  • Damage of rivers construction is serious to natural disaster by concentration rainfall in summer. Specially, increase of soil erosion breeds flood calamity of river bed accumulation and pondage decline etc., and erosion increase in upper stream shows in rivers flood of earth and sand, farm land and form of urban district burying. Flood damage investigation through on-the-spot probe until present need effective and scientific modelling techniques because is not efficient. This research wished to examine practical use of monitoring data of high resolution satellite image through satellite image analysis of various space resolution. Research analyzed abstraction possibility of soil disaster information using high resolution satellite image. Also, studied soil disaster damage present condition interpretation practical use possibility through various resolution satellite image analysis, and studied practical use of KOMPSAT image for interpretation of river topography change analysis.

  • General bus stop is very simple and have some problem to protect the passengers and don't have any proper information messenger for the convenience of bus riding in spite of present initiative bus information system. However, this paper have introduced new conceptual modular-smart station avaliable to both public bus and bimodal tram. It can secure the passenger's safety from other danger attributes like running car or unexpected natural disaster and supply the passengers the variable information from display which is connected to the control center. Therefore, modular-smart station is both shelter and information messenger for passenger's safey and convenience.

Conceptual Design of a Hazard Evaluation Process for Constructing the Korean Hazard Information System : Focused on Flood Hazard (한국형 재해정보시스템 구축을 위한 재해평가 프로세스 개념설계 : 홍수재해를 중심으로)

  • In this paper, for constructing the Korean Hazard Information System (KHIS), we conceptually design a hazard evaluation process. We first deal with a hazard evaluation process focused on flood hazard to give the most immense damage and loss. The hazard evaluation process is consist of a damage evaluation process and a loss evaluation process, and is used for transforming hazards from natural disasters into economic measures. The proposed process is developed based on the famous FEMA (Federal Emergency Management Agency)'s $HAZAS^{@MH}$methodology. We modify the FEMA's process to be mutually exclusive and collectively exhaustive, that is all losses from the hazards are included into the estimation process but the losses are not duplicated in the process. In addition to this, we define the loss process specifically by considering the characteristics from the hazard environments of Korea. We can expect that KHIS for evaluating economic losses from natural hazards can be developed based on the conceptual design for the economic loss evaluation process, and KHIS can be used as a useful tool for analyzing the feasibilities of mitigation plans in central/local governments.

  • Drought is a reoccurring worldwide natural hazard that affects not only food production but also economics, health, and infrastructure. Drought monitoring is usually performed with precipitation-based indices without consideration of the actual state and amount of the land surface properties. A drought index based on the actual evapotranspiration can overcome these shortcomings. The severity of a drought can be quantified by making a spatial map. The procedure for estimating actual evapotranspiration is costly and complicated, and requires land surface information. The possibility of utilizing drone-driven remotely sensed data for actual evapotranspiration estimation was analyzed in this study. A drone collected data was used to calculate the normalized difference vegetation index (NDVI) and soil-adjusted vegetation index (SAVI). The spatial resolution was 10 m with a grid of $404{\times}395$. The collected data were applied and parameterized to an actual evapotranspiration estimation. The result shows that drone-based data is useful for estimating actual evapotranspiration and the corresponding drought indices.

Optimal Ordering Policy in Dual-Sourcing Supply Chain Considering Supply Disruptions and Demand Information

  • It is necessary for retailers to determine the optimal ordering policy of products considering supply disruptions due to a natural disaster and a production process failure as quality and machine breakdowns. Under the situation, a dualsourcing supply chain (DSSC) is one of effective SC for retailers to order products reliably. This paper proposes the optimal ordering policy of a product in a DSSC with a retailer and two manufacturers. Two manufacturers may face supply disruptions due to a natural disater and a production process failure after they received the retailer's order of products. Here, two scenarios of demand information of products are assumed: (i) the demand distribution is known (ii) mean and variance of the demand are known. Under above situations, two types of DSSC are discussed. Under a decentralized DSSC (DSC), a retailer determines the optimal ordering policy to maximize his/her total expected profit. Under the integrated DSSC (ISC), the optimal ordering policy is determined to maximize the whole system's total expected profit. Numerical analysis investigates how demand information and supply disruptions affect the optimal decisions under DSC and ISC. Besides, profitability of supply chain coordination adjusting the wholesale price is evaluated to encourage the optimal decision under ISC.

