Analysis on the priority of policy programs for 6th industrialization in agricultural sector: using AHP (농업 6차 산업화 정책의 우선순위 분석: AHP를 이용하여)

  • The 6th industrialization is one of the most important policies for Korean agricultural sector, and Korean government allocates the large portion of policy budget to promote the 6th industrialization. However, recently, Korean government has experienced the confusion and inefficiency due to too many policy programs for the 6th industrialization. The purpose of this paper is to analyze the current policy programs for the 6th industrialization and to suggest the several guidelines for the more efficient policy system, including the priority of policy programs for the 6th industrialization. The results of studies present a few findings as follows: First, Korean government should evenly promote the 1st, 2nd, and 3rd industry in agricultural sector. Second, the main agent of the 6th industrialization needs to be the ministry of agriculture, food and rural affairs. Third, the policy resource for the 6th industrialization should be focused on the prominent farmers or enterprises. Forth, the policy programs for the 6th industrialization need to be grouped.

Study on Preference Orientation and Effectiveness of an Integration Policy for the Rural married immigrant women according to life areas (생활영역별 농촌결혼이민여성 통합정책의 선호 정향성 및 효과성에 관한 연구)

  • This study aimed at identifying the effectiveness and preference orientation of an social integration policy for rural married immigrant women according to eight life areas. For this purpose was surveyed non-multicultural residents and multicultural couples. By analysis, frist, the assimilation orientation as an model of integration policy for the women was preferred most highly at the life language area by every respondent. The multiculturalism orientation was preferred most highly at the private area such as dietary-life culture. Second, ANOVA analysis showed that the positive effectiveness on the language policy are evaluated most highly by the respondent having assimilation preference orientation. And the positive effectiveness on dietary-life culture policy are evaluated most highly by the respondent having multiculturalism orientation. Third, positive effectiveness level of the policy estimated by the resident was lower than it of multicultural couple significantly. In conclusion, based on results of this study, it can be seen as on that point preference orientation of integration policy for the women, the domain specificity is present in the attitude of the multicultural couple and resident. Therefore it suspect that integration policy for the women should be considered differently according to life sphere.

  • This paper studies legal regulation of the public policy exception in the Russian Federation and domestic judicial practice on the issue. It reviews current legislation and analyzes a number of recent court cases where an arbitral award rendered by a foreign arbitration body was refused recognition and enforcement based on public policy violation. By doing so, it contributes to the knowledge on the concept of public policy in the Russian legal system and how public policy can affect the process of recognition and enforcement of foreign arbitral awards on its territory. The review of court cases demonstrates different aspects of how the public policy exception can be applied by Russian arbitrazh courts. Such decisions can provide a clearer picture of the kinds of situation that can lead to invoking the public policy clause by the court. Also, it is of practical value as persons preparing to file a claim or to be a defendant in a Russian court can be required to present existing court decisions in support of their claim or defence.

THE ACTIVITIES OF AMALGAMATED TERRITORIAL COMMUNITIES IN THE CONTEXT OF SUSTAINABLE DEVELOPMENT OF THE ENVIRONMENT: THE EXPERIENCE OF UKRAINE AND THE EU STATES

  • The relevance of the study implies the need to explain the main determinants of environmental policy, allowing countries to converge on a common working basis. The purpose of the research is to explore ways in which the environmental aspects of EU regions and territories can be shaped to apply to domestic environmental policy. A total of 997 representatives from the Ukrainian UTCs, who are involved in local environmental policy, participated in the survey. Results of the research. A hierarchy of regional environmental policy objectives has been identified. Three key principles of eco-policy development have been distinguished. The means of the innovative approach strategy implementation have been outlined (formation of the regional market of environmental services; organization of interaction between environmental agencies and market structures; establishment of environmental funds which finance environmental activities; implementation of the "collateral return" system; formation of a system of benefits and loans to enterprises that successfully implement the environmental policy). The means of the prognostic approach implementation strategy to the development of the region's environmental policy have been determined (the use of an orderly and successful long-term strategy of economic development of the region; obligatory consideration in the mechanisms strategy aimed at improvement of environmental management system of the region, interbranch impact of the projects implemented on the region's ecological situation; taking into consideration the economic and geographical peculiarities of the region, the necessary infrastructure, issues of the territorial location of the large enterprises in the region and their impact on the environment). The means of the traditional approach strategy implementation have been outlined (activity programs focused on solution of specific problems, rather than on the implementation of measures for environmental restoration and enhancement; nature conservation problems have interbranch, interdepartmental character due to unity of the region's ecosystem; tracking complexity of changing conditions (water basins, woodlands, air-mass transport), regional boundaries generally do not coincide with natural ecosystems boundaries). The practical significance of the study lies in providing recommendations for the implementation of certain aspects of Ukrainian UTC's environmental policy.

Factors Affecting Public Prejudice and Social Distance on Mental Illness: Analysis of Contextual Effect by Multi-level Analysis

  • Objectives: While there have been many quantitative studies on the public's attitude towards mental illnesses, it is hard to find quantitative study which focused on the contextual effect on the public's attitude. The purpose of this study was to identify factors that affect the public's beliefs and attitudes including contextual effects. Methods: We analyzed survey on the public's beliefs and attitudes towards mental illness in Korea with multi-level analysis. We analyzed the public's beliefs and attitudes in terms of prejudice as an intermediate outcome and social distance as a final outcome. Then, we focused on the associations of factors, which were individual and regional socioeconomic factors, familiarity, and knowledge based on the comparison of the intermediate and final outcomes. Results: Prejudice was not explained by regional variables but was only correlated with individual factors. Prejudice increased with age and decreased by high education level. However, social distance controlling for prejudice increased in females, in people with a high education level, and in regions with a high education level and a high proportion of the old. Therefore, social distance without controlling for prejudice increased in females, in the elderly, in highly educated people, and in regions with a high education and aged community. Conclusions: The result of the multi-level analysis for the regional variables suggests that social distance for mental illness are not only determined by individual factors but also influenced by the surroundings so that it could be tackled sufficiently with appropriate considering of the relevant regional context with individual characteristics.

