Burn-in When Minimal Repair Costs Vary With Time

  • Burn-in is a widely used method to eliminate initial failures. Preventive maintenance policy such as block replacement with minimal repair at failure is often used in field operation. In this paper burn-in and maintenance policy are taken into consideration at the same time. The cost of a minimal repair is assumed to be a non-decreasing function of its age. The problems of determining optimal burn-in times and optimal maintenance policy are considered.

Differences in Medical Care Utilization Rates of the Disabled and the Non-disabled with Ambulatory Care Sensitive Conditions (외래진료 민감질환 유질환자 중 장애인과 비장애인의 의료이용률 차이)

  • Objectives: The purpose of this study was to determine whether the disabled have worse access to primary care than the non-disabled. Methods: We used the National Disability Registry data and the National Health Insurance data for the calendar year 2003, and we analyzed 807,380 disabled persons who had been registered until December 2001 and we also analyzed 1,614,760 non-disabled persons for nine ambulatory care sensitive conditions (ACSCs). The rates of physician visits and hospitalizations for the patients with ACSCs were compared between the disabled and the nondisabled. Multiple logistic regression analysis was used to evaluate the association between medical care utilization and disability and to assess the association between hospitalization and the number of physician visits while controlling for potential confounders. Results: The numbers of physician visits per 100 patients were $0.78{\sim}0.97$ times lower for the disabled than that for the non-disabled with five of nine ACSCs. The numbers of hospitalizations per 100 patients were $1.16{\sim}1.77$ times higher for the disabled than that for the non-disabled with all the ACSCs. While the ORs of a physician visit for the disabled were significantly lower than that for the non-disabled with all the ACSCs (OR: $0.44{\sim}0.70$), and the ORs of hospitalization for the disabled were significantly higher (OR: $1.16{\sim}1.89$). The lower physician visit group (number of physician visits ${\leq}$1) was more likely to be hospitalized than the higher physician visit group (number of physician visits ${\geq}$2) (OR: $1.69{\sim}19.77$). The effect of the physician visit rate on hospitalization was larger than the effect of disability on hospitalization. Conclusions: The results suggest that the disabled were more likely to be hospitalized for ACSCs due to their lower access to primary care.

A Case Study of the Australian Research Data Policy and Support Services (호주의 연구데이터 정책 및 지원체계에 대한 사례 분석)

  • In early 2019, Korea passed the law that introduced data management plan policy similar to those adopted by national funding agencies in other countries. In anticipation of developing research data infrastructure and support services, this study analyzed Australia's relevant policies and policy instruments. A number of face-to-face interviews with the experts at the national funding agency, a national research data agency and a number of research libraries, along with focused literature analysis. In Australia, the 2015 Public Data Policy is applied to research data from publicly funded research. Research data management and sharing is recommended but not required by the national funding agency it its policy documents. Australian National Data Service(ANDS), Australia's national research data agency, is an important component of the national research infrastructure. ANDS plays a wide range of roles including research data platform development, education and training, policy support, and funding agency for small-scale R&D. Some of the Australian research libraries have developed in-house systems for research data storage and publishing. However, there is no significant demand for research data service as yet. Lessons learned include the following: ensuring transparency and predictability of research data policies, establishing a dedicated agency responsible for research data platform development and training, and cultivating data capabilities at research libraries.

Political Rationality of Natural Resources Policy - Analysis of Residents Gratification - (자연자원정책의 정치적 합리성에 관한 연구 : 주민 만족도를 적용하여)

  • This study analysed the influencing factors involved in deciding the policy through the analysis of procedure in the policy on the natural resources in local governments. To evaluate the political consensus of decision making in policy determination as political rationality in natural resources policy, we analyzed the degree of the satisfaction from the residents. Among the analysis factors of the satisfaction of natural resources policy, the most significant independent factors were the goal and the method of the policy, the institutional conditions and interested groups, the appropriateness of the content of decision making, supervising and controlling, cooperating relations, the effect of policy, and the consistency. From the analysis of the effect and the goal of policy, we found $70.5\%$ of residents was against the policy and only $27.8\%$ consented. Considering the appropriateness of supervising and controlling in accordance with the process of the policy decision and its execution, the influence of local governments and institutions concerned enjoying comparatively more economic benefits was strong, however, the involvement of the residents and supervising and monitoring institutions were found negligible.