A Study on Fire Prevention Measures through Candle Fire Case and Reproduction Experiment (촛불화재사례 및 재현실험을 통한 화재예방대책 연구)

  • Purpose: The purpose of the study is to reduce the fire of the same type by analyzing the form which is mainly generated based on the result of the fire investigation through the experiment to reproduce, since the candle fire is repeated every year with the same type. Methods: For the analysis of candle flame, 4 kinds of methods such as acrylic recharge test, FOMEX acrylic recharge test, general combustible recharge test, and natural fire extinguishing test of candle were conducted. Results: It was confirmed that continuous burning is difficult to be achieved without contact of combustible materials around. Conclusion: In order to prevent a candle fire, it is important to check the safety of the surrounding area. It is also considered to introduce safety regulations such as finishing with a fireproof material such as a silver foil at the terminal end.

  • Recently, a great number of natural disasters have more frequently happened than the past. The National Emergency Management Agency of Korea has made preparation for the integrated management system of steep slope lands. There is information based on the steep slope inspection sheets and the underground spatial information related to the prevention against steep slope disasters. Nevertheless, building a complete DB System to prevent the hazards and secure the safeties should be urgently dealt with. It is mainly because the information of the National Disaster Management System is restricted to the text-based brief data. Therefore, the purpose of this study is to suggest the method as to building steep slope DB system for disaster prevention and maximizing the availabilities. This study shows the way of building a web-based DB system having its root in the steep slope inspection sheets. The method of establishing the ideal DB system that has liaisons between the Ministry of Land, Infrastructure and Transport and the National Emergency Management Agency is discussed in this study. Furthermore the optimization of DB utilization will assist the various integrated steep slope management systems based on U-IT which are ongoing projects.

  • In order to minimize the casualties and damages from natural disasters, local terrain and weather phenomena need to be constantly monitored. Various weather monitoring systems are designed to collect and monitor the weather information for disaster prevention. Nowadays, wireless sensor networks have been widely used to transmit the weather information and collected by the base station at a regular interval. In this paper, disaster prevention monitoring system for efficient data transfer of weather information such as temperature, humidity and illumination are designed. Weather information is able to burst the data transmission based on storage of flash memory. Telosb sensor node are used in the research; programmed by nesC language used by TinyOS.

An Estimation of Amount of Damage Using the 3-second Gust When the Typhoon Attack (태풍 내습 시 3-second gust를 이용한 피해액 산정)

  • The most efficient measures to reduce damage from natural disasters include activities which prevent disasters in advance, decrease possibility of disasters and minimize the scale of damage. Therefore, developing of the risk assessment model is very important to reduce the natural disaster damage. This study estimated a typhoon damage which is the biggest damage scale among increased natural disasters in Korea along with climate change. The results of 3-second gust at the height of 10m level from the typhoon 'Maemi' which did considerable damage to Korean in 2003, using the wind data at the height of 700 hPa. September 12th 09 LST~13th 12 LST period by the time a typhoon Maemi approached to the Korean peninsula. This study estimate damage amount using 'Fragility curve' which is the damage probability curve about a certain wind speed of the each building component factors based on wind load estimation results by using 3-second gust. But the fragility curve is not to Korea. Therefore, we use the fragility curves to FPHLM(FDFS, 2005). The result of houses damage amount is about 11 trillion 5 million won. This values are limit the 1-story detached dwelling, $62.51\sim95.56\;m^2$ of total area. Therefore, this process is possible application to other type houses.

  • Remotely sensed data have been utilized efficiently for damage detection immediately after the natural disaster since they provide valuable information on land cover change due to spatial synchronization and multitemporal observation over large areas. Damage information obtained at an early stage is important for rapid emergency response and recovery works. Many useful techniques to analyze the characteristics of the pre- and post-event satellite images in large-scale damage detection have been successfully investigated for emergency management. Since high-resolution satellite images provide a wealth of information on damage occurred in urban areas, they are successfully utilized for damage detection in urban areas. In this research, a method to perform automated damage detection is proposed based on the differences of the textural characteristics in pre- and post- high resolution satellite images.
