국립공원 취락지구 관리 개선방안 연구 (Issues of Residential Area Management in Korean Natinal Parks)

  • More than 130,000 residents are dwelling in 550 villages or residential areas covering 100K$m^2$ in the twenty national parks of Korea. Building new houses, additions, reconstruction, and certain kinds of land uses are prohibited in the residential areas of the national parks. Residents and park officials were interviewed and surveyed to discover problems and to suggest new management policies. Two of the mountain region national parks were studied, and the results are : First, it is recommended to amend the National Parks Act in order to list explicitly those facilities allowed in residential areas. Also the Act should enalble residential area management planning. The Residential area survey period should be shortened to 5 years instead local governments and the National Parks Authority offices. It is recommended that the NPA offices take over this responsibility completely. Thirds, some residential areas are better off to be excluded from the parks and the Boundaries of many residential areas are inappropriate and need to be adjusted. Fourth, as the number of visitors increase rapidly, the residential areas serve as tourist centers. The "Ecotourism" concept is to be introduced so that the residents can take part in ecotourism promotion. Fifth, the residents should be and well informed of residential area management policies and regulations.gulations.

한국 국립공원 산림생태계의 수목 탄소저장량 평가 (Estimation of Carbon Storage for Trees in Forest Ecosystem in the National Parks of Korea)

  • The purpose of this study is to quantitatively evaluate the amount of carbon storage for trees in forest ecosystem to support the foundation for carbon neutrality implementation in Korea National Park. It targeted 22 national parks designated and managed as national parks in Korea, and conducted research on forest trees in the terrestrial ecosystem among various natural and ecological carbon sink. The survey and analysis method followed the IPCC guidelines and the National Greenhouse Gas Inventory in Korea. The amount of tree carbon storage in the forest ecosystem of Korea National Park was confirmed to be about 218,505 thousand CO2-ton and the amount of carbon storage per unit area was 570.8 CO2-ton per hectare. Compared to 299.7 CO2-ton per hectare, the average carbon storage per unit area of the entire Korean forest, it was found that about twice as much carbon was stored when assuming the same area. In other words, it means that the tree carbon storage function of the national park is about twice as high as that of the average tree carbon storage function of entire Korean forest. It has great implications in Korea National Park not only provides biodiversity promotion and exploration services as a national protected area, but also performs excellent functions as a carbon sink.

Estimation of Freight Trip Generation Rates based on Commodity Flow Survey in Korea

  • In Korea, almost 700 industrial parks are under operation. Generally, industrial parks consist of national industrial parks and local industrial parks which are managed by a central government and by local governments respectively. The developing countries such as Korea, China and Vietnam etc. have constructed many industrial parks, which result in the change of land use pattern and also affect future trip demands. Therefore, in estimating traffic demands, it is very important to consider the industrial park development. This study aims to improve the methodology in estimating a freight trip generation rate with the data based on a nationwide commodity freight survey. The result showed that it is desirable to apply freight trip generation rate by the industry sector in estimating freight trip generations and using the production area of firm as an indicator. Specially, the reliability of the rates through a survey could be made sure because a sample rate based on firms in industrial parks was over 25% and the response rate was over 67%. The sample rate and response rate are very superior as compared to surveys conducted in many other countries. Because industrial parks have significant effects on forecasting transportation demand in pre-feasibility studies of transport and logistics projects, it is expected that the accuracy of freight trip demands would be improved through the results of this study.

"국립공원의 개념-훼손-보존" 모형의 환경교육적 접근 (The "National Park Concept-Waste-Conservation" Model for the Environmental Education)

  • 1. This paper suggests one educational model of National Parks. The model includes main themes such as (1) concepts, (2) waste types, and (3) conservation policies of National Parks for the application at the school environmental education classes. 2. The study describes the origin of the national park system and concepts or policies for the conservation of the parks with cases of Japan, Taiwan, Canada, Australia, Swiss, Russia, and International Union for the Conservation of Nature and Natural Resources(IUCN). The main focuses of their concepts or policies are on the (1) public land, (2) conserved, (3) legally protected land, and (4) land for the education of the loving their country. 3. This research classifies wastes of parks as point, linear, areal, and cubic types, and explains wasting actions on each types, focused mainly on the mountainous national parks. 4. The suggested policies for the conserving national parks, in this paper, are (1) core-zoning policy, and (2) management policy within the core zone. 5. Some principles are suggested for the more effective realization of the policies: (1) enforcement, (2) abandonment,(3) restoration, (4) enlargement, (5) limitation, (6) incorporation, (7) monitoring, and (8) education. 6. Finally, the educational values of this model may be derived from concepts of (1) loving national land, (2) conservation of nature, (3) public responsibility for protection, and (4) education materials. Those concepts form the foundation of models for (1) civic education, (2) education of country, and (3) inquiry training.

  • 1877년 3월 2일 개최된 제15차 국립공원심의회는 전라북도가 제안한 대둔산도립공원지정안을 심의하고 자연경관미가 수려한 산악풍경지로서 보호관리의 필요성이 인정되는 대둔산지역을 도립공원으로 의결하였고 건설부는 우리나라 11번째의 도립공원으로 지정공고하였다.
