematic interpretation of the original text. In addition, the duty of care was reviewed from the perspective of administrative, civil, and criminal laws. Furthermore, relevant legal precedents were reviewed and presented in the study. Accordingly, it is expected that the term "ordinary practice of seaman" would be properly used in decisions that contribute to the prevention of the recurrence of similar marine accidents.

This research has been focused on accessing precision and accuracy of UAV (Unmanned Aerial Vehicle)-derived 3-D surveying coordinates. To this end, a highly precise and accurate testing control network had been established by GNSS (Global Navigation Satellite Systems) campaign and its network adjustment. The coordinates of the ground control points and the check points were estimated within 1cm accuracy for 95% of the confidence level. FC330 camera mounted on DJI Phantom 4 repeatedly took aerial photos of an experimental area seven times, and then processed them by two widely used software packages. To evaluate the precision and accuracy of the aerial surveys, 3-D coordinates of the ten check points which automatically extracted by software were compared with GNSS solutions. For the 95% confidence level, the standard deviation of two software's result is within 1cm, 2cm, and 4cm for the north-south, east-west, and height direction, and RMSE (Root Mean Square Error) is within 9cm and 8cm for the horizontal, vertical component, respectively. The interest is that the standard deviation is much smaller than RMSE. The F-ratio test was performed to confirm the statistical difference between the two software processing results. For the standard deviation and RMSE of most positional components, exception of RMSE of the height, the null hypothesis of the one-tailed tests was rejected. It indicates that the result of UAV photogrammetry can be different statistically based on the processing software.

This study examines an effective operational plan of a maritime safety enforcement task that is distributed in the Ministry of Oceans and Fisheries and the Korea Coast Guard for maritime safety. Considering the sinking of the MV Sewol and Seohae vessels and the MV Hebei Spirit oil spill, normally marine safety accidents tend to not only damage human life, property, and marine environment but can also expand to disasters; therefore, precautionary measures are required. However, the Korean government takes superficial efforts in case of large-scale accidents. In case of the MV Sewol ferry, the government only focused on punishing the officials involved as a follow up and never mentioned any effective plan, such as "unification of maritime safety enforcement," in contrast to an advanced country. As a result, there are endless major and minor backward accidents. The probability of large-scale maritime accidents and backwardness accidents is increasing owing to vessels becoming large sized, high speed, and aged; sailors being unqualified; port traffic increase, development of marine leisure; and inefficiency dual marine safety systems. Therefore, based on the review of previous studies related to maritime safety, major advanced country's cases, and unified case of the vessel traffic service, this study suggests effective methods such as coastal vessel safety management, port state control and aid to navigation management, which are directly connected with maritime safety.

All people have human rights that should be protected, and today, the importance of protecting human rights is emphasized in all areas of society. The industry is also carrying out activities to protect the human rights of workers, such as implementing human rights education for human rights management and preparing a response system for human rights violations. However, due to the closed environment and special working conditions, seafarers on board are often placed in a blind spot in human rights protection. In particular, a number of cases of human rights violations concerning beginner seafarers, including cadets, have been identified, and relevant research is insufficient compared to other occupational groups. Jobs that restrict basic human rights cannot be envied by anyone. In this study, implications and problems were derived based on the results of a human rights survey of cadets, and cases of human rights violations, and improvement measures were proposed. The cadets had a very negative perception of human rights violations before boarding. However, it was found that their perception changed after boarding. It was confirmed that cadets have unnecessary fears and concerns before boarding. Improvement measures include the establishment of a legal system for the status of cadets, measures to alleviate non-physical human rights violations, improvement of human rights violations handling procedures and response systems, and enhancing the effectiveness of human rights education.

