신경사이버네틱스를 통한 정보혁신생태계 관리 : 사례연구 (Management of Government Innovation Ecosystem through the Neuro-cybernetics : A Case Study)

  • The main purpose of this study is to suggest a way that how government innovation ecosystem can be successfully managed by applying neuro-cybernetics approach. Innovation ecosystem is not a rare phenomenon around us. Especially national innovation managed by government relies on heavily innovation ecosystem. Unfortunately discussions of successful management of this ecosystem are rare. This study strongly urged necessity of such management by observing the case of introduction of CDMA mobile communication technology in Korea. Neuro-cybernetics was suggested as one alternative approach for the such management.

  • 한국 혁신 생태계는 후발 추격자에서 '민간 주도의 건강하고 역동적인 생태계 조성을 위한 정부의 역할이 중요한' 창조적 선도자 단계로 진화해 왔다. 한국의 혁신 생태계는 그동안의 획기적인 발전과 양적 확대에도 불구하고 혁신 성과의 정체 현상, 생태계 내 및 글로벌 연계 활동의 부족 등을 보여주고 있다. 미래 지향적인 혁신 생태계 조성을 위한 차세대 혁신 생태계 모델이 요구되는 상황이다. 기존의 이론적 근거를 바탕으로 혁신 생태계의 바탕을 이루는 것이 기업간 네트워크라는 관점에서 차세대 혁신 생태계의 요소로 기업간 네트워크 외에, 기업 역량, 공공 연구기관, 민간 산업단체, 기술 인프라, 정책 주체를 바탕으로 5개 요소를 설정하고, 불연속적 기술 및 시장 변화에 부응하는 '민간 주도의 건강하고 역동적인' 혁신 생태계로서의 차세대 혁신 생태계 모델을 제시하였고 혁신 생태계구축 역할을 담당하는 정책 주체의 구체적인 방향을 제시하고, 본 연구의 의의를 제시하였다.

  • To secure national future competitiveness, the Korean government announced the 『National Ultra-High Performance Computing (HPC) Innovation Strategy (2021.5.28.)』 and set three innovation strategy goals throughout establishing an innovation ecosystem. This study presented a heterogenous data-based strategic support framework that allowed to understand both the current status of domestic & foreign R&D areas and domestic industrial economy areas in terms of strategic fields related to ultra-high performance computing, and the empirical research was conducted in the life science and public health area. The HPC innovation ecosystem platform based on the connection of heterogeneous data (domestic R&D project-technology-industry-overseas R&D project) presented in this study provided useful and essential information that allowed establishing a specific action plan for the national HPC innovation strategy and contributing to vitalizing the innovation ecosystem. Since the evidence-based policy assumes that a more reasonable consensus is reached through a non-biased decision- making process among stakeholders, the proposed platform may contribute to enhancing policy momentum by increasing legitimacy and trust of planning of the national HPC strategy.

  • Innovation is broadly defined as the creation or adoption of new ideas and technologies, which has become an instrumental tool to determine the success and development level of a country as it leads to competitiveness and productivity of companies. Innovation is influenced by many factors including geographic and socio-economic factors as well as a political framework. In fact, innovation is systemic in nature, and it focuses on interactions amongst a nexus of processes such as Research and Development (R&D), production, business, and education, amongst other factors. However, not all innovation ecosystems have the same architectural models or internal collaboration. This paper aims to review the structure of the National Innovation Ecosystem by highlighting the different actions taken by the Government of Mauritius over the years. The multipronged approach of the government will be demonstrated through the different lines of actions to boost the innovation culture and offers a foundation for other small island developing state to follow to be at par with other innovative economies.

Endogenous Development Strategy of Technopolis in Korea: Case of Daedeok INNOPOLIS

  • The development of Technopolis and the establishment of innovative ecosystem have made an important contribution in South Korea's latest industrial development and economic growth. Particularly, Daedeok INNOPOLIS which is responsible for the central role in the national science technology advancement was founded as the Science Town in the 1970s. Since then, it has undergone three-phases of development: Science Park, Technopolis and Innovation cluster. As the result of the transition, Daedeok INNOPOLIS currently serve as the leading role for achieving sustainable economic growth, employment promotion, national and regional innovation. In order to accelerate the progress for success, Daedeok INNOPOLIS have arranged an opportunity for 21st century new industry development, improved growth of technology-intensive SMEs, reinforced academic-industrial cooperation, and established innovative ecosystem. Daedeok INNOPOLIS is considered as an outstanding case of endogenous development strategy of Technopolis. This study attempts to consider the endogenous development strategy of Technopolis in Korea through the analysis of development characteristics of Daedeok INNOPOLIS in two different perspectives: changes of spatial structure and establishment of innovation ecosystem. Daedeok INNOPOLIS have experienced a series of endogenous growth that is consisted of advancement strategy and structural changes, which allowed Daedeok research town to grow into an innovative cluster. A sign of growth of Daedeok INNOPOLIS became apparent when its strategy to reinforce the academic-industry cooperation system by promoting participation from universities helped to overcome a functional limitation as a research institute integrated for the establishment of innovative ecosystem. Since then, the center for creative economy and innovation established in cooperation with large enterprise, has a role to build a startup ecosystem and to promote next level of development such as proactive fostering of venture companies for sustainable technopolis development.