The Feasibility and Future Prospects of Robot-Assisted Surgery in Gastric Cancer: Consensus Comments from the National Evidence-based Collaborating Agency Round-Table Conference

  • To establish an appropriate policy for robotic surgery in Korea, the National Evidence-based Collaborating Agency (NECA) and the Korean Society of Health Policy and Administration held a round-table conference (RTC) to gather opinions through a comprehensive discussion of scientific information in gastric cancer. The NECA RTC is a public discussion forum wherein experts from diverse fields and members of the lay public conduct in-depth discussions on a selected social issue in the health and medical field. For this study, representatives from the medical field, patient groups, industry, the press, and policy makers participated in a discussion focused on the medical and scientific evidence for the use of robotic surgery in gastric cancer. According to the RTC results, robotic surgery showed more favorable results in safety and efficacy than open surgery and it is similar to laparoscopy. When the cost-effectiveness of robotic surgery and laparoscopy is compared, robotic surgery costs are higher but there was no difference between the two of them in terms of effectiveness (pain, quality of life, complications, etc.). In order to resolve the high cost issue of the robotic surgery, a proper policy should be implemented to facilitate the development of a cost-effective model of the robotic surgery equipment. The higher cost of robotic surgery require more evidence of its safety and efficacy as well as the cost-effectiveness issues of this method. Discussions on the national insurance coverage of robotic surgery seems to be necessary in the near future.

A TQM case of Centralized Sequential Decision-making Problem

  • This paper considers that a public department under specialized TQM manpower constraints have to implement multiple total quality management (TQM) policies to promote its service performance (fundamental goal) by adopting a centralized sequential advancement strategy (CSAS). Under CSAS, the decision-makers (DMs) start off by focusing specialized TQM manpower on a single policy, then transfer the specialized TQM manpower to the next policy when the first policy reaches the predetermined implementation time limit (in terms of education and training). Suppose that each TQM policy has a different desirous education and training goal. When the desirous goals for all TQM policies are achieved, we say that the fundamental goal will be satisfied. Within the limitation of total implementation period of time for all policies, assume the desirous goals for all TQM policies cannot be achieved completely. Under this premise, the optimal implementation sequence for all TQM policies must be calculated to maximize the weighted achievement of the desirous goal. We call this optimization problem a TQM case of "centralized sequential decision-making problem (CSDMP)". The achievement of the desirous goal for each TQM policy is usually affected by the experience in prior implemented policies, which makes solving CSDMP quite difficult. As a result, this paper introduces the concepts of sequential effectiveness and path effectiveness. The structural properties are then studied to propose theoretical methods for solving CSDMP. Finally, a numerical example is proposed to demonstrate CSDMP′s usability.

Policy Proposal to Improve Illegal Web Blocking Policy Based on SNI Blocking Technique (SNI 차단 기법 기반의 불법 웹 차단 기술적 정책 개선)

  • The government of the Republic of Korea has introduced SNI blocking method since February 2019 to block illegal sites. Currently, this policy has been considered as a controversial policy in South Korea therefore, about 270,000 South Koreans have been calmed down by and the presidential office petition because people believe that blocking https by SNI would invasion of privacy and freedom of use of the Internet. As soon as the SNI blocking method was used, the bypass method was opened to the Internet, causing side effects. In this study, identifies the development of Internet blocking technology and the development of new technology that bypasses the technology. It also examines Internet censorship in other countries and identifies problems in blocking technology. Through this study would present policy suggestions and technical methodologies for sound Internet use.

Analysis of National Basic Research System: The Case of South Korea

  • In this paper, we analyze the basic research system in South Korea. We propose a national basic research system consisting of value, openness, input, transformation, and output. Based on this framework, we set up interview questionnaires, and 15 key informants have been interviewed. According to our results, first, in terms of value, basic research is recognized as an activity for creating knowledge in the understanding of nature. Second, as for openness, scientists and policy experts agree that active interaction with the global community is an important value for the national research system. Third, in terms of sustainable research resources, scientists are strongly required to effectively allocate research funding, maximizing the creativity of researchers and the efficient sharing of research equipment. Fourth, in transformation, basic researchers maintain that the Korean research system has is extremly dependent on the government's external control, and its self-regulative system has been weak for over half century onw. Fifth, for global competitiveness, the interviewees agreed that the quality of basic research in Korea is approaching that of its global competitors. Finally, we put forward some policy implications on the basis of these findings.

  • The rapid increase in PET devices and its utilization in Korea necessitates relevant health insurance policies based on scientific evidence, including economic evaluation of PET in clinical conditions. However, there is very little amount of evidence regarding PET, and the first step would be to establish research priorities to give a momentum for research and assure efficient use of research capacities. To this end, we conducted a two-round Delphi study, which produced stable consensus on about top 10 oncology indications for research, which included lymphoma staging, colorectal cancer recurrence/restaging, lung cancer staging, and other conditions. The results were largely consistent with current U.S. Medicare reimbursement indications and are expected to lead to relevant researches and evidence-based health policies on PET reimbursement and regulation.