Currently, the maritime industry is focusing on developing technologies that promote autonomy and intelligence, such as smart ships, autonomous ships, and eco-friendly technologies, to enhance ship operational efficiency. Many countries are conducting research on different methods to ensure ship safety while increasing operational efficiency. This study aims to develop a real-time ship operational efficiency analysis model using data analysis methods to address the current limitations of the present technologies in the real-time evaluation of operational efficiency. The model selected ship operational efficiency factors and ship operational condition factors to compare the operational efficiency of the ship with present and classified factors to determine whether the present ship operational efficiency is appropriate. The study involved selecting a target ship, collecting data, preprocessing data, and developing classification models. The results of the research were obtained by determining the improved ship operational efficiency based on the ship operational condition factors to support ship operators.
This work aims to : establish a model of the container physical distribution system of Pusan port comprising 4 sub-systems of a navigational system, on-dock cargo handling/transfer/storage system, off-dock CY system and an in-land transport system : examine the system regarding the cargo handling capability of the port and analyse the cost of the physical distribution system. The overall findings are as follows : Firstly in the navigational system, average tonnage of the ships visiting the Busan container terminal was 33,055 GRT in 1990. The distribution of the arrival intervals of the ships' arriving at BCTOC was exponential distribution of $Y=e^{-x/5.52}$ with 95% confidence, whereas that of the ships service time was Erlangian distribution(K=4) with 95% confidence, Ships' arrival and service pattern at the terminal, therefore, was Poisson Input Erlangian Service, and ships' average waiting times was 28.55 hours In this case 8berths were required for the arriving ships to wait less than one hour. Secondly an annual container through put that can be handled by the 9cranes at the terminal was found to be 683,000 TEU in case ships waiting time is one hour and 806,000 TEU in case ships waiting is 2 hours in-port transfer capability was 913,000 TEU when berth occupancy rate(9) was 0.5. This means that there was heavy congestion in the port when considering the fact that a total amount of 1,300,000 TEU was handled in the terminal in 1990. Thirdly when the cost of port congestion was not considered optimum cargo volume to be handled by a ship at a time was 235.7 VAN. When the ships' waiting time was set at 1 hour, optimum annual cargo handling capacity at the terminal was calculated to be 386,070 VAN(609,990 TEU), whereas when the ships' waiting time was set at 2 hours, it was calculated to be 467,738 VAN(739,027 TEU). Fourthly, when the cost of port congestion was considered optimum cargo volume to be handled by a ship at a time was 314.5 VAN. When the ships' waiting time was set at I hour optimum annual cargo handling capacity at the terminal was calculated to be 388.416(613.697 TEU), whereas when the ships' waiting time was set 2 hours, it was calculated to be 462,381 VAN(730,562 TEU).

To prevent accidents near the quay caused by a ship, ports are generally designed and constructed through navigation and berthing safety assessment. However, unpredictable accidents such as ship collisions with the quay or personal accidents caused by ropes still occur sometimes during the ship berthing or mooring process. Automatic mooring systems, which are equipped with an attachment mechanism composed of robotic manipulators and vacuum pads, are designed for rapid and safe mooring of ships. This paper deals with a displacement and velocity measurement system for the automatic mooring device, which is essential for the position and speed control of the vacuum pads. To design a suitable system for an automatic mooring device, we first analyze the sensor's performance and outdoor environmental characteristics. Based on the analysis results, we describe the configuration and design methods of a displacement and velocity measurement system for application in outdoor environments. Additionally, several algorithms for detecting the sensor's state and estimating a ship's velocity are developed. The proposed method is verified through some experiments for displacement and speed measurement targeted at a moving object with constant speed.

Despite the rapid advancement in image recognition technology, achieving perfect digitization of tabular documents and handwritten documents still challenges. The purpose of this study is to improve the accuracy of digitizing the logbook by correcting errors by utilizing associated rules considered during logbook entries. Through this, it is expected to enhance the accuracy and reliability of data extracted from logbook through OCR programs. This model is to improve the accuracy of digitizing the logbook of the training ship "Saenuri" at the Mokpo Maritime University by correcting errors identified after Optical Character Recognition (OCR) program recognition. The model identified and corrected errors by utilizing associated rules considered during logbook entries. To evaluate the effect of model, the data before and after correction were divided by features, and comparisons were made between the same sailing number and the same feature. Using this model, approximately 10.6% of errors out of the total estimated error rate of about 11.8% were identified, and 56 out of 123 errors were corrected. A limitation of this study is that it only focuses on information from Dist.Run to Stand Course sections of the logbook, which contain navigational information. Future research will aim to correct more information from the logbook, including weather information, to overcome this limitation.
Since the 20th century, automobiles, which are the most common means of transportation, have been evolving as the use of electronic control devices and automotive semiconductors increases dramatically. Automotive semiconductors are a key component in automotive electronic control devices and are used to provide stability, efficiency of fuel use, and stability of operation to consumers. For example, automotive semiconductors include engines control, technologies for managing electric motors, transmission control units, hybrid vehicle control, start/stop systems, electronic motor control, automotive radar and LIDAR, smart head lamps, head-up displays, lane keeping systems. As such, semiconductors are being applied to almost all electronic control devices that make up an automobile, and they are creating more effects than simply combining mechanical devices. Since automotive semiconductors have a high data rate basically, a microprocessor unit is being used instead of a micro control unit. For example, semiconductors based on ARM processors are being used in telematics, audio/video multi-medias and navigation. Automotive semiconductors require characteristics such as high reliability, durability and long-term supply, considering the period of use of the automobile for more than 10 years. The reliability of automotive semiconductors is directly linked to the safety of automobiles. The semiconductor industry uses JEDEC and AEC standards to evaluate the reliability of automotive semiconductors. In addition, the life expectancy of the product is estimated at the early stage of development and at the early stage of mass production by using the reliability test method and results that are presented as standard in the automobile industry. However, there are limitations in predicting the failure rate caused by various parameters such as customer's various conditions of use and usage time. To overcome these limitations, much research has been done in academia and industry. Among them, researches using data mining techniques have been carried out in many semiconductor fields, but application and research on automotive semiconductors have not yet been studied. In this regard, this study investigates the relationship between data generated during semiconductor assembly and package test process by using data mining technique, and uses data mining technique suitable for predicting potential failure rate using customer bad data.