Toward a Policy for the Big Data-Based Social Problem-Solving Ecosystem: the Korean Context

  • The wave of the 4th Industrial Revolution was announced by Schwab Klaus at the 2016 World Economic Forum in Davos, and prospects and measures with the future society in mind have been put in place. With the launch of the Moon Jae-in administration in May 2017, Korea has shifted all of its interest to Big Data, which is one of the most important features of the 4th Industrial Revolution. In this regard, this study focuses on the role of the public sector, explores related issues, and identifies an agenda for determining the demand for ways to foster Big Data ecosystem, from an objective perspective. Furthermore, this study seeks to establish priorities for key Big Data issues from various areas based on importance and urgency using a Delphi analysis. It also specifies the agenda by which Korea should exert national and social efforts based on these priorities in order to demonstrate the role of the public sector in reinforcing the Big Data ecosystem.

Determinants of Technology Commercialization Ecosystem for Universities in Kazakhstan

  • The purpose of this study is to identify the barriers of university and industry cooperation and to develop recommendations for the internal ecosystem of technology commercialization. The research method used is a survey of three categories of experts from 9 universities of Almaty (researchers, technology transfer managers, spin-off-owners). Despite the strong efforts of the government of Kazakhstan in building innovation infrastructure, there is a low level of innovation activity, less than 5% of university inventions are transferred into the industry. The results of the expert survey showed that the main barriers for cooperation between university and industry are: lack of resources to build university-industry links, lack of time due to high teaching load, poor qualification of technology transfer managers and lack of networking with industry. Based on the results of the expert survey, it is proposed to develop the ecosystem for the commercialization of university-based technologies, for which the following economic activities are important: human resources, financing, intellectual property management system, and intermediary infrastructure. The results of this study can be applied in developing the strategies and policies for universities, public research organizations, as well as for national R&D and higher education policies.

A Study on Mongolia's National Innovation System: ICT as a Pilot Sector for the Innovation System Development

  • Innovation system is a framework concept that can be classified in many ways, namely-national, regional, sectoral and technological. Regardless of classification, all these systems have some common features and characteristics as a system. Before the innovation system concept, Mongolia developed and implemented a system to maintain nation's capacity to acquire, absorb and disseminate technologies like other countries. There were two important practices in the system development. Firstly, Mongolia modified and implemented a system "ShBOS" (meant "Invention and Innovative Idea System") that met its unique features to create innovative culture in the nation. Secondly, newly emerged ICT sector was quickly scaled up to be able to export technological products. The main objective of this article is to study modern experience of developing the national innovation system in Mongolia, assess current state of the system, innovation awareness and readiness, and carry out recommendations on its improvement with particular focus on the capacity of ICT sector as a pilot sector. The paper suggests that the above mentioned two achievements can be applied for developing the national innovation system through technological innovation system approach.

대전지역 혁신클러스터와 지역발전 (Innovation Cluster and Regional Development In Daejeon Regional)

  • 본 연구는 지역발전을 위한 다양한 이론모형들을 살펴보았고, 경쟁적으로 추진되고 있는 각국이 혁신클러스터 육성정책과 성공요인, 대전지역을 중심으로 혁신클러스터 활성화를 위한 정책과제 등을 살펴보았다. 혁클러스터의 활성화를 통해 지역을 발전시키기 위해서는 산업혁신클러스터가 발전할 수 있는 여건의 조성과 체계적이고 지속적인 정부의 지원정책이 중요하다. 세계적으로 성공적이라고 평가받고 있는 미국의 실리콘밸리, 샌디에고의 UCSD, 중국의 중관촌(中關村), 스웨덴의 시스타(Kista), 핀란드의 울루(Oulu) 등은 연구개발, 생산, 지원시스템 외에 이들 요소들을 유기적으로 연결시켜주는 역동성과 해외 클러스터 및 시장과의 긴밀한 네트워크가 발달되어 있다. 그러나 유리한 여건에도 불구하고 대전지역의 벤처산업은 수도권 등에 비하여 활성화되지 못하고 있다. 산업혁신 클러스터가 성공적으로 작동하고 발전하기 위해서는 혁신클러스터와 산업(생산)클러스터, 지원시스템과 인프라 혹은 선도적 대기업 등이 유기적인 네트워크를 구축하여 역동성을 발휘해야 한다. 구체적인 활성화 전력으로는 (1)기업환경 개선과 연구 성과의 사업화, (2)벤처금융지원 강화, (3)첨단기업의 유치와 네트워크 강화, (4)정부의 체계적인 지원과 혁신클러스터 구축 등이 있다.

한국 ICT서비스산업의 개방형 혁신에 영향을 미치는 요소 분석 : 네트워크 서비스를 중심으로 (Analysis on Determinant Affecting Open Innovation of Korean ICT Service Industry : Focusing on Network Service)

  • Due to the emergence of open innovation driven by development of network service technologies and convergence in ICT service industry, It is necessary for ICT service firms to examine their capabilities for open innovation. The purpose of this paper is to empirically examine determinants affecting open innovation in Korean ICT service industry. In order to analyze, this paper uses logistic and multiple regression models based on survey data of Korean ICT service firms. Estimation results show that external network for collaboration is positive on the technological innovation activity regardless of the innovation type. Specifically, user networks are significant in all types of technology innovation, revealing that it is important to innovation activities of the ICT service firms.