Analysis of Phytoncide Concentration and Micrometeorology Factors by Pinus Koraiensis Stand Density (잣나무 임분밀도에 따른 피톤치드 농도 및 임내환경 특성에 관한 연구)

  • Objectives: Scientific verification for health effects has been constantly demanded through the forest healing factors. In this study, phytoncide concentration which is one of the forest healing factors, was investigated according to stand density, season and visiting time, and analyzed correlation with micrometeorology factors. Methods: Total volatile organic compounds (TVOCs) and Natural volatile organic compounds (NVOCs) were collected using a measuring instrument which is connected to an air pump with the Tenax TA tube. The 32NVOCs were selected through the detailed criteria of adequacy assessment for recreational forest. The statistical analysis (correlation and stepwise regression analysis) was conducted between phytoncide concentration and micrometeorology factors. Results: NVOCs concentration linearly increased according to stand density. The high level showed in the summer (p<0.05), and there is no significant difference according to visiting hours of the Healing forest. NVOCs is a negative correlation with solar radiation, PAR and wind direction, and a positive correlation with relative humidity and temperature (p<0.01). NVOCs increased following the increase of humidity and temperature ($R^2=0.55$). Conclusions: Phytoncide linearly increased according to stand density, and showed the correlation significantly with microclimate factors. In future, these results will be utilized as a basic material to promote the generation of phytoncide, which positively influences human health promotion and manage the forest welfare space.

  • Republic of Korea is divided into South Korea and North Korea, creating military conflicts and social conflicts. North Korea is conducting cyberattacks against South Korea and has hacked South Korea's defense network. In the world of cyberspace, the boundaries of the borders are becoming obscured, and cyberattacks and cyberterrorism for cyberwarfare operate with digital computing connected to points, time and space. Agenda and manual are needed for national cybersecurity. Also, it is necessary to study national cybersecurity laws and policies that can create and implement nationalcyber security policy. This paper investigates cyberterrorism situation in North and South Korean confrontation situation and damage to cyberwarfare in the world. We also study cybersecurity activities and cyberwarfare response agendas, manuals and new technologies at home and abroad. And propose national cybersecurity policy and propose policies so that '(tentative) The National Cybersecurity Law' is established. This study will be used as basic data of national cybersecurity law and policy.

A Study on the Importance Analysis for Improving the Efficiency of Seafarer's Policy (선원정책의 효율성 제고를 위한 중요도 분석에 관한 연구)

  • This study aimed to determine the importance of the policies formulated through the Ministry of Maritime Affairs and Fisheries' master plan for Seafarer's policy. To confirm the importance of the Seafarer's policy, AHP analysis was conducted on the 3 main policies and 15 auxiliary policies established by the master plan for Seafarer's policy. To analyze the reliability of the survey, we investigated the inconsistency ratio of 34 respondents retrieved. We found that 25 respondents validated the reliability of the findings. The analysis showed that the policy of establishing a stable supply and demand system was the most important among the main policies for seafarers, while the policy of fostering seafarers linked to jobs was the most important one among the auxiliary policies. By group, the government recognized establishing a stable supply and demand system as a priority of policy. Dif erences were found on the fact that improving working conditions and expanding welfare were important for seafarers. This study, which analyzed the importance of the Seafarer's policy through AHP analysis, has the following implications. We established guidelines to enhance efficiency, such as budget allocation by policy according to the importance in implementing Seafarer's policies. Furthermore, our study can be used as basic data for establishing a master plan for Seafarer's policy by comparing differences in importance per group.

Residents Awareness Analysis for Climate Change Policy - Focus on Forest Sector of Daejeon Metropolitan City - (기후변화대응정책에 대한 시민들의 인식 분석 - 대전광역시 산림부분 정책을 중심으로 -)

  • The purpose of this study were to investigate the influence of residents awareness analysis for climate change policy. Nine items of residents' perceptions and opinions were designed from previous forest sector of Daejeon Metropolitan City. 241 questionnaires were obtained from interview survey in Hanbat arboretum in Daejeon. Forest sector were significant differences with socioeconomic variables of local residents. Providing detailed information on climate change and its impact on the local environment brings about greater awareness and better understanding of global warming amongst citizens which would eventually drive the people to give support to policy initiatives.
